SCHOOL BOARD POLICY
(Excerpted from the Code of Student Conduct 2008-2009)
The Broward Truancy Intervention Program (BTIP) is a joint partnership program of the
Broward State Attorney’s office and the school Board of Broward County. The program
is designed to prevent excessive absences through parent notification and accountability,
school interventions, and daily monitoring of attendance. Parents are expected to
communicate with school personnel regarding absences. Parents who do not comply are
referred to the State Attorney’s Office for failure to comply with Florida Statue 1003.27
which provides that a parent commits a misdemeanor of the second degree, punishable as
provided by law, if the parent refuses or fails to have a child attend school regularly or
refuses to participate in meetings concerning the child’s truancy.

The automatic Parent Link call to parents of students with three (3) or more unexcused absences gives
ALL parents notification and the opportunity to talk with school staff to resolve issues of nonattendance, behavior and academic performance before it becomes chronic.
The District’s ETS department electronically mails the following notification letters to parents of
ELEMENTARY school age students when the students accrue five (5) and ten (10) days of
unexcused absences.
As of the 2003/2004 school year, school staff will have only 5 school days to change a student’s
absence from unexcused to excused in TERMS. This time frame will allow parents to provide an
explanation for their child’s absence. ETS will lock out future changes. Changes beyond the five-day
time frame will be made for exceptional circumstances only.
Once a pattern of non-attendance has been established, schools may require parents of students enrolled
in the BTIP program to submit a doctor's note or other acceptable documentation for each additional
absence due to illness.
If absences are due to a student’s chronic medical condition a referral should then be made to the school
nurse who can offer the student and/or parent training and advice to improve the management of the
health condition.
As of 2003/2004 electronic parent notification letters (5-day and 10-day letters) will be sent to
ALL parents of MIDDLE school students who have accrued the required number of unexcused
absences. With the 5-day letter, parents of middle school students will be requested to contact
their child’s guidance counselor to discuss the reason(s) for absences. With the 10-day letter,
parents will be advised to contact their school social worker.

Consistently update addresses of students and their parents on TERMS when information is available
that parent has a new address.
Seek updated addresses of students when letters are returned undeliverable.
Train designated front office staff to record telephone calls from parents on a form when parents call in
to inform the school about their child’s absence.
Maintain central files for all doctor and parent’s notes and other documentation pertaining to student’s
absence. Remind teachers to submit all notes brought in by their students.
Accurately record student’s attendance in TERMS so parents do not receive inappropriate notification
of unexcused absences.
Train students to remind their parents to call the school when they are absent.
WHAT WILL HAPPEN IF YOU DON’T

Students will have poor attendance and will not achieve academically.
Parents will become upset if calls and notes are not accurately recorded.
Attending behavioral problems will develop or escalate if behavioral interventions are not discussed and
implemented between the school and home.
Students will have poor outcomes on the FCAT and other standardized tests.
The State Attorney’s Office will not be able to file court cases on parents due to poor documentation of
parent notification and school interventions.

The Broward Truancy Intervention Program (BTIP) is a partnership program with the
State Attorney’s Office and the School Board of Broward County. The program is
designed to prevent excessive absences through partner participation and accountability,
school interventions, and daily monitoring of attendance. Parents/Guardians are notified
when their child is excessively absent and are expected to communicate with school
personnel regarding all absences through scheduled meetings electronically arranged by
the School District. These meetings represent escalating parent accountability and may
result in referring non-compliant parents to the State Attorney’s Office for failure to
comply with section 1003.27 Florida Statute.
Clearly the intent of the program is to assist parents in fulfilling their responsibility to
ensure their child’s regular school attendance. It is also consistent with the District’s
mission statement that all students receive a quality education within a safe and secure
learning environment.
This program is supported with automated parent letters sent from the Education
Technology systems office and electronic communication with the Broward State
Attorney’s Office. The State Attorney’s Office consists of a full time Assistant State
Attorney, secretary and six investigators who contact parents, communicate with school
staff and provide investigative support for the program. The Assistant State Attorney
also files cases for judicial intervention.
ALL elementary principals are expected to have their school engage in the following
activities to support the implementation of their students’ attendance.
PROCEDURE:
1. All schools will develop an internal procedure for taking, reporting, and
recording daily attendance. This includes the reporting of absences and the
submission of notes from parents, doctors and other documentation used to
verify reasons for absences. This information will be given to the designated
person who enters attendance data into TERMS. Documentation from parents
should be noted on the L-27 panel.

