PUTTING IT TO ACTION APPENDIX – PUBLIC MEETINGS THROUGHOUT THE PROJECT 5 João Pedro Domingues Vice-Presidente A Convenção Europeia da Paisagem – Florença 2000 visou estabelecer um quadro favorável à implementação de medidas de valorização da paisagem enquanto elemento essencial do desenvolvimento sustentável no panorama social, económico e cultural dos territórios. A Câmara Municipal de Loures, consciente da importância de valorização efetiva dos elementos distintivos do território do concelho e sendo o único município a nível nacional a integrar o projeto europeu EUROSCAPES, desenvolveu um trabalho cujo objetivo central passa por se constituir como elemento fulcral de desenvolvimento estratégico e instrumento de gestão operacional de áreas consideradas de elevado valor patrimonial no âmbito concelhio e metropolitano em que se insere. O documento que apresentamos, resultando de um trabalho aprofundado de diagnóstico aos níveis da sociologia, da história, da economia e do levantamento geográfico e paisagístico de referência, é a concretização de uma visão em que o desenvolvimento aparece como a consequência natural e lógica de uma nova forma de articular as assimetrias territoriais, em que a ruralidade e o tecido urbano aparecem, não como pontos de conflito, mas sim como elementos de valorização e de geração de mais-valias territoriais. 6 The European Landscape Convention – Florence 2000 – aimed at establishing a favorable framework for the implementation of measures that valorize landscape as an essential element of sustainable development, including its social, economic and cultural dimensions. The Municipality of Loures valorizes the distinctive elements of its territory, and as the sole Portuguese public body participating in the Euroscapes project, it worked towards the development of a strategy for the management of its most relevant landscapes, in terms of natural and cultural values; these landscapes are not only relevant locally but they also matter in the context of Lisbon’s Metropolitan Area. This work results from thorough studies and diagnosis, produced in multiple disciplines such as sociology, history, geography and landscape architecture; this lead to a new understanding of our territorial reality. Development now appears as capable of articulating asymmetries between the and the urban realm. Rural and urban realities in the same territory appear less as a permanent conflict than as a potential for the enhancement of distinctive territorial values. Produced by the municipal services and with important citizen’s participation, this work should be seen as a starting point for a new approach towards local planning and management. Desenvolvido no âmbito dos serviços técnicos municipais mas contando com a colaboração essencial de cidadãos que olham a paisagem como a sua própria “casa”, este documento deve ser visto como ponto de partida para uma nova abordagem das entidades públicas ao fenómeno da urbanização. Desmontando o preconceito que leva a considerar que o desenvolvimento de uma região pressupõe como consequência o prejuízo dos valores naturais e do património, o trabalho aqui apresentado permite desenhar pontos de equilíbrio sólidos entre a valorização ambiental de uma região como elemento gerador de riqueza e desenvolvimento económico. A consciência de que o conceito de desenvolvimento se vê, hoje, confrontado com novas realidades a que somos obrigados a responder leva-nos a considerar novos paradigmas na execução de planos e instrumentos de gestão e ordenamento do território em que a agenda para a ação seja baseada num abnegado e consistente trabalho de promoção das nossas particularidades enquanto elemento competitivo e diferenciador num quadro de referência cada vez mais global. Esperamos que este trabalho seja assim um contributo para um modelo de operação em que os valores tradicionais constituam também as bases de um futuro de sucesso para o qual estamos todos convocados a participar. Regional development is inseparable from the sustainable management of natural and cultural heritage values. Environmental valorization can generate wealth as well as social and economic improvements. Sustainable development demands new paradigms in territorial planning and management. Our agenda must be based upon a consistent work of promotion of our particularities, understood as competitive elements, in a framework of increasing globalization. We hope this work to be a contribute for an operative model where traditional values constitute the bases for a successful future to which we are all invited to participate. 7 ENQUADRAMENTO O projeto EUROSCAPES resulta de uma candidatura ao programa INTERREG IVC da União Europeia, enquadrado na prioridade ambiente e prevenção de riscos e no subtema património construído e paisagem. Tem como objetivo a determinação de políticas e estratégias de gestão de áreas com interesse paisagístico e patrimonial, localizadas em áreas periurbanas e ameaçadas pela expansão urbana, com vista à sua sustentabilidade. Reuniram-se, neste projeto, 14 parceiros europeus representantes de grandes municípios, regiões e departamentos universitários, localizados em várias áreas metropolitanas da Europa – França, Alemanha, Espanha, Letónia, Hungria, Roménia, Grécia, Polónia, Inglaterra, Itália, Eslováquia, e uma rede de cidades sedeada na Bélgica – e que têm responsabilidade no estudo e na gestão da paisagem. O EUROSCAPES, através da troca de experiências e da partilha de boas práticas entre parceiros, servirá de base à criação de um modelo de gestão de paisagens culturais, um instrumento de referência para a implementação dos objetivos da Convenção Europeia da Paisagem. O projeto teve a duração de três anos, com início em janeiro de 2010 e conclusão em dezembro de 2012. O Município de Loures comprometeu-se a elaborar um documento estratégico que suporte a gestão futura da paisagem do seu território norte, o menos urbanizado no contexto municipal, e que congrega grande riqueza de valores paisagísticos e patrimoniais. O projeto desenvolveu-se no âmbito do Departamento de Planeamento e Gestão Urbanística, na Divisão de Planeamento Municipal e Ordenamento do Território. Enquanto estratégia de gestão de paisagem, contribuiu para a revisão do Plano Diretor Municipal (PDM), através da configuração de uma unidade operativa de planeamento e gestão para a área norte do Município, e pela integração das paisagens com valor cultural definidas no EUROSCAPES, na estrutura patrimonial da proposta de plano. BACKGROUND The Euroscapes project was a candidate for the Eu- ropean Union programme INTERREG IVC as part of the priority: environment and risk prevention, and under the sub-theme of cultural heritage and landscape. Its objective is to determine policies and management strategies for areas of landscape and cultural heritage interest which are situated in periurban areas and threatened by urban expansion, with a focus on sustainability. There were fourteen European partners in this this project. They represented large municipal areas, regions and university departments from several metropolitan areas in Europe. They are also responsible for landscape study and management. These included France, Germany, Spain, Latvia, Hungary, Romania, Greece, Poland, UK, Italy, Slovakia and a network of European new towns, whose headquarters is located in Belgium. By exchanging experiences and sharing good practice between partners, EUROSCAPES will form the basis for a model of cultural landscape management, as a point of reference for the implementation of the objectives of the European Landscape Convention. The project lasted three years from January 2010 to December 2012. The municipality of Loures agreed to put together a strategic document which supports future landscape management to the north of its county. This is the least urbanized area, rich landscape and cultural heritage values. The project was developed under the auspices of the Department of Planning and Urban Management, in the Division of Municipal Planning. As a management strategy, it has contributed to a revision of the municipal master plan (MMP) by the setting out of an operational unit of planning and management for the northern area of the county, and by integrating landscapes with defined cultural value into the cultural heritage proposal of the plan. 9 METODOLOGIA METHODOLOGY A metodologia de desenvolvimento do projeto compreendeu cinco fases, durante as quais se identificaram os valores presentes, as áreas prioritárias de paisagem para proteção com ações de conservação ou manutenção, a identificação das ações, os atores e os recursos a envolver e a elaboração do documento estratégico de gestão. The methodology of the project was composed up of five stages: the identification of existing values, the priority areas for landscape protection, conservation or maintenance, necessary actions, the people and resources to be involved and the strategic management document. The development stages are: As fases de desenvolvimento são: FASE 1 » Recolha de dados FASE 2 » Diagnóstico e identificação das paisagens prioritárias (10 áreas) FASE 3 » Caracterização da paisagem de cada uma das áreas FASE 4 » Encontros com os atores locais, nas seis freguesias abrangidas FASE 5 » Documento estratégico – definição de ações e estruturas operativas Uma equipa multidisciplinar, constituída por técnicos de arquitetura paisagista, património cultural, sociologia, planeamento urbano, sistemas de informação geográfica (SIG), comunicação e economia, procedeu a trabalho de campo, pesquisa documental, aplicação de questionários e entrevistas, registos fotográficos e em vídeo, produção de bases de dados e temas cartográficos, envolvimento da população e divulgação do projeto. No decorrer do primeiro ano (2010) e após o inventário inicial de reconhecimento dos valores paisagísticos e patrimoniais presentes, procedeu-se ao estabelecimento do limite da área de estudo, abarcando as principais tipologias de paisagem, linhas de água e vales encaixados, valores geomorfológicos, áreas com agricultura, vinhas e pastorícia, áreas de abandono agrícola, florestais e com elevada biodiversidade, e, também, os núcleos habitacionais e o património arqueológico e construído. Com base neste primeiro diagnóstico procedeu-se à delimitação de dez áreas de paisagem consideradas pelas suas características, identidade, qualidade e valores presentes, prioritárias para estudo no âmbito deste projeto. Em três delas, que apresentam produção agrícola de cariz familiar, aplicaram-se questionários à população com vista à aferição de aspetos de natureza sociológica, como a caracterização sociodemográfica, representações sociais da ruralidade, práticas e representações das atividades agrícolas, e identidades e vivências locais. Em todas, efetuou-se apurado trabalho de campo, análise de dados e interpretação das diversas componentes estudadas. Foi assim possível elaborar diagnósticos e propor ações e intervenções necessárias a integrar na Estratégia de Gestão de Paisagem. O trabalho produzido foi apresentado à população, mediante a realização de sessões públicas em cada uma das seis freguesias abrangidas, colhendo-se contributos para a elaboração da estratégia. A multi-disciplinary team was made up of experts from the following areas: landscape architecture, cultural heritage, sociology, urban planning, geographic information systems (GIS), communication and economy. They began the field work, document research, questionnaires and interviews, photographic and video registers, producing data bases and cartography items, involving the population and disclosing the project. At the start of the first year (2010), and after the initial inventory of natural and cultural heritage landscapes, the boundary of the study area was established. This included the main landscape typology, the water ways and encased valleys, geomorphological values. It also included agriculture areas, vineyards and pastures, areas of agricultural abandonment, forests, and areas with high biodiversity, rural settlements as well as cultural and archaeological heritage. Limite da área do projeto | Project’s area Áreas urbanas | Urban areas « 10 Based on the initial analysis, the delimitation of ten priority landscapes took place. These areas were chosen due to their characteristics, identity, quality and present values. In three of these areas, where agriculture is family based, questionnaires were given to the population with the aim of checking sociological aspects, the socio demographic makeup, social roles in rural life, practices and roles in agricultural activity, identity and local ways. In all of these, detailed field work, data analysis and interpretation of several components were studied. In this way, it was possible to work out and to propose actions and necessary interventions to be integrated into the Landscape Management Strategy. The work was presented to the population, through public meetings in each of the six parishes involved, and their contributions were collected to further inform the strategy. MUNICÍPIO DE LOURES | LOURES MUNICIPALITY 11 LANDSCAPE MANAGEMENT O TERRITÓRIO ESCOLHIDO THE CHOSEN TERRITORY O âmbito geográfico do projeto EUROSCAPES em Loures é a área norte do território de Loures, compreendendo cerca de 80 km2, aproximadamente metade da área do Município. Abarca parte das freguesias de Loures, Santo Antão do Tojal, São Julião do Tojal e, totalmente, as freguesias de Lousa, Fanhões e Bucelas. Geographically speaking, EUROSCAPES covers an area of about 80km2 situated in the northern part of the county of Loures. This is approximately half of the municipal area. It includes parts of the parishes of Loures, Santo Antão do Tojal, São Julião do Tojal and all of the parishes of Lousa, Fanhões e Bucelas. Corresponde à área menos urbanizada do Município de Loures, que pode ser descrita como periurbana, apresenta baixa densidade populacional, e o povoamento assume um caráter maioritariamente disperso. Nesta área encontram-se valores paisagísticos naturais, como a forma de relevo e a vegetação, que carecem de medidas de proteção e valorização, e núcleos rurais que se caracterizam essencialmente pela coerência formal do seu tecido, pela harmoniosa integração na paisagem envolvente, pelo património arqueológico e construído, pela presença de estruturas associadas à utilização agrícola ancestral e pela complementaridade e equilíbrio de usos de acordo com os recursos solo e água. Os valores paisagísticos presentes podem apresentar-se resumidamente do seguinte modo: It is the least urbanized area of the Municipality of Loures and can be described as peri-urban. There is low population density and the population is largely dispersed. In this area there are natural landscapes, such as the hills and the vegetation, which lack protection and enhancement. Rural housing is characterized essentially by the formal coherence of the urban fabric, by the harmonious integration into the surrounding landscape, by the archaeological heritage and the cultural heritage, by the presence of structures associated to the ancestral agriculture and by the complement and balance of use in accordance with soil and water resources. Estão também presentes sobreirais, e nas linhas de água encontram-se troços com as espécies características das galerias ripícolas desta região fitogeográfica. Natural vegetation » various stages of the ecological succession of the Portuguese oak - Quercus faginea, fields of orchids, gorse, forests of Quercus coccifera and oak woods. These are true living museums, and are witness to the oak forests that occupied the Iberian Peninsula in prehistoric times. There are also cork trees as well as, in some of the waterway streams, riparian galleries which are typical of this phytogeographical area. Nela se reflete a harmonia de utilizações consentâneas com os recursos presentes, a integridade dos recursos naturais, mas também a dissonância de usos impostos sem integração, o abandono de práticas agroflorestais produtivas e sustentáveis e a degradação do património construído. its resources and limits. CRITERIA FOR THE SELECTION OF THE 10 LANDSCAPES WITH CULTURAL VALUE In the landscape there is evidence of the action of biophysical and anthropic agents throughout time, which have both given value but also degradation. In this landscape, there is still harmony between use and the existing resources. There are natural resources which are still intact. There are also clashes of use imposed without integration, abandonment of productive and sustainable agroforestry as well as the degradation of the cultural heritage. The European Landscape Convention underlined the need to identify the landscapes in each territory, to analyse their characteristics, the pressures to which they are subject and their own, individual dynamic, to enable their protection. The convention defines landscape protection as being “actions to conserve and maintain the significant or characteristic features of a landscape, justified by its heritage value derived from its natural configuration and/or from human activity”. This is the work that was carried out by considering opportunities, threats, strengths and weaknesses that are present in the landscape in the northern area of the county of Loures. Landscape areas of heritage value were identified, that is, those which protection needs to begin and for whom this strategy aims to help manage it. A convenção define proteção da paisagem como sendo “as ações de conservação ou manutenção dos traços significativos ou característicos de uma paisagem, justificadas pelo seu valor patrimonial resultante da configuração natural e ou da intervenção humana”. Foi este trabalho que se realizou ao ponderar as oportunidades, ameaças, pontos fortes e pontos fracos, que se apresentam à paisagem da zona norte do Município de Loures e ao identificar as áreas de paisagem com valor patrimonial, isto é, aquelas cuja proteção urge iniciar e para a qual esta estratégia pretende contribuir. Nas áreas de paisagem com valor cultural, incluíram-se áreas visualmente salvaguardadas de ocupações desadequadas, áreas de vegetação com valor para a conservação, campos compartimentados por sebes de proteção, rios e ribeiras com galerias ripícolas, áreas agrícolas de caráter familiar, áreas de vinha essenciais para a identidade cultural da freguesia de Bucelas, presença de património arqueológico e construído com valor associado à paisagem, existência de percursos passíveis de serem percorridos e, por fim, o aspeto sensorial, propiciando a fruição da natureza em áreas de desafogo e descompressão do sistema urbano. Excluíram-se das áreas de paisagem com valor patrimonial a maior parte dos perímetros urbanos, as áreas com planos de urbanização ou loteamentos previstos, os povoamentos florestais mais extensos de espécies exóticas, os grandes alinhamentos de aerogeradores nas linhas de festo, áreas ocupadas por Áreas Urbanas de Génese Ilegal (AUGI) ou atividades industriais e de armazenamento, bem como áreas de agricultura intensiva. 14 Em todas as seis freguesias da zona norte do Município de Loures se identificaram áreas de paisagem com valor cultural. landscapes with cultural value, are also those areas visually saved from inappropriate activity, areas of vegetation with value for conservation, divided fields with hedges for protection, rivers and streams with riparian galleries, agricultural areas of a family nature, vineyards which are essential for the cultural identity of the parish of Bucelas, presence of the archaeological and built heritage associated to the landscape, the existence of pathways and finally, the sensory aspect which allows the fruition of nature in open areas and decompression from the urban system. Excluded from the areas of landscape with cultural value were the majority of urban perimeters, areas with urban plans and urban developments, extensive forest areas with exotic species, large areas of wind turbines along ridge lines, areas occupied by building constructed without planning permission (AUGI) or industrial activity and warehousing as well as areas of intense agriculture. Areas with landscape cultural value were identified in all six parishes to the north of the county of Loures. 10 PAISAGENS | 10 LANDSCAPES 15 VÁRZEA E ENCOSTA POENTE DE VILA NOVA LOWLAND AND THE WESTERN HILL OF VILA NOVA VALE DO PEQUENO TRANCÃO E ENVOLVENTE DO FREIXIAL VALLEY OF THE SMALL TRANCÃO AND AROUND FREIXIAL VINHA VINEYARDS 18 BUCELAS BUCELAS CARÁTER GERAL DA PAISAGEM GENERAL CHARACTERISATION OF THE LANDSCAPE Relevo ondulado com cabeços largos de formas arredondadas em toda a área norte de Bucelas, a sul domina o relevo de costeira nas serras do Picoto e de Serves, formando uma barreira visual e física apenas interrompida pelo encaixe do vale do rio Trancão. Os solos de natureza calcária são os mais representados, sendo os mais férteis os aluviossolos modernos associados às linhas de água. O mosaico cultural é diversificado, dominando a cultura da vinha. As linhas de água, rio Trancão e seus afluentes, destacam-se na paisagem, apresentando troços com frondosas galerias ripícolas. As encostas apresentam-se florestadas com presença de tojais e carvalhais. Definiram-se, nesta freguesia, três paisagens com valor cultural. To the north of Bucelas the terrain is hilly with large, rounded mounts and the south is dominated by coastal terrain of the hills of Picoto and Serves, which form a visual and physical barrier only interrupted by the encased valley of the River Trancão. Most part of the soil is limestone, and the most fertile is luvisol associated with the waterways. The agricultural mosaic is diverse and is dominated by viniculture. The water ways, the River Trancão and its streams stand out in this landscape and there are portions with riparian galleries. The hills are forested with gorse and oak trees. In this parish there are three landscapes with cultural value. VÁRZEA E ENCOSTA POENTE DE VILA NOVA This landscape goes up to the boundary with the county of Arruda dos Vinhos, to the southern extreme of Vila Nova to the wooden bridge over the stream. It crosses from the western hill to the ridge and the eastern hill up to the National Road no. 115. The settlement of Vila Nova is situated on a gentle slope, with a view over the small cultivated lowlands, which link up with a square and a track next to the stream, to the north and the south, up to small foot bridges. The western hill where the inclines are steep and the hilltops higher, visually protect both the settlement and the lowlands. This hill is covered with forests and an oak wood which protect the soil. The paths up to the top and the hillside are panoramic with a view of Vila Nova, Bemposta and Bucelas flanked by oak trees and some recently planted pine trees. On the bank of the stream there are traces of a riparian gallery, however, lacking in condition. The most predominant soils are dark limestone on the hills and in the lowlands, it is luvisol. O aglomerado de Vila Nova situa-se em encosta de inclinação suave, com vista para a pequena várzea agricultada, com a qual se articula funcionalmente por um largo e um percurso de desenvolvimento paralelo à ribeira que, a norte e a sul, a atravessa através de pequenas pontes pedonais. A encosta poente, onde os declives são mais acentuados e as cotas mais elevadas, protege visualmente o conjunto do aglomerado e da várzea. Esta encosta é revestida por carrascal e cercal, que protegem o solo. Os percursos de cumeada e encosta têm grande valor cénico, com vista para Vila Nova, Bemposta e Bucelas, sendo ladeados por carvalhal e alguns pinheiros, recentemente introduzidos. Na margem da ribeira há vestígios de galeria ripícola, a carecer, contudo, de recuperação. Predominam os solos calcários pardos nas encostas, e, na várzea, os aluviossolos modernos. LOWLAND AND THE WESTERN HILL OF VILA NOVA 19 20 PATRIMÓNIO CULTURAL HERITAGE O pequeno largo de Vila Nova, singelo espaço de sociabilidade local, com seus dois plátanos, abre-se para uma várzea agricultada que se estende até à ribeira e à encosta florestada a poente. A agricultura de regadio nas terras baixas e férteis está bem viva em Vila Nova. As encostas, outrora ocupadas com cultura arvense de sequeiro, deram lugar à regeneração da vegetação natural. Assim, a antiga azenha de Vila Nova, na margem direita da ribeira, foi abandonada, deixando de fazer sentido numa paisagem que já não produz trigo. É importante no entanto registá-la como memória de um tempo em que as encostas eram cobertas de searas. Ao longo da ribeira, aproveitando o seu curso como força motriz, situam-se também as ruínas do Lagar do Frade e o Casal e Azenha do Farrapo, ainda habitados hoje em dia. A maioria destas construções data da primeira metade do século xVIII. Os moinhos do Catadouro, no topo da encosta poente, para a parte do Sul, são outros testemunhos da antiga presença do cereal. O largo de Vila Nova defende-se das terras húmidas da várzea mediante um pequeno e elegante muro de alvenaria rebocada e recortado em bisel. À saída do lugar, para norte, há uma parcela agrícola digna de nota pela qualidade paisagística dos seus terraços armados em socalcos de pedra. The small square of Vila Nova, a social place for locals, with its two plane trees opens out onto cultivated lowland that goes from the stream to the forested hillside in the west. Irrigation in the low lands and the fertile lands is very much alive in Vila Nova. The hill sides, once covered with dry land farming, have given way to regeneration of natural vegetation. Thus in the old watermill of Vila Nova, on the right bank of the stream, it was abandoned and did not make sense, in a landscape that no longer produces wheat. It is important to record it, as a memory of a time when the hills were all harvested. Along the stream, making the most of its driving force, are also the ruins of Lagar do Frade, an olive press, and Casal e Azenha do Farrrapo, a watermill. The latter are still inhabited today. Most of these buildings date from the first half of the 18th century. The windmills of Catadouro, on top of the western hill facing south, are also evidence of cereal production. The square of Vila Nova protects itself from the damp lands of the lowlands due to a small and elegant stone masoned wall which is clad and bevel cut. Leaving in a northerly direction there is a plot of land which is notable for its landscape of terraces strengthened with stone walls. VALE DO PEQUENO TRANCÃO E ENVOLVENTE DO FREIXIAL VALLEY OF THE SMALL TRANCÃO AND AROUND FREIXIAL Esta paisagem é marcada pela presença do rio Trancão, no seu troço inicial, abarcando as ribeiras do Juncal e da Tesoureira, alargando-se para norte, ao limite do concelho, e para sul, ao alto do Picoto. Integra o núcleo urbano do Freixial e quintas de recreio edificadas na segunda metade do séc. xx. O uso do solo é diversificado, entre hortas nas terras férteis das pequenas várzeas, correspondendo aos aluviossolos modernos, à vinha nas encostas de declive suave, maioritariamente correspondendo aos solos calcários pardos, e ao tojal, ao carrascal, ao cercal e ao sobreiral, nas encostas de declive mais acentuado, em solos por vezes margosos e pedregosos. This landscape is noted by the presence of the River Trancão, not far from its spring, leading into its streams of Juncal and Tesoureira, widening in the north at the country boundary and to the south to the Picoto Hill. The settlement of Freixial and the manor houses from the second half of the 20th century is found here. Soil use is diverse. In the