in the Expo. “Through our campaign, One Human Family, Food for All, hunger
is a key priority for the Caritas confederation. We welcome the opportunity to
share our experiences in this field, but also to learn from others during our time
at the Expo,” said Cardinal Oscar Rodriguez Maradiaga, president of Caritas
Internationalis.

Providing access to clean reliable water
C
aritas Tanzania through the
Austalia Africa Community
Engagement Scheme programme supports marginal communities in Tanzania to enhance quality of life through improved food
security and access to water, sanitation and hygiene services through
different projects. One such project
was implemented at Endashang’wet
village in Karatu district, Arusha, in
2014. Communities have been enjoying incremental access to services;
they have access to clean reliable water; improved sanitation and hygiene.

This gravity water scheme in Endashang’wet village is a 24 km pipe
network with 15 drawing points.
The scheme serves a population of
more than 5000 people and their
livestock. Before this intervention
the workload to community members especially to women and girl
children was extremely overburdening. Community members had to
trek up to 7 km to collect water
from the sources.
Lack of nearby water supply points
made people collect open ground
logging water for domestic use in
their vicinity. Most of the collected
water was unclean and unsafe,
resulting in increases in communicable diseases.

qui reflète les réalités vécues dans

menées en vue d’améliorer la

Global Campaign against hunger Global contra a fome
The global campaign against hunger launched by Caritas
Internationalis in December 2013 has had echoes in Togo.
Each diocesan Caritas has adapted the overall theme and
activities to its local realities. Thus, awareness was held
generally in two parts: information on the regions and
people who suffer from hunger and invitation to share;
and choosing a sub-theme that reflects the realities in each
diocese and actions to improve the situation.

Internationalis em dezembro de 2013 teve ecos em Togo.
Cada Caritas diocesana adaptou o tema geral e atividades
para suas realidades locais. Assim, a sensibilização foi
realizada geralmente em duas partes: informações sobre
as regiões e pessoas que sofrem de fome e convite para
compartilhar; e escolher um sub-tema que reflete as
realidades em cada diocese e ações para melhorar a situação.
For example, in the Diocese of Sokode, in the centre of
the country, this awareness began during the time of
Advent 2014 and continues in this time of Lent 2015.

village followed by mass. During the homily, the
participants are informed of the problem of world hunger.
The emphasis is on the fact that we, who inhabit the Earth,
are one human family, all are brothers and sisters, and there
is the solidarity.

about balanced diets and the nutritive values of food. The
emphasis is on the importance of nutritious food for all.
Special attention is given to school children and pregnant
women, who must make sure that they have access to
nutritious food.

Heavy rains and overflowing rivers from Malawi and inland flooded
Mozambique during the of January 2015, especially in the Dioceses of
Lichinga and Quelimane affected 159 888 people (33 188 families) and
about 45 000 people were temporarily displaced. The death toll in the

Quelimane ) alone.
At the onset of this emergency,
there were created 57 accommodation centres in the Zambézia
province: 49 in the Diocese of
Quelimane and 8 in Niassa, the
Diocese of Lichinga, which consisted mainly of schools and churches.
Because of the opening of the new
academic year 2015, all affected
people who were accommodated in
schools were forced to leave and
start a new life in the resettlement
sites with no basic human conditions
with only a tent and a mosquito net.
Starting a new life is hard for those
families who have lost everything
and do not even have a single pot to
cook their food. The open resettlement camps were bushes with grass
and trees that were cut down in order
to create space for stretching the
tents, their new homes.

