International Seminar on
« Heritage, Identity, Education and Culture: Management of
Sites and Places of Memory related to The Slave Trade and Slavery »
Conceptual Note
Preservation and valorization of heritage related to slave trade and slavery, finally
recognized as a crime against humanity, has become an important issue in countries
and regions that were affected by this tragedy. The role this heritage could play in
fulfilling the duty of remembrance and education for young people but also in thinking
about national identity and social cohesion has led to the need to inventory, preserve
and revitalize the sites and places where this tragedy was accomplished. Thus in
recent decades, itineraries of memory were introduced in some countries to
incorporate in the national geography and in the collective memories this tragic
history. These initiatives were inspired by the holistic approach developed by
UNESCO through its various Conventions on cultural and natural heritage (the 1972,
2003 and 2005) that developed a body of principles necessary for the protection and
promotion of natural and cultural heritage, be it tangible and intangible, but also in
promoting diversity of cultural expressions and cultural industries development in all
its forms.
These initiatives also meet the expectations of those most concerned to take
ownership of sites and places associated with this memory, to contribute to their
transformation into itineraries of memory and to participate in their management.
These activities also contribute to some of the objectives of the UNESCO Slave
Route Project and the Palmares Cultural Foundation to promote for educational
purpose the cultural and natural heritage both tangible and intangible resulting from
this tragedy, particularly through the inventory, preservation and enhancement of
sites and places, as witness of this history. This seminar responds to the
recommendations of the Ibero American Summit held in Salvador de Bahia in
November 2011 and is placed within the framework of the preparation of the Actin
Plan for the International Decade of People of African Descent (2013-2022) which will
be proclaimed by the United Nations.
After decades of debate on this subject and field experiences, it appeared necessary
to evaluate efforts and actions undertaken in different parts of the world. Such need
has been expressed particularly to identify good practices and build on these
achievements to strengthen the capacities of those willing to develop Memory
tourism around these itineraries.
The proposed international seminar aims to address these concerns. It will bring
together professionals working in the preservation and promotion of sites of memory
related to slavery, decision makers involved in developing public policy on this issue
and researchers specialized in this topic, to exchange experiences and expertise.
The main objective is to analyze the good practices in this area, to identify new
approaches and to develop clear guidelines for the development of a handbook and
training modules that can facilitate the establishment of itineraries of memory and
thus enhance the capacity of managers responsible for these itineraries. The seminar
will also provide a good opportunity for them to meet and discuss the possibilities of
further cooperation.
This meeting will bring together participants from different part of the world (Africa,
Americas, Caribbean, Indian Ocean, Europe) to present and compare experiences
and expertise acquired in different regions. It will also identify innovative approaches
that can facilitate the management of the itineraries of memory, beneficial to local
concerned communities, particularly through the :
• Development of a conceptual and methodological guide for cultural managers to
facilitate the establishment of endogenous memory tourism around the sites, places,
monuments, museums etc. related to that tragedy.
• Elaboration and dissemination of training modules to assist in the upgrading of the
professionals of the memory tourism to better use the potential of natural and cultural
heritage resulting from this tragedy as part of a sustainable tourism development.
• Creation of an international network of managers of site of memory that will allow
them to pursue the discussion started in Rio, collaborate and contribute to the
implementation of the recommendations of the seminar.
• Promotion of inclusive development projects adapted to the local specificity of sites
and places of memory involved and likely to help local actors to familiarize
themselves with the new paradigms of participatory management of sites
• Development of teaching materials to educate the general public and especially
youth and women for a better understanding of their traditions and cultural heritage
through the promotion of inherent human values and the capacity building of grass
roots communities to ensure the transmission of knowledge and expertise inherited
from the slave trade and slavery.
To this end, the following themes will be addressed in the discussions:
