In the period of scarce financial resources we are experiencing, the rational use of energy and the
consequent reduction in operating costs gains a special relevance. This increased economic
motivation for the rational use of energy adds to the environmental motivation sustained on the
urgency of the implementation of actions to fight the causes of climate change.
These motivations would be sufficient for actions to be taken towards the optimization of energy use
in buildings, however these have now also a character of legal obligation under the European
Directive number 2012/27/EU concerning energy efficiency, where, in Article 5 is stated that "...
each Member State shall ensure that, from January 2014, 3% of the total floor area of heated and / or
cooled buildings owned and occupied by the respective central governments be renewed every
year... ".
The economic, environmental and legislative circumstances show, therefore, the usefulness of the
presentation and discussion of ideas on how to increase energy efficiency in existing buildings.
With the choice of theme " Energy Audit and Rehabilitation of Existing Buildings ", EFRIARC
wants the Autumn Seminar to contribute to the identification of the best paths to achieve such an
ambitious goal in Portugal.