Les fortes pluies et le surplus d’eau des rivières du Malawi
ainsi que les inondations à l’intérieur du Mozambique au
cours du mois de janvier 2015, en particulier dans les
diocèses de Lichinga et de Quelimane, ont affecté 159 888
personnes (33 188 familles) et environ 45 000 personnes
ont été déplacées temporairement. Le nombre de morts à
cause des inondations, des maison effondrées et de la
foudre s’élève à 158 dont 134 ont été enregistrés dans la
province de Zambézia (diocèse de Quelimane) seulement.
Dès le début de cette situation d'urgence, 57 centres
d'héber-gement ont été créés dans la province de
Zambézia (diocèse de Quelimane): 49 à Niassa (diocèse
de Lichinga) et 8 comprenant principalement des écoles
et des églises. En raison du début de la nouvelle année
académique 2015, toutes les personnes sinistrées qui
étaient logées dans les écoles ont été obligées de quitter
ces centres et commence une nouvelle vie dans les sites
de réinstallation ne disposant pas des conditions humaines
de base, avec seulement une tente et une moustiquaire.
Commencer une nouvelle vie est difficile pour les familles
qui ont tout perdu et n’ont même pas une marmite pour
cuire leurs aliments. Les camps ouverts de réinstallation
étaient des buissons avec de l'herbe et des arbres qui ont
été abattus dans le but de créer un espace pour monter les
tentes, leurs nouvelles maisons!
Grâce à des initiatives locales et un grand sens de la
solidarité avec les personnes sinistrées, Caritas a mobilisé
de grandes quantités de nourriture et des articles non
alimentaires qui ont été envoyés aux deux diocèses les plus
touchés et ces produits ont été distribués à travers la Caritas
locale en collaboration avec les commissions pastorales et

application d’une résolution

du Rwanda reprise dans une recommandation de son assemblée générale réunie en janvier 2014, la Caritas
Rwanda a organisé une cérémonie
officielle de présentation des résultats d’une étude d'évaluation de sa
contribution dans le développement
socio-économique de la population
rwandaise au cours des 20 ans après
le génocide perpétré contre les Tutsi
en 1994.
Cette étude, menée par une équipe de
professeurs de l’Université du
Rwanda, a notamment révélé qu’au
cours de ces 20 dernières années, la
contribution de la Caritas Rwanda
dans les divers domaines des œuvres
socio-caritatives, du développement
et de la santé s’est élevée à 97 898 846
096 francs rwandais (soit environ 120
millions d’Euro). Dans ces chiffres
n’ont pas cependant été prises en
compte les innombrables œuvres de
charité accomplies par les fidèles dans
leurs communautés ecclésiales de
base, notamment la construction des
maisons pour les pauvres vulnérables
et les travaux de champs pour leurs
voisins nécessiteux.

study showing its contribution to the socioeconomic development of the Rwandan
population during the 20 years after the genocide against the Tutsi in 1994.
This study, conducted by a team of professors from the University of Rwanda,
notably revealed that over the past 20 years, the contribution of Caritas Rwanda
in the various fields of social and charitable foundations, development and health
amounted to about Euro 120 million. These figures do not take into account the
countless charitable works done by the faithful in their ecclesial local communities,
including the construction of houses for the poor and vulnerable and helping with
field work for their needy neighbours.
It is in this context that Caritas Rwanda established the Month of Charity and
Mercy to mobilize funds collected from the faithful of all ecclesial local
communities to be able to intervene in emergency situations and created the
Interdiocesan Microfinance Network (RIM) to support the poor in their efforts to
self-care .

Caritas Ruanda organizou uma cerimônia oficial para apresentar os resultados de
um estudo de avaliação, mostrando a sua contribuição para o desenvolvimento
socioeconômico da população de Ruanda durante os 20 anos após o genocídio
contra os tutsis em 1994.
Este estudo, realizado por uma equipe de professores da Universidade de Ruanda,
nomeadamente revelou que ao longo dos últimos 20 anos, a contribuição da Caritas
Ruanda nos diversos campos de fundações social e caritativa, desenvolvimento e
saúde ascenderam a cerca de 120 milhões de euros. Estes números não levam em
conta as inúmeras obras de caridade feitas pelos fiéis em suas comunidades locais
eclesiais, incluindo a construção de casas para os pobres e vulneráveis e ajudar
com o trabalho de campo para os seus vizinhos necessitados.
É neste contexto que a Caritas Ruanda estabeleceu o Mês de Caridade e Mercy
para mobilizar fundos recolhidos dos fiéis de todas as comunidades locais eclesiais
para ser capaz de intervir em situações de emergência e criou a Rede de
Microfinanças Interdiocesano (RIM) para apoiar os pobres em sua esforços para

