Atividades de Organizações Alemães e seus parceiros.
O oitavo Fórum Social Mundial também tem como lema ‘‘Um mundo diferente é possível”. Considerando a crise financeira mundial, as mudanças climáticas e as ameaças aos povos indígenas, a
busca de um mundo diferente é mais do que nunca oportuna e necessária. A escolha de Belém,
capital do Estado do Pará, no delta do rio Amazonas, como anfitriã do Fórum Social de 2009,
pode ser considerado um importante indicador. Isto porque uma boa parte das discussões sobre mudanças climáticas, comércio de direitos de emissões, segurança alimentar, biodiversidade,
agro-combustíveis, mono cultivos, proteção ao meio ambiente ou desmatamento são intimamente
ligadas à região amazônica.
Neste Fórum Social Mundial participam novamente numerosas organizações não-governamentais,
sindicatos, organizações religiosas e fundações da Alemanha. O lema do Fórum Social Mundial
nos induz a assumir um compromisso e promover a cooperação, na busca de alternativas à globalização neoliberal, na Alemanha e no mundo. Neste impresso, apresentamos a programação dos
eventos que as organizações alemãs e os seus parceiros estão organizando em forma conjunta,
nos quais esperamos ter o prazer de contar com sua importante participação.

Veranstaltungen deutscher Organisationen und ihrer Partner.
Zum achten Mal findet das Weltsozialforum unter dem Motto „Eine andere Welt ist möglich“ statt.
Angesichts der weltweiten Finanzkrise, des Klimawandels und der Bedrohung der indigenen Völker
ist diese Forderung nach wie vor aktuell und nötig. Die Wahl von Belém, der Stadt am Amazonasdelta und Hauptstadt des brasilianischen Bundesstaates Pará, als Gastgeberin des Weltsozialforums
2009 setzt hierfür ein wichtiges Zeichen. Denn ein großer Teil der aktuellen weltweiten Debatten
um Klimawandel mudanca climática, Emissionshandel, Nahrungssicherheit (Seguranca Alimentar).
Biodiversität (biodiversidade), Agrartreibstoffe , Monokulturen, Umweltschutz protecao do meioambiente oder Entwaldung (deflorestamento )sind eng mit der Amazonasregion verflochten.
Bei diesem Weltsozialforum beteiligen sich erneut zahlreiche Nichtregierungsorganisationen,
Gewerkschaften, kirchliche Organisationen und Stiftungen aus Deutschland. Das Motto des Weltsozialforums ist für uns Verpflichtung zu Engagement und Zusammenarbeit bei der Suche nach
Alternativen zur neoliberalen Globalisierung in Deutschland und weltweit. In diesem gemeinsamen
Programmheft präsentieren wir Veranstaltungen, die deutsche Organisationen und ihre Partner
anbieten und laden herzlich zur Teilnahme ein.

Events organized by German Organisations and their Partners.
The 8th World Social Forum (WSF) is themed “A Different World is Possible”. In the light of the global
financial crisis, the climate change and the imminent threats posed to indigenous peoples, this
claim is still topical and necessary. Selecting Belém, the city on the bank of the Amazon delta and
the capital of the Brazilian state of Pará, to host the WSF 2009, sets an important signal. For a major part of the prevalent worldwide debates on climate change, emissions trading, guaranteed food
supplies, bio-diversity, biofuels from agricultural products, monocultures, environmental protection
or deforestation is closely interwoven with the Amazon region.
Once again, numerous of non-governmental-organisations, trade unions, church-related organisations and foundations from Germany, are participating at the WSF. The theme of the WSF 2009
appeals to our duty for commitment and cooperation on our search for alternatives to a neo-liberal
globalisation both in Germany and across the world. In this jointly created programme, we have the
pleasure to present to you the events and activities organized by the German organisations and
their partners. You are cordially invited!

Breve descrição: A idéia que está por trás de REDD (redução de emissões por desmatamento e degradação) é a de criar valores econômicos para a floresta em pé. REDD propõe compensações financeiras aos países/proprietários de matas naturais e
pode tornar-se uma versão do mercado de MDL, que negocia qualquer tipo de seqüestro de carbono.

Themenbereich: Amazonien und der Wald als Markt
Kurzbeschreibung: Die Idee hinter REDD (Reducing Emissions from Deforestation and Degradation) ist, Wäldern (bzw. dem
in ihnen gespeicherten Kohlenstoff) einen wirtschaftlichen Wert beizumessen. REDD sieht einen finanziellen Ausgleich für
Länder/Besitzer von Wäldern vor, welche Entwaldung reduzieren oder einstellen. So könnte es zu einer Variante eines CDMMarktes werden, welcher jede Form der Kohlenstoffsequestrierung verhandelt.
Auf der Veranstaltung sollen die Implikationen unterschiedlicher REDD-Modelle diskutiert werden. Referenten: Elmar Altvater,

Brief description: The idea behind REDD (Reducing Emissions from Deforestation and Degradation) is an economic valuation
of forests. REDD proposes financial compensations for countries/owners of natural forests and could become a kind of CDM
market, which negotiates every type of carbon sequestration.

