Eine Partnerschaft in Bewegung – NRW’ler in der südafrikanischen Provinz Mpumalanga Ein etwas anderer Reisebericht BürgerInnen aus Nordrhein-Westfalen arbeiten seit 2001 zusammen, um gemeinsam mit Menschen aus Südafrika eine gerechte und nachhaltige Zukunft zu bauen. Mehr als 150 Menschen und etwa sechzig Institutionen kooperieren im Mpumalanga Forum NRW. Seit 2006 gibt es ein Pendant auf südafrikanischer Seite, das Civil Society Forum. Die Aktionen dienen der Förderung der Gesundheit, dem Austausch von Erfahrungen über große Sportereignisse wie die Fußballweltmeisterschaft 2010 in Südafrika und der Verminderung der Armut durch Förderung der ländlichen Entwicklung – um nur einige Beispiele zu nennen. Ein etwas anderer Reisebericht Die Zusammenarbeit mit Menschen, die 10.000 km entfernt leben, muss organisiert werden. Vieles geschieht in Arbeitsgruppen wie beispielsweise in einer Gesundheitsgruppe zu HIV/AIDS-Fragen. Manches wird durch persönlichen Kontakt wie im Bereich der Schulpartnerschaften befördert. Doch wir brauchen auch das Arbeiten und Reden von Angesicht zu Angesicht und Bildung für beide Seiten durch Begegnung. Diese Besuche generieren neue Projekte, vertiefen die Zusammenarbeit und sind das viel gepriesene interkulturelle Lernen und Verstehen. Seit 2004 werden jährlich solche binationalen Treffen durchgeführt. 2 Im April 2008 reisten 16 Aktive des Mpumalangaforums NRW nach Mpumalanga und arbeiteten zu Fragen der ländlichen Entwicklung, Kunst, Kultur, HIV/AIDS sowie Sport und Entwicklung. Mitglieder der Delegation waren Uwe Bothur (Nangu Thina), Vera Dwors (EXILE Kulturkoordination), Klaus Giesing (ClimaCUP), Lothar Götz (Ministerium für Arbeit, Gesundheit und Soziales), Kathrin Grave (action medeor), Jörg Hagmaier (OPEN SKY TOURS), Ute Hedrich (Amt für Ökumene und Weltverantwortung), Andreas Hennig (InWEnt), Markus Kalmbach (Evangelical Lutheran Church in South Africa), Andreas Keil (Inno Zent OWL e. V.), Dr. Peter Markus (Evangelische Akademie Villigst), Wolfgang Neuhausen (Clownschools for Life e. V.), Olaf Ring (Together In Peace e. Parlament und Landesregierung Nordrhein-Westfalens haben mit den im August 2007 verabschiedeten Entwicklungspolitischen Leitlinien ihr Engagement bekräftigt, international wesentliche Beiträge zu einer nachhaltigen und gerechten Entwicklung zu leisten. Dazu gehört auch die Länderpartnerschaft mit Mpumalanga. Mit der Entschließung, die Millennium-Development-Goals zu unterstützen, unterstreicht NRW noch einmal die Bedeutung des nordrhein-westfälischen Engagements auch in Südafrika: Reduzierung der Armut, Förderung der Bildung, Bekämpfung von Krankheiten und Erhaltung der Lebensgrundlagen. Soeben ist die Zusammenarbeit der beiden Länder durch ein Regierungsabkommen bekräftigt und auf eine neue, verlässliche Grundlage gestellt worden. More than 150 people and about 60 institutions are cooperating in the Mpumalanga Forum NRW. There has been as South African pendant the Civil Society Forum since 2006. The actions promote health, the exchange of experiences regarding important sport events like the 2010 Football World Cup in South Africa and the reduction of poverty by the support of rural development – just to list up some examples A slightly different travelogue The cooperation with people living on a distance of 10.000 km needs organization. A lot of it is done in workshops like e. g. a health group dealing with questions about HIV and AIDS. School partnerships for example are maintained in the course of personal encounters. But we also have to work and talk from face to face – Formation for both sides via encounters. These encounters generate new projects; deepen cooperation and the highly praised intercultural learning and understanding. Since 2004 binational encounters have been put into practice. In April 2008, 16 active members of the Mpumalanga Forum NRW travelled to Mpumalanga in order to work on questions about rural development, art, culture, HIV/AIDS as well as sports and development. By the development guidelines, passed in August 2007, Parliament and Federal State Government of NRW confirmed their commitment to make a significant contribution to a sustainable and fair development on the international level. The partnership on a province level with Mpumalanga is a part of it. By the decision to support the Millennium Development Goals as there is reducing of poverty, promoting of education, disease control and maintenance of livelihood, NRW once again underlines the importance of its commitment in South Africa. Kgalema Motlanthe wird neuer Präsident, der alte Präsident T. Mbeki mobilisiert seine Anhänger. Es gibt zwei Lager, deren Ziele Außenstehenden nicht deutlich werden. Wie entwickelt sich das Land, werden – was sich abzeichnet – einige Provinzregierungen neue Leitungen, neue Premierminister haben? Wird sich die HIV/AIDS Politik zum besseren für die Menschen wenden? der Haltung der südafrikanischen Regierung, dass es keine entschädigungslosen Enteignungen geben soll. Es gibt jedoch für den größten Teil der Bevölkerung zu wenig verfügbaren Grund und Boden. Ebenfalls stehen der Landreform bürokratische Probleme im Weg. Zudem herrscht Korruption und die Preise für landwirtschaftliche Nutzfläche werden durch Spekulation künstlich in die Höhe getrieben. Wege zur Verbesserung dieser Situation werden vor allem in einer besseren Qualifizierung der Arbeitskräfte, einer Verbesserung der grundlegenden Schulausbildung und einer Weiterführung der Förderpolitik des Black Economic Empowerment gesehen. Bis 2013 sollen 30 Prozent der landwirtschaftlichen Nutzfläche in den Händen der schwarzen Bevölkerung liegen. Um dieses ambitionierte Ziel zu erreichen, soll der Verzicht auf Enteignungen aufgehoben werden. Der Umgang mit diesem sensiblen Thema in der anstehenden neuen Regierung birgt einiges an Sprengkraft. Die generelle politische Lage wird von Expertinnen und Experten der Entwicklungsorganisationen (InWent) und der deutschen Botschaft als „weitestgehend homogen mit starken zentralistischen Einflüssen“ eingeschätzt. Der African National Congress ist zur Zeit die einzige Kraft, welche die Ethnien zusammenhält. Die Arbeitslosenquote ist im vergangenen Jahr von 26,2 auf 25,1 Prozent gesunken. In der schwarzen Bevölkerungsmehrheit liegt der Anteil Erwerbsloser derzeit bei 40 Prozent und bei der weißen Minderheit bei 6 Prozent. Erst 16 Prozent des Landes gehören derzeit der schwarzen Bevölkerungsmehrheit. Die Ursache dafür liegt in Aktuelle Aktivitäten in Südafrika sowie auch der Provinz Mpumalanga richten sich auf das Jahr 2010. Die Vorbereitungen für den FIFA Worldcup befinden sich in vollem Gange, die strategischen Planungen für ländliche Entwicklung, für Zugang zu Wasser und Strom für alle Haushalte sowie für die Steigerung der Gesundheit sind durchdekliniert bis in die kommunale Verwaltung. Ergänzt werden diese Ansätze durch die Programme der Vorfeldorganisationen der deutschen Entwicklungszusammenarbeit und durch die Projektarbeit der zivilgesellschaftlichen Organisationen und Initiativen. Nach Einschätzung der deutschen Botschaft hat das Land Nordrhein-Westfalen neben Baden-Württemberg und Bayern die stärkste Vertretung in Südafrika. Alle sechs großen politischen Stiftungen Deutschlands – die Heinrich-Böll-Stiftung, die Friedrich-Ebert-Stiftung, die Friedrich-Naumann-Stiftung, die Hanns-Seidel-Stiftung, die Konrad-Adenauer-Stiftung und die Rosa-Luxemburg-Stiftung – sind in Südafrika vertreten. Situation in South Africa and Mpumalanga in General The actual situation in South Africa mirrors a country going through political turbulences. Kgalema Motlanthe became new president, the former President T. Mbeki mobilised his supporters. There are two groups and to external observers it is not clear what their goals are. How is the country going to develop, will some province governments have new administrations, new prime ministers? Will there be a positive change for the people concerned in HIV/AIDS politics? is the attitude of the South African Government that there should be no expropriations without compensation. But for the majority of the population there is not enough property which is available. Another problem concerning land reform is bureaucracy. In addition to that corruption prevails and due to speculation prices for agricultural areas rise in an unnatural manner. A way out is seen in a better qualification of employees, in improvement of basic school education and a continuation of the political promotion by the Black Economic Empowerment. Up to 2013 about 30 percent of the agricultural areas are supposed to be acquired by the black population. In order to reach this ambitious goal the relinquishment of expropriation is to be annihilated. Dealing with such a sensitive theme of high significance for the new government in constitution could be difficult. Most of the experts of development organisations (InWent) and the German embassy rate the situation as “mostly homogeneous with strongly centralistic influences“. Currently the African Nation Congress is the only force keeping the ethnic groups together. Last years rate of unemployment declined from 26.2 percent to 25.1 percent. Among the black majority of population the rate of unemployment is at a rate of 40 percent and among the white minority at 6 percent. Only 16 percent of the land is held by the black majority of the population. The reason for this Actual activities in the province Mpumalanga and in whole South Africa are focused on the year 2010. The preparations for the FIFA Worldcup are in full swing, the strategic planning for rural development concerning access to water and electricity for all households as well as the increase of health completely are organised up to the local administration. These efforts are replenished by programmes of the German cooperative development work and the project work of NGOs and initiatives. According to the judgement of the German embassy NRW has got the most completest coverage in South Africa beside Baden-Württemberg and Bavaria. All six important foundations of Germany – as there are Heinrich-Böll-Foundation, Friedrich-Ebert-Foundation, Friedrich-Naumann-Foundation, Hanns-Seidel-Foundation, Konrad-Adenauer-Foundation and Rosa-Luxemburg-Foundation are represented in South Africa. April 2008 hatten die Vertreterinnen und Vertreter verschiedener Nichtregierungsorganisationen aus Nordrhein-Westfalen Gelegenheit, Gespräche mit Vertretern der deutschen Botschaft in Pretoria, den deutschen Entwicklungsorganisationen in Mpumalanga, der Provinzregierung sowie der Kommunalverwaltung in Mbombela und den Repräsentanten der Zivilgesellschaft Mpumalangas zu führen. Folgend werden die wesentlichen Ergebnisse der Gesprächsstationen der Delegationenreise, Projektentwicklungen und Vereinbarungen dargestellt. During the delegation’s trip from the 9th to the 20th of April 2008 the representatives of different NGOs from NRW got the opportunity of talks with representatives of the German Embassy in Pretoria with German development organisations in Mpumalanga, the province government as well as the local government in Mbombela and the representatives of Mpumalanga’s civil society. In the following text the main results of the delegation’s trip concerning talks, project development and agreements are noted. Im Rahmen eines offiziellen Empfangs der Delegation aus Nordrhein-Westfalen bei der Provinzregierung Mpumalanga in Nelspruit durch die Herren Charles Magagula als Direktor für strategische und politische Planungen und Thato wa Mgogodi als Direktor für internationale Beziehungen wurde von südafrikanischer Seite die Verlängerung des Partnerschaftsabkommens mit Nordrhein-Westfalen ausdrücklich befürwortet. Die bereits im Jahr 2003 in Kraft getretene Vereinbarung zwischen den Regierungen beider Länder wurde im Frühjahr 2008 erneuert. At this occasion Mr. Charles Magagula as Director for Strategic and Political Plannings and Mr. Thato wa Mgogodi as Director for International Relationships expressed that the South African side expressively supports a prolongation of the partnership agreement with North Rhine-Westphalia. In spring 2008 the government of the federal state of NRW and the government of the province of Mpumalanga renewed the regulation which had already come into force in 2003. Now the challenge for both sides consists in vitalising the paper. It is important to apply the agreement practically. It is essential to find a way to transform theory into implementable measures. Another project of the Province Government is to establish the Civil Society Forum in Mpumalanga more strongly and to promote the work of the Forum. Concerning its construction the Civil Society Forum still is in the need of support from the South African as well as from the German side. A shareable way should be found to strengthen the CSF’s importance. The Province Government is very interested in realising and starting new projects, subsidised by both governments as well as in a regular exchange of knowledge and experiences. Wichtig ist die Umsetzung des Abkommens in konkrete Aktivitäten. Es gilt einen Weg zu finden, um aus der Theorie praktische Maßnahmen abzuleiten. Ein weiteres Vorhaben der Provinzregierung ist, das Civil Society Forum in Mpumalanga stärker zu etablieren und seine Arbeit zu fördern. Das Civil Society Forum braucht bei seinem Aufbau immer noch Unterstützung, sowohl von südafrikanischer als auch von deutscher Seite. Es soll ein gemeinsamer Weg gefunden werden, wie die Rolle des CSF in Mpumalanga gestärkt werden kann. Für die Provinzregierung sind die Umsetzung neuer Projekte und der Start neuer Programme, die von den Regierungen unterstützt werden, sowie ein regelmäßiger Austausch von Wissen und Erfahrungen ebenfalls von großem Interesse. … Attache Maroussia Gräfin Rehbinder und Pressereferent der Deutschen Botschaft Dr. Martin Schäfer …Attaché Maroussia Countess Rehbinder and press officer of German Embassy Dr. Martin Schäfer 5 Zivilgesellschaft stärken – Workshop zum Abschluss der Delegationsreise SIYAKHA – The Mpmumalanga Civil Society Forum 6 Im Rahmen der Partnerschaft zwischen Mpumalanga und Nordrhein-Westfalen hat sich gezeigt, dass es einer starken und einflussreichen Zivilgesellschaft bedarf, um den Bedürfnissen der Menschen im Sinne einer nachhaltigen Entwicklung gerecht zu werden. Von den zivilgesellschaftlichen Organisationen in Mpumalanga wird eine Scharnierfunktion zwischen Regierung und Bevölkerung erwartet. Trotz des engagierten Arbeitens werden diese Gruppen häufig von der Regierung nicht wahrgenommen und kämpfen vergeblich um Einfluss auf die Entscheidungsträger. Wichtig ist außerdem eine Vernetzung der Akteure in der Region, um Wissen und Erfahrungen austauschen und teilen zu können. Ziel ist eine Zunahme an Einfluss auf die politischen Entscheidungen, die in der Provinz getroffen werden. Ein Interimsteam hat Visionen, die Mission und die Ziele sowie eine gemeinsame Marketingstrategie für ein Mpumalanga Civil Society Forum erarbeitet. Das multidisziplinäre Forum mit dem Namen SIYAKHA soll als eine Stimme der Zivilgesellschaft in der …zwischen den VertreterInnen der Zivilgesellschaft aus Mpumalanga und NRW ...among the civil society’s representatives from Mpumalanga and from North Rhine-Westphalia Provinz auftreten und Workshops und Arbeitsgruppen für verschiedene Schwerpunktthemen anbieten, in denen Grundsatzfragen diskutiert werden. SIYAKHA will eine glaubwürdige Anlaufstelle für die Bürgerinnen und Bürger sein und Struktur geben. Das Forum übernimmt die Vernetzung der einzelnen Akteure und Organisationen und sieht seine Aufgabe darin, Wissen und Erfahrungen zu sammeln und allen zur Verfügung Lebendige Vielfalt und engagierte Diskussionen… Vivid diversity and lively discussion… zu stellen. Das Mpumalanga Civil Society Forum übernimmt den Dialog mit der Regierung der Provinz. Durch die Arbeit des Forums werden die Organisationsformen und Strukturen der Nichtregierungsorganisationen sowie die Nachhaltigkeit der Prozesse und Projekte verbessert. Zu den thematischen Schwerpunkten, die sich über die Mitglieder unter dem Dach des Forums zusammengefunden haben, gehören Landwirtschaft, Umwelt- und Naturschutz, Kunst und Kultur, Bildung, Gesundheit, Menschenrechte, Arbeit, Fragen zum Landbesitz, Medien, Religion, Sicherheitsfragen, traditionelle Heiler, Wasser, Frauen, Kinder und Jugendliche. „Through the Mpumalanga Civil Society Forum ,SIYAKHA’ we want to share ideas and encourage each other in the face of seemingly insurmountable challenges faced by the member organisations. It is such commitment that will see this continent freed from the grip of development challenges.” Das Forum hat – wie sein Pendant in Nordrhein-Westfalen – die besseren Möglichkeiten verglichen mit Einzelpersonen oder kleineren Organisationen, die Anliegen der Initiativen in die Ministerien zu transportieren und dort die richtigen Ansprechpartner in der Politik zu kontaktieren. Der Aufbau einer funktionierenden Kommunikation mit den EntscheidungsträgerInnen ist eine der wichtigsten Aufgaben. Langfristiges Ziel ist eine partnerschaftliche Beziehung mit der Provinzregierung. Ein weiterer Nutzen für die Mitglieder des Forums besteht im regelmäßigen und umfangreichen Austausch von Informationen. Es kann auf das Wissen und die Erfahrungen aus den verschiedensten Arbeitsbereichen zugegriffen werden. Wertvoll sind für das Civil Society Forum auch die Erfahrungen und die Kreativität der Mitglieder des Mpumalangaforums in NordrheinWestfalen. Vor allem im Bereich des Fundraising und der Entwicklung von funktionierenden Finanzkonzepten möchte die südafrikanische Seite von der deutschen Zivilgesellschaft lernen – auch über deren Solidarität untereinander und die Vorteile von Kooperationen und gemeinsamen Initiativen. Gewünscht wird eine Vorbereitung der Nichtregierungsorganisationen und der zivilgesellschaftlichen Organisationen auf die aktive Teilhabe an dem Civil Society Forum. Die Prozesse sollen für alle TeilnehmerInnen transparent sein und Möglichkeiten zur Partizipation bieten. Zwischen den beiden Foren in Mpumalanga und Nordrhein-Westfalen ist ein regelmäßiger Austausch wünschenswert. Voneinander lernen und aktive Kooperationen bedeutet Zugewinn für beide Seiten der Partnerschaft. Gegenseitige Besuche der Akteure in Südafrika beziehungsweise Deutschland leisten dazu einen wichtigen Beitrag. Eine weiterer konkreter Schritt in Richtung lebendiger Partnerschaft kann eine erste