aturday January 24, 2015 close
to midnight, the Chief Justice
of the Republic of Zambia
declared the ruling party candidate,
Edgar Lungu winner of the tightly
contested 2015 Presidential elections. Later that morning, Mr. Lungu
was to be sworn in as the 6th
President of the Republic of Zambia
at National Heroes Stadium in
Lusaka, Zambia.
Zambian went to the polls following
the death of the 5th Republican
President, Mr. Michael Chilufya Sata.
He was the second sitting President
to die in office in the history of the
country. In compliance with the
Republican Constitution Article 38,
which requires that an election be held
within three months(90) days if the
office of the President falls vacant by
reason of the death of the
President, January 20,
2015 was set as an election day for Zambians to
elect a successor to the
late Michael Sata.
Recognising the importance and great interest
stakeholders and the
nation at large have in
elections, four Faith
Based Organisations
(FBOs), namely the
Evangelical Fellowship
of Zambia (EFZ),
Council of Churches in
Zambia (CCZ), Jesuit Centre for
Theological Reflections (JCTR),
Zambia Episcopal Conference
(ZEC) and Caritas Zambia came
together and formed a coalition
called the Christian Churches
Monitoring Group (CCMG).
As the host of the CCMG secretariat, Caritas Zambia hit the ground
running as soon as the election date
was announced. Work started in
earnest with the setting up of the

l’élection présidentielle en Zambie
La Zambie est allée aux urnes après le décès du 5ème Président de la République, M.
Michael Chilufya Sata. En conformité avec la Constitution du pays, article 38, qui exige
que l'élection ait lieu au cours des trois mois (90 jours) si le bureau du Président devient
vacant en raison de la mort de celui-ci, l’élection présidentielle fut donc fixée au 20
janvier 2015.
Reconnaissant l'importance de cette élection, quatre organisations confessionnelles, à
savoir l'Alliance Evangélique de Zambie, le Conseil des Eglises de Zambie, le Centre
Jésuite pour la Réflexion Théologique, Conférence Episcopale de Zambie et Caritas
Zambie se sont réunies et ont formé une coalition appelée le Groupe de Surveillance
des Eglises Chrétiennes.
Les objectifs globaux du Groupe de Surveillance était d'observer et de surveiller
l’élection présidentielle 2015 afin d'offrir à la population de la Zambie, aux candidats
et à la Commission électorale de Zambie des informations indépendantes et non
partisanes sur le processus électoral. En outre, pour renforcer la crédibilité du processus
électoral et promouvoir des élections libres et équitables, et continuer à plaider pour
une culture de la paix au sein de la nation, culture pour laquelle la Zambie est connue
à travers le continent.
Afin d’atteindre cet objectif, un plan fut conçu utilisant la méthodologie connue sous
le nom de tabulation parallèle des voix. Cette méthodologie a servi d’outil de contrôle
de l'intégrité des résultats des élections pendant et après le processus de dépouillement
des votes. Cela a été fait grâce à la participation des moniteurs bien formés dans les
bureaux de vote qui ont fait parvenir les résultats officiels annoncés aux bureaux de
vote au centre de collecte des résultats du Groupe de Surveillance.
Il est reconnu aujourd’hui que le Groupe de Surveillance a joué un rôle important au
cour de l’élection présidentielle du 20 janvier. En fait la participation de la direction
de l'Eglise s’est avéré être providentielle pour valider les résultats de cette élection.
Avant et après l’élection, à travers des conférences de presse et différentes
platesformes, des conseils et un bon leadership furent offerts à l'ensemble de la nation.
Ainsi, encore une fois, la Zambie a connu des élections pacifiques, libres et équitables!

