The world is being forced on towards unity under the impact of communications technologies
and ever increasing trade. Whether this move will bring with it a future of peace and prosperity
for all relies on the action of political leaders.
As the first sub-state level, the Region is the sphere of government which has the capacity to
lead a development strategy, while being close to the concerns of the general public.
In order to ensure a successful globalisation process by way of the Millennium Goals,
Regions must be given the chance to play a role in improving governance within their State,
their wider continent and at a world level in order to contribute towards economic growth
and sustainable development.
This is why we are taking the initiative of CONVENING THE FIRST MEETING OF LEADERS FROM REGIONS WORLDWIDE.
Under the aegis of the UNDP, the OECD, the WTO and the European Commission, the
Azores seminar will be an occasion for the Regions from 5 continents to build an outlook for the future.
We very much hope that you will be able to accept our invitation.

O mundo caminha em direcção à sua unidade forçado pelo impacto das tecnologias da comunicação e do crescimento das trocas. Depende da acção dos responsáveis políticos que este movimento se faça para um futuro de paz e de prosperidade
para todos.
Localizada abaixo dos Estados, a Região é o nível dos poderes públicos que casa a
capacidade de conduzir uma estratégia de desenvolvimento, por um lado, e a proximidade com as preocupações das populações, por outro.
Para o sucesso da globalização através dos objectivos do Millennium, as Regiões
devem poder participar numa melhor governânça no seio do seu Estado, do seu
conjunto continental e à escala mundial a fim de contribuir para o crescimento económico e para o desenvolvimento sustentável.
É por esta razão que tomamos a iniciativa do PRIMEIRO ENCONTRO DOS LEADERS DAS
REGIÕES DO MUNDO.
Situada sob os auspícios do PNUD, da OCDE, da OMC e da Comissão Europeia, o seminário dos Açores será a ocasião para construir perspectivas de futuro entre as Regiões dos
5 continentes.
Esperamos que responda activamente ao nosso convite.