gemeinsame Aktion sein – beispielsweise ein African Festival. Ein solches Fest bietet die Gelegenheit, afrikanische Kunst und Kultur zu präsentieren und die Aufmerksamkeit auf das Land zu lenken, ohne die übliche Katastrophenberichterstattung und Elendsbilder. Das Programm kann im wechselseitigen Austausch zwischen Mpumalanga und Nordrhein-Westfalen stattfinden – möglicherweise im Vorfeld der Fußballweltmeisterschaft 2010 und eingebettet in die Aktivitäten der RUHR.2010 – eine südafrikanisch-deutsche Freundschaftswoche. Um die Kunst und Kulturszene in der Provinz zusammenzubringen und sie zu professionalisieren, braucht es ein zentrales Institut – ein Arts Centre an dem einerseits Veranstaltungen stattfinden sowie Seminare und Workshops angeboten werden – ähnlich wie ein Internat mit Übernachtungsmöglichkeiten. Es gilt die Talente der Menschen in der Region ausfindig zu machen und ihre Fähigkeiten zu fördern. Das Projekt Ein zentraler Ort für Qualifizierungen im Bereich Handwerk, Technik und IT bis hin zu Umwelttechnik und Umweltschutz soll entstehen. An dieses Trainingscenter können ein Färbergarten und ein Gemüsegarten angebunden werden – in Verbindung mit der Wissensvermittlung über die Verarbeitung der Pflanzen. Auch wenn hier zunächst konkrete Unterstützung aus Nordrhein-Westfalen gewünscht ist. Erste erfolgreiche Schritte zur Umsetzung von südafrikanisch-deutschen Kooperationen gibt es auf sportlicher Ebene. Beispielsweise starteten in Mpumalanga bereits Programme mit Unterstützung nordrhein-westfälischer Fußballverbände, die Fußballtrainer ausbilden. Der nächste notwendige Schritt wird sein, Wissen und Erfahrungen aus der Landwirtschaft von „farm to fork“ zu vermitteln, gute Beispiele zu verbreiten und zu deren Nachahmung anzuregen. Bei der Vernetzung auf dem Landwirtschaftsektor sollte vor allem berücksichtigt werden, dass Landwirtschaft und Umweltschutz zusammengebracht werden müssen und die Politik in den beiden Bereichen aufeinander abgestimmt wird – unterstützt von Qualifizierungsmaßnahmen und Bildungsangeboten. Das Mpumalanga Civil Society Forum wird daher aufgefordert, regelmäßige Treffen zu den verschiedenen Gesundheitsthemen anzubieten und die Teilnehmerinnen und Teilnehmer vor allem über die Möglichkeiten nationaler und internationaler Fördermaßnahmen zu informieren und bei der Antragstellung zu begleiten. Schwierige Verfahren sollten aufgezeichnet und gemeinsam an Lösungsstrategien gearbeitet werden. Über die Ergebnisse dieser Verfahren wird außerdem das Mpumalangaforum informiert werden. Das Forum in Nordrhein- Westfalen greift diese Informationen auf und startet mit der Lobbyarbeit für die Anliegen der Kooperationspartner in Mpumalanga. Besonders dringlich sind Verlinkungen/Verbindungen mit dem Aktionsbündnis gegen AIDS in Deutschland und weiteren wichtigen zivilgesellschaftlichen Organisationen, die sich mit dem Thema HIV/AIDS auseinander setzen sowie dem Ministerium für Gesundheit und Soziales in NordrheinWestfalen. Der erste wichtige Schritt in die Zukunft ist der Aufbau zweier Ausbildungszentren für verschiedene technische Qualifikationen. Eines wird angegliedert an die Arts Academy und bietet unter anderem dem Projekt Clownschools for Life Platz. Das zweite Zentrum wird eingebettet in das neue ScoutsCentre in Mpumalanga. Hier sollen vor allem Qualifizierungsmaßnahmen im Bereich Handwerk, Technik und IT angeboten werden sowie die Ausbildungen für Sporttrainer. Diese Multifunktionszentren sind zudem als Anknüpfungspunkt und Unterkunft für Austauschmaßnahmen mit den Partnern aus Nordrhein-Westfalen gedacht. Ein erstes Projekt kann hier der Besuch der frisch ausgebildeten Fußballtrainer der Scouts in NRW sein und der Gegenbesuch eines nordrheinwestfälischen Teams in Mpumalanga. Als zweiten konkreten Schritt einigten sich die Teilnehmerinnen und Teilnehmer der Arbeitsgruppe auf einen gemeinsamen Brief, der an die Entscheidungsträger in Mpumalanga und Nordrhein-Westfalen gerichtet ist, um auf die Planung der ersten gemeinsamen südafrikanisch-deutschen Freundschaftswochen aufmerksam zu machen und Unterstützung anzufragen. 7 Strengthening Civil Societies A workshop at the end of the delegation’s trip SIYAKHA – The Mpmumalanga Civil Society Forum 8 In the context of partnership between Mpumalanga and North RhineWestphalia the importance of a strong and influential civil society became clear as it is needed to cope with the needs of people in the sense of a sustainable development. The civil society organisations in Mpumalanga are expected to be a kind of an axis between government and population. Although they are really dedicated to their projects these groups are frequently ignored by the government and all their attempts to gain influence on the decision makers are in vain. In order to achieve the aim of getting more influence on political decisions within the province a networking of regional stakeholders concerning exchanging a sharing of knowledge and experiences is very important. An interim team worked out visions, mission and aims as well as joint marketing strategies for a Mpumalanga Civil Society Forum. The multi disciplinary forum called SIYAKHA shall act as one vote of civil society in the province. It shall offer workshops dealing with different focus topics where fundamental issues may be discussed. SIYAKHA wants to be a reliable contact point for the citizens and offer structure. The forum organised the networking of the different stakeholders and organisations. It sees its task in collecting knowledge and experiences and to offer all this to everyone. The Mpumalanga Civil Society Forum conducts the dialogue with the province government. The activities of the forum help to increase the form of organisation and the structure of NGOs as well as sustainability of processes and projects. Particular subjects of the forum member organisations are: agriculture, environment and nature protection, art and culture, education, health, human rights, work, ques- tions about land ownership, media, religion, security matters, traditional healers, water, women, children and adolescents. “Through the Mpumalanga Civil Society Forum ‘SIYAKHA’ we want to share ideas and encourage each other in the face of seemingly insurmountable challenges faced by the member organisations. It is such commitment that will see this continent freed from the grip of development challenges“. Compared with single persons or small organisations the forum as well as its pendant in NRW, has more options to transport the matters of the initiatives into the government departments and to contact the right politicians. One of the most important issues is to build up a well oiled communication with the decision makers. The longterm objective is a contact with the province government based on partnership. Another advantage for the members of the forum is a regular and extensive exchange of information and the possibility to access knowledge and experiences of all kind of application areas. Experiences and creativity of the members of the Mpumalanga Forum NRW are of real value to the Civil Society Forum. Above all in the scope of fundraising and the development of well working financial concepts the South African side wants to benefit from the German civil society. The programme – a South AfricanGerman week of friendship – can take part alternating between Mpumalanga and North Rhine-Westphalia – possibly in the run-up to the World Cup 2010 and embedded in the activities of Ruhr.2010. An arts centre where events can take place as well as seminars and workshops is needed to bring the culture scene in the province together and to give it a more professional approach. It should be something like a residential school with accommodation opportunity. It is important to grasp the mantle and to detect the talents of the people in the region and to promote them. The project A central place in the scope of handcraft, technology, IT, environmental engineering and protection should be brought up. This trainings centre might also have a garden where plants for dyeing and vegetables grow and offer information on how to use them. Here a concrete guidance from North Rhine-Westphalia is desired. In the field of sports first steps of realising South AfricanGerman cooperations have already been taken. There is a programme in Mpumalanga for example where, with the help of North Rhine Westphalian football associations, trainers are instructed. It is planned to extend this offer to other sports. In this letter they inform about the first common South African-German friendship weeks and ask for support. 9 Landwirtschaftliche Forschung in Südafrika, Ländliche Regionalentwicklung, Landreform und Ernährungssicherheit Landwirtschaftliche Forschung an der Universität von Pretoria Derzeit studieren an der University of Pretoria annähernd 40.000 Studentinnen und Studenten. Es gibt insgesamt über 20 verschiedene Departments. Der Fachbereich Agrarwissenschaften zählt davon cirka 6.000 Studierende. Diese Zahl ist nicht sehr zufrieden stellend. Die Zahlen der Neueinschreibungen im Fachbereich Landwirtschaft sind sogar rückläufig. Die Folgen dieser Entwicklung sind bis in die ländlichen Regionen hinein zu spüren – es mangelt an qualifiziertem Fachpersonal, welches vor Ort MultiplikatorInnen schult und unterstützt. Außerdem gibt es bedauerlicherweise nur wenige Ansätze von Kooperationen mit anderen Fachbereichen, da viele Departments um ähnliche Fördertöpfe konkurrieren und eine Zusammenarbeit eher gescheut wird. Ziel ist es, die Probleme in den Rural Areas zu identifizieren und Lösungen zu entwerfen. Vor allem sollen Kleinbauern in den ländlichen Regionen dabei unterstützt werden, ihre Situation verbessern zu können und beispielsweise ihre Ernteerträge zu erhöhen. Ein weiterer Forschungsschwerpunkt ist der Anbau von Pflanzen zur Herstellung von Biotreibstoffen. Dieser wird in Südafrika durchaus kritisch gesehen. Gerade die weltweit immer mehr Aufmerksamkeit erfahrende Jatropha liefert zwar Öl, sie entzieht dem Boden aber wertvolles und in vielen Regionen Südafrikas knappes Wasser und belegt Anbaufläche, die für die Ernährungssicherheit gebraucht wird. Bei der Diskussion um den Anbau genetisch behandelter Nutzpflanzen – wie Mais und Baumwolle – zeigt sich Südafrika wesentlich offener als beispielsweise Europa. Auf der einen Seite gibt es keine kritische Auseinandersetzung mit den veränderten Inhaltsstoffen, andererseits ist es in einem Land des Südens eher von Bedeutung, dass die Verwendung von genetisch verändertem Saatgut die Produktion günstiger macht. Auch soll der Verbrauch von Chemikalien wesentlich geringer als beim konventionellen Anbau sein. Derzeit gibt es noch keinerlei Probleme was die Patentierung beziehungsweise den Patentschutz genetisch veränderter Pflanzen angeht. Als Gegenposition gibt es erst eine Nichtregierungsorganisation, die auf lokaler Ebene kontinuierlich an die Regierung herantritt und diese zur Limitierung des Anbaus von genmanipulierten Pflanzen mahnt. Eine enge Kooperation mit den Expertinnen und Experten aus Nordrhein-Westfalen ist von Seiten der Universität Pretorias gewünscht. Dabei soll vor allem eine Ausrichtung der gemeinsamen Arbeit in Richtung Mpumalanga im Vordergrund stehen. Das Department der Universität wünscht sich eine langfristige Zusammenarbeit mit dem Mpumalangaforum – vor allem mit Blick auf die Entwicklung in den Rural Areas der Provinz. Die Universitäten haben den Auftrag stärker mit der Zivilgesellschaft und vor allem mit den Kommunen zu kooperieren – in diesem Bereich gibt es noch wenig Erfahrung. Hier kann das Mpumalangaforum unterstützend tätig werden. In addition to this there are just very few approaches of cooperation with other departments at universities. The reason for this is that many departments compete about the same or similar funding sources and therefore avoid cooperation. Unfortunately it is the same with cooperations on different levels – from research to cultivation – which are a rarity. On one side there is no critical discussion about modified ingredients and on the other side the main focus in a country like South Africa is more focused on the point that genetic-modified crops lower production cost compared with conventional cultivation. And it’s also supposed that less chemicals are needed