fertile, luvisol lands of the small lowlands there are vegetable gardens. Then on the hills of gentle slopes are the vineyards, mostly of dark limestone, and of gorse, forests, oak and cork trees on the steeper inclines in soil which is at times marly and stony. O núcleo urbano mantém coerência entre o tecido e a escala do edificado, estabelecendo-se uma relação harmoniosa com a paisagem envolvente. Avista-se o alto do Picoto, na encosta sul, uma formação vulcânica que domina visualmente a paisagem. Do pequeno largo arborizado com plátanos, para nascente, observam-se árvores de grande porte pertencentes a quintas de recreio e ao rio Trancão, cujas margens apresentam vegetação ripícola de grande valor ambiental e cénico. Esta vegetação arbórea tem porte frondoso e uma grande diversidade de espécies, predominando o freixo, o choupo, o carvalho-cerquinho e o sobreiro. Esta é também uma paisagem com atividade agrícola, pecuária e vitivinícola, nomeadamente na Quinta do Avelar, mas também noutras propriedades de menor dimensão. A cultura da vinha apresenta tendência a expandir-se, verificando-se plantações recentes. Os percursos definidos articulam-se por entre azinhagas, na zona das quintas, e por antigos caminhos rurais, percorrendo as encostas norte e sul do rio Trancão, unindo os principais aspetos de interesse patrimonial e paisagístico e os pontos de vista dominantes. PATRIMÓNIO O núcleo antigo do Freixial mantém ainda a coerência formal entre o tecido e a escala do edificado. Destacam-se a Igreja de Nossa Senhora da Conceição da Pedra, ao cimo de escadório de lajedo e recinto ajardinado. É um templo de finais de seiscentos cujo portal de lintel, friso e cornija sobrepujada de cruz e pináculos nas extremidades revela cuidado trabalho de cantaria. Perto da igreja localiza-se uma pequena capela da invocação de Nossa Senhora da Paz, com vãos ondulados de recorte setecentista. O largo com o coreto, o chafariz oitocentista e sobretudo com a calçada central com bancos de estar e plátanos bem alinhados, tem qualidade urbana. Abre-se a nascente para o pequeno Trancão e sua galeria de freixos e carvalhos. The settlement has coherence between the fabric and the size of the buildings, making for a harmonious relationship with the surrounding landscape. The Alto do Picoto can be made out on the southern slope. It is volcanic formation that visually dominates the landscaped. From the small square lined with plane trees facing east, one sees the River Trancão with its banks showing riparian vegetation of environmental importance and scenic appeal. The current canopy vegetation has a leafy aspect and there are large diversity of varieties, mainly willow, poplar, Portuguese oak and cork. This is a landscape with agricultural, livestock and vinicultural activity mainly in the Quinta do Avelar but also in smaller properties. The viniculture seems to be expanding as recent planting shows. The public pathways go between the water mills in the area of the manor houses and follow old rural pathways, along the northern and southern slopes of the River Trancao, bringing together the interesting points of cultural heritage, and landscape, and the main viewpoints. CULTURAL HERITAGE The old centre of Freixial has kept cohesion between fabric and scale of the building. Of note is the Church of Nossa Senhora da Conceição da Pedra, above the slab stairway and area with gardens. It is a temple to the end of the 17th century and the doorway with its lintel, frieze and cornice surpassed by a cross and pinnacles at the end. This shows careful stone masonry. Near the church is a small chapel to Nossa Senhora da Paz, with wave-like lintels from the 18th century. The square with its bandstand, 19th century fountain and, above all, the main paved area with benches and plane trees in a row have an urban feel to it. To the East, the square opens onto the River Trancão and its gallery of ash and oak trees. 21 22 Saindo do lugar para nascente, atravessando o rio Trancão, encontra-se uma antiga capela desativada, da qual subsistem o portal, um óculo para iluminação e dois pequenos vãos de janela gradeados. Da ponte sobre o rio podem observar-se os taludes e os muros de pedra aparelhada por entre os quais corre a água, à sombra de freixos, carvalhos e sobreiros. To the east and crossing the River Trancão, there is an old deconsecrated chapel which still has a doorway, an oval window to let in light, and two small grated windows. From the bridge over the river, the stone clad retaining walls can be seen. Water flows between these under the shade of ash, oak and cork trees. Prosseguindo para nascente e nordeste, acede-se a uma encruzilhada de caminhos que se dirigem a diversas quintas de recreio de grande valor paisagístico, devido à qualidade do desenho dos seus parques, às suas matas e à vegetação natural e aos seus elementos construídos. No extremo da paisagem encontram-se as instalações dos antigos aviários do Freixial, cujas construções iniciais da década de 1960, incluindo a portaria, revelam o gosto arquitetónico desta década, não só no desenho, mas também na escolha e na associação dos materiais: pedra, betão, madeira, metal e vidro. Para norte e poente da Quinta do Avelar, de frondosa vegetação, situam-se outras antigas unidades de produção agrícola, como o Casal do Burro, em ruínas, e a Quinta da Arroteia de Baixo, morgadio fundado por João de Brito e Almeida e sua mulher, Joana Coutinho. João era filho de Luís de Brito e Almeida, governador no Brasil e provedor da Misericórdia da Corte. Em 1712 era possuidor deste morgadio António da Silva Caldeira Pimentel. Tinha capela da invocação de Santo António. Para a banda de Vila Nova, situa-se a Quinta da Arroteia de Cima, outrora com capela da invocação de Nossa Senhora do Rosário. From the east to the north east, there is a cross roads of pathways that lead to several manor houses of great landscape value due to the quality of the design of their parks, fields, natural vegetation and buildings. At the far end of the landscape are the old aviaries of Freixial, built during the 1960’s including the main gate. These show the architectural fashion of the time not only in design but also in the choice and association of materials: stone, concrete, wood and glass. To the north-west of the Quinta do Avelar, with its leafy vegetation, there are other old agricultural places including Casal do Burro, in ruins, and the Quinta da Arroteia de Baixo, founded by the first born son of João de Brito e Almeida and his wife, Joana Coutinho. João was the son of Luís de Brito e Alemeida, governor of Brazil and administrative head of the Misericordia (a charitable institution in Portugal) at Court. It had a chapel to S. Antonio. To the side of Vila Nova, is the Quinta da Arroteia de Cima which had the chapel of Nossa Senhora do Rosário. A sul da paisagem, a encosta é dominada pelo monte do Picoto. É na sua proximidade que se encontra a Casa Medieval da Torre de Cima, imóvel classificado como de interesse público. Trata-se de um casal agrícola do século xIV, com porta gótica e outros dois arcos góticos intactos no interior. Nos alvores do século xVI, a casa era pertença de D. Joana de Ataíde, padroeira do Mosteiro da Rosa em Lisboa e parente dos padroeiros da igreja paroquial de Bucelas. To the south of the landscape, the slopes are dominated by the Picoto hill. Nearby is the medieval house of Torre de Cima, a building of national interest. This is an agricultural house from the 14th century, with a gothic door and inside two gothic arches remain intact. At the beginning of the 16th century, the house belonged to D. Joana de Ataíde, patroness of the Rosa Monastery in Lisbon and a relative of the patrons of the parish church of Bucelas. Junto à estrada que liga Freixial a Bucelas destaca-se o portal seiscentista da Quinta Nova, rematado superiormente por duas grandes volutas em ambas as extremidades. Next to the road, which links Freixial to Bucelas, is the seventeenth century gateway of Quinta Nova. This is completed excellently with two large volutes at each end. O lugar do Freixial está associado a duas figuras maiores da cultura nacional: o pintor Silva Porto (1850-1893), introdutor da pintura naturalista em Portugal, cuja família aqui possuiu residência, e o escritor Alves Redol (1911-1969), que neste lugar escreveu a célebre novela Constantino guardador de vacas e de sonhos e nele situou a ação. Freixial is associated with two famous people: the painter Silva Porto (1850 – 1893) who introduced naturalist painting to Portugal and whose family had a house here. Also with connections to this place is the writer Alves Redol (1911-1969) who set and wrote his famous novel, Constantino guardador de vacas e de sonhos, here. VINHAS VINEYARDS A presença de extensos alinhamentos de videiras nas encostas da paisagem ondulada de Bucelas confere à paisagem uma textura única, uma variação cromática muito própria ao longo do ano e a sensação de ordem associada às regras de plantação e manutenção das vinhas e da produção do vinho. A identidade da paisagem de Bucelas está diretamente relacionada com a produção do vinho “Bucelas”, maioritariamente obtido da casta arinto, quer em quintas de produção, quer em vinhas dispersas de menores dimensões. The many vineyards on the hilly landscape of Bucelas gives it a unique feel. There are distinctive colours throughout the year and a sense of order linked to the rules of planting and maintenance of the vines and the production of wine. The identity of the landscape of Bucelas is directly linked to the production of the Bucelas wine, for the most part from the Arinto grape variety, from large vineyards to those of a lesser dimension. Delimitaram-se as principais áreas de vinha, algumas apresentam-se em paisagens com presença de valores naturais ou culturais relevantes, caso do vale da ribeira do Boição, que se estende, a norte, até à Quinta da Murta. Este vale apresenta grande valor paisagístico pela excelência do seu cenário, desde troços de vinha armada em socalcos de pedra, à grandiosidade e diversidade da sua vegetação natural e ao interesse dos percursos existentes ao longo da ribeira e da encosta, a norte. Obtêm-se destes percursos magníficas vistas para as quintas de produção e para a paisagem envolvente. PATRIMÓNIO O estudo desta paisagem, que é fundamental para a identidade cultural e a economia de Bucelas, bem como do concelho de Loures, revela-nos a antiguidade The main areas of the vineyards, some in landscapes with natural values or cultural relevance, as is the case of the valley of the Boição stream which goes from the north up to the Quinta da Murta. This valley has great landscape value due to its excellent scenery, from the stone terraces where the vineyards are, to the greatness and variety of its natural vegetation and interesting pathways along the stream and the hills, to the north. From these pathways, there are magnificent views over the vineyards and the surrounding landscape. CULTURAL HERITAGE The study of this landscape, which is essential to the cultural identity and the economy of Bucelas, as well as the county of Loures, shows the antiquity of many 23 de muitas das atuais vinhas. De acordo com a carta topográfica militar dos arredores de Lisboa de finais do século xIx, já existia vinha no sítio correspondente ao Chão do Prado, tal como na Quinta dos Melos, muito antiga também, e na ribeira do Boição. Desde então, a área de vinha cresceu exponencialmente na Romeira de Cima e, em épocas mais recentes, na Quinta da Murta, para norte do Boição. No entanto, uma grande área de vinha desapareceu nas terras que ladeiam a estrada que liga Bucelas a Vila de Rei, coincidindo com a expansão urbana de Bucelas para nascente. Nesta paisagem há imóveis de grande interesse patrimonial, como a Quinta da Romeira de Cima, fundada pelos condes de Castelo Melhor, antes do século xVIII. Em meados desse século possuía duas capelas, uma de S. Vicente, que era do povo, e outra no interior da quinta, de Nossa Senhora das Virtudes. Hoje, a casa nobre e as dependências formam um grande pátio devido à união dos dois corpos mais antigos, mediante a construção de um arco e passadiço, com duas grandes janelas neomanuelinas. A Quinta da Romeira de Baixo, que em 1712 pertencia aos marqueses de Arronches, depois duques de Lafões, possuía uma Capela de N.ª S.ª da Encarnação. Casa e capela datam de épocas muito anteriores ao terramoto. Perto da casa, dentro da propriedade, situa-se um columbário romano, pequeno mausoléu circular para depósito de cinzas. 