Welcome Message
SpAr EurOpEAn tEAM ChAMpiOnShipS 2009
The time has finally arrived and the excitement is at fever pitch for
the start of the first edition of the newly created SPAR European Team
Championships which takes place in Leiria, Portugal, this weekend.
The Team Championships are the culmination of a lot of research and
consultation by European Athletics to the wants and needs of athletics fans,
the media and the athletes and we are confident that this formula will be a
successful one.
The SPAR European Cup, which began in the 1960s, has served the athletes
and nations very well but there is a feeling that with four more teams
competing and joint men’s and women’s team scoring we have the formula
for a nail-bitingly exciting meeting.
The emphasis of this competition is all about the nation and the points
individual athletes contribute to their nations, rather than the individual
results. It is a unique competition and we have included some innovative
rule changes which we believe will make the event more exciting and
unpredictable.
As a new championship, we depend greatly on members of the media to
communicate the values of the new competition and of course to explain
the new rules to the sporting public.
We understand that it is becoming increasingly difficult for athletics to
make its presence felt in newspapers and on TV stations around the world
and as President of European Athletics I would like to thank each and every
one of you for your continuous support and efforts in reversing this.
Portugal and the city of Leiria are great hosts of athletics events and I have
no doubt that this weekend will be a successful one.
Portuguese Athletics has been on a high in recent times with the Olympic
gold of Nelson Evora, the World Championship gold of Naide Gomes and
of course the dominance of European sprinting by European 100m/200m
champion Francis Obikwelu. I am sure the Portuguese sports fans will come
out in force to cheer their athletes to success and enjoy a great weekend of
competition.
I would also like to thank all of European Athletics’ partners, particularly
our title sponsor SPAR. Without their strong and enthusiastic support
this event and many other activities of European Athletics would not be
possible.
I look forward to an exciting and historic first European Team
Championships this weekend!

A excitação é grande, ao aproximar-se o momento tão esperado do início da
primeira edição dos recentemente criados Campeonatos da Europa de Equipas
SPAR, que terão lugar em Leiria, Portugal, no fim-de-semana de 20-21 de Junho.
Estes Campeonatos de Equipas são o culminar de muita pesquisa e de consultas
variadas realizadas pela “European Athletics”, relativamente às necessidades e aos
desejos dos amantes do atletismo, dos media e dos atletas, e estamos confiantes
de que esta fórmula será uma fórmula de sucesso.

A Taça da Europa SPAR, que se iniciou nos anos 60 do século passado, serviu
muito bem os atletas e as nações, mas existia um sentimento de que com
a participação de mais quatro equipas, e com uma classificação conjunta
masculina + feminina, se obteria uma fórmula muito mais entusiasmante para
esta competição.
A ênfase desta competição é claramente centrada na competição entre nações
e nos pontos que os atletas individuais conseguem para as suas equipas, mais
do que nos resultados individuais. É uma competição única, e nós introduzimos
algumas regras inovadoras que, acreditamos, tornarão a competição mais
excitante e imprevisível.
Tratando-se de uns novos campeonatos, dependemos grandemente dos media
para comunicarem as virtualidades desta nova competição e, naturalmente,
explicarem as novas regras ao público desportivo.
Nós compreendemos que se tem tornado cada vez mais difícil para o atletismo
o marcar presença em jornais e nas estações de TV em todo o mundo e, como
Presidente da “European Athletics”, gostaria de vos agradecer o vosso apoio
continuado, assim como os vossos esforços para inverter esta situação.
Portugal e a cidade de Leiria são grandes organizadores de competições de
atletismo, e não tenho dúvidas de que este fim-de-semana será um fim-desemana de sucesso.
O Atletismo Português tem estado em alta em tempos recentes, com a
medalha de ouro Olímpica de Nelson Évora, o ouro Mundial de Naide Gomes
e, naturalmente, pelo domínio na velocidade Europeia do campeão Europeu de
100m e 200m Francis Obikwelu. Estou seguro de que os adeptos Portugueses
comparecerão em força para apoiar os seus atletas na obtenção do sucesso, e
para usufruírem de um grande fim-de-semana de competição.