compared with conventional cultivation. Up to now there are no problems with patenting or patent protection in the view of genetic-modified plants. At the moment there is only one opposing NGO, continuously contacting the government on a local scale urging them to a limitation concerning cultivation of gene – modified plants. The University of Pretoria would like to have a close cooperation with experts from NRW. Here the focus should be on the cooperation towards Mpumalanga. The Department of the University wants a longterm cooperation with the Mpumalanga Forum – above all in regard of the development in the rural areas of the province. The universities do have the task to cooperate more intensively with the Civil Society and above all with the municipalities – up to now there are few experiences in this area. Hier kann auf eine wichtige Initiative der Provinzregierung verwiesen werden, in deren Rahmen es für Farmerinnen und Farmer möglich ist, für einen gewissen Zeitraum Land zu pachten und mit den gesammelten Erfahrungen später diese Fläche zu erwerben. Es fehlt aber dennoch an Projekten, die zeigen, dass nach der Rückführung gerade auf kleiner oder mittlerer Fläche erfolgreich Landwirtschaft betrieben wird. Notwendig ist eine möglichst schnelle und hochwertige Ausbildung der neuen Landwirte. Hier bestehen Einsatzmöglichkeiten für Lehrkräfte der Landwirtschaftlichen Hochschulen aus Nordrhein-Westfalen, mit denen bereits gute Erfahrungen in der Provinz gesammelt wurden. Auch das gesamte Beratungssystem für den ländlichen Raum steht vor einer großen Herausforderung. Bisher war der Bildungsbereich auf dem Agrarsektor auf die Farmer in den ländlichen Regionen zugeschnitten. Nun ist ein höheres Niveau gefordert. Die Regierung restrukturiert den gesamten Ausbildungssektor. Es braucht mehr und besser qualifizierte Lehrkräfte. Derzeit gibt es nur ein landwirtschaftliches College in der Provinz Mpumalanga und lediglich zwei weitere Akademien für Farmer. Es werden mehr gutqualifizierte Lehrkräfte benötigt More qualified teachers are needed Landreform und Ernährungssicherheit 12 Einer der wichtigsten Akteure auf Seiten der Zivilgesellschaft in Südafrika ist TRAC – The Rural Action Committee – bereits seit der Gründung im Jahr 1982. In den ersten Jahren konzentrierte sich die Arbeit der Organisation auf die Abschaffung der Apartheid. Seit 1994 arbeitet TRAC eng mit der neuen Regierung des Landes zusammen. Gegenstand sind die Auswirkungen der Landreform auf die Bevölkerung. Im Jahr 2002 ist das Büro von Johannesburg nach Nelspruit umgezogen. TRAC setzt sich vor allem für die Rechte besonders benachteiligter Menschen in den ländlichen Gebieten ein. Hier steht neben der Ernährungs-sicherheit auch die Einhaltung der Menschenrechte im Vordergrund. Zu den Aktivitäten von TRAC gehören Programme zur Ausbildung und Qualifizierung der Bevölkerung in den ländlichen Gebieten. Mit diesen Projekten sieht sich TRAC als Teil eines lebenslangen Lernprozesses, der Fähigkeiten trainiert und ausbaut – voneinander und miteinander lernen. Das bedeutet beispielsweise für Programme, bei denen das Thema HIV/AIDS im Vordergrund steht, dass die Bedürfnisse der Farmarbeiterinnen und Farmarbeiter genauestens berücksichtigt werden. Der Erfolg dieses Vorgehens zeigt sich in der um zehn Prozent gesunkenen HIV/AIDS-Quote auf den Farmen, auf denen TRAC arbeitet. TRAC kann mit über 300 Landreformprojekten zeigen, dass viele weder problemlos funktionieren noch nachhaltig sind. Der Mangel an qualifiziertem Personal in der Landwirtschaft führt zu geringen Produktionsraten. So bleibt das Einkommen der Farmer niedrig und es fehlt an Volumen für zum Teil dringend notwendige Investitionen. Das macht deutlich, wie wichtig die Ausbildung der landwirtschaftlich Beschäftigten und der Ausbau deren Fähigkeiten sind. Als besonders erfolgreicher Weg der Wissensvermittlung in der Landwirtschaft hat sich der Einsatz von Mentoren erwiesen. Diese ermutigen vor allem die Farmarbeiterinnen und Farmarbeiter, Probleme zu erkennen und deren Lösung anzugehen. Es wer- den keine fertigen Antworten geboten, sondern eine Begleitung bei dem Lösungsprozess. Die meisten dieser Mentoren sind konventionelle Farmer im Ruhestand. Up to now the area of education was tailored to farms in the rural areas. Now the government is restructuring the whole occupational field. More and better qualified teachers are needed. At the moment only one Agricultural College in the Province of Mpumalanga and just two further Farmer Academies exist. Land Reform and Food Security Since founded in 1982 TRAC has been one of the most important stakeholders on the sides of the civil societies in South Africa. During the first few years the work of the organisation was concentrated on abolishing Apartheid. Since 1994 there has been a close cooperation with the government. Theme is the impact of the land reform on the population. In 2002 the office moved from Johannesburg to Nelspruit. TRAC sticks up for the rights of specially disadvantaged people in the rural areas. Beside food security promotion of human rights stands are in the foreground of the work. Parts of the activities of TRAC are programmes for training and qualification of the population in rural areas. With this project TRAC proves to be part of a lifelong learning process of training and developing skills – learning from each other and with each other. For example in the case of programmes where the theme HIV/AIDS stands in the foreground it means that the needs of farmer workers are particularly considered. The result of this approach is a 10 percent lower rate of HIV/AIDS infections on the farms where TRAC is working. Es geht um ihre Zukunft: Landreform und Ernährungssicherheit sind die Voraussetzungen für eine gerechte Entwicklung in Südafrika It’s about their future: agrarian reform and nutritional safety are indispensable for fair development in South Africa Using the example of more than 300 land reform projects TRAC can show that many of them neither work without problems nor are sustainable. The lack of qualified personnel in the agricultural sector leads to low production rates. So the income of the farmers remains low and there are not enough funds for making necessary investments. That shows the importance of skills development and training of agricultural employees. The assignment of mentors to transmit knowledge about agriculture proved to be as especially successful. These mentors encourage farm workers to discover problems and to work and solve them. No canned answers are offered but mentoring while a solution strategy is developed. Most of the mentors are retired conventional farmers. 