24 Ao longo da ribeira do Boição, situa-se a Quinta do Boição de Baixo, que corresponde ao alargamento de um antigo casal agrícola, em bom estado de conservação. Já a Quinta do Boição de Cima, de aspeto oitocentista, encontra-se abandonada. No muro sul verificam-se pesados contrafortes. No percurso que ladeia a ribeira em direção à cascata, há duas azenhas, estando uma delas abandonada, e a outra, cujo corpo principal possui planta longitudinal e cobertura inteira em telha de canudo, está ainda ocupada. São vestígios da cultura do cereal, hoje desaparecido destas encostas. Para norte, perto da Quinta da of the current vines. Murta, há uma estrada muito antiga, o caminho dos Almocreves, que apesar de ter sido reutilizada durante as campanhas de construção das linhas de Torres, tem origem anterior, possivelmente medieval ou mesmo romana. No extremo sul desta paisagem, a Quinta do Melo, com a grande vinha, possui ainda as ruínas da vetusta casa nobre com portal renascentista, brasão esquartelado de Melos e Silvas e restos de colunas toscanas no interior. Em frente ao portal, mantém-se de pé a Capela de S. Nicolau, de abóbadas nervadas. Em meados do século xVIII era proprietário desta casa João de Mello da Silva Pitta Sendim. the campaign of the construction of the Linha de Torres, it is in fact older – possibly medieval or even roman. To the far south of this landscape, Quinta do Melo, with its large vineyards, has ruins from the now obsolete house with its renaissance gateway, quartered coat of arms of the Melos and Silva and remains of Tuscan columns inside. Close to the gateway, stands the chapel to São Nicolau, a 16th century building with ribbed vaults. In the middle of the 18th century this house belonged to João de Mello da Silva Pitta Sendim. In this landscape there are listed buildings, such as the Quinta da Romeira de Cima, founded by the Counts of Castelo Melhor, before the 18th Century. By the middle of this century, it had two chapels. One was to S. Vicente and for the local people, and the other was inside the manor house, to Nossa Senhora das Virtudes. Today the house and outhouses form a large courtyard due to joining of the two older parts with an arch and a passageway, with two large neomanueline windows. The Quinta da Romeira de Baixo, which in 1712 belonged to the Marquess of Arronches, and then the Dukes of Lafões, had a chapel to N. S. da Encarnação. Both the house and the chapel are dated to long before the earthquake. Near the house, on the property, is a roman columbarium. This is a small circular mausoleum for the storage of cinerary urns. Along the Boição stream is the Quinta do Boição de Baixo. This is an old agricultural house which has been extended and is in a good repair. The nineteenth century Quinta do Boição has been abandoned. On its southern wall, there are heavy buttresses. On the side that flanks the stream in the direction of the waterfall, there are two watermills. One is abandoned. The other is occupied. Its main body has a longitudinal plan and still has the old tiled roof. These are witness to cereal cultivation which no longer remains on these slopes. To the north, near the Quinta da Murta, there is a very old road, the Caminho dos Almocreves. Explica-se assim a presença de elevações, designadas por cabeços ou altos, maioritariamente constituídas por solos basálticos, alternando com solos calcários bastante pedregosos nas encostas, e solos férteis e profundos de aluvião nas pequenas várzeas das ribeiras onde se depositam os materiais provenientes da erosão das encostas. Esta variação geológica e de solos, juntamente com variação da exposição solar das vertentes, determinam a diversidade e a distribuição da vegetação natural e influenciam o modo como culturalmente se distribuem os usos do solo. A abundância de muros de compartimentação e de estruturas agrícolas construídas em pedra, juntamente com as características biofísicas referidas, são os aspetos diferenciadores da paisagem de Fanhões, que conduziram à delimitação de duas áreas de paisagem com valor cultural. The terrain is characteristic of the volcanic complex of Lisbon, in geological terms it is made up of alternating layers of basalt, ash and slag. On top of these is complex continental debris known as the “Benfica complex” and made up of red clay, interspersed with limestone and sandstone. This then explains the presence of the heights known as cabeços, (hilltops), the majority are made of basalt soil, alternating with the stony limestone on the hills and the deep and fertile soils of alluvial deposits in the small lowlands of the streams where the material from the hill erosion is deposited. This variation of geology and soils, together with the variation of sun exposure on the high points, has determined the diversity and the distribution of the natural vegetation and has influenced the way that the land has been used. The abundance of dividing dry stone walls and stone agricultural buildings, together with the biophysical features referred to, are aspects that differentiate the landscape of Fanhões. This lead to the identification of the two areas of landscape with cultural value. PAISAGEM COMPARTIMENTADA DE CASAINHOS This is situated in the valley of the Barros stream and includes the eastern and western slopes up to the Cabeço da Torre and the Alto das Tomadas, respectively. Its limit to the north is the escarpment of Ribas, including the coastal area of Bucelas and the old military road of Linhas de Torres. To the south the limit is the settlement of Casainhos. It is characterised by a vast expanse of small plots of agricultural land edged with dry stone walls, both on the slopes and on the flat lands of the banks of the stream. The plots on the slope, in past times were used for the production of cereal on basalt soil. Today they are abandoned. The plots next to the stream, where the alluvial soil is fertile and irrigated are today used for horticultural production. Caracteriza-se por uma grande extensão de pequenas parcelas agrícolas delimitadas por muros de pedra seca, quer na encosta, quer na zona plana que margina a ribeira. As parcelas da encosta, anteriormente dedicadas à produção de cereal sobre solos basálticos, encontram-se em abandono agrícola, enquanto as parcelas junto à ribeira, onde os solos são de aluvião, muito férteis e irrigados, se mantêm a DRY STONE WALLED PLOTS OF CASAINHOS 33 produzir hortícolas. Nestas últimas encontram-se poços de pedra, abundantes e de grandes dimensões, e pontualmente abegoarias de pedra. O abandono da cultura de sequeiro nas últimas décadas do século xx propiciou a regeneração da vegetação natural, cobrindo-se as encostas de tojo e carrascal, com a presença de carvalho-cerquinho e carvalho-negral, muito raro nesta região. Nas áreas planas sujeitas ao abandono agrícola recente, encontram-se excelentes prados de orquídeas silvestres de, pelo menos, cinco espécies distintas. Os percursos estabelecidos unem áreas muito interessantes em termos de biodiversidade, permitem desfrutar dos valores construídos presentes, assim como observar, numa bacia visual muito extensa, toda a área Norte do concelho de Loures e concelhos limítrofes, no caso do percurso sobre a antiga estrada militar. PATRIMÓNIO 34 As duas encostas a nascente e a poente da ribeira dos Barros são inteiramente compartimentadas por muros de pedra seca, construídos com a tripla função de limpeza do terreno, tornando-o apto para a agricultura, divisão da propriedade e socalco ou terraceamento para vencer o declive e permitir o cultivo. Estas microparcelas, todas muito inferiores a um hectare, destinavam-se a cultura arvense de sequeiro, ao cereal, que era moído nas azenhas dos cursos de água e nos moinhos de vento construídos nas linhas de festo, dos quais restam alguns exemplares. Embora de difícil datação, estes muros já se encontravam desenhados na carta militar dos arredores de Lisboa de finais do século xIx. Fontes escritas, nomeadamente as Memórias Paroquiais de 1758, referem-se à freguesia de Fanhões como terra de pão, ou seja, terra onde a cultura predominante era o cereal. Dado a documentação referir igualmente a abundância de azenhas nas principais linhas de água da freguesia, tudo aponta para que as encostas do vale dos Barros já se encontrassem compartimenta- of large proportion. Serviam para guardar as alfaias agrícolas e são um exemplo de como esta função se pode cumprir em plena harmonia com a paisagem. Aqui verificam-se construções complexas e raras onde se articulam, num continuum de pedra, muros com suas portas, abegoarias e poços, formando estruturas líticas sem interrupção. This landscape is limited to the north by Forte de Ribas and by the escarpments and the Estrada militar of Linhas de Torres, built for the defence of Lisbon in 1810-1811. From here there is a splendid view over the parish of Bucelas. CASAINHOS STREAM Esta paisagem é limitada a norte pelo Forte de Ribas e pelas escarpas e Estrada Militar das Linhas de Torres, construídas para a defesa de Lisboa em 1810-1811. Daí se obtém uma vista privilegiada sobre toda a freguesia de Bucelas. RIBEIRA DE CASAINHOS A sul do aglomerado habitacional, a ribeira de Casainhos e as suas margens apresentam uma paisagem que denota um sistema cultural idêntico ao da paisagem compartimentada, a norte. A presença de uma frondosa galeria ripícola de choupos, freixos e salgueiros e de uma azenha de pedra e respetivo sistema de captação de água tornam esta paisagem muito particular. Na margem sul, em toda a encosta de declive moderado e até à linha de cumeada do alto da Fontainha, mantém-se a compartimentação das parcelas por muros de pedra, antigamente dedicadas à cul- To the south of the settlement, the stream of Casainhos and its banks have a landscape which shows an identical cultural heritage to the plotted landscape to the north. The presence of a leafy riparian gallery of poplars, willow and ash, a stone watermill and its system of catching water makes this landscape unique. On the southern bank, on the moderately descending hill to the ridge line of the peak of Alto da Fontainha, the land is still divided up and edged with stone walls. In past times, this was for cereal crops, which was milled in the water mill. Today the field of gorse and oaks is being regenerated. On both banks, the vegetable plots near the stream, where there is a greater availability of water, are still cultivated. A localização fisiográfica em vale estreito, a presença da água, a localização periférica ao aglomerado e o acesso pelas estreitas travessas entre o casario de Casainhos propiciam que esta paisagem confira uma sensação única de contacto com a natureza e de proteção face à envolvente. PATRIMÓNIO Junto à ribeira, perto de hortas com os seus poços e muros de pedra seca, localiza-se a Anta de Casainhos, classificada como Monumento Nacional. Trata-se de um monumento funerário dos períodos neolítico-calcolítico construído há mais de três mil anos. O espólio saído deste importante monumento, que importa conhecer e divulgar, encontra-se no Museu do Instituto de Geologia e Minas e também no Museu Municipal de Loures, como resultado de diferentes campanhas de escavação de que foi alvo. O primeiro estudo deste monumento foi publicado em 1964 por Georges Zbyszewski, geólogo e grande impulsionador da arqueologia da pré-história portuguesa. Este monumento funerário revela-nos a grande antiguidade do lugar de Casainhos, ocupado desde os primórdios da sedentarização humana: à anta corresponderia certamente um povoado seu contemporâneo. 36 Outra azinhaga, articulando o aglomerado e a ribeira, leva-nos à azenha de Casainhos, edifício construído para dois rodízios de moagem que nos recorda a época em que esta localidade e toda a freguesia de Fanhões eram terra de pão, ou seja, de abundante produção de cereal. Por analogia com outros edifícios deste tipo, com datação certa, poder-se-á apontar a sua construção para o século xVIII. Era uma estrutura complexa, que implicava a construção e a manutenção de um açude a montante, e sensation of being in touch with nature and protection from the surrounding area. Another footpath that goes round the settlement to the stream leads to Azenha de Casainhos. This is a building that was built for two mills that reminds us of the time when this place and all the parish of Fanhões was the land of bread. In other words there was an abundant production of cereal. It is likely that this dates from the 18th century, when compared with other buildings of this type which have been dated accurately. This was a complex structure which implied the construction and maintenance of a weir, and then leading the water to the wooden wheels. The canal was on elevated arches or buried by stone slabs. This way of channelling the water was accompanied by a complex regulating system of the strength and flow of the stream, through tanks and sluice gates. A vegetação natural denuncia as diversas etapas da sucessão ecológica do carvalho-cerquinho, própria desta região climática. Também os sobreiros, nas encostas mais quentes, aqui assumem uma forte expressão. As linhas de água são, em alguns troços, acompanhadas de galerias ripícolas frondosas. Em termos de solos dominam os barros castanho-avermelhados, nas encostas, e os aluviossolos modernos, nas zonas baixas, solos muito produtivos cuja utilização agrícola é ainda muito ativa. As sebes de compartimentação dos campos agrícolas, compostas por arbustos de diversas espécies e porte, criam um padrão e conferem uma policromia aos campos, muito singular e distintiva desta paisagem. The terrain is noted for the presence of natural drainage, rivers and stream which meander between basalt and limestone, creating geological structures and a succession of hills, some of which are rounded, and others quite steep. The natural vegetation shows the various ecological stages of the Portuguese oak, which is native to this region. The cork trees, on the warmer slopes, take on an important role. The waterways are, in some points, accompanied by leafy riparian galleries. Soil is mainly a reddish-browny clay, on the slopes and is alluvial in the lower areas. Here the soil is very fertile and is used for agriculture today. The agricultural areas are divided by a variety of bushes of different sizes which create a pattern giving the fields a multi-coloured effect, which is unique and distinctive to this landscape. BOLORES – MIGARRINHOS Paisagem com as aldeias de Bolores e Migarrinhos no seu centro geográfico, que se estende para norte pelo penedo do Gato e a serra da Carva até à ribeira do Bocal, e, para sul, até Castelo Picão, Quinta do Carrascal e sobreiral do Tojalinho. A escarpa calcária na vertente norte do penedo do Gato é notável, constituindo-se a cornija e o relevo cársico como património geomorfológico. As linhas de água que sulcam esta encosta húmida, afluentes da ribeira do Bocal, são acompanhadas por carvalho-cerquinho. A rugosidade horizontal da encosta, conferida pelo relevo cársico, é interrompida pelas linhas de água e sua galeria, criando um efeito visual muito particular. 