It is with great satisfaction that the Portuguese Athletics
Federation is once again in partnership with the Leiria
Municipality and the Leiria Regional Association
and under the sponsorship of the Youth and Sports
Secretary of State, for the organisation of another
important European Athletics event.
É com grande satisfação que a Federação Portuguesa de
Atletismo se associa uma vez mais à Câmara Municipal
de Leiria e à Associação de Atletismo de Leiria, sob
o patrocínio da Secretaria de Estado da Juventude e
Desporto, para a organização de mais um importante
evento do Atletismo Europeu.
After successfully hosting two editions of the European
Cup 1st League in 2005 and 2008, Leiria will be the
stage of the 1st edition of the SPAR European Team
Championships.
Depois de receber com sucesso duas edições da 1ª Liga
da Taça da Europa em 2005 e 2008, Leiria será palco em
2009 da Super Liga da 1ª edição dos Campeonatos da
Europa de Equipas.
In 2008, with the excellent results of its athletes in
the last edition of the European Cup, through the
combined scoring of the female and male athletes’
performances, Portugal conquered its place among the
12 best European teams that will dispute in June the
Super League of this competition with new format, to
be inaugurated in Leiria.
Em 2008, com os excelentes resultados obtidos pelos
seus atletas na última edição da Taça da Europa, pela
combinação dos pontos obtidos pelas equipas feminina
e masculina, Portugal conquistou o seu lugar entre as 12
melhores equipas Europeias que vão disputar em Junho
a Super Liga desta competição de novo formato, que se
inaugura em Leiria.
The quality of the results achieved in the last years by
Portuguese athletes both at European and World level
events will certainly be a strong motivation to bring
to Estádio Municipal Dr. Magalhães Pessoa the warm
support of the population from Leiria and the Athletics
supporters in general.
O nível de resultados obtidos nos últimos anos por
atletas Portugueses tanto em competições de nível
mundial como europeu, constituirá certamente forte
motivação para levar ao Estádio Dr. Magalhães Pessoa o
caloroso apoio da população de Leiria e os adeptos do
Atletismo em geral.
We believe that staging another international event in
our country with the presence of the best European
athletes, among which the Portuguese athletes, will
reinforce even more the image of Athletics in the region
and nationally and will contribute to the increasing
interest for our sport.
Acreditamos que a realização de mais uma competição
internacional no nosso país com a presença dos
melhores atletas Europeus, entre os quais os atletas
Portugueses, reforçará ainda mais a imagem do
Atletismo na região e no país e contribuirá para o
crescente interesse pela modalidade.
Finally, we have to thank the Leiria Municipality and
the Regional Athletics Association of Leiria for the
availability and engagement, which they have always
brought in the preparation and organisation of the
event, to the Portuguese Sports Institute for the
required financial support and to European Athletics
for trusting the Portuguese Athletics Federation with
the organisation of the inaugural edition of the SPAR
European Team Championships.
Finalmente, cumpre-nos agradecer à Câmara Municipal

It is a great privilege for Leiria to host on the 20 – 21
June one of the main European Athletics events, receiving great athletes and remarkable performances. A word
of welcome to all the participants – athletes, officials,
athletics leaders and organisers – so that during these
days you can feel, further to the sports achievements,
the art of hosting from Leiria’s population.
É um enorme privilégio para Leiria acolher nos dias 20
e 21 de Junho a principal prova europeia de atletismo,
palco de grandes atletas e proezas desportivas. Uma palavra de boas vindas a todos os participantes – atletas,
treinadores, dirigentes e organizadores – para que
nestes dias sintam a arte de bem acolher dos leirienses,
para além dos êxitos desportivos.
To hold these Championships in Leiria is a reason of
great satisfaction, both for the national and local organising entities, as for the City population, who in the
recent years has had the opportunity to attend great
sports events, translated in moments of excellence and
multi-cultural conviviality.
A realização deste campeonato em Leiria é motivo de
grande satisfação, quer para as entidades organizadoras nacionais e locais, quer para toda a população do

