EDUCATION IS CRUCIAL Inovador nigeriano defende criação de indústria automóvel africana Nigerian innovator backs the launch of an African automobile industry Albano Kanga (angolano) é PhD em Química e docente da Universidade Agostinho Neto (UAN) e Emeka Okafor (nigeriano) é arquitecto, escritor e promotor da Maker Faire Africa. Ambos partilharam preocupações relevantes sobre os caminhos para o desenvolvimento do continente africano, por isso entrevistaram-se mutuamente em Luanda, numa conversa interessante que teve como pano de fundo a inovação. Tópicos como a formação de know-how a nível do continente, a criação de centros de pesquisa e incubadoras, a partilha de conhecimentos entre Estados Africanos e os sectores fulcrais para futuros investimentos estiveram em cima da mesa. No final, Okafor, a quem coube a primeira pergunta, prontificou-se a proferir uma palestra para os estudantes da UAN num futuro próximo. emeka okafor — Como angolano que conhece o mercado laboral, os povos, os hábitos e costumes, e porque reside em Angola, qual devia ser o foco do país a nível de empregos, numa perspectiva inovadora? albano kanga — A melhor oferta de emprego, numa perspectiva inovadora, passaria por apostar em três áreas: agricultura, petroquímica e tecnologias de informação e comunicação (TIC). Na agricultura, podemos apostar na invenção de novos métodos de produção de alimentos através da pesquisa. Na petroquímica, enquanto produtores de petróleo, devemos criar indústrias para transformar o crude em produtos finitos e depois comercializá-los dentro e fora do país. Quanto às TIC, em vez de importamos softwares para gestão bancária e escolar, por exemplo, poderíamos produzi-los localmente. Não temos pessoas capacitadas para inventar alguma coisa? Acredito que há este tipo de profissionais, temos apenas de apostar neles, ou seja, nos nossos inventores e criadores. 46 Albano Kanga (Angolan) holds a PhD in Chemistry and lectures at UAN – the Agostinho Neto University while Emeka Okafor (Nigerian) is an architect, writer and promoter of the Maker Faire Africa. Both share relevant concerns over the development paths being taken on the African continent and interviewed each other in Luanda in an interesting conversation that took innovation as its background. Topics such as building up know-how at the continental level, fostering research centres and incubators, sharing knowledge between African states and core sectors for future investments were among the issues on the table. At the end, Okafor, who got the first question, agreed to give a speech to UAN students in the near future. emeka okafor — As an Angolan who knows the labour market, the peoples, their habits and customs and as you live in Angola, what should be the national focus in terms of job creation from an innovative perspective? albano kanga — The best sources of employment from this perspective requires targeting three fields: agriculture, petrochemicals and the information and communication technologies (ICTs). In agriculture, we may invest in inventing new means of producing foodstuffs through research. In petrochemicals, as producers of crude, we should establish industries to transform the crude into finished products and then commercialise them both inside and outside of the country. As regards the ICTs, instead of importing software for bank management and schools, we should produce it locally. Do we not have the persons able to invent such things? I believe that there is this type of professionals and we need to invest in them, that is, in our own inventors and creatives. How about yourself? You have worked a great deal in fairs as both a curator and a promoter. Is this the path that Africa should follow? Do we need to interact more? okafor — One of the reasons we set up the Africa Fair was to encourage the sharing of knowledge between people from different countries, regions and areas. This is a good opportunity because at the fair, Angolans may share the same information with innovators and creatives from Ghana, Senegal or other countries. The fair thus becomes a favourable and important environment for the building of a community. We have to have more people travelling and learning from other African countries. Now, another question. Do you think biodiesel might help in diversifying the Angolan economy otherwise highly dependent on oil? 47 “Investiria a nível das ciências, tecnologia e recursos humanos.” “I would invest in the sciences, technology and human resources.” Quanto a si, tem trabalhado muito em feiras, quer como curador quer como promotor. Este é o caminho que África deve seguir, é preciso interagir-se mais? okafor — Uma das razões de termos criado a Feira de África foi a de encorajar a partilha de conhecimento entre pessoas de diferentes países, regiões e áreas. É uma boa oportunidade, porque