Going by its objectives CCMG
engaged and deployed 703 highly
trained monitors to randomly
sample 501 polling stations across
the country. On elections day,
CCMG deployed a total of 1 108
trained and accredited non partisan
monitors; 105 roving monitors, 300
general monitors and 703 PVT
monitors to various polling centres
across the country. Through coded
text messages the accredited monitors collected data on the conduct
of voting and counting process as
well as record the official vote count
thus rapidly transmitting the
information to the data centre in
Lusaka.
As at midday of the elections day
CCMG’s PVT monitors reported
that across the country the vast
majority of polling stations opened
and had all their necessary supplies.

Reconhece-se agora que o Grupo de Acompanhamento tem desempenhado um papel
importante no coração da eleição presidencial em 20 de janeiro. Na verdade, a participação
da liderança da Igreja acabou por ser providencial para validar os resultados desta eleição.
Antes e depois da eleição, através de conferências de imprensa e plataformas diferentes,
recomendações e boa liderança foram oferecidas para toda a nação. Então, mais uma vez,
a Zâmbia experimentou eleições pacíficas, livres e justas!

fidèles viennent de planter 44 800
plants d’arbres divers : eucalyptus,
cedrela, grevelia et caliandra. De
plus, ils ont creusé des courbes de
niveau sur 6 hectares de la colline
Gashonge où est érigée l’église et
dans les différentes succursales.
Cette activité a pour objectif la
protection des rivières traversant le
nord de la capitale Bujumbura
prenant source dans cette localité.
La plantation des arbres en amont
contribue efficacement à diminuer
les risques de débordement de ces
rivières et est exécutée dans le cadre
du projet EA 08/2014 initié pour
venir en aide aux victimes des
inondations de février 2014 mais
aussi pour prévenir ces catastrophes.
Avec ledit projet on a directement
atteint dans l’ensemble 5153 personnes et planté 1 377 426 arbres
forestiers et agro-forestiers mais
aussi on creusé des courbes de
niveau sur une longueur de 8.22
kilomètres.

an environmental protection model
United around the Fr Déogratias Nitunga, Parish Priest of St. Francis
Xavier at Rushubi, the faithful have planted 44 800 seedlings of various
trees: eucalyptus, cedrela, grevelia and Caliandra. In addition, they have
dug contours on 6 hectares of Gashonge hill where the church is built
and in its various branches.
This activity aims to protect rivers crossing the northern capital
Bujumbura and taking source in this locality. Planting trees upstream
effectively helps reduce the risk of overflow of the rivers and is executed
under EA 08/2014 project initiated to help the victims of the February
2014 floods but also to prevent these disasters.
As many as 5 153 persons have participated in this project and they
have planted 1 377 426 forest and agro-forest trees and they have dug
contour lines over a length of 8.22 kilometres.

protection of the environment; be a model and thus influence Christians
in environmental protection; prevent natural disasters such as those

CADECOM (Caritas Malawi) empowers Paulos Ngala village
to discover wealth from within

ocated in the interior district of
Mzimba in the north of Malawi,
Paulos Ngala village was no
different from other rural communities
in Malawi that sing the food insecurity
song year in and year out. People got
so accustomed that it became almost
“normal” that from November to
March they had to ration or either

hardly no food in the households.
Other coping mechanisms included
migration to the neighbouring
districts in search of food. How this
affected their well-being requires no
emphasis; cases of malnutrition,
high school drop out and related
diseases from food and nutritional
deficiency were common. Little did
they know such diseases were
coming due to nutritional deficiencies.

of discontinuation.

