3. Brief Economic Review
3.1 Brazil has a free market and Export – Import oriented economy. Its Gross Domestic Product (GDP) surpassed a
trillion dollars, and 1.8 trillion in purchasing power parity, Making the eighth largest economy in the world and the
largest in Latin America. It’s nominal per capita GDP has re-passed US$ 6000 in 2007 due to strong and continued
appreciation of the real for the first time in the decade.
It’s industrial sector accounts for three fifth of the South American economy’s industrial production. Mainly the
agricultural sector and mining sector supported trade surpluses which allowed for massive currency gains (rebound)
and external debt pay down.

3.2 Trade Partner
Brazil’s main trade partners are the EEC (26% of trade), the United States (24%). Mercousur and Latin America (21%)
and Asia (12%).
3.3 Currency Issues
Brazil’s currency, the Brazilian real has been largely seen as a success. Currently it is considered to be overvalued
against the US Dollar, which hurts export and help imports.
3.4 Economic Prospect 2007
The market estimates that the Brazilian economy will grow 4.5% in 2007 and that interest rate will end 2007
at 12%. The Brazilian Government targeted the GDP growth as of 2007 by 4.5%. Central Bank’s inflation target
for 2007 and 2008 stands a 4.5%, however Central Bank’s inflation projection for 2007 is now at 13%. The market
predicts an inflation of 4.06% for 2007.
Market projection for the exchange rate at the end 2007 is Real US$ 2.1 for US$ 1.00. The market also estimates
that the foreign trade surplus for 2007 will be US$ 40 Bln., and that foreign direct investment will total US$ 19.16
Bln.

4. Brief Introduction to Local Industry
4.1 Brazil has the most advanced industrial sector in Latin America. Accounting for one third of GDP, Brazil’s diverse
industries range from Automobile, Steel, Aircraft and Consumer Durables. It’s industrial sector accounts for three
fifths of South American economy’s industrial production. The scientific and technological development is argued
to be attractive to Foreign Direct Investment (FDI) which has made average US$ 20 Bln. per year (report, as per
last year).
4.2 Project
Brazilian develops projects that range from submarines to air craft and is involved in space research; ensuring
the demand of both I.C. Engine and Compact Engine as the primary requirement.
4.3 Most large industry is concentrated in the south and south-east. With the increased economic stability provided
by the Brazilian Real and multinational business have invested heavily in new equipment and technology a large
proportion of which has been purchased i.e. imported from other country.

4. Issues affecting import from India
• Price competitiveness : China being the major competitor of India adopted the strategy to enhance export by beating
on prices.
• The import licensing regime : Despite a certain trade liberalisation over the last few years, especially in terms of
customs duties, it is extremely difficult to export towards the Brazilian market. Import licensing rules are very tough.
The import of most of the products implies issuing a preliminary a licence at the SECEX (Secretariat of Foreign
trade), which is the only organisation authorised to issue this licence. However the list of the products subject to
this preliminary license is not publicise. It is available only with registered and authorized users.
There is a minimal price procedure raising a problem when issuing these licenses. When a licence is applied for,
a proforma invoice has to be supplied. If the declared prices are lower than the minimum price used for calculation
of the customs duties, the licence is not issued by the authorities, and no formal information is given to the applicant.
The importer is then generally informed unofficially about the existence of this minimum price.
These licenses are valid for 60 days starting from the date of dispatch of the goods (sometimes, it starts from
the date of applying for the license). This period is often insufficient. It is then necessary to apply for a new licence.
For textiles, rules are even more strict. The license is granted only if the payment is effective within 30 days from
the date of B/L. Importers compulsorily have to prove that they effectively made the payment within 30 days.
The imported goods are often blocked in customs because of documentary problems. All the imports should be
accompanied at least with 2 copies of the commercial invoice and the B/L. If they do not match the legal requirements
of the country, Customs are entitled to levy heavy fines, which may go even up to 100% of the usual customs
duties. It is therefore advisable to work through a very good broker in Brazilian customs, who is able to get the
information on time about the appropriate customs rules.
The import of second-hand industrial material is authorised under restricted conditions, as long as these goods are
not produced locally and can not be replaced by some local material. The age of the material should be lower than
the life expectancy estimated for the product in Brazil.
• Company and sector level import quotas :- When a quantity restriction is set by a Government, it must implement
procedures to prevent imports beyond the restricted level. A binding import quota will result in a higher price in
the import country and in the case of a "large" country, a reduction in the price in the exporter's market. The price
wedge would generate profit opportunities for anyone who could purchase (or produce) the product at the lower price
(or cost) in the export market and resell it at the higher price in the import market.
• Relatively high tariffs.
• The ‘Law of Similar’ (which restricts imports competing with domestically produced goods) and Mercosul coalition :Brazil has a narrower and more cautious tack, restricted largely to market access and dominance in regional trade,
where it feels most ready to compete. The perceived benefits of Brazil’s strategy include attaining greater bargaining power
through the Mercosul coalition, slowing the multilateral trade liberalization process to allow more time for economic
adjustment, and enhancing its national influence in the world by protecting domestic economic (industrial) capacity.
• Average import tariff levels have fallen to an average of 12.3% in 2006 according to the IDB, but exceptions to
free trade remain numerous with the Mercosul sub regional trade block.
6. Measures to be taken to promote exports from India