aí os angolanos podem partilhar a mesma informação com inovadores e criadores do Gana, Senegal ou de outros países. A feira é, por isso, um ambiente profícuo e importante em que se constrói uma comunidade. Temos de ter mais pessoas a viajar e a aprender de outros países africanos. Faço agora eu a pergunta. Acha que o biodiesel pode ajudar a diversificar a economia angolana muito dependente do petróleo? kanga — Começámos a investigar o biodiesel com o objectivo de diversificar as fontes de energia. Em muitos países, nos centros de investigação, fazem-se pesquisas sobre as fontes de energia renováveis. O biodiesel que produzimos é com base no óleo extraído de sementes de plantas oleaginosas de origem angolana. Fazemos a extracção do óleo de moringa, de gergelim, de amendoim, de azeite de palma, mas para uma produção à escala industrial é preciso grandes quantidades destas sementes. Por isso devemos desenvolver a agricultura, criando emprego para muita gente. Por outro lado, na transformação do óleo para o biodiesel, vamos criar fábricas e indústrias, ou seja, estaremos a criar outras empresas, diversificando por conseguinte a economia. É desta forma que conseguiremos alguma autonomia, o país já não vai depender da exportação do petróleo. Falemos agora da indústria automóvel. Na América e Ásia muitas indústrias de automóvel declararam falência, não estaremos a correr o mesmo risco se apostarmos neste sector? Albano Kanga kanga — We began by researching biodiesel with the objective of diversifying the sources of energy. In many countries, research centres are pressing ahead with projects on renewable energy sources. The biodiesel that we produce is based on the oil extracted from oleaginous plant seeds of Angolan origin. We extract oil from moringas, sesame seeds, peanuts and palm nuts but to attain industrial scale production, we need massive quantities of these seeds. Therefore, we need to expand agriculture and creating a lot of jobs along the way. Furthermore, the transformation of oil into biodiesel means setting up factories and industries and hence we are establishing other companies and consequently diversifying the economy. In this way, we are able to attain some autonomy with the country no longer dependent on oil exports. We are now also talking about the automobile sector. In America and Asia, many of these companies declared bankruptcy, are we not running the same risk by investing in this sector? okafor — That really is a very interesting question! I believe that Africa does need its own automobile industry. Henceforth, we shall be producing wheels, lights, electric and electronic components, motors for planes and ships, etcetera. Europa and Asia went through this period and it resulted in other industries. I cannot accept that we should not have our own African automobile industry as we would thus be removing ourselves from the photo- okafor — É uma pergunta muito interessante! Penso que África precisa da sua própria indústria de automóveis. A partir daí estaremos a produzir rodas, luzes, a componente eléctrica e electrónica, motores para aviões e navios, etc. A Europa e a Ásia viveram este período que deu origem a outras indústrias. Não aceito que não devemos ter a nossa indústria africana de automóveis, estaríamos a retirar-nos da fotografia da industrialização, se assim o fizéssemos. Na Universidade de Maquerere, no Uganda, há pessoas que fazem design de carros e no Quénia também. No Gana, por exemplo, já há uma fábrica denominada Kantanka que produz carros feitos localmente. É verdade que são indústrias pequenas e que as viaturas têm menos qualidade, mas temos de começar por algum lado. Quando o Japão começou não estava estruturado como está actualmente. Afinal por que motivo Angola não investe em Maquerere, ou o Egipto não apoia a Nigéria, ou o Botsuana não investe no Gana? É importante reflectirmos sobre isso. É verdade que houve falências, na América e Ásia, no entanto devemos investir na indústria de automóveis e desenvolver competências, apoiar as universidades e criar incubadoras de empresas em que os inventores se possam congregar, criar softwares e avançar com outros projectos. Volto a si. Esse processo inovativo, que é o reaproveitamento dos óleos de fritura, do óleo das sementes moringa e gergelim pode ter êxitos? De que forma? kanga — Pode sim, com certeza. Estamos a começar. Se os outros tiveram sucesso, porque não nós? Por isso queremos que as autoridades académicas apostem nos quadros nacionais. Pouco a pouco estamos a desenvolver as competências. Todos nós que estudamos nos países europeus sabemos como se faz. Com trabalho vamos conseguir. É minha vez de perguntar. Em que outras áreas devemos apostar em termos de inovação? okafor — Quando olho para um país, primeiro pergunto o que já tem e o que existe. Tratando-se