De l’insécurité alimentaire à l’auto-suffisance
Les habitants du village Paulos Ngala, dans le nord du Malawi, environ 60
familles, s’étaient habitués à une période d’insécurité alimentaire de novembre
à mars chaque année. Ils trouvaient presque « normal » d’avoir à se priver de
nourriture avec des conséquences graves pour tous: adultes et enfants.
Il est à noter que ce village se situe à quelques kilomètres seulement du fleuve
Rukuru. Avant 2013, ils consommaient l’eau du fleuve avec les risques que
cela comportait. En 2015, CADECOM (Caritas Malawi), avec le soutien du
programme Australien AACES, a creusé un puits au village afin de procurer
de l’eau potable aux habitants de ce village. Depuis l’installation de ce puits,
il n’y a plus de cas de bilharziose et de choléra.
Ayant noté la passivité des habitants, CADECOM a développé un programme
visant à redonner confiance aux habitants et leur permettre de découvrir leurs
propres richesses. Un des villageois, Paulo Ngala, explqiue: « Nous ne savions
pas que nous avions autant de richesses, nous ne savions pas ce que nous
pouvions faire nous-mêmes pour améliorer nos conditions de vie. »
Nya Nkochi, une dame dynamique et joviale, constate: « Nous vivions au jour
le jour. Nous n’avions pas de vision. Ce programme de CADECOM noua a
beaucoup aidé. Nous avons maintenant un programme de développement
pour notre communauté et nous irons là où nous le voulons. Nous avons un
plan d’épargne et de prêt au village, nous avons l’irrigation, nous avons appris
de nouvelles techniques et notre vie est en train d’être transformée. »
Aujourd’hui, le fleuve Rukuru offre d’énormes possibilités économiques. Des
pompes permettent l’utilisation de l’eau du fleuve à des fins d’irrigation. La
superficie cultivée augmente au fur et à mesure. Présentement, 126 personnes,
dont 72 femmes et 54 hommes, profitent de cette irrigation et il n’y a plus de
problème d’insécurité alimentaire.

preliminary ideas and provoke further
thinking and strategic response. Local
actions are important but there is a
strong need for international relations
for more far-reaching policy response.
The on-going Post-2015 Development

Maximizing adoption of conservation
agriculture in the highlands of Lesotho
C
aritas Lesotho is in the
second year of the implementation of the Mountain
Integrated Conservation Agriculture
project as a strategy to increase
household agricultural productivity.
The project uses farmer to farmer
training processes that maximize
learning through practical, fieldbased training and technical support
in Conservation Agriculture (CA)
and homestead gardening for
farmers. A total of 83 lead farmers
(comprising 44 males and 39 females) from the three project areas
were given training on Conservation
Agriculture and homestead gardening with the expectation that they
will pass on their knowledge of the
concept to other project participants
and act as peer educators even
beyond the project. Out of the 83
lead farmers, 66 who were identified
during the early stages of the project
went through intensive tailor-made
training on conservation agriculture.
The other seventeen were identified
later when the 66 had already been

areas to recognize efforts made by
the project participants in adopting
the various strategies promoted by
the project. The ceremonies were
attended by Caritas Lesotho management, field and technical officers
from Caritas and CRS as well as key
stakeholders in the food security
fraternity (Food and Agriculture
Organization, Ministry of Agriculture and Food Security and other
NGOs). The 66 lead farmers who
were identified and trained during
the early stages of the project were

Caritas Lesotho est dans la deuxième année de la mise
en oeuvre du projet d'agriculture de conservation
intégrée des montagnes comme une stratégie visant à
accroître la productivité agricole des ménages. Le projet
utilise le processus de formation agriculteur à agriculteur
afin de maximiser l'apprentissage par le biais de la
formation pratique sur le terrain. Au total, 83
agriculteurs (comprenant 44 hommes et 39 femmes) des
trois zones du projet ont reçu une formation sur
l'agriculture de conservation et les jardins potagers dans
l'espoir qu'ils vont transmettre leurs connaissances du
concept à d'autres participants au projet et agir comme
pairs éducateurs même au-delà du projet.
Ils ont tous été formés sur les jardins potagers,
l’agriculture de conservation, la production d'arbres
fruitiers, la conservation des sols et de l'eau ainsi que la
gestion des conflits. Ce type de formation des
agriculteurs a connu le succès dans la promotion de
l'adoption de l'agriculture de conservation au sein des
communautés. Il est à noter que tous les agriculteurs
concernés par le programme d’agriculture de
conservation ont augmenté la superficie cultivée de 7%
en moyenne dans la première année et de 30% la
deuxième année. Dans certains cas, les producteurs ont
converti la totalité de leurs parcelles de production en
agriculture de conservation.