42 Nas áreas em abandono agrícola e sobre terrenos calcários, as etapas da sucessão ecológica do cercal começam a reflorestar as encostas e as cumeadas, BOLORES – MIGARRINHOS This landscape has the villages of Bolores and Migarinhos at its geographical centre. It goes to the north through the Penedo do Gato and the Serra da Carva to the Bocal stream. To the south it goes up to Castel Picão, Quinta do Carrascal and the cork trees of Tojalinho. The limestone escarpment on the north edge of Penedo do Gato is notable and there is both a limestone cornice and terrain, providing geomorphological heritage. The water ways that meander through this humid slope, lead down to the Bocal stream and are accompanied by Portuguese oak. The horizontal roughness of the slope, due to the limestone terrain, is interrupted by the waterways and its gallery, and creates a very unique visual effect. In the areas of agricultural abandonment and on the limestone lands, the ecological stages of the Portuguese oak start to reforest the hills and the peaks, and there are fields of orchids, gorse and forests de- 43 encontrando-se os prados de orquídeas, os tojais e os carrascais, consoante o abandono é mais ou menos recente. A compartimentação por frondosas sebes de loureiro e quercíneas marca visualmente a área agrícola de Bolores e Migarrinhos, e na sua envolvente subsistem algumas áreas de pastagem de rebanhos de caprinos e ovinos, assim como na serra da Carva, sobre solos mais pedregosos. No Tojalinho, um extenso sobreiral, parcialmente explorado como montado, destaca-se na base da encosta, onde algumas plantações de eucalipto destroem a harmonia da vegetação natural. Os percursos propostos nesta paisagem são extensos, sinuosos e por vezes com elevada inclinação a vencer, como é o caso do troço que une a ribeira do Bocal ao Alto de Bolores na serra da Carva; contudo, a diversidade paisagística, a riqueza do património natural e construído e as vistas obtidas convidam à sua utilização e fruição. PATRIMÓNIO 44 Paisagem em torno dos aglomerados de Bolores e de Migarrinhos. O lugar de Bolores possuía, em 1758, sete fogos e trinta e sete pessoas, que viviam da cultura das suas searas. O cultivo de cereal predominou, até meados do século xx, nas encostas e terras altas. Porém, a caminho do penedo do Gato, verificava-se uma exceção: o Casal Lourenço, habitação de dois pisos, em pedra, com poço do mesmo material, atestando a presença de alguma cultura de regadio nas terras altas e pedregosas. Ainda hoje, o que resta desta construção se ergue com certa imponência, destacando-se na paisagem circundante. Migarrinhos era lugar ainda mais pequeno, dividindo-se no entanto em meia dúzia de casas na parte alta e outrora cerealífera, que se designava por Migarrinhos de Cima, e um casal agrícola na parte baixa, que se designava por Migarrinhos de Baixo, nas terras férteis de regadio. pending on how recent the abandonment was. In Tojalinho, there is a large cork forest, which has been partially cultivated with montado (a mix of forest and cereal crops) to be noted at the base of the slope, where some eucalyptus plantations have destroyed the harmony of the natural vegetation. The pathways in this landscape are extensive, sinuous and at times are high as the path that leads from the Bocal stream to the Alto de Bolores in the Serra da Carva. However, the diverse landscape, the richness of the natural and cultural heritage, and the views lend it to use and enjoyment. CULTURAL HERITAGE This is the landscape that surrounds the settlements of Bolores and Migarrinhos. In 1758, there were seven houses and thirty-seven people who lived from their own harvest. Cereal was the main crop until the middle of the 20th century in the hills and the higher ground. However, on the path to Penedo do Gato, there was an exception: Casal Lourenço, a two-storeyed stone house with a stone well shows that there was some irrigation in the higher and stony lands. Even today, what remains of this building stands out proudly from the surrounding landscape. Migarrinhos was an even smaller place. It was divided into half a dozen houses in the higher part, known as Migarrinhos de Cima, and at one time it produced cereal. The limestone cornice of Penedo do Gato, to the north of this landscape has been occupied since the Upper Palaeolithic age, as the rich findings of fine stone flints found in a cave known as Loca do Gato or Pego do Diabo and on display in the Museum of the Institute of Geology and Mining. The scenic escarpment descends abruptly down to the Bocal stream, where even today its banks show ancient agricultural activity. Para nascente de Migarrinhos, as terras pertenciam à Quinta dos Pomares, ou de Santa Luzia, cuja casa e capela se situam no limite desta paisagem, a sul de Ponte de Lousa, e junto à ribeira de Loures. Era, já em 1712, uma quinta imponente, com uma grande fonte no pátio de acesso, levadas de alvenaria para condução de água, regando os pomares de árvores de fruto, que se estendiam até à ribeira, onde funcionava uma azenha. To the east of Migarrinhos, the lands belong to the Quinta dos Pomares, or Santa Luzia, whose house and chapel are situated on the edge of this landscape, to the south of Ponte de Lousa and next to the Loures stream. In 1712 this was an important manor house with a large fountain in the courtyard at the front, stone mini-canals to take water. These watered the fruit orchards which went down as far as the watermill by the stream Dos lugares de Bolores e Migarrinhos para sul, através de uma velha mata, hoje parcialmente ocupada por eucaliptal, encontra-se um imponente domínio senhorial setecentista, a Quinta do Carrascal, que, de acordo com Anne de Stoop (Quintas e Palácios dos Arredores de Lisboa, 1986) teria sido fundada pela Ordem Hospitalária de S. João de Deus, como indica o brasão colocado no eixo central do alçado principal, datado de 1759, sobre o óculo polilobado e a porta da primitiva capela. Apesar de todas as alterações sofridas, esta quinta é um bom exemplar de domínio agrícola do século xVIII, cujo alçado sul se rasga em janelas de sacada de boa cantaria, para uma grande varanda e para a paisagem circundante, povoada por tanques de rega em alvenaria de pedra. South of Bolores and Migarrinhos via an old field which today is partially covered with eucaplytus trees, there is a striking 18th century manor house, the Quinta do Carrascal. According to Anne de Stoop (Quintas e Palácios dos Arredores de Lisboa, 1986), it was founded by the Hospitaller Order of Saint John of God as the coat of arms from 1759, placed at the centre on the front of the building, shows. This coat of arms is placed on top of the polylobed bull’s-eye window located above the door of the early chapel. It is around the striking well which has a device to get the water up. It is surrounded by a high stone and brick arch, and an aqueduct made from a blind wall that goes right up to the top ending 45 cultivados com produtos hortícolas. Todo o conjunto é concebido de acordo com uma notável aproximação geométrica, em linhas e ângulos retos. Para sul e no morro que deita para a ribeira do Pinheiro de Loures, situam-se, muito juntos um ao outro, dois moinhos de vento idênticos, em alvenaria de pedra ordinária, com grandes lajes calcárias nos degraus interiores e vãos de porta e janela. As peças de ferro por onde passava o cordame de ligação entre as velas e as mós estão ainda no local. São os moinhos do Picão, testemunhos da antiga ocupação das encostas pela cultura de cereal. VALE NOGUEIRA – PREMIALHA Paisagem centrada no Vale Nogueira ao longo da ribeira de Camarões, e culturalmente marcada por um conjunto de casais agrícolas e suas explorações e pela Quinta da Premialha, junto à ribeira do Pinheiro de Loures. É limitada a norte pelo vale desta ribeira, na extrema do concelho, e a sul pela encosta de Ceirão e vale da Carrasqueira. Dominam o relevo a chaminé vulcânica da serra da Sardinha e a cumeada do Ceirão, que apresenta diversos altos com afloramentos calcários. Entre estas duas elevações corre, muito encaixada na encosta, a ribeira de Camarões, passando por Vale Nogueira e A-dos-Calvos, até à ribeira do Pinheiro de Loures. 46 A paisagem, na encosta norte da serra da Sardinha onde dominam solos basálticos, é fortemente marcada pela presença de um extenso sobreiral, desde a cumeada até meio da encosta, onde os declives são acentuados, e por um mosaico agrícola de campos compartimentados por sebes vivas do meio da encosta até ao vale, onde os declives são suaves e a agricultura domina. A variação cromática das sebes ao longo do ano são um atributo visual a acrescentar à biodiversidade e às funções biofísicas que as sebes prestam ao ecossistema. Compõem-se maioritariamente por abrunheiros, loureiros, pilriteiros, carvalhos-cerquinhos e oliveiras. in a water tank with spouts, that would have originally run off to the cultivated terraces. To the south and the hill that leads down to the stream of Pinheiro de Loures there are two identical windmills situated very close to each other. They are made from ordinary stone and have large limestone slabs in the inner steps, the doorways and window openings. Still present today are the iron pieces connecting the rigging between the sails and the mill stones. These are the windmills of Picão, and are proof of cereal growing in these hills in times past. VALE NOGUEIRA – PREMIALHA This landscape is situated in the centre of the Nogueira valley along the Camarões stream. Its cultural heritage includes a group of agricultural houses and is used by the Quinta da Premialha, next to the edge of the pine forests of Loures. The northern limit is the valley of this stream, at the edge of the country and to the south its limit is the slope of Ceirão and Vale da Carrasqueira. The terrain is dominated by the volcanic chimney of the Serrra da Sardinha and summit of Ceirão which has several limestone outcrops. Between these two elevations run, in an encased valley, the Camarões valley passing by Vale Nogueira and A-dos Calvos to the stream of Pinheiro de Loures. The landscape on the northern slope of the Serra da Sardinha where there is predominantly basalt soil, is marked by the presence of a large cork forest. This runs from the top to half way down the slope where there is a sharp decent. This then becomes an agricultural mosaic of land edged by hedges from the middle of the slope down to the valley. Here the slopes are gentle and cultivated lands are predominant. The colourful variation of the bushes throughout the year is a visual feature which adds to the biodiversity and the biophysical contributions that the bushes Em Vale Nogueira destaca-se o porte e a densidade da vegetação ripícola nas margens da ribeira, de onde sobressaem freixos, choupos e nogueiras. Na encosta sul, densa mata de carrascal, em bom estado de conservação, domina nos solos calcários pedregosos e por vezes delgados. Os pontos de vista dominantes situam-se ao longo do Caminho Municipal 1319, que ladeia a ribeira de Camarões, e do qual se observa toda a área central do território de Loures. Deste caminho para poente, e ligando A-dos-Calvos a A-dos-Cãos, um percurso de terra batida na encosta da serra da Sardinha atravessa o imponente sobreiral. Continuando para poente, marginando a ribeira do Pinheiro de Loures, encontram-se três casais agrícolas e a Quinta da Premialha, de onde se observam os ricos sistemas de compartimentação dos campos. add to the ecosystem. Carrying on to the west, along the Pinheiro de Loures stream, there are three agricultural houses and the Quinta da Premialha where the great systems of the land plots can be seen. PATRIMÓNIO Esta paisagem desenvolve-se a partir das orlas sul e poente dos aglomerados de A-dos-Cãos e A-dos-Calvos, respetivamente, até à extrema ocidental do concelho de Loures, tendo como pontos de referência paisagística o Vale Nogueira a sul, muito encaixado em torno da ribeira dos Camarões, e a envolvente da Quinta da Premialha a norte, junto à ribeira do Pinheiro de Loures. Paisagem fértil e de intensa ocupação agrícola já desde o antigo regime. A produção era organizada em grandes quintas senhoriais e em casais agrícolas de considerável dimensão. A norte, as ruínas da Quinta da Premialha, suposto feudo dos descendentes de Diogo Cão, atestam a exploração agrícola desta zona desde de mil e quinhentos. Possuía Capela de Nossa Senhora da Conceição com preciosos azulejos policromos de finais do século xVI, da qual resta ainda hoje a torre sineira. No século xVIII era habitada por Manuel Pires Rangel. Nas suas imediações, um conjunto de casais agrícolas setecentistas, cujas relações familiares entre os donos chegaram até aos nossos dias, forma um sistema de povoamento CULTURAL HERITAGE This landscape goes from the southern and western tips of the settlements of A-dos-Cãos and A-dosCalvos respectively up to the far eastern part of the county of Loures. The landscape reference is Vale Nogueira to the south, closely following the Camarões stream and, surrounding the manor house of Premialha to the north next to the stream of Pinheiro de Loures. The landscape is fertile and has been used intensely for agricultural purposes since the old regime. Production was organised by the large manor houses and agricultural houses of considerable size. To the north, there are the ruins of the manor house of Premialha, scene of a supposed feud of the descendants of Diogo Cão, a Portuguese navigator. This attests to agriculture in this zone since 1500. There was the chapel, of Nossa Senhora da Conceição, with precious polychrome tiles from the end of the 16th century. Today the bell tower still remains. In the 18th century, Manuel Pires Rangel lived there. In the immediate surroundings, there is a group of 18th cen- 47 agrícola disperso, mas bem articulado entre si por velhos caminhos em calçada de pedra. São os casais do Arneiro, do Berrão e das Salgadeiras. As grandes quintas senhoriais setecentistas impõem-se visualmente na paisagem. A Quinta da Granja, em A-dos-Cãos, foi construída pelos condes de Coculim, ramo mais novo dos Mascarenhas da casa de Fronteira, e organiza-se em torno de um pátio de acesso e distribuição à casa nobre e às suas dependências utilitárias. Em meados do século xVIII era muito rica em árvores de fruto, tanto de caroço como de espinho. A Quinta dos condes de Valadares, de fundação anterior ao terramoto, apresenta ainda hoje, apesar do seu estado arruinado, um imponente fácies de palácio pombalino, com seu portal barroco, suas cantarias de recorte classicista, emoldurando vãos de portas e janelas de sacada. O edifício principal é constituído por corpo térreo, rematado simetricamente por dois torreões de dois pisos cada. Juntamente com as dependências, forma um pátio nobre em “U”, para distribuição e acesso. Os aglomerados de A-dos-Cãos e A-dos-Calvos possuem cada um uma capela votiva. Neste último, a de Nossa Senhora da Redonda, cuja capela-mor é rematada em abside. Tem no adro um cruzeiro, cuja base escultórica é reveladora da piedade barroca e do misticismo contrarreformista. A Capela de Santo Amaro, em A-dos-Cãos, destaca-se pela galilé de colunelos com bases e capitéis manuelinos. Perto do lugar do Tojalinho, atravessando uma ponte de fundação muito anterior ao terramoto, em direção ao lugar de Pai Joanes, numa encruzilhada de linhas de água e pequeninas pontes de atravessamento, existe um conjunto de três quintas, das quais se destacam o portal de 1762 da Quinta da Enxertia e a Quinta das Laranjeiras, casa nobre de quatro sacadas de boa cantaria no alçado principal e, pertença, nos inícios de setecentos, de André de Carvalho, pároco da igreja de Loures. 