Contexto do Projeto – Por quê uma rede compartilhada?
• O Sistema de Atendimento a Emergências do Governo de Pequim precisava
de uma rede compartilhada, principalmente pelas seguintes razões:
• Existiam 9 redes analógicas troncalizadas separadas, com tecnologias
ultrapassadas, não compatíveis e sendo interconectadas;
• Diferentes agências governamentais não podiam se comunicar
eficientemente em eventos de grande porte e nos incidentes;
• Investimentos duplicados, de forma irregular e com baixa eficácia.
• A Organização das Olimpíadas de 2008 demandava um sistema PMR
moderno e compartilhado:
• O Governo de Pequim comprometeu-se em realizar tal modernização desde
sua candidatura.
• Documento Oficial do Ministério da Indústria e Informatização solicitou que
as frequências em 800MHz usadas pelas redes analógicas foseem devolvidas
antes de 31/Dez/2005.

• 5 TETRA Switch DXTip
• 300 TETRA Base Stations TBS
• Cobre toda a área de Pequim, todos os locais de
competição, linhas de metrô, subúrbios, as
principais estradas e edifícios.
• Atende 71.000 usuários/terminais (86K usuários
durante as Olimpíadas).
• Representa papel fundamental na Administração da
cidade e na resposta aos eventos de emergência.
• A rede Tetra implantada continua muito estável e
totalmente confiável.

Operacional
• O novo modelo operacional no mercado de PMR digital da
China é o seguinte:
- “ O Governo gerencia e controla a rede, executando
compras de serviços; a Operadora é a proprietária da
rede e vende tais serviços.”
• Beijing Just Top Netcom (a Operadora) foi estabelecida para a
implantação e operação da rede.
• Beijing Government Network Administration Center(BJNAC) ,
uma subsidiária do Governo Municipal de Pequim, foi criada
para realizar a Administração operacional e Coordenação da
rede Tetra de Pequim.

A rede Tetra de Pequim já dava suporte a grandes
eventos muito antes das Olimpíadas
• The Beijing government shared network has played great role in big events/emergencies,
like:
– National Day celebration in Oct,2006;
– “People‟s National Congress”& “ Political Consultative Congress” in March,2006/2007
– “ World Women Softball 2006” in August,2006First Olympic Test Event)
– “World Youth Athletes 2006” in August 2006
– “Chinese-Africa Forum” in Nov,2006
– 42 Olympic Test Events(2007-2008)
A Preparação das Olimpíadas - A Rede dobrou de

•Beijing Government Shared TETRA Network was
decided to be used for Olympics since July,2002 .
• The network capacity was doubled during Olympic
expansion in 2007

Mobile Operation Centers for Emergencies
•7 Mobile Operation Centers(MOC) are for
emergencies and hot spots during big events
•Satellite link has been well tested between
MOC and TETRA switch-DXTip
•MOC now consist of three parts:
• Transportable Base station
• Satellite transmission system
• Power Supply system
•During the Games, the MOC was used as
backups for Opening & closing ceremony, Road
Cycling, Triathlon etc

• Just Top Network is the only contracted Olympic network by BOCOG
& Beijing Government. A small 350MHz
network(<20BS,2000terminals) as backup network in some venue area.
• the network provide excellent PMR services for 86K subscribers
coming from:
– all the public security & safety agencies (80% of total subscribers,
and 44000 from BJ police)
– Games Organizing & Administrations (BOCOG)
– supporting services and city administration organizations
• More subscribers would like to join the network before the Games, as
„ this network was proved as the most reliable network in Beijing „ (said
by Beijing Government)
• The first time in the Olympics history that Olympics Security
organizations and Olympics organizing & Administration organizations
sharing the same PMR network by innovated Network in Network
approach.

– 1.6M calls during the day of the Games Opening Ceremony alone
– 120K calls during busy hour
– Carried world biggest AVL/APL applications: >40K persons Location

higher than Athens Olympics (according to medias report).
