INTERNET CONTRIBUTION Luiz Roberto de Oliveira in the 80’s was the Operational Manager of Transmare Maritime Transport and Representations (Affiliated to Expresso Mercantil Group). For 20 years he headed the Wilson Sons Group (Towage / Shipping Agency / Port Operation and Logistics), acting as General Manager Branch of São Francisco do Sul and Imbituba. Has specializations in charging port, logistics and operation by the Rotterdam Port Management, in port zoning, environment, logistics and operation by the Bremen Chamber of Commerce and also in the Port Logistics by COPEAD \ Federal University of Rio de Janeiro (UFRJ). His background is in management with emphasis on international trade and he is an active member of events related to port segment all over the world. Currently, Luiz Roberto de Oliveira is the Mayor of São Francisco do Sul. SÃO FRANCISCO DO SUL - UN PORT SÃO FRANCISCO DO SUL - A PORT OUVERT SUR LE MONDE TO THE WORLD En 1504, une expédition française jette l’ancre dans les eaux abritées de la baie de Babitonga, établissant la troisième plus ancienne localité du Brésil. Lieux d’un très grand brassage culturel, la ville, berceau de l’État de Santa Catarina, et le port de São Francisco do Sul sont, depuis toujours, imbriqués l’un dans l’autre. Le port, qui depuis le début du 20ème siècle fait l’objet d’importants investissements, occupe aujourd’hui la cinquième place des ports à conteneurs brésiliens, jouissant d’une situation géographique particulièrement favorable à mi-chemin entre Sao Paulo et Buenos Aires, les deux plus grands centres de production et de consommation du Mercosur. Premier port de l’État de Santa Catarina, essentiellement dédié aux exportations, il en est aussi le plus grand port céréalier. Cette présentation analyse le potentiel offert par ce port naturel brésilien, ses principales activités économiques, les projets de développement de São Francisco do Sul en tant que destination touristique accessible aux bateaux de croisière du monde entier, ainsi que les moyens mis en oeuvre pour maintenir les activités d’un port qui génère plus de 70% des revenus de la ville. In 1504, a French expedition set anchor at the Babitonga Bay sheltered waters. Right then was born the third oldest location in Brazil, generating a huge cultural diversity making the city, the cradle of Santa Catarina State´s history knotted with the port, which since the beginning of the twentieth century has undergone major investments that culminates with the current numbers. Justo ahí, nació la tercera localidad más antigua de Brasil, generando una enorme diversidad cultural que enlazó la historia de la ciudad, la cuna del Estado de Santa Catarina, con el puerto, que desde principios del siglo XX ha sido objeto de grandes inversiones que culminan con los números actuales. El Puerto de São Francisco es hoy el quinto puerto más grande de Brasil en cuanto a manejo de contenedores, caracterizado por su excelente ubicación a medio camino entre Sao Paulo y Buenos Aires, los dos mayores centros de producción y consumo del Mercosur. El puerto más grande del Estado, esencialmente exportador, es el principal puerto de granos del Estado. En este trabajo, presentamos el potencial de un puerto natural en Brasil, sus principales actividades económicas, los planes de consolidación del puerto en su calidad de destino turístico que recibe cruceros de todo el mundo, y cómo mantener el 70% del ingreso municipal generado por los negocios relacionados con el puerto. The largest port in the State, essentially exporter, is the main grain port in the State. In this work, we present the potential of a natural harbor in Brazil, its main economic activities, plans for consolidation of São Francisco do Sul as a tourist destination receiving cruise ships from around the world and how to keep more than 70 % of municipal income generated by port related businesses. The port is located on the Island of São Francisco do Sul, north coast of Santa Catarina, far 215 Km from its Capital, Florianopolis, has road access to Joinville, the largest city in the state, and from there to the whole country and MERCOSUR, via the BR 280, a distance of 40 km fully paved. It consists of a natural inlet, delimited by the José Dias lighthouse, at the north end of the island of São Francisco do Sul. It has approximately 2km wide and 16m deep. Railroads enter and leave the port, connecting São Francisco do Sul, to the South town of Mafra, distant 167 Km. In its proximities the port has 2 airports, Joinville (JOI) and Navegantes (NVT), served by regular domestic flights connecting main national and international