48 tury agricultural houses, whose family relationships between owners have continued to present times. In Vale Nogueira, making the most of the winds that its relief allows, going down the road to the stream, are situated the Quinta do Outeiro and the ruins of the Perfuncha House, at the western end of the county and parish of Loures. The large 18th century manor house imposes visually on the landscape. The Granja house in A-dos-Cãos was built by the Counts of Coculim, the youngest branch of the Mascarenhas of the house of Fronteira. This house is set out around a courtyard and leads to the main house and outhouses. In the middle of the 18th century there were many fruit trees, both stone and citrus fruit. The Quinta dos Condes de Valadares was founded before the earthquake. Today, despite its state of ruin, it has a striking front face like a Pombaline palace with its baroque doorway, its classically cut stonework, carved doorway and bay windows. The main building has a ground floor finished off symmetrically with two two–storey turrets. Together with the outbuildings, it forms a main courtyard in the shape of a U, for distribution and access. Each of the settlements of A-dos-Cãos and A-dosCalvos has a consecrated chapel. In the latter one, Nossa Senhora da Redonda, the chapel ends in an apse. In its churchyard, there is a cross whose sculptured plinth shows baroque and contra reformist mysticism. The chapel of Santo Amaro in A-dosCãos is noted for its columned porch with manueline plinths and capitals. Near Tojalinho, crossing the old bridge, which was built a long time before the 1755 earth quake in the direction of Pai Joanes, at a crossing of waterways and small bridges, there is a group of three manor houses. Of note here is the gateway of the Quinta da Enxertia which dates from 1762. There is also the Quinta das Laranjeiras, a manor house with four bay windows of stone at the front. Este relevo e a proximidade Do oceano permitem que se sinta o efeito dos ventos marítimos, o que tem influência na erosão dos cabeços e na distribuição da vegetação natural. The terrain here is rough with a strong variety of altitudes resulting in a series of peaks and summits between which two streams furrow two encased valley in limestone, sandstone and clay. This terrain and the proximity to the ocean mean that the effect of the maritime winds are felt, which influences the erosion of the summits and the distribution of natural vegetation. VALE E ENCOSTA NASCENTE DE LOUSA VALLEY AND EASTERN SLOPE OF LOUSA Paisagem que se desenvolve na encosta nascente do vale encaixado da ribeira de Lousa, entre esta a povoação de Ponte de Lousa. Tem como limite nascente a Estrada Nacional 8, engloba o alto da Toupeira e o cabeço do Moinho do Valério, que se impõe sobre a povoação de Lousa, sendo o limite norte marcado por uma antiga estrada que liga a Montachique. This landscape surrounds the eastern slope of the encased valley of the Lousa stream, between this and the settlement of Ponte de Lousa. At its eastern edge is the National Road no 8 which includes the Alto do Toupeiro and the Cabeço do Moinho do Valério, which stands high above the settlement of Lousa. The northern border is the old road that leads to Montachique. Sobressaem o património geomorfológico pela presença de um imponente afloramento calcário, formando cornija, que acompanha a encosta e o alto da Toupeira, onde se localiza a gruta de Salemas, que é património arqueológico. VALE E ENCOSTA NASCENTE DE LOUSA VALLEY AND EASTERN SLOPE OF LOUSA 54 A vegetação natural reveste-se de grande valor para a conservação, sendo evidente a sucessão ecológica do cercal. Dominam o carrascal e o tojal, mas o carvalho-cerquinho (Quercus faginea) apresenta nesta paisagem, devido às condições de humidade, áreas em que atinge pleno desenvolvimento e povoamento denso, como em nenhum outro local do concelho. No cabeço do Moinho do Valério, onde o solo é mais delgado e pedregoso e a vegetação natural não tem condições para atingir o porte arbóreo, dominam as etapas mais baixas da sucessão ecológica do carvalho-cerquinho, os arrelvados e os tojais esparsos. A paisagem apresenta-se neste cabeço e nas suas encostas mais inóspita, contudo, é um excelente ponto de observação de toda a envolvente. The geomorphological heritage stands out with a striking limestone outcrop, which forms a cornice and which follows the slope and the summit of Toupeira, where the Salemas grottos are found. At the summit of the Moinho do Valério, where the soil is thinner and rockier, the natural vegetation does not have the conditions to reach the size of a tree and here what dominates are the lower stages of the ecological succession of the Portuguese oak, grasslands and sparse bracken. Here at the summit and its slopes, the landscape is inhospitable. Howe- 55 Em ambas as elevações, da Toupeira e do Moinho do Valério, a bacia visual é extensa com vistas para o vale e para as povoações, sendo de destacar a harmoniosa integração destas na paisagem. Os percursos de encosta são de acesso fácil, mas os que efetuam a ligação das zonas altas ao vale carecem de restabelecimento e pontualmente de sinalização de segurança, dado que o relevo é escarpado e abrupto. ver, it is in an excellent viewpoint for a panorama of the surrounding landscape. In both of the elevations, of Toupeiro and the Valerio Mill, the visual scope encompasses the valley and the settlements, and of note is the harmonious integration of the latter. The pathways of the slope are of easy access. However, those which link the high areas of the valley don’t have firm footing nor are they safe as they need to be restored, given the steep and abrupt terrain. PATRIMÓNIO 56 O alto da Toupeira, com a imponente cornija cársica deitando para o vale encaixado da ribeira de Lousa, foi ocupado pelo homem desde tempos remotos, sendo fundamental para o conhecimento da pré-história da área do concelho Loures. Já no Paleolítico Médio, a diáclase das Salemas, gruta calcária sedimentar, fora ocupada por grupos de homens do Neandertal, deixando-nos artefactos líticos de cultura mustierense, de há cerca de 300 a 400 mil anos. A ocupação da gruta continuou já em épocas do Homo Sapiens, em pleno Paleolítico Superior, como nos indica o achado de utensílios líticos de grande qualidade, de cultura solutrense, de há cerca de 22 a 15 mil anos. No período Neolítico-Calcolítico, o povoado do alto da Toupeira ou das Salemas manteve-se até à Idade do Ferro, segundo fontes materiais depositadas no Instituto de Geologia e Minas em Lisboa. Grande parte destes espólios resulta de campanhas arqueológicas realizadas nas décadas de 1950 e 1960. Correspondendo ao povoado, hoje inexistente, o dólmen das Salemas, também com espólio da mesma época, constituía a necrópole ou parte dela, o lugar dos mortos, na proximidade do lugar dos vivos. A norte da paisagem, situa-se o núcleo antigo de Lousa, com a sua igreja paroquial de S. Pedro, classificada como Imóvel de Interesse Público. Está implantada no topo de um escadório de pedra e tem porta lateral manuelina, da primeira metade do século xVI, rara no concelho de Loures. Sobre o lintel, representam-se estilizadas as figuras de São Pedro e São Paulo. A envolvente da igreja mantém ainda CULTURAL HERITAGE Alto do Toupeira with its striking limestone cornice looks out over the encased valleys of the Lousa stream. It has been occupied by man since time began and is important in the prehistory of the county of Loures. In the Middle Palaeolithic era, the diaclasis of Salemas, a sedimentary limestone grotto, was occupied by Neanderthal man leaving lithic artefacts from the Mousterian culture, about 300,000 to 40,000 years ago. The occupation of the grotto continued into the era of Homo Sapiens, into the Upper Palaeolithic age. This is proven by the findings of high quality lithic tools, from the Solutrean culture from about 22.000 to 15,000 years ago. In the Neolithic-chalcolithic period, the peoples form Alto da Toupeira or from the Salemas, were present until the Iron Age, according to artefacts in the Institute of Geology and Mining. A large part of these finds came from archaeological digs in the 1950s and 1960s. Also belonging to the settlement, which today is non-existent, is the Salemas dolmen. This is also from the same era and was a necropolis or part of. So this was a place for the dead next to the place of the living. In the north of the landscape, is the old settlement of Lousa, with the parish church of S Pedro, classified as a building of national interest. It sits on the top of stone steps and it has a lateral manueline door from the first half of the 16th century, which is rare in the county of Loures. Above the lintel there are stylised figures of St. Peter and St. Paul. Even today there is hoje grande homogeneidade ao nível da escala e da época dos edifícios. A sul da paisagem, o aglomerado de Ponte de Lousa tem uma Capela do Espírito Santo. É um pequeno edifício branco, do qual se destaca a sineira muito simples, aberta em arcos de diferentes dimensões, e no alçado sul, uma cruz de pedra lioz de sofisticado recorte maneirista. O adro da capela, junto aos lavadouros, é um espaço público com interesse neste aglomerado. À saída de Ponte de Lousa, para norte, a ribeira corre entre taludes de pedra aparelhada e as hortas da sua margem esquerda ocupam terraços armados em socalcos. Num dos percursos ribeirinhos, por entre freixos e salgueiros, encontra-se o lagar do Grilo, grande lagar de azeite, parcialmente arruinado, ostentando a data de 1843. In the southern elevation there is a marble cross in a sophisticated mannerist style. The churchyard, next to the wash tanks, is an interesting public area in this settlement. Leaving Ponte de Lousa, to the North, the stream runs between the stone walls and the vegetable gardens on the left bank are on terraces. On one of the streamside paths, amongst ash and willow trees is the Grilo olive press. It is partly ruined and dated at 1843. Uma ligeira depressão no relevo da encosta, a norte da localidade da Manjoeira, criou uma plataforma ligeiramente côncava, onde se depositaram os solos férteis de origem basáltica, que escorreram da encosta, e onde a drenagem natural conflui e torna abundante o recurso água. Não será, portanto, um acaso a designação desta área como Serra de Água. O sistema cultural agrícola, de sequeiro e regadio, a localização dos casais para habitação e o modo de orientar e armazenar o recurso água assumem nesta paisagem particularidades que lhe conferem grande valor cultural. This is a hilly terrain with variable inclinations, predominantly south facing, and the high slope of Santo Antão do Tojal presides over it. There is a slight depression in the slope terrain, to the north of the area of Manjoeira. This has created a slightly concave platform, where the fertile soils of basalt orgin, have slid down the slope and where the natural drainage meets and becomes an abundant water resource. It is not by chance that this area is known as the Serra de Agua (Water hill). The agricultural system of planting and irrigation, the localization of the houses for living, and the way of storing the water, have given this landscape particularities which confer it great cultural value. SERRA DE ÁGUA SERRA DE ÁGUA Paisagem que tem como limite norte o alto da Junqueira, é envolvida de forma contínua, a nascente e poente, por uma linha de cumeada, e a sul pelo limite da área urbana da Manjoeira, localizada a menor altitude. Forma-se assim uma depressão a meio da encosta que configura uma verdadeira bacia de apanhamento de águas, neste caso, de forma semicircular, aparentando uma concha, que drena para a ribeira da Barroca. A bacia hidrográfica deste rio encontra o seu primeiro estreitamento neste vale encaixado, onde desde há milhares de anos a erosão hídrica tem sido a principal responsável pelo modelado do relevo. Neste vale, o escoamento superficial das águas sobre a unidade geológica do complexo vulcânico encontrou rocha branda de margas, calcários e arenitos e conseguiu vencer a barreira formada pelas costeiras de Picotinhos e Serves, de rocha de dureza média a dura. Formou, desde então, uma imponente abertura cujas vertentes escarpadas atingem mais de duas centenas de metros, observando-se muitas roturas de declive onde o relevo calcário é bem visível. In this valley the superficial flow of the waters on the geological unit of the volcanic complex, found soft marl, limestone and sands managed to pass through the barrier formed by the coastal areas of Picotinhos and Serves. In this way, an imposing opening was formed in which the escarpments are of more than 200 metres in height. Under close observation there are many slope fractures where the limestone is clearly visible. VALE ENCAIXADO DO TRANCÃO Paisagem que maioritariamente integra a freguesia de São Julião do Tojal, mas que tem o limite norte em Bucelas, perto da ponte do Furadouro, onde o vale encaixado se inicia. O limite sul corresponde à Quinta do Outeiro, onde o vale se torna menos abrupto, efetuando a transição para a várzea de Loures. Os limites, nascente e poente, integram as vertentes, sensivelmente até às cumeadas. Os elementos marcantes nesta paisagem são a geomorfologia em vale estreito encaixado e as cornijas de relevo cársico que sobressaem nas vertentes; ultrapassada a zona encaixada do vale o relevo espraia logo a sul, prenunciando a várzea de Loures. 