montanhas integradas agricultura de conservação do
projeto como uma estratégia para aumentar as famílias
de produtividade agrícola. O projeto utiliza processo
de formação agricultor para agricultor, a fim de
maximizar a aprendizagem através de formação
prática no campo. Um total de 83 agricultores
(incluindo 44 homens e 39 mulheres) das três áreas
do projeto receberam formação sobre agricultura e
hortas de conservação na esperança de que eles vão

agricultores envolvidos no programa de agricultura de
conservação aumento de área plantada, de 7%, em
média, no primeiro ano e 30% no segundo ano. Em
alguns casos, os produtores têm converteu todas as suas
parcelas de produção de agricultura de conservação.

“She lives in a camp in Yola,
Adamawa State in Nigeria, hosting

I asked a volunteer about a woman
with 4 kids (only one was actually
ill), if her husband couldn't help her
look after the healthy 3 so they
don't fall ill too... he looked at me
like I was crazy... The poor lady lost
her spouse in the skirmishes. Mentioning ‘husband’ would throw
many of the women caring for sick
children into a meltdown. Quite a
few are coughing. They've got
widespread conjunctivitis and many
are at risk of losing their sight. We
just entered the season for CerebroSpinal Meningitis (CSM). I am

and Emergency team visited one of
the IDP camps in St. Theresa
Cathedral Yola, Adamawa State, to
provide some medical support for
internally displaced persons in this
camp.

Depuis 2002, le Nigeria a connu des conflits récurrents
et des catastrophes naturelles qui ont forcé de
nombreuses personnes à fuir leurs maisons. En 2014,
l'escalade de la violence causée par l'insurrection du
groupe Boko Haram dans la région nord-est a eu pour
conséquence une augmentation du nombre de personnes
déplacées à l’intérieur du pays, plus particulièrement à
Adamaoua, Bauchi, Borno, Gombe et Taraba.
L'Organisation des Nations Unies lors de l'évaluation
des besoins multisectoriels réalisée en mai 2014, a
recensé 650 000 personnes déplacées dans la région
nord-est du Nigeria. Les statistiques publiées en
décembre 2014 par l'Agence nationale de gestion des
urgences indiquaient plus d'un million de personnes
déplacées à l'intérieur.
Selon le rapport publié par l'Organisation Internationale
pour les Migrations (OIM) en février 2015 sur la région
du Lac Tchad, le Nigeria compte actuellement un
nombre impressionnant de 912 000 personnes déplacées
à l'intérieur de l'insurrection dans le Nord-Est. Ce
mouvement provoque le déplacement interne ainsi que
le déplacement transfrontalier de personnes, de réfugiés,
de rapatriés et de migrants bloqués / ressortissants de
pays tiers.
Jusqu'à présent, il y a eu des tentatives par les
organisations de la société civile et le gouvernement
pour répondre à la situation des personnes déplacées
par l'insurrection dans le Nord-Est. Dans la même
veine, Caritas Nigeria a travaillé à travers ses partenaires
locaux dans le Nord-Est et les pays voisins à soutenir
les personnes déplacées.
Le coordonnateur diocésain de Caritas et Justice et Paix
de Yola, le Père Maurice Kwairanga. qui est le
responsable du camp, a donné des informations sur
l'origine du camp et leur expérience depuis l’arrivée des
premières personnes déplacées en septembre 2014. «
Le camp est composé de 4 espaces résidentiels et une
petite clinique de fortune, où les enfants malades sont
maintenus avec leurs mères. Le camp de la Cathédrale
accueille actuellement environ 2 700 personnes
déplacées et jusqu'à présent nous avons eu huit
mortalité due à la maladie (tous étaient des enfants). Il
y a présentement une flambée continue de la rougeole
qui est gérée avec l'aide du personnel de l'hôpital
catholique St. François et quelques bénévoles. Nous
avons également un besoin urgent de nourriture, de
médicaments et de fournitures médicales en raison de
l'afflux constant de personnes déplacées, » a-t-il déploré.
