Missão de Atualização do Estudo Diagnóstico sobre Integração
Comercial
Um Grupo de Consultores se encontram em Cabo Verde desde o dia 20 de
Setembro até o dia 30 de Setembro, para recolha de informações para a
atualização do EDIC
O Estudo Diagnóstico de Integração do Comercio (DTIS) que identifica os constrangimentos da
integração do comércio é a primeira importante etapa do processo, apresenta uma oportunidade
imprescindível para o país em levar a cabo as reformas e medidas necessárias dentro da Agenda
de Transformação.
O EDIC foi elaborado por um grupo de consultores, liderados pelo Consultor Phillipe Hein, o
Estudo Diagnóstico sobre Integração do Comércio (EDIC) foi preparado no âmbito do Quadro
Integrado (QI) para Assistência Técnica Relativa ao Comércio para os Países Menos Avançados
(PMA)1.
Na sequência duma missão preliminar em Setembro de 2007, um Documento de Base definindo
os objetivos, o âmbito e a principal dinâmica do EDIC, foi preparado e acordado com as
autoridades, com a aprovação das agências centrais do Quadro Integrado Reforçado, sendo o
estudo final validado no dia 12 de Dezembro, na Biblioteca Nacional.
Os objetivos do EDIC em Cabo Verde são: (i) compreender melhor o ambiente
macroeconómico e os desafios à integração do país na economia internacional; (ii) analisar o
desempenho do comércio de bens e serviços, bem como a formulação e implementação de
políticas para o comércio e as relações económicas internacionais; (iii) avaliar o clima de
investimento, o custo de fatores e a competitividade da economia; (iv) identificar oportunidades
de comércio em sectores chave; (v) avaliar a capacidade institucional, a necessidade de a
reforçar e de reformas.