centers. A combination between its great geographic condition and the lowest fees in Brazil, have made the Port of São Francisco do Sul reach a constant and strong growing. Container movement have tripled, general cargo doubled and the movement of solid grains increased by 50%. A good indicator of the efficiency of the port is for its low index of cargo damage in the Country and a record time for container movement. While the national rate of movements is from 8 to 10, the port of São Francisco do Sul goes up to 23 movements/hour. The Port of São Francisco do Sul is an autarchy of the State of Santa Catarina, the renewal of the delegation was extended on September 18, 2014, for more 25 years. The Port of São Francisco do Sul is a structure of multiple use and the second in Brazil's handling of non-containerized cargo and accounting for about 12% of the grains exported by Brazil. Last year, the project received investments of over R$ 40 million to expand and improve its operational capacity. With an autonomous administration, the port works with the agility and efficiency of a private terminal, so that half of the State movement passes by it. In terms of natural structure, the Port of São Francisco do Sul has great profiles. The inlet has 9.3 miles of extension, 150 meters wide and 13 meters depth. Tidal amplitude of 2 meters and a very wide evolution basin. There are 5 official anchorage areas. The installed infrastructure has mooring docks with 780 meters in length and 43 feet of maximum depth. An electronic sign system covers the whole 9.3 miles of extension of the inlet and the evolution basin, being the second port in Brazil to meet this international standard. The buoys system and the tower are powered by solar energy lasting up to 30 days. The tower stands winds up to 200 Km/h, guarantying precision and safety to the navigation. The port of São Francisco do Sul, is known by its dynamism and agility of its operations. In part due to partnerships with big companies such as Terlogs, Bunge and CIDASC that compounds the export corridor set in the primary zone of the port. Terlogs operates an area of 40.000 square meters, with a set of thirteen rail and road scales and a total storage capacity of 140.000 tons of grains. The Bunge complex has 125,000 square meters, with a plant for soy extraction for processing up to 1.700 tons a day. Shipping capacity reaches 1,500 tons an hour of solid grains and 1.000 tons of soy oil and hour. Storage capacity is 200.000 tons of solid grains and 45.000 tons of soy oil. Together, Terlogs and Bunge have invested around US$ 20 million in the export corridor and US$ 3 million in two ship loaders, which tripled the loading capacity. CIDASC – (Integrated Agricultural Development Company of Santa Catarina) operates the Grain Terminal Irineu Bornhausen. Reception is equipped with three scales with capacity for up to 120 train wagons and 150 trucks a day and a two wagon loaders with a flow capacity for 500 tons/hour. Storage capacity of 110.000 tons for grains and 9.000 cubic feet for vegetable oils. Essentially exporter, it is the main bulk port in the State and it handles approximately 5.4 million tons/year. Main exported goods are, compressors, buses chassis, wood, paper, furniture, ceramics, frozen meet, soy, corn, auto parts, and textiles Consolidated as the second biggest mover of non-containerized cargo on the Country, the port has moved 13 million tons from January to December last year, 20% more than 2012. Out of this total, 7.8 million tons of bulk exported, 31% more than 2012, 1.6 million tons imported, 63% more if compared with the previous year and 3.7 million tons of general cargo. In 2013, all numbers overpassed 2012. There were more than R$40 million. Most of it was applied in the construction of berth 201. Regarding exportations, December registered an increase of 98% compared with 2012. Main goods were, soy, corn and steel coils. New Terminal The project is called TGSC is an investment of the companies LogZ, Litoral Agência Marítima, in the business for more than 20 years and the Chinese group Hopeful. The enterprise aims the construction of two berths, totaling 453 meters with natural draft of 14 meters with four fixed towers, two ship loaders and one ship unloader. In addition, the project counts with infrastructure able to link the neighbor warehouses. Investments in order of R$10 billion. Investments Berth 201 was extended from 150 to 280 meters. Investment of R$34.3 million. Its re-alignment will allow an increase of 2 million tons/ year in capacity of embark and disembark, that currently