Objectives and Achievements
1.1. Unit Description
Legally, the CEAis a non-profit association that includes the research and development unit (Unidade 1&0,
R& O Unit) of the same name. lts organization corresponds to what is stipulated by law and by rufes emanating,
every two years, from the Ministry of Science, Technology, and Higher Education. lts members elect the Board,
which is the executive organ, as well as the presidency of the General Assembly and the Fiscal Control
Commission. The last election occurred in 2007. The Scientific Council is composed of ali integrated researchers
who are PhD holders; its role is to watch over the scientific orientation and quality of ali activities. There is a
Consultative Commission composed of specialists from other institutions, Portuguese, as well as nonPortuguese; its function is to adv1se the Board.
The hosting conditions of the CEA include infrastructural means and human resources. The centre is
located at the ISCTE (rooms 2Nl7, 2Nl4 and 2N20). The CEA has a permanent secretariat and two collaborators
in the administrative and financial area. Ali computers are connected to the ISCTE computer network, which
provides technical assístance and access to documentation and scientific databases (B-on, 151, etc.).
Among diverse research support activities the most important one, is the African Studies Library, financed
by the FCT and in a complementary way by the Fundação Calouste Gulbenkian, physically located at ISCTE and
supported by ISCTE's librarian services. CEA has a multí-annual financing program that has been partially used
to finance scientific events (conferences, seminars), the participation of researchers in international meetings,
field missions ín Africa, and publications. CEA publishes, on a regular basis, the Occasional Paper Series (online,
since 2005) and the scientific journal Cadernos de Estudos Africanos. CEA has currently an agreement with
Kingston Publishers (United Kingdom), which from 2007 on will yearly publish two books by CEA' researchers
on the monographic collection African Vistas. More information about the CEA can be found at the website:
www.cea.iscte.pt
1.2. General Objectives
The general objective of the CEA is to promete interdisciplinary studies in the social sciences on SubSaharan Africa. This objective is pursued mainly through research, but also through (mostly international)
conferences, through publications, through the support for studies in this field at ISCTE as well as other
(Portuguese, African and other) universities, through the dissemination via it's website and email of
information relevant to the field and through the constitution (since early 2005) of a centrallíbrary of African
studies for Portugal. ln this context, special attention is given to the five Lusophone African countries, but the
concern is with the continent as a whole. The CEA also offer consultant services on the domains of its specialty.
A) Research
The projects led by CEA researcher are included in its main fine - Change and Development in Africa - and in
the sub-themes : (1) Politics in Africa, {2) Economics and Entrepreneurship in Africa, {3) Development and
lnternational Cooperatíon ín Africa, (4) Wars, Conflícts and Forced Migration in Africa. ln the framework of
these main research Iines the CEA has developed 11 research projects, involving about 40 PhD holders, full time
o r part time; 35 of them h ave the status of integrated researchers.
B) Teaching
The CEA is actively involved in postgraduate teaching, in Portugal and internationally. ln Portugal there is a
close cooperation with the Section of Afrlcan Studies/ Department of Sociology at the ISCTE, where CEA
members created two Master programs (in African Studíes and in Local and Global Development) as well as a
PhD program in African Studies. ln parallel CEA members cooperate in the MA program in African History at the
Department of History at the Universidade de Lisboa. On the international levei CEA members collaborate with
2
Relatório Anual- Centro de Estudos Africanos l 2007
other European and African universities, namely Université de Paris 7-Diderot, Université de Ulle 1,
Universidade Eduardo Mondlane in Mozambique and Universidade Agostinho Neto ln Angola. The CEA also
promotes the integration of post-graduate students and young PhD holders within its projects. ln 2007 a total
of 24 project collaborators were preparing MA or PhD theses in the CEA and actívely participated on the
ongoing research activities. Five post-doctoral researchers were working at the CEA during this period, two of
them coming from the Africa Studies Centre in Barcelona.
C} Networking
The CEA has developed connections with research centers, universities and individual researchers in Portugal,
in other European countries, in Africa, in Brazil and in the US. Every project is constituted by an international
team and is supported by a formal agreement. The CEA has research protocols with institutions both in Europe
and Africa and is a member of severa I ínternational networks.
D) Services
A Services' Nucleus of the CEA, active since 2004, has now become specíalized in three different areas Education, Entrepreneurship, Health - where it is currently offering consultancy services to a number of
institutions with the intention to expand its activities over the coming years.
