According to Circular CI144-2014-34 regarding the Maintenance of Merchant Accounts with
Payment Service Providers for the Clearing/Settlement of Payment Transactions issued by the
Cyprus Securities and Exchange Commission (CySEC) on December 12th, 2014, Safecap

Central Bank of Cyprus in Cyprus.
Neteller (also known as Optimal Payments), a registered trademark of Optimal Payments
Plc from the United Kingdom, authorised as an electronic money institution by the
Financial Conduct Authority (“FCA”).
WorldPay (UK) Limited, a payments service institution from the United Kingdom,
authorised by the FCA.
Skrill Ltd (also known as Moneybookers), an electronic money institution from the
United Kingdom, authorised by the FCA.
Richfull Hong Kong Group Limited, an electronic money institution from Hong Kong,
licensed by the Hong Kong Customs and Excise Department.