2. Each school will designate a person who will record ALL calls from parents
regarding tier child’s absence and will designate the absence to be excused or
unexcused. A form to collect this type of information is attached to this
procedure.
3. Using the Code of Student Conduct guidelines each student’s absence will be
recorded DAILY into the database. Changes can be made within 48 hours but
schools will be locked out thereafter.
4. Students with 3 unexcused absences will be identified on the L 25-panel. The
parents of these students will receive an automatic telephone call from Parent
Link to contact the school for a conference. The school will be expected to do
the following:

Assist the parents identify reasons for absences and suggest
interventions to reduce the incidence of absences.
Determine the need for a school nurse consultation, as the reason
given by the parent for absences is often health related.
Continue to monitor student’s absences
If student previously attended another BC school, do not change the
attendance record previously entered by the other school.
When the telephone numbers are incorrect Parent Link will generate
a list to the school. Schools should secure correct telephone number
and update each panel.
5. When student accumulates 5 unexcused absences ETS will automatically
enroll the student into the BTIP program and send a letter of notification to the
parent’s address to attend a school conference. The school will be expected to
do the following:

Convene the Collaborative Problem Solving Team to review the
student’s school performance and past attendance and to make
recommendations. The school social worker should be invited to
participate in the CST.
Provide staff to conduct the school conferences
Record the conference and documentation provided by the parent on
the L panel. A file to retain documents provided by the parent is
essential
Request parent/guardian to provide a doctor’s note or other
acceptable documentation for each future absence. See a sample
letter that can be used to notify parents of this procedure.
Determine if health reasons are given for the child’s absences and
have parent/guardian sign a Release of Information form to request
medical documentation.
Request the school nurse to meet with the parent and/or child to
assess how the family handles the illness if it is chronic, persistent or
debilitating.

A principal or other administrator or guidance person should be in
attendance at all 5 day meetings
6. ETS will automatically send out 10-day meeting notices to parents via certified return
receipt letters. At this 10-day meeting the State Attorney will attend. This meeting is
conducted by the Student Services Area Coordinator. The list of these students will
appear on the L25 panel, but schools will have two days to correct this list.
Schools are asked to do the following:

Have a designated person to review the list and the attendance record of each
student. If documentation exists that absences have been excused and the student
no longer has 10 unexcused absences, please immediately notify ETS and the
Student Services Coordinator's office to not send the letter. If this is done later
than the 48 hour period, please immediately notify the SS Area office for possible
cancellation of this meeting with the State Attorney.
•
Immediately notify the school social worker that the parent of student has been
scheduled. The SSW will engage in some intervention prior to the meeting and
will also attend the 10-day meeting.
•
The principal, assistant principal or guidance person is expected to attend this
meeting with the State Attorney. The decision to engage in additional
intervention(s), excuse the absences or to file a court case is determined at this
meeting.
We have provided district funding to elementary schools that will enable them to engage
in the interventions outlined above. We have begun to see positive changes in student
attendance and there are many related positive outcomes identified by the schools such as
increased communication between school personnel and parents. The Directors have
been requested to provide technical assistance and support when needed. Should you

The Broward Truancy Intervention Program (BTIP)/Middle School Electronic
Attendance Letter program began on Friday, August 26, 2005. The following changes
were made to the BTIP process for school year 2005-2006:

3. School based printing of reports using OptiSpool (replacing Pony delivery of reports):
OptiSpool is a centralized web server that allows users to view, search, and print
report files via their web browser application. The School Board of Broward County
has implemented OptiSpool as an alternative to printing, copying, and manually
distributing computer-generated reports.
Currently, ETS generates, collates, and sends reports by Pony mail for delivery to
schools. Using the OptiSpool process, reports are generated and posted on the OptiSpool
server for immediate access to data. Individuals can now view reports online and print
information as needed.

Attached is a document detailing how to access reports using OptiSpool. The sign-on and
password to OptiSpool is your TERMS sign-on code and password. Only school based
personnel with a sign-on code beginning with SA, AT, or AD will have access to the
BTIP report folders. School Social Workers, using their TERMS sign on, will be given
access to reports for the schools in which they work. All other users who need to access
the BTIP and Middle School reports should e-mail Holly Seymour *3 for
authorization to the BTIP folders in OptiSpool.
For the first processing run of the school year (September 2, 2005), the reports were sent
through the Pony system, as well as through OptiSpool. All future reports will be
accessed through OptiSpool only.