1.3. Main Achievements in 2007
The core achievements in 2007 consisted in: a) research projects; b) the Central Ubrary of African Studies;
c) international publication and digital resource sharing; d) international network of research.
a) During this period, CEA carried out or initiated a total of 12 major projects, submitted to international
evaluation, involving about 60 researchers. Ali these projects had international an interdisciplinary research
teams and some, internatíonal funding, namely from the lnternational Labour Organization (ILO), the
Volkswagen Foundation, the Agence Nationale de Recherche, and Ministére des Affaires Etrangeres, France.
b) A Scientific Re-equipment program was approved by FCT in 2004 to fund the Ubrary (BCEA), a
specialized pan-African library, lead by CEA with the participation of 4 other Portuguese African Studies
Centres. Following the celebration of a long-term protocol with ISCTE, which assured logistic and organizational
facilities, the project was launched and two specialized staff members were contracted. Given that the FCT reequípment program was restrícted to bibliographical acquísitions, supplementary support was offered by the
Gulbenkian Foundation to finance staff expenses. ln 2006, the BCEA became the recipient of important
donations of Africana bibliography. Given the importance of the new global trends of integration of libraries'
cataloguing systems (particularly academic and research ones) in international networks of data resources
sharing, and given that CEA is a long-standing member of the European research network AEGIS, there has
been a clear effort to proceed with such integratíon, be it through SCOLMA (Standard Conference on Ubrary
Materiais in Africana), the Connecting-Africa pointer program, or bilateral connections with corresponding
libraries. ln 2007, the Líbrary was officially launched and the continuation of this project into a digital library
was prepared.
c) White developing research publication in Portuguese, namely through the Cadernos de Estudos
Africanos and the Working Papers, the centre as signed a contract with Sean Kingston Publishers {Oxford) for a
continuous edition tine in English, becoming scíentifically responsible for a series named Afrícan Vistas, with
independent international referees. A total of 6 books are presently undergoing review and the first 2 were
sent to the publisher in 2007.
d) Within this period, CEA carried on a call for a Project Manager withín the Ciência 2007 Program,
foreseeing better conditions for applying to the 7 Framework Program and other international calls. ln addition,
we continued our ongoing policy of developing network research and teaching agreements of cooperation,
3
Relatório Anual - Centro de Estudos Africanos 2007
namely with main research institutions as AEGIS, OSSREA, CODESRIA, CEAN and IRO, with the SCOLMA librarian
network. ln 2007 CEA signed research agreements in lusophone African countries with the Catholic University
of Angola-CEIC, the centre Cruzeiro do Sul in Mozambique and the INEP in Guinea-Bissau.
2. Activities
2.1.1ntegrative/multidisciplinary activities in 2007
Given the statutory nature of CEA, ali activities, without exception, are multidisciplinary. CEA project is
aimed at developing scientific research of multidisciplinary nature ln Africa, particularly in the field of social
sciences, development studies, and economy. lhis research is devised for an international audience,
comprising the academy, researchers and policy-makers. CEA's visibility is expressed in the conferences and
publications organized by CEA, its strong participation in the research and diffusion activitíes of AEGIS and
other international networks, with a global orientation of creating a discussion forum where scholars of
different scientific domains, development practitioners and policy-makers gather. lhe most significant outputs
of these activities are CEA multidiscíplinary projects, conferences and publications, advisory reports, networked
data sharing on an international scale, definition of up-to-date research fines, trends, themes, and practices for
academic teaching purposes. CEA supported the following projects with a multidisciplinary approach: The
lmpact of Informal Economy in the Reduction of Social Exclusion and Poverty in the Portuguese Speaking
African Countries and its lnteraction with Social Protection (ILO funding); Reconciliation and Social Conflict in
the Aftermath of Lorge-scole Violence in Southern Africo: the cases of Angola ond Nomibia (Volkswagen
Foundation funding); Senegombia: from the Critics of an Historicoi-Sociologicallcon to the Re-evoluation of an
Object of Study (FCl funding); Forced Migrotions and Humanitarian lntervention Formots (FCT funding);
Entrepreneurship, Entrepreneurs and Development in Angola and Mozambique (FCT funding); Politics, Social
Actors and Citizenship in A/rica (FCT funding); Writing History in the Horn of A/rica (Centre d'~tudes des
Mondes Africains/Agence Nationale de Recherche); Therapeutic Practices in Migratory Context (FCT funding,
leaded by CEAS); Les dynomiques du développement local urbain (French Ministry of Foreign Affairs);
Understanding Entrepreneuriol Configurations in A/rica and China: a four nation study (FCT funding); Poverty
and Peace ln the Portuguese Speaking Africon Countries (FCl funding); The Tourism lmpact in the Community
Development in Afríca: Analysis of Insular Experiences (FCT funding). CEA organised four international
conferences: Autoridades Tradicionais em África: um universo em mudança (ISCTE, Mar.1-2); Youth ond
Modernity in Africa (ISCTE, Oct.10-12}, organized by CEA and CEAS; Angola 2007: que recomposições e
reorientações? (ISCTE, November 20-22), organised by CEA and CEIC (Universidade Católica de Angola);
Encontro Internacional Relações Europa-A/rica (ISCTE, Dec.14-15), organised by CEA. An individual conference
by Prof. Alma Gottlieb was held June S. CEA participated in the organizatlon of the conference 1 Congresso de
Educação Ambiental dos Países Lusófonos e Galiza, Santiago de Compostela, September.
