Seminar & Instructors will consist of: Interdiction with Canines - Jerry LaChance, Beaumont, Tx Police Department Jerry LaChance Jerry graduated from the Lamar University Police Academy in May of 1986 and began his Law Enforcement career with the Orange County Texas Sheriffs Department in December 1986. While serving as a Deputy Sheriff with the Sheriffs Department, Jerry attended his first Narcotics Carrier and Investigation Course on February of 1987. From that day forward, Jerry developed a passion for Criminal Interdiction and has since then excelled in this field of Law Enforcement. In September of 1990, the Beaumont Police Department began their first ever full time Criminal Interdiction program. Jerry’s accomplishments during his first year of combating street level narcotics and highway narcotics smuggling enabled him to be selected as one of two Beaumont Interdiction Officers to begin the Beaumont Police Departments new Criminal Interdiction program in 1991. Jerry has attended numerous Narcotics Interdiction training schools throughout Texas and the Untied States. Within the first several years of being assigned to Interdiction, Jerry took the opportunity to assist in working narcotics detection with Agents of the U.S Border Patrol at checkpoints in Falfurrias and Serita Texas and U.S Customs Agents at several Ports of Entry along the Mexico / U.S Border. Jerry, along with his assigned partners, has made numerous apprehensions and arrest of narcotics traffickers and other major criminals traveling through Beaumont that resulted in seizures adding up to over an estimated 12,000 pounds of marijuana, 1,500 Pounds of cocaine, $9,000.000.00 in U.S Currency , and numerous amounts of other narcotics and related items that was being transported in vehicles such as cars, pick-up trucks, straight trucks, recreational vehicles, and tractor-trailer rigs. Also seized were numerous firearms and over an estimated $500,000.00 worth of vehicles and other assets used or involved in the transportation of illegal narcotics and narcotics related currency. Jerry has been involved in numerous Federal and State drug trials and has testified as an Expert Witness in Federal Court. Six of the Federal Drug Smuggling Trials that Jerry testified as a witness in were Published decisions in the Fifth Circuit Court of Appeals. Five of these six decisions are frequently used as a reference in drug trafficking cases throughout the United States. Jerry developed and designed the “Road Warrior Interdiction Network” which is the first ever secure electronic internet based website invented. This site was developed for Criminal Interdiction & K-9 Officers across the United States for the purpose of networking with each other in order to keep informed on smuggling trends and other criminal activity throughout the United States, Mexico, and Canada. RWIN is also recognized throughout the interdiction community for providing high quality interdiction training through its bi-annual concealment & smuggling trends conferences. Explosives - Special Agent Kathy Barton Scanlan, ATF Kathy Scanlan is a special agent with the Bureau of Alcohol, Tobacco, Firearms and Explosives. She started her career with ATF in 1988 where she was assigned to the Reading Pennsylvania Field Office under the Philadelphia Field Division. While assigned to the Reading Field Office, Kathy investigated violations of the Federal firearms and explosives laws. In December of 1997 Kathy was transferred to the New Orleans Field Division where she was responsible for investigating arson, explosive and firearms trafficking offenses. Kathy was also assigned to the ATF Special Response Team as a crisis negotiator. In 2000 Kathy became the Intelligence Officer for the New Orleans Field Division. In March 2002 Kathy was selected for the position of explosives detection canine handler for the New Orleans Field Division. She attended canine training at the ATF training academy in Front Royal Virginia where she graduated with K-9 Yahtzee. In July 2008, Kathy again attended the ATF canine academy graduating with K-9 Madison. Since 2002, Kathy has traveled with her K-9 partners across the country on numerous deployments for special event details and investigative responses. Kathy is a member of the USPCA, NPCA and IABTI. She is a certified explosives specialist and firearms instructor with ATF. Tracking/Man Tracking - Johnny Bert Dixon, Louisiana State Penitentiary Johnny Bert Dixon is a 4th generation man tracker for the Louisiana State Penitentiary. He has served on the Louisiana State Penitentiary Chase team for 24 years. He has been assigned to the Louisiana State Penitentiary K-9 center for 17 years. Johnny has also excelled in competitions nationwide. His man tracking teams have won 1st place in man hunt field trial competitions in Florida, Arkansas and Louisiana on numerous occasions. Narcotics- Senior K9 Handler Gabrielle Guerra- Harker Heights PD Officer Gabrielle Guerra has been a dedicated community server since 2000. In 2001 she was appointed to Harker Heights, TX Police Department K9 Unit. Between 2002 to 2005 she successfully completed an array of canine training classes. She equality excelled in several instructor certification classes. In 2005 Officer Guerra was awarded TCLEOSE Instructorʼs Certification as well as awarded a Certifying Official position with the National Narcotic Detector Dog Association (NNDDA). In 2006, all of her years of hard work was awarded and she was named Police Officer of the Year. She has participated and as an instructor for NNDDA Nationals and Regional events in proofing, distractions, tactical building search and problem solving. In 2009 she was awarded the position of NNDDA Board Member. Her service as an instructor, certification official and board member is not limited to the NNDDA. Gabrielle has also served as a tracking instructor for L.E.T.S seminars in Wisconsin, Minnesota and Mexico. For the past two years, she has judged the Angleton PD patrol service dog competition as well as judge the Bossier school patrol and narcotics competition. Officer Guerra has competed and has consistently placed in the top 5 positions in both Regional and National NNDDA competitions. Decoy/Patrol Problem Solving - Tony Guzman, Metro-Dade K9 Tony Guzman has specialized in the training of Police Canines, Explosive and Narcotic Detector Canines. Home and Business Protection Canine and Schutzhund Canines for law enforcement agencies, corporate security, interdiction enterprises and the private sector for explosives detection. He has trained and supplied dogs for numerous Police Departments, Families and Sport Competitors around the country such as in Florida, Georgia, North Carolina, Ohio, New Jersey, Tennessee, Maryland, Arizona, Texas, Colorado, Louisiana, Mississippi, New York, Washington State, Kentucky, Pennsylvania, Virginia, Canada and many others throughout the Caribbean, Central South America. Tony has been featured on the cover of Ray Allen magazine (1996 issue) and Dog Sport magazine twice ( October 1993 & April 1995). Has been featured in numerous international television stations exhibiting him as one of the top dog trainers in the world. He has been featured in numerous news articles in the Miami Herald and Sun Sentinel for accomplishments related to the many Police agencies he has supplied and trained canines for during the last 20 years. In addition, Tony is Co-Owner of Garrison Sloan, Inc., a multi-national explosive and narcotics canine detection company very well known throughout the cruise industry.