de Angola, a primeira resposta é o petróleo. A segunda questão o que fazer com o crude? Falou no princípio da indústria petroquímica, mas também há os fertilizantes. É preciso olhar para a agricultura e por aí envolver o agronegócio. São áreas em que as universidades de Angola, Nigéria e de toda África se devem focar mais. A nível social quais os sectores prioritários para se investir, num país que está prestes a alcançar 40 anos de Independência, ou seja, uma Nação jovem. kanga — A prioridade é a Educação. okafor — Que tipo de Educação? kanga — A nível das ciências, engenharia, novas tecnologias e criação de competências. okafor — Se alguém lhe desse 10 milhões de dólares, o que faria a nível da inovação? kanga — O primeiro passo seria investir na Educação, a seguir criaria competências e recursos humanos. “Devemos criar indústrias para transformar o crude em produtos finitos.” “We should set up industries to transform crude into finished products.” Albano Kanga graph of industrialisation. At the University of Maquerere, in Uganda, there are people designing vehicles and in Kenya as well. In Ghana, for example, there is already a brand called Kantanka selling cars made locally. True, these are still small industries and the vehicles don’t have the same quality yet but we have to start somewhere. When Japan started out, it wasn’t structured in the way it is now. After all, for what reason would Angola not invest in Maquerere, or Egypt not back Nigeria or Botswana not back Ghana? It is important we reflect on this. While it’s true companies went bankrupt in America and Asia but we still need to invest in the automobile sector and develop competences, support universities and set up company incubators around which inventors may congregate, develop software and advance with other projects. Back to you. Can this process of innovation, the recycling of cooking oils, such as moringa and sesame seeds, ever achieve success? Just how? kanga — It can, certainly. But we are at the beginning. If others have been successful, then why not us? For this reason, we want the academic authorities to invest in national expertise. Step by step, we are gaining the competences required. All of us who studied in European countries know how to achieve this. With some hard work, we’ll get there. My turn for a question. In which other areas should we bet on innovation? okafor — Mas investiria em quê especificamente, num laboratório, ou na sua própria universidade com um conceito diferente? kanga — Como disse, apostaria, antes de mais, na criação de competências e recursos humanos, porque sem isso não se faz nada. A outra coisa seria criar centros de pesquisa, que tanto podem estar agregados às universidades ou não. Gostava agora de lhe fazer um convite. Estaria disponível para proferir uma palestra na Faculdade de Engenharia, da Universidade Agostinho Neto, a fim de partilhar com os meus estudantes a sua experiência na área da inovação? okafor — When I look at a country, I first ask what do they already have and what there is. In the case of Angola, the first answer is oil. The second question comes with ascertaining just what to do with the crude. At the beginning, I referenced the petrochemical industry but there is also the fertiliser sector. Attention also needs paying to agriculture and that involves agro-business. These are areas which the universities of Angola, Nigeria and all of Africa should focus on more. Clearly, each economy holds its own specific features but they all share a good basis and that is the existence of raw materials. Another question. In social terms, what are the priority sectors for investment in a country that is on the verge of turning 40 and hence a young nation. okafor — Claro que aceito. Se estiver em Angola e se houver um intérprete à disposição porque não? Gosto de falar com os jovens, a minha resposta é afirmativa. kanga — The priority is Education. okafor — What type of Education? kanga — At the level of sciences, engineering, the new technologies and building up competences. okafor — If somebody gave you ten million dollars, what would you do for innovation? kanga — The first step would be to invest in education and then I would create the competences and the human resources. okafor — However, what would you invest in specifically, in a laboratory or in your own university with a different concept? kanga — As stated, I would first of all create competences and human resources because without these you cannot do anything. Another factor would be to set up research centres that might or might not be university located. Now, I would like to invite you for something. Would you be available to give a lecture at the Faculty of Engineering at the Agostinho Neto University in order to share with my students your experience in the field of innovation?