Breve descrição: Grupos multinacionais são considerados atores poderosos da globalização e suas estratégias globais de fato
têm repercussões significativas sobre as relações de trabalho existentes. Nos últimos anos a organização e consolidação de
redes sindicais nas empresas multinacionais revelaram-se um instrumento decisivo para enfrentar os desafios dos trabalhadores no mundo globalizado. O objetivo deste seminário é – com base em alguns exemplos concretos – trocar experiências entre

07. Título do evento: Acordos-quadro internacionais – um instrumento para regular as companhias multinacionais?

Breve descrição: Desde os anos 90, o movimento sindical global ha desenvolvido um instrumento novo para fortalecer os direitos do trabalhador nas companhias transnacionais – os acordos-quadro internacionais (IFA). Ao contrário dos acordos de conduta unilaterais e outras iniciativas voluntárias de responsabilidade social das empresas, as IFA são negociadas e assinadas
por dois lados: a companhia transnacional em questão e uma confederação sindical global. Todas a IFA existentes (mais de 60)
se referem às normas de trabalho da OIT e estabelecem mecanismos para lidar com queixas e controlar o acordo. Por isso, os
IFA podem melhorar as condições de trabalho. Além disso, os sindicatos podem utilizá-los como instrumento de organização.

08. Título do evento: Privatização na Educação / Ensino Público – quem aproveita?
Campo de atividade: Garantindo direitos econômicos, sociais, humanos, culturais e ambientais, sobretudo direitos à saúde, à
educacao, à moradía, ao emprego, ao trabalho decente, à comunicação e ao acesso à comida e soberanía.
Breve descrição: No mundo inteiro se nota a tendência de privatizar o ensino público tanto por instituições internacionais quanto por governos nacionais. Nem sempre se fala abertamente em privatização. Em muitos casos a privatização se faz furtiva- e
clandestinamente, assim camuflando de “reforma” o sistema existente de educação público. O workshop quer pôr em foco
várias formas de privatização no ensino público e elucidar as consequências tanto para com os/as professores/as, alunos/as e
estudantes quanto para a própria comunidade. É objetivo identificar os interesses comuns dos sindicatos e outros stakeholders
no ensino público e elaborar em conjunto estratégias combatendo a privatização progressiva.

Breve descrição: A exportação de excedentes agrícolas (por exemplo, restos de carne de frango para a África) tem em muitos
casos inviabilizado a sobrevivência econômica de agricultores familiares africanos. O agronegócio no Brasil está se tornando
um “global player” também no campo dos alimentos (no caso das rações animais isto já ocorre) e conquistando por exemplo
os mercados do Sul com a exportação de carne a baixo custo. Por outro lado, os agricultores familiares do Brasil não saem
ganhando com esta situação, uma vez que sua integração na cadeia mundial de exportação ameaça sua segurança alimentar.
Quais alternativas existem? Agricultores e agricultoras familiares de diferentes continentes estarão debatendo a respeito das
consequências do comércio agrícola globalizado sobre suas próprias existências.

papel central na exploração e transferência das riquezas do sul para o norte, em inovações tecnológicas para seu lucro (mas

da história do capitalismo. Por trás de uma grande empresa há sempre um Estado forte, que a financia e estrutura o campo
jurídico e político para que ela atue.
Diante disso, essa oficina tem como objetivos: 1) informar de maneira substantiva sobre a atuação destas empresas a partir de
depoimentos de pessoas e organizações diretamente afetadas dos países onde as empresas atuam, 2) relacionar a atuação

Kurzbeschreibung: Die globale Gewerkschaftsbewegung hat seit Mitte der 90er Jahre ein neues Instrument zur Stärkung von
Arbeitnehmerrechten in Multinationalen Konzernen entwickelt – die internationalen Rahmenabkommen (IRAs). Im Gegensatz
zu einseitigen „Verhaltenskodizes“ und anderen freiwilligen Initiativen der sozialen Unternehmensverantwortung werden IRAs
ausgehandelt und von zwei Seiten unterschrieben: dem jeweiligen Multinationalen Konzern und einer Globalen GewerkschaftsFöderation. Alle bestehenden IRAs (mehr als 60) nehmen Bezug auf die Kernarbeitsnormen der ILO und legen Verfahren fest,
um Beschwerden nachzugehen und die Überwachung des Abkommens zu organisieren. Daher können IRAs dazu dienen, die
Arbeitsbedingungen zu verbessern. Sie können von den Gewerkschaften zudem als Instrument der Organisierung genutzt werden.

