Dear Reader:
As the Town of Barnstable celebrates its 375th Anniversary, the July 4th holiday provides
a wonderful opportunity for all of us to remember how fortunate we are to live in
America. We celebrate in each of our seven villages in unique and special ways
thanks to contributions of hundreds of dedicated volunteers. I thank the civic, village
and business associations and each one of you who help make the July 4th holiday so
special.
I hope that your busy schedule will allow you and your
family to enjoy the myriad of events this month from our
annual Fireworks Display to the many Arts and Cultural
events happening in Barnstable. This issue of the Barnstable
Bulletin includes those events that will help you celebrate
America’s independence. You may also view the information on-line at www.town.barnstable.ma.us.
A commemorative book in honor of Barnstable’s 375th
Anniversary will be available as of July 1st. Edited and
published by Nancy Viall Shoemaker, the book includes
histories of all Seven Villages of Barnstable, updates on the
last 25 years and walking tours of each village. We feel this
will be a wonderful keepsake celebrating our past and
present. Be sure to look out for the 375

JULY GEMS FROM THE TOWN CLERK’S OFFICE...
Congratulations to this year’s winner of the Barnstable’s Best Dog
contest! The winning pooch is Lily, a four year old Yorkie; please
take a look at Lily on the town website www.town.barnstable.ma.us
Don’t forget to put those new tags on your dog. All dogs need their
new tags on as of July 1. If you have not purchased a new dog license – come on down to the Town Clerk’s office, or send your request and check by mail. Remember, beginning August 1, 2014, a
new license will cost you a late fee of $5.00 on top of the cost of
your license. So save your money and take care of this now!
We are gearing up for the fall elections, because it is never too early to think about elections.
The State Primary Election is scheduled for September 9, 2014.
If you are a registered voter, hopefully you filled out your census this year because that form is
a voter confirmation certificate as well. By the Federal law you must confirm yearly that you
are still at your residence and you are still qualified to vote from that address.
That is one of the major reasons we send out the census/voter confirmation form. If you don’t
return your census – it is assumed by our Central Voter Registry system that you are not there.
Therefore, you can become inactivated. That means when you go to vote in September and/
or November you may have to show current ID and fill out a form to prove you still live at that
address (driver’s licenses are sufficient for the ID portion).
If you want to confirm your residency/voter status you can stop by our office or call 508-8624044.
If you have moved, even within the town of Barnstable, you need to inform the Town Clerk’s
office so we can update your voter information. Remember every vote does count, and we
want to count your vote.

items we have for sale!!!

Town of Barnstable 4th of July Activities
The following is a calendar of 4th of July events in the Town of Barnstable
as compiled by the Community Services Department and based on
information submitted to this office as of June 18, 2014.
The Town’s fireworks are being shot off a barge in Lewis Bay. This year’s
fireworks are sponsored by the Town of Barnstable.
Important parking information is included in this advisory.
FIREWORKS DISPLAY: FRIDAY, JULY 4, 2014 (There is no rain date.)
Shot off of a barge in Lewis Bay at dusk (approximate time 9 PM)
by Atlas Fireworks of New Hampshire
Viewing: The main viewing locations for this year’s fireworks will be Aselton Park, Bismore Park, and Veteran’s Park Beach. Kalmus Beach will be available for handicapped parking only.
Fireworks Parking (Barnstable): A Parking Ban will be in effect South of South Street
(Ocean Street, Old Colony Boulevard, Gosnold Street and all streets running off of
Gosnold Street) from 5 p.m. to midnight to allow for pedestrian access. Parking will be
available in the North Street parking lots and Town Hall parking lot. Tow Zones Strictly
Enforced. Carpooling suggested.
Tune into 106 WCOD & 95.1WXTK for the pre-fireworks show
and WXTK will play the official soundtrack to the fireworks during the display.
Rain Date: There is no rain date.