2.2. Outreach Activities in 2007
lhe primary objective of the CEA, from 2006 onwards, is specifically directed to the expansion and
consolidation of the existing research, namely through: a) supporting projects and their relation to both a
academic and a non-academic public; b) supporting the relation between researchers and teaching, and
investing ln the internationalization of their output; c) having an effective policy of making available and
debating knowledge on African affairs.
a) During the 2007 period, CEA's main research areas were organized in four program fines where ali the
centre's projects have been cohesively integrated: (1) Politícs in Africa, (2) Economics and Entrepreneurship in
Africa, (3) Development and lnternational Cooperation in Africa, (4) Wars, Conflicts and Forced Migration in
4
Relatório Anual - Centro de Estudos Africanos 2007
Africa. Each line serves as framework to every project and international networking activities of the centre as
well as its non-research activities (namely, in the diffusion of results through conferences and publications). ln
addition, our research activity consisted in carrying out the major projects that started in 2006, as well as the
three approved by the FCT in 2007. CEA also promoted the hosting of new national and foreign researchers,
within these Iines of research.
b) CEA invested deeper in the relation with postgraduate teaching at both a national and an international
levei. The first aím obliged to increasing the research synergies between the CEA and the Department Area of
African Studies of ISCTE. The second was expressed by the participation in international teaching programs,
namely through the implementation of an international master program on European-African Relations
(Erasmus Mundus) patronized by the AEGIS network, organized by ISCTE, in collaboration with University of
Paris I and University I'Orientale of Naples, and with three African partner uníversities. Besides, CEA
participated in CODESRIA tutoring activities, supported students' exchanges with other institutions, hosted
postgraduate and post-doctoral researchers. A key factor in this policy was the constitution of the Central
Library of African Studies that offers both national and international researchers and student's outstanding
facilities for research and training. ln addition, CEA strengthened the connections between research and
teaching.
c) CEA has reformulated its editing policy in order to promete internationalization and a better diffusion of
research. The internationalization of its scientific results through publications was increased, namely dueto the
agreement established with Sean Kingston Publications to publish two books in English per year, to its access to
the AEGIS series published by Brill, and to a new policy towards CEA journal (online and physical publlcation,
both in Portuguese and English, with a international referee system). Efforts have been made to include the
CEA journal within the main cataloguing and referencing databases on social sciences. Finally, CEA's site was
reformulated in order to make it an effective tool to disseminate and make available informed data about
Africa, as well as to host data from ongoing research projects, and to systematically link and organize
researchers' activities, agendas, and milestones.
3.

3.2. Wars, violent conflicts, and forced migrations in Africa
Objectives
The main objective is to promote a more cohesive understanding of the web of structural and conjuncture
tensions and instabilities in different Africa regions, as well as the emergence of specific forms of war and
violent conflicts, and their politicai, social, cultural, and humanitarian impact on African population. The
research aims confronting the overlapping nature of internal conflicts, border warfare, and invasíve military
action, in correlation with demographic and economic pressures, and their overall impact on the societies
concerned, be I humanitarian consequences (massacres, genocides, forced migratíons, displacements, and
exodus), politicai and social (social re-compositions, exodus to or from urban areas, changes in power
relations), and cultural (the dynamics of cultural reinvention on national and regional identities and memories).
The present research aims not only to produce solid scientific analytic results but to offer informed and
conclusive data to both policy makers and officials of national and ínternational organizations intervening ín

3.3. Economics and entrepreneurship in Africa
Objectives
The main objective of this line is to develop research related to economics' issues in Africa. Other objectives
comprise the integration of post-graduate researchers; deepening and broadening international partnerships;
and scientific production. The topic aims the conclusion of ongoing research projects and the conduction of
newly approved ones. Through ali of them, the researchers will be able to build and strengthen international
research teams and networks. The projects in this topic are fundamentally international: ali teams comprise
researchers from different countries; the research focuses on ali Portuguese speaking African countries; and is
being conducted through international partnerships (CEIC, Angola; Cruzeiro do Sul, Mozambique; IFREDE,
France; U. of Florida, USA;). The research line has been substantially restructured in 2007, and now includes
three already funded ongoing projects. Through them, several Master (four) and PhD (lO) thesis are being
prepared. ln addition, there is a set of new projects in this area being structured, conducted by CEA researchers
and collaborators. lt is expected that in the next three years, the researchers participate in and organise
scientific meetings; actively disseminate the results through publications; conduct fieldwork in Africa. On the
other hand, the research line will integrate post-graduation students and researchers, willing to prepare their
thesis on the subjects identified by the line o r on others they might propose.
