Appendix – Notifications Introduction
Introduction to MTN’s RAFM Number Plan Management Service

MTN Group RAFM has requested that BIAAS provide Notifications and Intelligence relating to Numbering
data for MTN’s RAFM Community
●
BIAAS will provide Monthly and occasional one-off Notifications to the RAFM Group to assist in
●
Timely Management of International Number Plan Changes
●
Enhanced recognition and mitigation of International Revenue Share Fraud
●
To assist RAFM, BIAAS will also maintain, in Excel, and obtainable upon request, three databases for RAFM
focused on International Dial Codes for
●
Normal Retail Outgoing Call Billing, and outgoing Roaming Call Billing
●
MTN Specific Dial Codes treatment (accurate billing of MTN Zone)
●
Enhanced Fraud Management
●
Following Service Launch (June 2014) BIAAS will also provide additional information to help MTN OpCos
gain a greater understanding of Number Plan Management Issues in the form of communications.
The service will evolve positively in accordance with MTN User feedback and input.

Changes to International Dial Codes for Billing (includes Roaming)
●
BIAAS will notify of all additions, removals and reclassifications of International Dial Codes
●
RAFM should use this information to ensure Number Plans on key billing systems are maintained up
to date as necessary to ensure accurate billing.
●
Not all dial codes will need to be updated in billing – it will depend upon both the change itself, and
the complexity of the tariffs
Changes to Fraud Hot Destination Lists
●
BIAAS will notify of specific fraud destination numbers which have impacted on MTN, that come to
our attention from across the group.
●
BIAAS will also supply revised hotlists of destinations from our own International Premium Rate
Research and other industry sources
●
BIAAS will notify of changes to BICs premium rate type destinations.
●
RAFM should use this information where they can to complement their existing Fraud detection and
prevention strategies.
●
RAFM should also please inform BIAAS of fraud destinations to enable these to be shared within the
wider MTN group.

Dial Code ‘Codes’ Explained
Every GNRM (Global Number Range Management) Dial Code has a ‘Code Type’ Code

CC Means 'Country Code' and is the fixed line destination
M Means high level Mobile Code - representing the high level codes for Mobiles in each country
MD Means Detailed Mobile Code - this is the lower level Interconnect type granularity, and may be
needed for some detailed retail and roaming tariffs
CCSAT Means the destination is Satellite or Other International Network
FF means 'International Freephone' and relates to the destination 00800 only.
ABU in Code name means the destinations has been noted as involved in IRS Frauds