To have Leiria as a stage of such an important event
crowns the investment of the Municipality in recent
years, in the sports practice in general and athletics in
particular, with the creation of equipment which answer
the needs of the informal and high competition sport.
Today Leiria is one of the main centres for Athletics in
Portugal, with an increasing number of participants, and
remarkable individual and team achievements.
Hosting this SPAR European Teams Championship will
be more than a great celebration, through the emotion
of the results and the entertainment inside and outside
the stadium, but also an incentive for new practitioners.
I wish all the participants very successful sports
achievements and that you have the opportunity to get
to know and appreciate our natural, patrimonial and
gastronomic treasures and…always come back!
O facto de Leiria ser o palco de uma prova com esta
envergadura vem coroar uma aposta realizada pela Câmara Municipal nos últimos anos na prática desportiva
em geral e no atletismo em particular, com a criação de
equipamentos que dão resposta ao desporto informal e
de competição.
Leiria é hoje um dos principais pólos do atletismo
nacional, com um crescente número de participantes, e
desempenhos individuais e colectivos notáveis.

Leiria was originated at the hill of its castle, having its
original settlement within its walls, and later growing down to the banks of the Lis river. Today this is a
modern city, with a rehabilitated public space, which
possesses a very characteristic way of urban living, both
during the day or at night. At the city’s historical centre,
hundreds of people of all ages gather to socialize, this
being a privileged stage to play, talk, listen to music or
dance.
One can end the day trying the delicacies of the wellknown restaurants of Marrazes and making the most
of the different places that create the city’s vibrant
nightlife.
The built patrimony has the castle as its ex-libris and
also integrates a great number of churches and Art
Nouveau buildings.
Around the municipality of Leiria there are many other
places worth a visit, given the touristic attractions they
hold, such as the monasteries of Batalha and Alcobaça,
both of them elected by UNESCO as World Heritage
sites, the beaches of S. Pedro de Moel, Vieira de Leiria

Leiria nasceu na colina do seu castelo, tendo o seu estabelecimento original dentro das muralhas e, mais tarde,

the Stadium
4.1 hiStOry
The Leiria Municipal Stadium is owned by the city and is
managed by a municipal company, Leirisport, EM.
Officially “Estádio Municipal de Leiria – Dr. Magalhães
Pessoa”, it underwent a huge renovation in order to host
UEFA Euro 2004 matches, as well other major events.
The original stadium was built in the 1960s under Leiria
Mayor Manuel Magalhães Pessoa. The first step was
to create a City Sports Park prepared for the future.
Acknowledging this great contribution, the city named
the stadium after him, in the early 1970s.
The 2003 renovation was a huge improvement for this
sports complex, which the population of Leiria has
cherished for several decades. It hosted the home
matches of União Desportiva de Leiria, the Premier
League club founded in 1966, and several generations
of athletes practised and competed on its track. This is
now a state-of-the-art stadium, thanks to its technical
facilities as well as its superb architecture.
Thanks to its athletics track, considered one of the best
in Europe, the stadium was the venue for two editions
of the European Athletics Cup (First League), in June
2005 and June 2008. The stadium has already hosted
several National Athletics Championships and National
Athletics Championships for Schools.

O Estádio Municipal de Leiria – Dr. Magalhães Pessoa
foi objecto de obras de remodelação e ampliação
realizadas com vista a nele se realizarem jogos da UEFA
Euro 2004. O Estádio original tinha sido construído
na década de 60 por iniciativa do então Presidente da
Câmara Municipal de Leiria, o Dr. Manuel Magalhães
Pessoa. Foi o primeiro passo para a criação, nesta zona
da Cidade, de um Parque Desportivo. Em reconhecimento do seu contributo para o desporto no Concelho,
o Município de Leiria atribuiu, já no início dos anos 70, o
seu nome ao Estádio Municipal.
A intervenção de 2003 contribuiu para uma enorme
melhoria deste complexo desportivo com o qual, ao
longo de várias décadas, os leirienses desenvolveram
uma identificação afectiva, por ter sido o palco da
dinâmica desportiva de toda uma região. A tradição
não pôs, no entanto, em causa a inovação, na medida
em que o Estádio Municipal é uma infra-estrutura de
características até aqui inexistentes, embora desde há
muito ambicionadas pelos responsáveis municipais
e, sobretudo, pela população. As soluções técnicas e
estéticas adoptadas concretizam o arrojo das intenções
subjacentes à intervenção.
Aproveitando-se, de uma forma racional, o que já
existia – um Estádio localizado praticamente no centro
da Cidade, conhecido e valorizado pelos Leirienses –,
criou-se uma infra-estrutura dotada de condições de
excelência não só para o desporto, mas também para
o lazer e os serviços. Ainda no plano desportivo, a
pista de atletismo – considerada a melhor de Portugal
– permitiu que no Estádio Municipal de Leiria se
realizassem, em Junho de 2005 e 2008, a Taça da Europa
da modalidade (1ª Liga – Grupo B), após ter recebido já
Campeonatos Nacionais de Atletismo e Campeonatos
Nacionais de Desporto Escolar.