66 A vegetação natural é muito diversificada devido às condições do solo e ao microclima gerado pelo relevo acidentado e consequente variação da exposição solar. Pode inclusivamente observar-se vegetação pertencente a séries geoclimáticas distintas e em diversas etapas de evolução, como sejam os prados de orquídeas, os tojais, os carrascais, os sobreirais e os zambujais. Salienta-se, pela sua extensão, porte e ENCASED VALLEY OF TRANCÃO This landscape includes most of the parish of São Julião do Tojal, but its northern limit is in Bucelas, near the Furadouro bridge where the encased valley begins. The southern limit is Quinta do Outeiro where the valley is less abrupt, making its transition to the lowlands of Loures. The limits, east and west, include the hillsides, up to the hilltops. Elements that mark this landscape are the geomorphology in the narrow encased valley and the limestone cornices which stand out vertically. Going beyond the area of the encased valley the terrain, spreads out to the south, and into the lowlands of Loures. The natural vegetation is varied due to the soil and microclimate conditions. These are due to the rugged terrain and the consequent variation in solar exposure. Vegetation that belongs to distinctive geoclimatic conditions and diverse stages of evolution can be seen. These include fields of orchids, gorse, oak forests, cork trees and wild olive groves on the basalt soils, on the western slope there is a cork plantation in excellent state. It is noted for its density and considerable size of the trees. There is 67 densidade de povoamento, um sobreiral notável, em excelente estado, na encosta poente, sobre solos basálticos. As vistas das cumeadas para o vale são amplas e permitem uma visão global dos valores presentes; são contudo afetadas pela presença da infraestrutura viária – CREL. No ponto mais alto da encosta nascente avista-se toda a várzea de Loures e parcialmente o estuário do Tejo. Razão pela qual se delimitou o percurso que conduz a esse ponto – o moinho dos Bichos. Na encosta poente, por entre o notável sobreiral, um percurso sinuoso conduz às ruínas do casal do Pinheiro, ponto de observação privilegiado do relevo cársico da encosta contrária, que apresenta grande efeito cénico pela cornija rochosa e a vegetação. also agriculture and livestock respectively to the north of the valley in the Quinta do Furadouro and to the south in the Quinta do Outeiro. This is the reason to propose the creation of a cultural pathway leading to that point, where the Bichos windmill is located. On the western facing slope, between a noted cork forest, a windy path leads up to the ruins of Casal do Pinheiro. This is an excellent observation point over the limestone terrain of the opposite slope, which has huge scenic effect with its rocky cornice and vegetation. CULTURAL HERITAGE PATRIMÓNIO A norte desta paisagem, já na freguesia de Bucelas, situa-se a Quinta do Furadouro, com sua casa de finais do século xVIII, mandada construir por uma abastada família pombalina, os Caldas, em cuja posse se manteve até épocas muito recentes. Possui socalcos e um tanque de rega em cantaria com caráter também ornamental. Junto à quinta, sobre a estrada e quase no mesmo alinhamento do eixo de acesso, está a ponte do Furadouro, com seus dois grandes arcos de cantaria, de fundação anterior ao terramoto, e posteriormente reconstruída. Na outra margem, onde outrora existiu um açude, pode observar-se o arranque de uma grande levada que se dirigia à azenha do Furadouro, a sul, pertença de um casal ainda hoje habitado. 68 A sul, de ambos os lados do rio Trancão, situam-se as quintas da Abelheira e do Outeiro. From the outside, it has strong corners of good masonry, steps of large marble slabs and a door with a double lintel and a classic cunhais de boa silharia, uma escada em grandes lajes de mármore e uma porta com duplo lintel e cornija clássica. Na margem oposta do rio, a Quinta da Abelheira desce em socalcos desde a casa nobre até à antiga fábrica de papel. Fundada na Idade Média pelos Cónegos Regrantes de Santo Agostinho do Mosteiro de São Vicente de Fora de Lisboa, a Abelheira mantém ainda, pese o elevado estado de ruína, a casa nobre setecentista com sua capela e abundantes vestígios do jardim formal. A propriedade agrícola estendia-se para sul até à fábrica de papel, que se desenvolveu a partir de um antigo moinho de água, propriedade dos frades. Hoje, mantém-se ainda, junto ao rio, a fábrica da segunda metade de oitocentos, demonstrando o impulso produtivo que teve às mãos dos Campbell e dos Graham, constituindo, deste modo, um importante exemplar de arquitetura industrial no concelho de Loures. No limite nascente desta paisagem, junto ao concelho de Vila Franca de xira, localiza-se o moinho dos Bichos, um dos poucos que no concelho mantêm a sua estrutura quase intacta, ao nível das paredes em alvenaria de pedra, das cantarias dos vãos, as peças de ferro e a escada interior. O local onde se encontra oferece uma invulgar panorâmica da várzea de Loures. Na encosta poente, encontram-se, muito arruinados, os casais do Pinheiro, a sul, e dos Galvões, a norte, outrora unidades de produção agrícola de dimensões muito consideráveis. Os acessos a estas estruturas faziam-se por caminhos empedrados de basalto. Em ambas as encostas do vale podem observar-se vestígios das baterias militares do complexo das Linhas de Torres, estruturas defensivas da cidade de Lisboa, que impediram a concretização da terceira invasão francesa, entre julho de 1810 e abril de 1811. cornice. It belonged to friars. Today this factory from the second half of the 19th century, is still next to the river, and, shows the production drive of the Campbells and Grahams. In this way it is an important example of industrial architecture in the county of Loures. At the eastern end of this landscape, next to the county of Vila Franca, is the Moinho dos Bichos. This is one of the few windmills in the county which still has its structure almost intact. This refers to the walls of stone masonry, the stonework of the openings, the iron work and the inside stairway. It is situated in a place which has an unusual view of the lowlands of Loures. On the western hill in a state of ruin, are the houses of Pinheiro, to the south, and Galvões to the North. These were once agricultural production units of considerable size. To reach these, there are pathways paved with basalt stone. On both sides of the valley, there are remains of the artillery unit of Linhas de Torres. No total, foram aplicados 180 questionários – 40 em Vila Nova, 24 em Bolores – Migarrinhos e 116 em The main empirical results of the questionnaires are from the populations of three areas of landscape of the parishes of Bucelas (Vila Nova), Fanhões (Casainhos) and Loures (Bolores-Migarrinhos). RETRATO SOCIODEMOGRÁFICO DOS PROTAGONISTAS DAS PRÁTICAS AGRÍCOLAS » 49% possuem idades avançadas (65 e +anos); » 62,5% são mulheres; » 58,3% são casados; » 52% são reformados; » 55,2% possuem níveis de escolaridade baixos (1.º ciclo do ensino básico); » 61,4% são naturais do Município de Loures; » 50% com rendimentos que provêm das reformas; » 6 pessoas vivem exclusivamente da agricultura. A análise empírica demonstra a diversidade na perceção da imagem das áreas rurais: local de produção de alimentos, zona de proximidade com a natureza e áreas pouco desenvolvidas. As respostas evidenciam igualmente a comparação entre os terrenos cultivados no passado e o atual estado de abandono em que se encontram muitos deles: “Está quase tudo de campo. Já não se semeia trigo, cevada, feno. Antigamente estava tudo semeado. Antes era tudo amanhado”; “Antigamente estava tudo amanhado, até os matos! Agora já não há quase nada.” Ainda que se registe uma queda acentuada da produção agrícola, estas áreas continuam a estar associadas à produção de alimentos. A prática agrícola continua a desempenhar papel fundamental nestas comunidades rurais. 76 A proximidade com a natureza (o ar puro) é uma condição que persiste na caracterização destes espaços rurais. O contacto com a natureza tende a ser visto como elemento “purificador”, o que também tem sido avaliado em outros estudos. The responses also show a comparison between lands cultivated in the past and their current state of abandonment: ‘This has all gone. Nowadays, no wheat, nor barley nor hay is sown. In the past this was all sown. In the past it was all planted. This used to all be tilled, even the undergrowth! Now there’s virtually nothing’. Even though a sharp drop in agricultural production is shown, these areas still continue to be associated with food production. Agriculture continues to play a major role in these rural communities. Being close to nature (pure air) is a concept that characterises these rural areas. Being in contact with nature is seen as a ‘purifying’ element, which has also been evaluated in other studies. The image of the rural countryside seems to be linked to an apparent immobilisation and stagnation of these regions – areas that are underdeveloped, as though they are considered to be a sign of ‘backwardness’. ATIVIDADE AGRÍCOLA: PRÁTICAS E REPRESENTAÇÕES » Atividades agrícolas são as mais praticadas (10 casos de pastoreio e 3 de silvicultura); » Diversidade de culturas, com predomínio das culturas de regadio (hortícolas), cultivo de árvores de fruto e oliveiras; » Hortas de reduzidas dimensões (explorações de cariz familiar); » Grande maioria não tem por hábito efetuar avenda dos seus produtos – apenas 20 pessoas procedem à venda; » Principais locais de venda: grandes armazenistas de produtos hortícolas e Mercado Abastecedor da Região de Lisboa (MARL); » Agricultura biológica é conhecida pela grande maioria dos inquiridos. As hortas são encaradas como uma ajuda económica à família, uma forma de obter produtos frescos e de dar continuidade a uma atividade familiar. Este tipo de agricultura a tempo parcial acaba por ser um complemento importante ao agregado familiar e uma ajuda na economia doméstica. Vários testemunhos afirmaram que “é uma ajuda económica à família”, face à situação de vulnerabilidade em que algumas se encontram. Algumas passagens discursivas depõem que as hortas “são uma forma de estar em contacto com a terra, de obter produtos de qualidade, sem químicos”. “Gostava que a agricultura continuasse, porque é uma forma de termos produtos em que podemos confiar.” As hortas são vistas como uma forma de dar continuidade a uma atividade familiar, em virtude do seu passado ligado à agricultura: “já os meus avós e pais amanhavam as terras”. AGRICULTURAL ACTIVITY: PRACTICES AND REPRESENTATIONS » Agricultural activity is the most practiced (10 cases of herding and 3 of forestry) » Diversity of crops, predominantly irrigated ones (horticultural), fruit trees and olive trees. » Vegetable plots (for family use) » The majority don’t usually sell their wares – – only 20 people do that » Principal sales points: large horticultural warehouses and the MARL (Supply Market for Lisbon Region) » Of those asked, most had heard about organic farming The vegetable plots are seen as an economic help to the family. They are a way of obtaining fresh produce and of continuing a family activity. This type of part time agriculture is an important complement to the family and a help to domestic economies. Several confirmed that it was ‘an economic help to the family’, given the vulnerable situation that some families are in. Some descriptive passages mention that the vegetable plots are ‘a way of being in touch with the land, of obtaining quality products, without chemicals” “I’d like agriculture to carry on as it is: this is one way that we can have food we can trust”. The vegetable plots are seen as a way of carrying on a family activity, given their link to the past with agriculture: ‘My grandparents and my parents planted these plots” The future of this activity is seen as not very promising. This is a feeling justified by the poor economic profit and the absence of young people interested in work connected to the plots. It is an activity of individuals who are getting older. 