African migrants: Time for a u-turn? D esde o início do ano que um fluxo incessante de imagens invade televisões e meios de comunicação: a ilha italiana de Lampedusa; Calais na zona onde o Eurotúnel começa; Bodrum na Turquia; as ilhas do leste grego; por fim, os enclaves espanhóis de Ceuta e Melila em Marrocos. Imagens que retratam a escala massiva de tentativas de almas em desespero para aportar aos países europeus. Este mês, o Comissário da UE responsável pela pasta da migração chegou a declarar que esta é a pior crise de migração desde a Segunda Guerra Mundial. Será? Talvez esta seja a percepção da Europa Ocidental, mas a verdade é que não e é importante compreender o motivo, pois mais crises como estas se avizinham. A migração faz parte da evolução humana, desde que os sofisticados primatas saíram do Rift Valley no continente africano. A História da humanidade é de tal maneira rica e complexa que ainda temos dificuldade em recuar a uma origem comum remota, à excepção dos relatos históricos e pressupostos filosóficos: parece mais fácil relacionar um passado histórico mais recente com aquele que, pelos acontecimentos e interacção social gerados, modelou as nossas identidades – os seres humanos fazem uma leitura selectiva da História. Para muitos, a compensação justifica-se pelo mal feito a uns, e não a outros; os pedidos de desculpa serão aceites por uns, mas não por outros; as propostas de paz serão moralmente aceites por uns, mas não por outros – afinal de contas, um comportamento que mimetiza o comportamento individual a uma escala maior, a um nível social. A maior parte dos italianos parece ter-se esquecido de que criou nações como a Argentina e o Uruguai; os britânicos, portugueses e espanhóis não ligam, respectiva e necessariamente, a criação da Austrália, da Nova Zelândia e da América do Sul à migração; se mencionarmos a Indochina, os chineses vaga ideia farão sobre o motivo daquela região ter o seu nome; os americanos consideram de mau gosto lembrar que parte do que os Estados Unidos são hoje foi comprada ao México… e assim por diante. No entanto, há um continente que, na História recente, nunca foi associado à migração com o intuito de colonizar ou tirar partido da riqueza de outras regiões: África! Parece mais fácil associar o continente à escravatura, à pilhagem dos seus recursos naturais e a um tratamento injusto a nível internacional. África tem lutado sobremaneira para sair da pobreza e tem tido uma performance ainda melhor nos últimos tempos, mais concretamente, desde a viragem de século, com taxas de crescimento mundiais acima da média da dos países em desenvolvimento. Estranhamente e mesmo assim, a narrativa sobre o continente recai essencialmente sobre a migração e em avaliações negativas da sua performance. Por esta razão, é fundamental que se compreenda de onde vem a ideia de que África está a gerar mais migrantes do que nunca. Os países africanos acolhem um número maior de migrantes do que aquele que exportam. Em abono da verdade, o grosso do número de Africanos que procura por oportunidades fora dos seus países parte para outro país africano e menos de dois milhões por ano procura por um destino no estrangeiro. Este número é ínfimo comparativamente ao número de migrantes, sobretudo na Europa: do quarto de milhão que este ano tentou a sua sorte no Mediterrâneo, o contingente maior provém da Síria (cerca de 50 mil), uma parte dos que, por exemplo, se estabeleceram no Líbano (cerca de 1 milhão e meio). S ince the beginning of the year, we’ve been deluged with images on our televisions and computer screens from places as far and wide as the Italian island of Lampedusa, at the entrance to the Eurotunnel in Calais, Bodrum in Turkey, the Greek Islands to the east and the Spanish enclaves of Ceuta and Melilla in Morocco. These pictures depict the torrent of attempts – on a massive scale – of immigrants desperate to reach European soil. This month, the EU Commissioner responsible for migration declared that this is the worst migration crisis since World War II. Is this true? Maybe it is in the eyes of the Western European powers, but that statement simply isn’t correct and it’s important to understand the reasons why more crises of this nature are looming on the horizon. Migration has been a fundamental part of human evolution ever since the first intelligent primates left the Great Rift Valley in Africa. The history of humanity is so rich and complex that we still have difficulty tracing our origins. With the exception of historical accounts and philosophical suppositions, it seems much easier to relate the beginnings of humanity to a later period through the events and social interaction our species has generated shaping its identity through time, suggesting that human beings have been a source of selective reading throughout history. This is beneficial for some but not for others, meaning that the apology will be accepted by some but not by others and that peace proposals will be morally accepted by some and not by others. After all, this kind of scenario reflects individual behaviour on a much larger scale and on a more elevated social platform. The majority of Italians seem to have forgotten that their nation was created by countries like Argentina and Uruguay and the British, Spanish and Portuguese are keen to forget about their respective historical links to Australia, New Zealand and South America. And if we mention Indochina, the Chinese are quick to dismiss the reason why that region bears their name and the Americans consider it bad taste to remind them that parts of the United States are very closely linked to Mexico... and so on. However, there is one continent that, in recent history at least, has never been associated with migration for the purposes of colonization or to take advantage of the wealth of other nations, and that’s Africa! But instead, it seems much easier to associate the continent with slavery, the plundering of natural resources and its unfair treatment at the hands of the international community. After a long struggle to free itself from poverty, Africa has made a lot of progress in recent times, more specifically since the turn of the century, with rates of development well above average among the world’s fastest-growing nations. Strangely enough though, much of the talk of the African continent is about migration, which is having a negative effect on its progress. For this reason, it is essential to understand where the idea that Africa is generating record numbers of migrants is actually coming from. African countries receive a far greater influx of migrants than they actually generate. In truth, the actual number of Africans looking for opportunities outside their own country is less than two million per year. This number is negligible compared to the total number of migrants around the world, especially in Europe.