Parades and Other Daytime Events:
Barnstable Village – Parade starting at 9:00 AM
Presented by the Barnstable Village Civic Association
and the West Barnstable Civic Association
The Barnstable-West Barnstable July 4th Parade and Celebration will commence at 9:00 AM at
the County Complex on Railroad Avenue with an 8:30 AM gathering time; proceed down Main
Street (Route 6A); left onto Mill Way and continue to the Village Hollow where it will end for
various activities.
Centerville - Parade starting at 10:00 AM
Presented by the Bay Lane PTA at Centerville Elementary School
and Centerville Civic Association
The parade will form on the grounds of Centerville Elementary School
and proceed up Bay Lane, take a right onto Bumps River Road; left onto Park Avenue; right onto Main Street; and continue to the Centerville
Recreation Building where it will end.
Cotuit – Parade starting at 11:00 AM
Presented by the Cotuit Civic Association
The parade will begin at the Cotuit Post Office, proceed down School
Street to Main Street; left on Main Street to the rear entrance of the
Cotuit Elementary School, where it will end.

Hyannisport –Parade starting at 11:00 AM
Presented by the West Beach Club
The parade will begin at the Hyannisport Post Office on Longwood Avenue; left onto Washington Avenue; right onto Lafayette Avenue; left onto Winchester Avenue; left onto Scudder
Avenue; and continue onto Dale Avenue to the West Beach Club, where it will end. A Road
Race starting at 9:00 a.m. at Hyannisport Post Office precedes the parade.
Hyannis Harbor Boat Parade starting around 1:15-1:30PM
Hyannis Marina invites all to a July 4th boat parade. The best viewing is along Ocean Street at
Hyannis Harbor around 1:15-1:30 PM. If you are a boater and want to participate, the boats
assemble off of Hyannis Yacht Club at 1PM and then head to the inner harbor to show off their
red, white and blue! Email [email protected] with any questions.

Barnstable Celebrates its 375th Year
Presented by Town of Barnstable 4th of July Parade Committee
Hyannis Main Street – For the 16th year in a row, the Town of Barnstable will host the largest
parade on Cape Cod. The parade route begins at the intersection of Ocean Street and Main
Street and ends at Sea Street. 2014 is a significant year for the parade as Barnstable
celebrates its 375th year. This year, the Hyannis Fourth of July Parade Committee is planning a
special celebration in honor of this important milestone. Instead of having the typical Grand
Marshal of the parade, the Town of Barnstable itself will play that role, welcoming parade
goers and visitors downtown all day, with extra floats and bands during and after the parade.
Parade favorites, Mike Dumas & Platform Soul, Jo & Co, along with 2013 Best in Parade winners
Cape Cod African Dance & Drum will all perform in this year’s march down Main Street.
Parade float entrants will be judged and the winners will be awarded ribbons after the parade
on the Hyannis Village Green.
Parade Parking:
Parking Ban from 2 PM to 6 PM on Main Street, Hyannis. Main Street and South Street will be
closed to motor vehicle traffic. Also all of Main Street; Old Colony Road and Ocean Street from
South Street to Main Street will be closed to motor vehicle traffic beginning at 3 PM.

Barnstable Town Band will play a free concert on the Hyannis Village
Green from 5:00 to 6:30 PM.
7-dusk
Mary C and the Stellars will perform a free concert at Aselton Park
(corner of South and Ocean Streets) prior to the annual fireworks
display at dusk. Mary C is the daughter of Jazz recording artist
Mercedes Hall and the sister of “Brat Pack” member Anthony Michael
Hall. Mary spent summers growing up on Cape Cod and has
participated in the Cape Cod Jazz Festival for the last five years with
her band, THE STELLARS.

Recycling and Transfer Station Solar Project
For those of you that have been to the Recycling and Transfer Station recently, you may
have noticed some changes on top of the old capped landfill. Through a project with the
Cape & Vineyard Electric Cooperative (CVEC), a 4.17 megawatts solar project has been
installed. It is comprised of 14,275 solar panels arrayed over some 17 acres. The figures
below give a “bird’s eye view” of the completed installation.
CVEC is a non-profit membership cooperative created in 2007 to assist towns with the development of renewable energy projects in Barnstable and Duke Counties. The Town
leased a portion of the capped landfill to CVEC for 20 years. CVEC, in turn, contracted
with a developer to finance, build, own, and operate the new solar facility. Under a Power Purchase Agreement, the town will pay a fixed price of 7.29 cents per kWh of solar energy generated, and receive net metering credits from NStar (currently valued at 14.6 cents
per kWh). The town’s monthly revenue will be the difference between the net metering
credits and the fixed price of power for each kWh of electricity generated by the solar array. It has been estimated that the first year energy cost savings for the Town will be approximately $380,000, and the amount of annual savings could increase each year depending on the cost to purchase electricity from the utility. If the cost of NStar’s electricity
goes up, then the savings to the town will increase. The total potential savings over the 20year term of the contract has been estimated to be in excess of $5 million.
After the 20-year period the Town will have the option to extend the agreement, have the
Developer remove the system from the capped landfill, or the Town may purchase the system at fair market value. So you can see there is very little downside.

