Tryout-Case
The Republic of Acastus is a coastal state with a fragile government. Several criminal groups recruit poor fishermen who have lost their prospect of income due to
overfishing in the international waters right behind the Acastian exclusive economic
zone by large industrial fishing companies from several states part of the Western
Union of States.
The criminal groups furnish their recruits with modern weaponry and speed boats
along with detailed instructions how to proceed and hijack passing container ships.
The government of the Republic of Acastus does not take action against the criminal groups and the pirates on their territory.
Several container ships owned by corporations situated in the Western Union of
States are being hijacked in international waters and escorted into Acastian territory, where the members of the crews and the ships are held hostage for several
weeks until ransom is being paid by the corporations and the respective governments.
Questions:
1. Can any member states of the Western Union of States hold Acastus responsible under international law?
2. How can the states of the Western Union of States seek protection for their
ships and their nationals?
Please present an oral statement on problems raised in the 2 questions (about 5
minutes presentation + 5 minutes discussion)! No comprehensive conclusion is expected; rather a presentation showing some understanding of fundamental principles of international law and skills in dealing with the English language in a presentation.