A strategic goal of Broward County Schools is expecting that all students will achieve at their
highest potential. In order for your child to be successful in school, he or she needs to attend
school each and every day. Florida laws say that you are responsible for your child's attendance.
Section 1003.27, Florida Statues, provides that a parent or guardian who refuses or fails to have a
child attend school regularly or refuses to participate in meetings concerning the child's truancy,
may be subject to court proceedings.
The School Board of Broward County, Florida in partnership with the Broward County State
Attorney's office has initiated the Broward Truancy Intervention Program (BTIP). The intent of
the program is to prevent truancy (unexcused absences). Your child's attendance will be
monitored on a daily basis and unexcused absences will be reported to you. Should your child
have a series of unexcused absences, the State Attorney's Office will be notified, and they will
issue a subpoena for your child's records. These records may be used in court against you. The
State Attorney's Office may take appropriate action up to and including criminal prosecution of
the parent/guardian of the truant child.
You are required to contact the school each time your child is absent and provide the school with
the reason for the absence. When you are notified of an unexcused absence, you are required to
immediately contact the school to discuss the situation and to take action to stop the truant
behavior. To report absences, you must call the school office at ________________________.

serão usados contra você no processo. A Promotoria do Estado poderá tomar as medidas
apropriadas, incluindo até um processo criminal contra o pai/mãe/guardião da criança.

BROWARD TRUANCY INTERVENTION PROGRAM (BTIP)
THE 10 - DAY CONFERENCE UPDATE
AUGUST 2006
ASSUMPTIONS:
The goal of the BTIP program is to bring parents of elementary students into accountability by
working together with school personnel and the Broward State Attorney's Office to increase their
children's regular attendance.
School based and Area staff are to assist parents in finding solutions and resources to improve
their children's attendance.
When parents fail to cooperate with school personnel and/or refuse services and resources
offered, and their children's attendance does not improve, it is appropriate to support the filing of
criminal charges by the State Attorney's Office.
Documentation will be required to support the actions of both school staff and parents.
PROCEDURAL CHANGES:
1) Each Monday morning, SSW will obtain from OPTISPOOL the list of students who are
referred to the State Attorney's Office. These students were given the code 074, because the
response of their parents did not delete the absences. SSW can use this early notification to begin
monitoring school interventions and students attendance.
2) From OPTISPOOL, SSW will receive the list of students identified for 10-day conferences (at
the same time as principal designee & SS Coordinators) and can begin a review of printed A & L
panels and other records. SSW should conduct a family assessment to determine family's needs
for resources, referrals etc. (See 10-day Conference Psychosocial Assessment Questions.)
3) Ten-day conferences will be scheduled three-weeks after student list is generated. SSWs will
require a three-week time frame to complete #2 and to be prepared to report interventions and
outcomes at the 10-day conference.
4) The 10-Day conference should result in one of four outcomes:
A. Family requires additional resources & referrals - Monitor
B. Interventions seem to be working, more time required - Monitor
C. School Personnel have exhausted options & there is no improvement - *File
D. Parent refuses to cooperate with school and/ or rejects resources - *File
5) The Area Coordinator will enter the 080 code on the L Panel to indicate that the 10day meeting was held.
*The decision to file a case on parents should presuppose there is sufficient documentation that
resources and referrals were offered to the family without any improvement in the student's
attendance. Parents' failure to participate and comply with a plan for remediation should also be
documented. The SSW will use the BTIP ASSESSMENT form to document findings on cases
filed in court.

REGISTRATION TIPS
1. When parents register student, please review address information for completeness. The
address must include the building and apartment numbers for families living in housing
complexes and apartment buildings.
2. All of the above information must b entered into the A03 panel. Automated mail sent
from ETS does not have the name of the parent. Instead it is sent to the “parent of the
student” Since the parent and student may not have the same last names the apartment
numbers and building designations are essential information to have an accurate address
to reach the parent of the student.
3. Beginning this school year ETS will be sending an automated notification letter to the
parents of elementary grade students who accrue unexcused absences. If the letter returns
“unavailable “ or “ addressee unknown”, please follow up through student emergency
numbers or other means to obtain a corrected or complete address. Other mailings sent
from the school that are returned should be similarly handled.
4. When a new address has been identified for the family, the DPC should be immediate
notified to change the address in the A03 panel. Often new addresses are identified by a
variety of persons including the receptionist receiving calls from parents, community
liaisons, school social workers, school resource officers, foster care liaisons or other
persons. A system of immediately notify the DPC will increase the likelihood that the
student’s address is current and complete.
5.
It is recommended that addresses should be updated once per semester.
6. Your support in addressing the above and keeping the A)# panel current and complete
will save the district considerable cost in staff time and postage. Thank you for your
support.
