of the Committee of Ministers
13 October 1989
It must be assigned an important role to cultural and creative activities
because of them having a high potential in order to allow the inmates own
forms of expression.
Whatever type of participation of prisoners (active or passive), the
educational potential and rehabilitation of cultural and creative
activities is enormous.
The artistic and creative activities can help significantly the
individual emotional development, providing appropriate forms of
expression and exploration of feelings in a socially accepted and
valued way.