Accreditation
5.1 GEnErAL
Each journalist or member of the media family will
receive an accreditation card, which must be worn at all
times and should be clearly visible. Security personnel
will control all areas. The accreditation is not transferable and does not allow the holder to take another
person beyond checkpoints. Photos are not required
for the accreditation card system.
5.2 ACCrEditAtiOn prOCEdurE
Accreditation cards will be prepared in advance of
the event, based on the information provided by you
or your organisation in the European Athletics online
registration system.
Accreditation cards will be distributed at the Accreditation Centre in the stadium, between gate 7A and gate
6A, media entrances to the Media Centre and Media
Tribune, from Saturday to Sunday.
Opening hours:
- From 10 am to 10 pm on Thursday 18 June
- From 10 am to 10 pm on Friday 19 June.

Any lost or damaged accreditation cards should be reported to the Accreditation Office. Duplicate cards can
be obtained if proof of identity can be established.

The European Team Championships comprises one
single competition where men’s and women’s teams
represent as a single team the respective European
Athletics Member Federation.
Os Campeonatos da Europa de Equipas compreendem
uma única competição, na qual as equipas masculina e
feminina competem como uma única equipa relativamente à respectiva Federação Membro.
Each European Athletics Member Federation may enter
one team comprising a maximum of 50 (fifty) athletes
(25 male and 25 female athletes).
Cada Federação Membro pode inscrever até 50 (cinquenta) atletas, sendo 25 do sexo masculino e 25 do
sexo feminino.
Each team shall consist of one athlete in each event
(Men and Women), except relays.
Cada equipa far-se-á representar por um único atleta
em cada prova, com excepção das estafetas.

The winner of each individual event and each relay
in each match shall score as many points as there are
teams competing, the second will score one fewer,
and so on. Athletes or relay teams disqualified or not
finishing shall not score. If two or more athletes tie for
a place in any event, the attributable points shall be
divided equally between them.
O vencedor de cada prova individual e de cada estafeta
em cada uma das competições, pontuará tantos pontos
quantas as equipas que estiverem em competição, o
segundo pontuará menos um ponto e assim sucessivamente. Os atletas ou equipas de estafetas desclassificadas ou que não terminem uma prova não pontuarão.

The European Team Championships are one competition only, where male and female athletes represent
one team only, corresponding to the respective European Athletics Member Federation.
In all track events,
no false start will
be allowed. Any
athlete committing
a false start will be

In each of the Leagues of this competition, the winner
of each event will get the number of points corresponding to the number of teams competing in the League,
the second will get one point less, and so on.
Athletes or teams (in relays) being disqualified will not

The team scoring more points after the 40 events will
be the winner of the respective League.
JUMPS
At the end of the two sessions of the competition in
all 4 Leagues, European Athletics will publish an official ranking of all Member Federations /Teams, from