Kurzbeschreibung: Weltweit gibt es eine Tendenz zur Privatisierung im Bildungswesen, die von internationalen Institutionen und
nationalen Regierungen vorangetrieben wird. Nicht immer wird dabei offen von Privatisierung gesprochen. Vielfach findet Privatisierung schleichend und im Verborgenen statt, oft in Zusammenhang mit ‚Reformen’ im bisher staatlichen Bildungswesen.
Das Seminar will einen Einblick in die verschiedenen Formen von Privatisierung im Bildungswesen geben und die Auswirkungen
beleuchten, die sich für Lehrer, Schüler und Studenten sowie für die Gesellschaft daraus ergeben. Ziel ist es, gemeinsame

Kurzbeschreibung: Vor einer Dekade wurde von der ILO die Agenda für menschenwürdige Arbeit entwickelt, mit der die Mitgliedsländer verpflichtet wurden, ihre Anstrengungen auf vier strategische Ziele zu konzentrieren: Arbeitnehmerrechte, Beschäftigung,
soziale Sicherung und sozialer Dialog. Die globale Gewerkschaftsbewegung hat das Konzept der menschenwürdigen Arbeit als
ein Instrument aufgegriffen, mit dem Politiken zur Verbesserung der Arbeitsbedingungen ihrer Mitglieder vorangetrieben werden
können. Aber wie der Generalsekretär des IGB, Guy Ryder, sagt: „Damit menschenwürdige Arbeit von einem allgemeinen Vorhaben, dem die meisten zustimmen, zu einem Ziel wird, das die Politik anleitet und das tatsächlich erreicht werden kann, muß

Kurzbeschreibung: Wirtschaftliche Krisen sind ein Bestandteil des kapitalistischen Systems. Die derzeitige Krise verdeutlicht
jedoch in extremer Weise dessen Widersprüche. Ausgehend vom Finanzsektor sind die Auswirkungen inzwischen in ganzen
Wirtschaftszweigen zu spüren und haben eine ernsthafte Debatte über alternative Ordnungsmodelle angeregt. Bemerkenswert

verwandelt. Nationale Rettungspakete einzelner Regierungen und bedingungslose finanzielle Notfallunterstützung des IMF werden möglicherweise die direkten Auswirkungen der Krise abmildern können. Doch die Notwendigkeit langfristigerer Lösungen
für die Regulierung internationaler Finanzaktivitäten wurde offensichtlich. Der Zusammenbruch des sogenannten Shareholder- oder Finanzkapitalismus eröffnet deshalb eine historische Gelegenheit, die globale Finanzarchitektur zu reformieren und

Hinter einem starken Unternehmen steht auch immer ein starker Staat, der die juristischen und politischen Handlungsspielräume schafft. Diese Veranstaltung verfolgt drei Ziele: 1) Vermittlung von Informationen zur Betätigung transnationaler Firmen

07. Title of event: International Framework Agreements – A tool for regulating Multinational Companies?

Brief description: Since the mid - 1990s, the global trade union movement has developed a new tool to strengthen labour rights
within Multinational Companies - the International Framework Agreements (IFAs). In difference to unilateral “Codes of Conduct”
and other voluntary corporate social responsibility initiatives, IFAs are negotiated and signed by two sides: the respective Multinational Company and a Global Union Federation. All existing IFAs (there are more than 60) make reference to the Core Labour
Standards of the ILO and establish mechanisms to address grievances and to organize the monitoring of the agreement. Therefore, IFAs have the potential to improve working conditions and can be used by trade unions as an organizing tool.

Brief description: There are a range of policy tendencies around the world which can be understood as forms of privatisation that
are evident in the education agendas of national governments and international agencies. Some of these forms are explicitly
named as privatisation but in many cases privatisation remains hidden, whether as a consequence of educational reform, or
as a means of pursuing such reform. The workshop will focus on the different aspects of privatisation in education and discuss
the impacts on students, teachers and society. The overall aim is to identify joint interests between different stakeholders in the
field of education (teachers’ unions, students’ unions, education networks, etc) and to formulate strategies against privatisation

become a symbol of the opposition to Stalinism in the countries of the ancient communist bloc. Nowadays, in a time where the
capital valorization seeks to submit all dimensions of life to its own logic, generating a growing opposition represented by the
movements against the neoliberal globalization, the thoughts of Rosa Luxemburg have acquired a new and unexpected actuality, not only for the emphasis in the creative autonomy of the masses in action, but also for the incisive defense of the socialist
revolution: the premise “socialism or barbarity”, which resumes so suitably her political ideas from the 1st World War on, has
regained strength, overall in a moment in which the capital’s program is dragging humanity in the direction of the abysm.

Brief description: What started as a US-based credit crunch has rapidly turned into the most far-reaching international financial
crisis since 1929. While emergency packages of national governments and unconditional financial rescue support provided by
the IMF might be able to mitigate the immediate impact of the crises, the apparent necessity of more sustainable solutions led
to intensified debate about the regulation of global financial activities. Thus, the collapse of the so called shareholder or financial
capitalism opens up a historic window of opportunity to revise the architecture of the global financial system and introduce more
effective regulatory measures.

about trade union involvement in the Global Campaign for Education and discuss the impacts of the global finance crisis on the

Brief description: The transnational companies are one of the main factors of capitalist development. They have a central role
in the exploitation and transfer of the south’s wealth to the north, in technological innovation for its profits (usually represented
as innovations to the whole society) and the transformation of countries into hegemonic powers throughout capitalism’s history.
Behind a great company there is always a strong state backing it and structuring the juridical and political field for that to act.