Main Achievements
Several publications resulted from the projects finishlng in 2006/7 and several conferences and scientific
meetings were held. The majority of the new projects started in 2007 and therefore the main activities
concerned bibliographlc research, fieldwork preparation, seminars and workshops. Additionally, new projects
began being built. Several meetings were held in order to prepare them and the teams started seeking for
funding. ln the project Enterprises and Entrepreneurs in Angola and Mozambique, final agreements were made
regarding the publication of a number in Cadernos de Estudos Africanos and a book. ln the project
Understanding Entrepreneurial Configurations in Africa and China: a four nation study (start October), two new
members (one Master and one Bachelor) were recruited, the team started bibliographic research and built a
bibliographic database. One member of the research team spent three months in China doing field research. ln
the project Poverty and Peace in the Portuguese Speaking African Countries (start October), three new
members (two PhD and a Master) were recruited and the team started bibliographic research, built a
bibliographic database. The members prepared 3 conceptual and methodological articles, initiated a database
of pertinent social and economic indicators; the team presented a panei proposal, and prepared and presented
other individual proposals to conferences. ln the project Les dynamiques du développement local urbain (start
November), the several national teams (Angola, Mozambique, France, and Portugal) started to organize the
research, the meetings, and fleldwork calendar. From July to October, two CEA researchers collaborated with
the Instituto de Investigação Científica e Tropical (IICT) producing an analysis' report about Poverty indicators
and Millennium Development Goals in the Portuguese Speaking African Countries that was presented to the
CPLP.

3.4. Oevelopment and international cooperation
Objectives
The main objective of this line of research is the overall analysis of social change processes in African societies,
with particular incidence on convergence and/or diversification processes of the local "nation-states" ln their
strategic articulations with the "more advanced" societies. Topics such as educatlon, health, international
cooperation,
poverty,
ecological
environment, social
resilience, governance,
Public Administration,
participation, agrarian societies, urban societies, tourism and their articulation with the issue of social and
economic development in Africa deserve particular attention. As is well known today, the developmentist
paradigm was structured during the height of the decolonization processes. Since the beginning, development
has been seen not only as an instrument of social transformation, above ali in the new independent countries,
but also as a vision of the world. This vision is dominated by hegemonic aspirations, with the aim of creating a
monoculture of social knowledge and its affirmation as the only valid form of analysing societies. This line of
research also debates the manner in which certain assumptions of the developmentist paradigm affect the
production of knowledge on human societies in different dimensions. Another objective of this line is the
analysis of issues related to the creation of "modern" productive systems and their articulation with the local
"traditional" systems. The theories, fields of application of the theories, social actors involved, and the local
impacts of the social practices are currently being studied. Another objective of this line is to analyse a set of
social dynamics that seem to constitute new generalized forms of "social anomy", which include extreme
poverty, social marginality, prostitution, corruption, the collapse of family structures and disrespect for
another's property.
Moin Achievements
This line of research is structured around 3 research projects and the promotion of 2 study groups, involving
dose to 50 researchers, associates and co-workers of the CEA and of other institutions. The project The
Tourism lmpact in the Community Development in Africa : Analysis of Insular Experiences, recruited one new
team member (Master), started bibliographic and documental research, built a bibliographic database,
identified the most relevant social and economic indlcators, and prepared the methodological procedures. The
members of the team have participated in national and international scientific meetings, participated in the
organization of the "I Congresso de Educação Ambiental dos Palses Lusófonos e Galiza" (September, S. de
Compostela), and organizes an lnternational Meeting in S. T. and Príncipe (July, 2008). ln 2001, the sub-line of
research on Health in the African Context organized and participated in conferences, integrated research
networks and the draw up projects and master and PhD dissertations. The discussion group "Imigração e
Saúde" (GIS) was set up with the objective of reflecting, debating, and promoting the circulation of information
involving the CEA, the CEAS, the ISCSP, the ICS, the IICT, the ACIME and severa! NGO. As an associated centre,
the CEA participates in the project " Políticas da saúde e práticas terapêuticas: sofrimento e estratégicas de cura
dos migrantes na área da grande Lisboa", lead by the CEAS/ISCTE. CEA researchers were selected by the
UNICEF office in Bissau to assess child protection mechanisms ln the country. They conducted bibliographlc and
empirical research in collaboration with INEP (Instituto Nacional de Estudos e Pesquisas). They produced and
presented a report to the UNICEF, which will guide national policy regarding child protection. CEA/CEAS/ICS
organised the Conference Youth and Modernity in Africa, ISCTE in October, 10-12. Two CEA members
participated in this conference and presented communications.