RULES
As there are 12 teams competing, all of the above events will be staged in two heats consisting of 6 athletes/teams in each. The distribution of
athletes per heat will be as follows: For races up to and including 400m, the distribution of athletes/teams will be based on the athletes’ season’s best
performance. In cases where the athlete has no season’s best the previous year’s season’ best will be considered and in cases where the athlete does
not have either performance the personal best will be considered. For the 4x100m and 4x400m relays the teams’ distribution per heat will be based
according to the teams scoring standings 1 (one) hour before the scheduled time for the event. The best scoring teams will compete in the same heat
which shall be the last event of the session of track events.
Where there are 12 teams competing, the 800m and 1500m will be run as “finals” with only one race each. However for the 800m, the 12 athletes will
start on the curved line instead of the traditional 8 lanes.
In the 3000m, 5,000m and 3000m steeplechase, three (3) athletes will be eliminated in the course of each race as follows: In the 3000m and 3000m
steeplechase the last athlete at 5, 4 and 3 laps remaining to the finish will be eliminated. In simple terms, this means that the last placed athlete at
5 laps to the finish will be required to abandon the race immediately after being informed by an official. The same procedure will apply for the last
positioned athlete at 4 laps and 3 laps to the finish. For the 5000m the last athlete at 7, 5 and 3 laps remaining to the finish will be eliminated. This
means, the last positioned athlete at 7 laps to the finish will be required to abandon the race immediately after being informed by an official. The
same procedure will apply for the last positioned athlete at 5 laps and 3 laps to the finish. The first athlete required to abandon the race will be given 1
point, the second athlete required to abandon 2 points and the third athlete to abandon 3 points.
In the High Jump and Pole Vault each competitor shall be entitled to a maximum of 4 (four) aggregate fouls throughout the whole competition. This
meaning that the athlete will not be allowed to continue once he has made 4 (four) fouls. All the other relevant IAAF Rules for the vertical jumps
will apply. IAAF Rule 181.8 c) will apply for ties. The time permitted for each attempt in High Jump and Pole Vault shall be 1 (one) minute except when
consecutive attempts are by the same athlete in which case IAAF Rule 180.17(C) shall apply.
There will be a maximum of four trials in each event. All participating athletes will have two qualification trials (1st and 2nd trial); The best 6 athletes
from the two first trials will have the right to compete in a 3rd qualification round. Conversely, this also means that the lowest six (6) athletes will
have no further trials and will be assigned points based on their first 2 (two) attempts. The best 4 athletes after the third (3rd) qualification round will
compete in the Final (4th round). Conversely this means that a further two (2) athletes will have no further attempts after the third (3rd) round and
will be assigned points based on their first three (3) attempts. The remaining 4 athletes will then be ranked by their best performance after the Final
(4th round). The order of attempts in field events shall be decided by a draw conducted by European Athletics. The order of trials in the final round
will be the reverse order of the ranking after the third round.
REGRA
Caso estejam em competição entre 12 a 14 equipas, todas as provas acima mencionadas serão disputadas em duas series compostas por 6/7
atletas/equipas cada. O processo de distribuição dos atletas por séries será o seguinte: Para corridas até 400m (inclusive), a distribuição de
atletas/equipas será baseada na melhor marca da época de cada atleta. Caso o atleta não disponha de melhor marca da época será considerada a melhor marca da época precedente e quando o atleta não disponha de nenhuma destas será considerada a melhor marca pessoal
do atleta. Para as estafetas de 4x100m e 4x400m a distribuição das equipas por série terá por base a pontuação colectiva das equipas até 1
(uma) hora antes do horário da respectiva prova. As equipas melhor classificadas disputarão a mesma série que deverá constituir a última
prova de pista da jornada.
Quanto estejam em competição entre 8 a 12 equipas, as provas de 800m e 1500m serão disputadas em finais, numa só prova.
Contudo nos 800m, os 12 atletas partirão da linha curva em lugar da tradicional partida em pistas individuais.
Nas provas de 3000m, 5000m e 3000m obstáculos, três (3) atletas serão eliminados no decorrer de cada uma das provas, de acordo com o
seguinte procedimento: Nas provas de 3000m e 3000m obstáculos o atleta na última posição a 5, 4 e 3 voltas da meta será eliminado.
Em termos simples, isto significa que o atleta na última posição a 5 voltas da meta será solicitado a abandonar a prova imediatamente após
ser notificado em conformidade por um juiz. O mesmo procedimento será adoptado para o atleta posicionado em último lugar a 4 e 3
voltas da meta. Na prova de 5000m aplica-se o mesmo procedimento de eliminação para os atletas posicionados em último lugar a 7, 5 e 3
voltas da meta. Isto significa que, o atleta posicionado em último lugar a 7 voltas da meta será solicitado a abandonar a prova imediatamente após ser notificado em conformidade por um juiz. O mesmo procedimento será aplicado para o atleta posicionado em último lugar
a 5 e 3 voltas da meta. Ao primeiro atleta solicitado a abandonar a prova será atribuído 1 ponto, ao segundo 2 pontos e ao terceiro atleta
solicitado a abandonar a prova 3 pontos.
Nas provas de Salto em Altura e Salto com Vara haverá um máximo de 4 (quatro) ensaios nulos por atleta ao longo de toda a sua prova. Isto
significa que o atleta não poderá continuar em prova após o seu quatro ensaio nulo. Todas as restantes Regras da IAAF relativas aos saltos
verticais se aplicarão. A Regra 181.8 c) da IAAF será aplicada em caso de empate. O tempo permitido para cada ensaio no Salto em Altura e
no Salto com Vara é de 1 (um) minuto, excepto em caso de ensaios consecutivos pelo mesmo atleta e neste caso a Regra 180.17 (c) da IAAF
deverá ser aplicada.
Nos concursos horizontais todos os atletas terão direito aos dois primeiros ensaios. Os atletas com os seis melhores resultados terão acesso
a um terceiro ensaio. Só os quatro melhores é que poderão aceder ao quarto e último ensaio. A ordem dos atletas na ronda final será inversa
à classificação registada após a terceira ronda. A classificação e pontuação dos atletas serão ordenadas no final de cada ronda.