moves around 12 million tons of cargo such as soy, corn and steel products. Expansion also is going to allow a reduction of the timeframe of movement of ships, cutting costs and increasing productivity. Also it will bring an economic impact for the town, generating and increasing taxes income. Environment The Port of San Francisco South performs at its facilities environmental programs required to operate the port. The goal of these programs is to know the effects of port activities on the environment and implement control actions to prevent possible environmental impacts of its operations. For the development and implementation of programs, the port established the Environmental Policy to ensure that port operations are carried out with respect for the environment through the implementation of programs to ensure the prevention of pollution and continual improvement meeting environmental legislation. • • • • • • • Monitoring Water Quality and Aquatic biota Monitoring Quality of sediment Monitoring Bioindicators Monitoring Air Quality Waste management Liquid effluents management Environmental education and media São Francisco do Sul in the cruise route. The city was included in the short cruises routes and the movement of tourists promises to boost the economy and local culture. The first scale has already marked the date: December 5, 2014 In all, six ships come to town every three days, until December 20. This year, all vessels are nationals. They go out of Itajaí, go through São Francisco do Sul, followed by Santos, the São Paulo coast, and return to Itajaí. In these 15 days, the city will receive about 12 thousand tourists, including some foreigners who are part of the crew. There is also the possibility of new scales for February 2015, which are under negotiation. A new exclusive berthing pier for cruise ships is under construction next to the ferry terminal, the Historic Center, and a second phase, will have public marina. The inclusion of São Francisco do Sul in the cruise routes was made possible in the Seatrade Miami (USA), the largest fair of the cruise world, which happened in March this year. One of the factors that contributed to the decision was the presentation of unlike cultural, historical and nature attractions the area offers. The injection into the economy of the city is impressive. Considering the average spending the last few seasons, about $ 100 per person, will be almost R $ 1, 2 million left in the local economy. Tourists are generally middle class or rising, from various social classes and with the prospect of spending. To São Francisco do Sul, the return of these ships is undoubtedly an increase in tourist demand that already exists in the municipality and a direct injection into the economy, benefiting all classes of related service providers in the city. Investment in infrastructure is essential to ensure the arrival of tourists. Adaptations to the Ferry Terminal, including air conditioning, floaters to the tenders that receive the ship, folkloric performances, new space for tour buses, equipped information centers providing restaurant guide, location maps for displacement on the island and shuttles. For security, a structure is created with direct emphasis on this event with the Military Police. Pier and Marina The most important and impacting work for traders and residents is the construction of the pier exclusive for cruise ships. The first step is already ongoing, the initial conclusion planned for December, but as it is a work at sea, and due to its complexity, the deadline may be extended. Once ready, beyond the pier, there is also a public marina. The investment of almost R$10 million, shall be solely in these proportions in southern Brazil. The structure will be a key to increase the tourist potential differential in the city. An important factor for the arrival of ships is the wave of the embarking and disembarking fees. The measure is necessary to retain tourism agencies. The incentive tours to the main sights to tourists is reinforced and this year, the novelty is the action plan within the Public Market, with music and cultural attractions in partnership with Island Cultural Foundation of São Francisco do Sul. In all stops, Cruise satisfaction surveys are conducted, and almost 99% reported that they would return to the city. Commerce and gastronomy expect greater impact. In the hospitality segment, the arrival of cruise in December does not impact directly, precisely because they are not staying in the city for a scale that lasts a few hours. In this case the relationship with tourists is indirect to the city.