June was Myasthenia Gravis Awareness Month
Myasthenia gravis (pronounced My-as-theen-ee-a Grav-us) comes from the Greek and Latin
words meaning "grave muscular weakness." The most common form of MG is a chronic autoimmune neuromuscular disorder that is characterized by fluctuating weakness of the voluntary
muscle groups. There is no known cure for MG, but there are effective treatments that allow
many-but not all-people with MG to lead full lives. Although the treatments will not cure MG,
patients may have significant improvement in their muscle strength. For more information:

A Note From the Town Collector:
The Town Collector’s office would like to wish each and every one of you a happy,
healthy, and safe summer.
The FY2015 real estate and personal property tax bills will be mailed by July 1, 2014.
These bills will be processed through a Lockbox service electronically, which will deposit your check and credit your account in a timely manner. The envelope enclosed
with your bill will be addressed to the Town of Barnstable, P.O. Box 742, Reading, MA
01867. If you use your own on line bill payment, you should make certain that the address for mailing is changed to read: Town of Barnstable, P.O. Box 40, Hyannis, MA
02601 as these on line checks need to be processed manually in our office. The following is the FY2015 payment schedule:

Bills”, which you can click on to bring you to "Register or Login" where you will click
again. You will come to a page "What would you like to pay." If it is real estate, click
on real estate. You must register as this is a new service provider. Under “please
locate your account,” enter the LAST NAME ONLY and hit submit...this should bring up
a list of properties. If you scroll down to find your property and click on view/pay tha
will bring you to the page "Register Now." Click and this will bring you to the registration
page and the rest should be easy! PLEASE CALL WITH ANY QUESTIONS 508-862-4054

compassion. The play reflects on FDR’s privileged youth, old classmates who felt he “betrayed
his class” by helping the poor and destitute, and the impact of polio on his personality and
presidency. FDR speaks to the audience, confiding anecdotes and personal opinions never
before dramatized. At other times, FDR converses candidly with unseen colleagues such as
Louie Howe and Winston Churchill. At other moments, FDR is at faux microphones, delivering
excerpts of inaugural addresses, fire-side chats, and key speeches. FDR was devoted to the

CAPE COD HIGH SCHOOL SUMMER BASKETBALL AND VOLLEYBALL LEAGUES - Players from all
Cape Cod school districts will again keep their skills fresh as they meet to compete this summer
at the HYCC! The girls volleyball league takes place on Monday nights with the 12 team JV
and Varsity divisions playing four matches on the double court starting at 6:00PM. The boys
basketball league plays Tuesday and the girls play on Wednesday starting at 5:30PM with large
and small school divisions in each league. Play-offs will take place in late August.
SUMMER CAMPS - There are a number of private hockey and basketball camps that are calling
the HYCC their summer home! Log on to the HYCC web site to find out more!

HURRICANE PREPAREDNESS
According to the Cape Cod Emergency Preparedness Handbook: “Of all the natural
disasters that might affect Cape Cod, hurricanes have the potential to cause the most
property damage and loss of life if adequate planning and preparation is not
undertaken.”
There is much you can do to better prepare yourself and your loved ones in the
event we experience a significant weather emergency. In general, it is recommended that you do the following at the onset of Hurricane Season (officially started June
1st) here on Cape Cod:
1. Make a disaster plan for yourself, your family and your pets. Be sure you review it
carefully with all members of your family.
2. Compile a Disaster Survival Kit.
3. Familiarize yourself with the flood risk in your area, as well as the location of the
nearest emergency shelter.
4. Be prepared, ready and willing to follow the explicit directions of emergency
preparedness.