13 Naturschutz und Vogeltourismus, Umweltbildung und Beschäftigungsförderung Naturschutz und Vogeltourismus 14 Im weltweiten Netzwerk des Naturschutzdachverbandes BirdLife International ist der NABU die Partnerorganisation in Deutschland. NABU NRW unterhält seit 2004 Kontakte zu BirdLife South Africa (BLSA), der führenden Naturschutzorganisation in Südafrika, und unterstützt aktiv die Umsetzung des Ökotourismusprojektes der so genannten „Mpumalanga Birding Route“ (MPBR). Der außergewöhnlich große Artenreichtum von mehr als 650 Vogelarten in Mpumalanga führt zu einem steigenden Interesse nationaler und internationaler Naturfreunde, der Vogelbeobachtung in Mpumalanga nachzugehen. In seinem Ausbildungszentrum in Wakkerstroom bietet BLSA staatlich anerkannte Qualifizierungen für schwarze Südafrikaner an, in denen sie zu Naturführern – zunächst mit dem Schwerpunkt Vogelbeobachtung – ausgebildet werden. Angeboten werden außerdem verschiedene Aufbaukurse. Die „Mpumalanga Birding Route“ zielt darauf ab, die organisatorischen Voraussetzungen und Vernetzungen mit Reiseveranstaltern, Hotels und der Mpumalanga Tourism and Parks Agency und den ausgebildeten Naturführern herzustellen, um den zahlreichen ornithologisch interessierten TouristInnen ein qualitativ hochwertiges Angebot zu bieten. Der BLSA erfährt keinerlei monetäre Unterstützung von Seiten der südafrikanischen Regierung. Die Ausbildung geht über die Durchführung reiner Vogelexkursion hinaus und umfasst neben der Umweltbildung folgende Themen: Ausbildung zum Feldassistenten, wis- senschaftliches Arbeiten, Naturschutz, Leitung von Bildungseinrichtungen, Koordination von Gemeinwesenarbeit, Beweidung von Feuchtgebieten, Biotoppflegemaßnahmen, Einkommen schaffende Maßnahmen. Wichtig in diesem Zusammenhang ist, dass die TouristInnen das vereinbarte Honorar an den Guide direkt und ohne Abzüge für die Organisationskosten oder eine Vermittlungsgebühr zahlen. Bei einem Besuch des BLSA Centre in Wakkerstroom wurde die Einrichtung präsentiert, die als Ausbildungsstätte, Umweltbildungseinrichtung für lokale Schulen und Versammlungsraum für lokale Akteure dient und Übernachtungsmöglichkeiten für bis zu 28 Kursteilnehmer/Gäste bietet. Angeschlossen sind ein Campingplatz und ein Vogelbeobachtungsstand am nahen Feuchtgebiet. Umweltbildung und Beschäftigungsförderung Vor allem in den ländlichen Gebieten bedarf es vielschichtiger Projekte – einerseits um die Menschen vor Ort zu bilden und zu qualifizieren, aber auch, um deren Einstellung und ihr Verhältnis zur Umwelt zu wandeln. Im Bereich nachhaltige Umweltentwicklung bietet das Umwelt- und Landwirtschaftsministerium beispielsweise spezielle Programme für die Grundschulen der Provinz. Mpumalanga ist die einzige Region Südafrikas mit diesem Angebot. Die Provinzregierung unterhält landesweit fünfzehn Umweltzentren – in jeder Gemeinde eines, mit jeweils drei bis vier Fachleuten besetzt. Einige der Zentren bieten Übernachtungsmöglichkeiten und Seminare zu den unterschiedlichsten Umweltthemen. Die Maßnahmen des Umweltministeriums stoßen auf breite Zustimmung und Unterstützung bei der Bevölkerung – „people in Mpumalanga want to be an environmental expert“. In einem weiteren beispielhaften Programm wurden bereits 150.000 Bäume gepflanzt – begleitet wird diese Initiative von lokalen Bildungsmaßnahmen, welche direkt vor Ort greifen und die Bevölkerung wird im Rahmen von Hausbesuchen über wichtige Aspekte des Umweltschutzes, wie Abfallvermeidung und den sparsamen Umgang mit Wasser, informiert. Es wurden bereits 200 Jugendliche zu diesen mobilen Umweltexperten ausgebildet und arbeiten nun für das Umweltministerium. In Kooperation mit dem Privatsektor führt das Umweltministerium Müllvermeidungsprogramme durch und hat Bioabfallzentren eingerichtet. Bei einem aktuellen Wett- bewerb wurde die sauberste Gemeinde gesucht. Der Preis in Höhe von einer Million Rand muss von dem Gewinner im Bereich Umweltschutz reinvestiert werden. Es gibt spezielle Radioprogramme und Werbespots zum Thema Umweltschutz. In weiterführenden Schulen werden Unterrichtseinheiten angeboten, die beispielsweise den Kampf gegen den Klimawandel in einem Theaterstück verarbeiten oder zu einem Posterwettbewerb aufrufen. Diese Anregungen könnten in die geplante Klimaund-Kinder-Kampagne des Eine-WeltNetz NRW einfließen. Environment Protection and Bird Tourism, Environmental Education and Employment Promotion Nature Conservation and Bird Tourism Within the world wide network of BirdLife international, the umbrella organisation of environment protection NABU is the German partner. Since 2004 NABU NRW has kept in contact with BirdLife South Africa (BLSA), the leading environment protection organisation in South Africa. NABU actively promotes the realising of the so called ”Mpumalanga Birding Route“ (MPBR) which is an ecotourism project. In Mpumalanga one can find more than 650 species of bird. This special species diversity leads to an increasing interest of national and international nature lovers, to do bird watching in Mpumalanga. BLSA offers officially recognised qualification measures to black South Africans. Here they are trained as field guides – as a start with the focal point on bird watching. Beside this several advanced training cour- Andreas Keil und Olaf Ring als aufmerksame Beobachter im Morgengrauen… At the crack of dawn, Andreas Keil and Olaf Ring watch… …auf der Birding Route Mpumalanga …at Birding Route Mpumalanga ses are offered. Aim of the ”Mpumalanga Birding Route“ is to create the organisational preconditions and networking with travel business, hotels, the Mpumalanga Tourism and Parks Agency and the trained field