77 O futuro destas atividades é encarado como pouco promissor, sentimento justificado pela fraca rentabilidade económica e a ausência de interesse dos jovens pelos trabalhos ligados à terra. Trata-se de uma atividade de indivíduos progressivamente mais velhos. Estas atividades agrícolas parecem refletir igualmente o modo como os indivíduos estão ligados afetivamente a elas: a “saudade” é um sentimento comum e que exprime a necessidade da sua perpetuação, tal como está espelhado nas seguintes passagens discursivas: “Gostava de ver as encostas todas amanhadas (trigo, milho, favas…). Era uma vida mais saudável e tenho muitas saudades!” “Fui acostumado no campo com agricultura. Aprendi tudo da agricultura, o meu pai ensinou-me tudo. Life was healthier and I miss it!” “I was brought up in the countryside with agriculture. I learnt everything about agriculture, my father taught me everything. A OPERACIONALIZAÇÃO As ações propostas dividem-se em duas categorias, devido às diferenças de escala e ao nível de complexidade. PUTTING IT TO ACTION The suggestions can be divided into two categories due to differences in scale and level of complexity. Whilst certain things can be done, with the help of the local people and local resources, others require external resources, either from European programmes or from governmental programmes with support from the European Fund of Regional Development, or even another type of funding from the Community Support Framework 2.1. A county platform for collective participation will be set up, in a way that the diverse and competent municipal services can act together and with the population in the carrying out of what needs to be done. This platform will be a horizontal structure that integrates in the county services with the responsibility of the Planning and land use, environment, culture, economic activities amongst other that are considered necessary to carry out certain plans. Esta plataforma é uma estrutura horizontal que integra os serviços municipais com a responsabilidade do ordenamento do território e do planeamento, do ambiente, da cultura, das atividades económicas, entre outros que se considerarem necessários para a concretização de ações específicas. Coordenará as ações que impliquem o envolvimento de atores e instituições locais, tais como agricultores, proprietários, residentes, juntas de freguesia, escolas, associações culturais e recreativas. Ações tais, como a criação e a gestão de percursos culturais para fins educativos ou recreativos, serão implementadas por esta estrutura municipal em conjunto com os restantes atores locais. O mesmo será feito no que diz respeito ao apoio à manutenção da agricultura no âmbito dos protocolos municipais existentes, bem como a pequenas intervenções na paisagem e ações de sensibilização e divulgação de valores patrimoniais e paisagísticos. 2.2. A elaboração de candidaturas a eventuais programas europeus nas áreas do ambiente, do património ou do desenvolvimento local e regional no âmbito do próximo Quadro Comunitário de Apoio, constituirá oportunidade para operacionalizar algumas das propostas mais ambiciosas. Estes recursos são fundamentais para projetos de grande escala, como a recuperação ambiental de galerias ripícolas, a reconversão de pedreiras abandonadas, a recuperação da diversidade em grandes povoamentos florestais ou as intervenções de fôlego na paisagem e no património construído. 88 imply the involvement of local people and institutions, such as farmers, landowners, residents, parish councils, schools cultural and recreational associations. Action points such as the creating and managing of cultural pathways for educational or recreational ends will be implemented by this municipal platform in conjunction with local people. The same will be done for the support to maintenance of agriculture under existing municipal agreements, as well as interventions into the landscape and sensitisation and dissemination of cultural and landscape values. Parcerias institucionais entre o Município e outros órgãos estatais, criação de redes ou iniciativas intemunicipais, acordos com departamentos universitários, museus ou outras instituições portuguesas e europeias são também veículos importantes para a implementação de ações específicas, nomeadamente aquelas que dizem respeito à criação de corredores da biodiversidade ou de biospots. 2.2. Application to possible European programmes in the areas of the environment, heritage or local and regional development under the auspices of the next Community Support Framework will bring opportunities to put some of the more ambitious plans into action. Uma vez identificadas as paisagens prioritárias, os seus valores, as ações necessárias, os atores e os recursos a envolver, o Documento Estratégico, concluído no final do projeto EUROSCAPES, constituirá uma ferramenta municipal para a elaboração de futuros planos de gestão de paisagem, contribuindo deste modo para a implementação dos objetivos da Convenção Europeia da Paisagem no Município de Loures. Once the priority landscapes have been identified, their values, the necessary actions, the local people and the resources, the Strategic Document completed at the end of the EUROSCAPES project, will be a tool for the county for the elaboration of future landscape management plans. In this way, it contributes to the implementation of the objectives of the European Landscape Convention in the County of Loures. The County Council is aware of existing opportunities and those that can result from application to programmes and external financing, and will act in accordance to its possibilities. Institutional Partnerships between the County and other state departments, the creation of networks or inter-county initiatives, agreements with university departments, museums or other Portuguese and European institutions are also important vehicles for the implementation of specific actions, namely those that are concerned with the creation of corridors of biodiversity. 89 DOSSIÊ – AÇÕES PÚBLICAS NO DECURSO DO PROJETO APPENDIX – PUBLIC MEETINGS THROUGHOUT THE PROJECT ENVOLVIMENTO DOS ATORES LOCAIS INVOLVING LOCAL PEOPLE A elaboração de uma estratégia de gestão da paisagem deverá estar ancorada no envolvimento dos atores sociais locais. Reconhece-se que os sujeitos que habitam nestas paisagens são os principais detentores de responsabilidades na manutenção e na gestão das suas paisagens, dos seus territórios. O Programa Nacional da Política de Ordenamento do Território e a Convenção Europeia da Paisagem destacam a necessidade da participação e capacitação dos atores locais na intervenção socioterritorial, enquanto novas formas de governância local. É neste sentido que o projeto Euroscapes apostou no envolvimento dos atores locais, através de várias formas: The outline of a landscape management strategy should be firmly based on the involvement of the local people. People who live in these landscapes are the main holders of responsibilities in the maintenance and management of the landscapes, their lands. The National Programme for Land Use Policy and the European Landscape Convention highlights the need for participation and training of the local people in the socio-territorial intervention, as new forms of local governance. With this in mind, the Euroscapes project invested in the involvement of the local people in several ways: PUBLIC MEETINGS SESSÕES PÚBLICAS Foram realizadas sessões públicas de apresentação do Euroscapes nas seis freguesias abrangidas pelo projeto, contando com a participação de cerca de 430 pessoas. Verificou-se uma diversidade no tipo de pessoas presentes nas sessões: munícipes, agricultores, produtores de vinho, dirigentes associativos, escolas (professores e alunos), executivos de juntas de freguesia, associação empresarial, entre outras entidades. Estas sessões revelaram-se bastante profícuas na recolha de contributos e preocupações sobre as paisagens em estudo. A aposta numa divulgação de proximidade junto das populações locais e demais forças vivas das comunidades em muito contribuiu para o sucesso destas sessões públicas. AGRUPAMENTOS ESCOLARES Foram concretizadas duas sessões de apresentação do Euroscapes com professores de dois agrupamentos escolares (Agrupamento de Escolas de Bucelas e Agrupamento de Escolas n.º 1 de Loures), resultando a proposta de envolver os alunos com residência nestas paisagens, através da realização de entrevistas sobre estas temáticas a seus avós e pais. Public meetings were held to present Euroscapes in the six parishes involved in the project. About 430 people took part. There was a great variety of people in the meetings: citizens, farmers, wine producers, heads of associations, schools (teachers and students), executive members of the parish council, and business associations amongst others. These meetings were useful in the collection of contributions and concerns about the landscapes being studied. Involving the local communities contributed a lot to the success of these public meetings. SCHOOL GROUPING There were two presentation meetings of Euroscapes to teachers of the two school groupings. (School Groups of Bucelas and the school group No1 of Loures) and there was a proposal to involve the students living in these landscapes, through interviews with their grandparents and parents about these topics. 91 92 SEMINÁRIO INTERNACIONAL INTERNACIONAL SEMINAR Nos dias 10 e 11 de maio de 2012, decorreu o Seminário Internacional Gestão de Paisagens Periurbanas: agricultura e abandono, que contou com a participação de especialistas de universidades, institutos governamentais, técnicos de quatro parceiros do projeto EUROSCAPES, para além de Loures (Portugal), o município de Granollers (Catalunha, Espanha), a cidade de Gießen-Wetzlar (Alemanha) e o Departamento de Planeamento Regional e Urbano da Universidade de Roma – La Sapienza (Itália). Participaram igualmente especialistas do Instituto da Conservação da Natureza e da Biodiversidade (ICNB) das universidades de Copenhaga, do Algarve, de Évora, de Aveiro, do Instituto Superior de Ciências do Trabalho e da Empresa (ISCTE) e do Museu Nacional de História Natural (Universidade de Lisboa). Houve comunicações dos investigadores e professores universitários António Covas, Teresa Pinto Correia, Jorgen Primdahl, Aida Valadas de Lima, Elisabete Figueiredo, Elio Trusiani, Patrícia Garcia Pereira e Alexandre Cancela d’Abreu. Participaram também o engenheiro Nuno Fernandes, da Cooperativa Agrícola de Loures, e Paneiro Pinto, produtor de vinho de Bucelas (Chão do Prado). Albert Camps, vereador do Ambiente do município de Granollers, e Lutz Adami, do município de Gießen-Wetzlar, ambos parceiros do projeto EUROSCAPES, contaram-se entre os oradores do Seminário, bem como João Alves, do ICNB. Os técnicos da Câmara Municipal de Loures apresentaram comunicações sobre os trabalhos do projeto EUROSCAPES no Município e sobre temáticas com estes relacionados. Assistiram também aos trabalhos, os representantes dos municípios de Braila (Roménia) e de Torún (Polónia) e Marne-la-Vallée/ /Val Maubuée (França). Cerca de 80 pessoas inscritas acompanharam os trabalhos do Seminário, que versaram sobre as questões da agricultura periurbana, gestão de paisagem e biodiversidade, conservação da natureza, património rural. Realizou-se também uma visita guiada a algumas paisagens em estudo: Santo Antão do Tojal (conjunto monumental The International Conference: Management of Periurban Landscape: agriculture and land abandonment was held on 11th and 12th May 2012. Guest speakers included experts from universities, government institutions, partners from the EUROSCAPES project: from the county of Granollers (Catalonia, Spain) , the town of Gieβen-Wetzlar (Germany) and from the Department of Regional and Urban Planning from the University of Rome - La Sapienza (Italy) as well as from Loures (Portugal). Speakers included representatives from the Institute of Nature Conservation and Biodiversity (ICNB), as well as from the Universities of Copenhagen, the Algarve, Evora, Aveiro, the University Institute of Lisbon (ISCTE) and the National Museum of Natural History (University of Lisbon). Questions about peri-urban agriculture, landscape management, biodiversity, nature conservation and rural heritage were discussed. LOCAL INFODAY DIA DE INFORMAÇÃO LOCAL Paralelamente ao Seminário Internacional, realizou-se, no Parque da Cidade de Loures, o Dia de Informação Local, um evento comum a todos os parceiros do projeto Euroscapes, que pretendeu ser mais um espaço de divulgação e recolha de contributos para o estudo em curso. Nos dias 11 a 13 de maio de 2012, além de se poderem inteirar do trabalho desenvolvido ao longo do projeto (2010-2012), os visitantes do Parque da Cidade tiveram à sua disposição uma feira de produtos agrícolas, vinho e artesanato de produtores e artesãos da área do projeto, animada pela atuação de grupos etnográficos, ranchos folclóricos e orquestras ligeiras. No primeiro piso do Pavilhão de Macau foi possível assistir a um filme sobre o projeto, assim como visitar uma exposição sobre cada uma das paisagens em estudo, que foi apresentada em todas as freguesias envolvidas. Parallel to the International Seminar, a local Infoday took place at Loures urban Park. This was an event common to all Euroscapes partners. It was another way to disseminate the project and gather citizens’ contribution to the study. On May 11 to 13, 2012, visitors to Loures urban Park became acquainted to the work being developed along the project’s timeframe (2010-2012). They could also enjoy an agricultural fair with vegetables, wine and artisan products, all made by farmers and residents of the area studied by the project. The fair was animated by local folklore groups and bands. On the first floor of Macao’s pavilion, located within the park, it was possible to watch a film about the Euroscapes project in Loures as well as to visit an exhibition on the 10 priority landscapes diagnosed.