OMEGA’s enduring sports timekeeping legacy can be
traced back more than a century when its chronographs
were used to time the Gordon Bennett Cup hot air
balloon race. OMEGA had crafted the first chronograph
in 1898 and within a decade, these were already used
to measure time for more than 16 different sports
competitions. In 1932 OMEGA became official Olympic
timekeeper for the first time. The 30 chronographs used
that year in Los Angeles evolved into the 420 tons of
equipment used in Beijing when OMEGA assumed its
Olympic timekeeping commitment for the 23rd time.

Although the number and variety of events make the
Olympic Games the most complex and challenging
of the world championships, OMEGA’s track and field
timekeeping experts are busy every year at some of the
world’s premier athletics competitions including the
IAAF Golden League events, the Super Grand Prix tournaments and the SPAR European Team Championships.
OMEGA is widely known not only for its timekeeping
performance at some of the world’s most prestigious sporting events but also as the company behind
research, development and manufacture of the most
famous devices used in precision sports timing, among
them the Scan’O’Vision photo-finish cameras, false-start
detection technology, and high-speed video systems.
OMEGA SCAn’O’viSiOn
Perhaps the most widely known sports timekeeping device used in athletics is the OMEGA Scan‘O’Vision, the
photo-finish camera set up at the finish line of sprints,
hurdles and other races. Although the first “electric
eyes” (photocells) appeared in 1920, it wasn’t until
1948 in London that OMEGA used photoelectric cells
to trigger camera shutters at the Olympic Games. The
newest generation, the Scan’O’Vision Star, takes more
than 2000 images each second with a high resolution
2048 pixel vertical line, and the corresponding time is
displayed with each picture. This extraordinarily high
resolution means that photo finish judges have access
to higher zoom and more detail, resulting in faster decisions even in especially tight finishes.
StArtinG BLOCkS And rEACtiOn tiMES
Built-in sensors in the starting blocks are a key component in OMEGA’s advanced false-start detection
technology. Each set of starting blocks is outfitted with
a loudspeaker linked to the starter’s pistol, so that all
contestants hear the start signal at precisely the same
time. At the start of each race, the false-start detection
system measures each runner’s reaction time, defined
as the interval between the sound of the starter’s pistol
and the athlete’s response. Each runner’s response to
the sound of the start pistol (pressure exerted by the
athlete’s foot against the blocks) is detected by the
sensors built into the starting blocks and measured by
the OMEGA timing device. If the time measured is less
than the time defined in the IAAF Rules (100/1000ths of
a second) the starter (or one of the recallers) will signal
a false start.

12 photographers will have infield access. All photographers will have access to the outfield.
Key photo positions have been determined, including a
head-on platform for approximately 30 photographers.
The photographers’ working area will be located in the
Media Centre.
Lockers will be available with the payment of a guarantee of EUR 10.
Twelve (12) LAN internet access points will be available
in the outfield.

The Photographers’ Briefing will take place in the Press
Conference Room at the Stadium on Saturday 20 June
at 12.30 pm. Infield access procedures and allocation
and distribution of photo bibs will be handled at this
time.