guides in order to offer a high quality programme to the numerous tourists who are interested in ornithology. The BLSA gets no monetary help from the South African government. The training covers more than just birding excursions. Beside environmental education they offer training as field assistant, scholarly working, environment protection, heading of educational institutions, coordination of community work, grazing of wetland, care procedures of biotopes and measures providing income. In this context it is important that tourists pay the guides directly and without deductions for the organisation or an agent’s commission. On the occasion of a visit of the BLSA Centre in Wakkerstroom a presentation of the establishment took place. It serves as training school, environmental education centre for local schools and meeting point for local stakeholders and offers accommodation for up to 28 participants/guests. A camping place and a bird watching high seat in the wetland are nearby. Environmental Education and Employment Promotion Above all in the rural areas there is a need of complex projects. It is important to train and qualify people where they are, but at the same time it is necessary to change their approach and relationship to nature. In the range of sustainable environmental development the Department of the Environment and Agriculture offers a programme specially designed for the elementary schools of the province. There is no other province in South Africa than Mpumalanga offering something like this. The provincial government supports 15 environment centres – one in each community – with three or four specialists in each centre. Some of the centres offer accommodation and workshops with different environmental topics. There is a broad acceptance of the actions implemented by the Department of the Environment among the citizens of Mpumalanga. “People in Mpumalanga want to be an environmental expert”. Another exemplary programme was the planting of 150,000 trees – this action was accompanied by local training. Within home visits the citizens are informed about important aspects of environmental protection like e.g. waste avoidance and economical use of water. 200 adolescents were already trained to be environmental experts and now they are working for the Department of the Environment. In cooperation with the private sector the Department of the Environment carries out waste avoidance programmes and installed bio waste centres. At a recent competition the cleanest community got an award of 1,000,000 Rand. This money has to be reinvested in the field of environmental protection. There are special radio programmes and advertising spots about protection of the environment. Secondary schools offer subjects where a play deals with the fight against climate change or a poster contest deals with this theme. These suggestions might be integrated in the planned “Climate-andChildren-Campaign” of the OneWorld Network NRW. 15 Die Rolle der Kirchen im Entwicklungsprozess des Landes, Gesundheitspolitik in Mpumalanga, Kirche und Wirtschaft gemeinsam gegen HIV/AIDS Die Rolle der Kirchen im Entwicklungsprozess des Landes Helfer des Projektes „HIV & AIDS education & VCT for farm communities“ Assistants of the project „HIV & AIDS education & VCT for farm communities“ Das Wiedergutmachungsprogramm der südafrikanischen Regierung und die weiteren Maßnahmen zur Aufarbeitung der Ära der Apartheid sind ein Weg, den das Land notwendigerweise gehen muss – Veränderungen sind schmerzhaft und brauchen Zeit. Die hohen Erwartungen der Menschen in Südafrika sind die größte Herausforderung – auch für die Kirchen des Landes. Einer der wichtigsten Schritte in diese Richtung ist die Bekämpfung der Armut. Die Menschen müssen die Möglichkeit haben, auf eigenen Füßen zu stehen. Dafür braucht es Projekte, die Arbeitsplätze schaffen und ungerechte Löhne ausgleichen – besonders in den ländlichen Regionen. An diesem Prozess müssen alle Kirchen des Landes beteiligt sein. Die Bedeutung der Kirchen ist vor allem darin begründet, dass sie die einzigen Institutionen waren, die auch während der Apartheidzeit arbeiten konnten und über internationale Kontakte verfügten. Diese Partnerschaften bestehen heute noch. In der aktuellen Politik arbeiten die Kirchen mit der Regierung unter anderem bei der Bekämpfung der Kriminalität und in Bildungsprogrammen zusammen. Mit Blick auf das Jahr 2010 und die anstehende Fußballweltmeisterschaft ist ein dramatischer Anstieg des Menschenhandels zu befürchten. Die Kirchen wünschen sich an diesem Punkt Kooperationen mit Organisationen aus Deutschland und gemeinsame Projekte. 16 The Role of the Churches in the Development Process of the Country, Health Care Policy in Mpumalanga, Church and Business against HIV & AIDS The Role of Churches in the Development Process of the Country The process of reconciliation of the South African government and further programmes which are taken to come to terms with the time of Apartheid is a process the country necessarily has to undergo – Changes hurt and need time. The high expectations of the people in South Africa are the greatest challenge – also for the national churches. One of the most important steps in this direction is the fight against poverty. People must get the chance to be on their own feet. Therefore projects are necessary creating working places and balancing unfair wages especially in rural areas. All churches of the country have to be involved in this process. The importance of the churches is mainly rooted in the fact that the churches were the only institutions which were able to work during the time of Apartheid. Apart from that they had international contacts. These partnerships still exist. In the actual policy churches and government are working together in the field of combating criminality and in the field of formation programmes. In view of the year 2010 and the upcoming World Cup they fear a dramatic increase in human trafficking. In this regard the churches seek for contacts with German organisations and joint projects. Gesundheitspolitik in Mpumalanga Die Provinz Mpumalanga verzeichnet die zweithöchste HIV/AIDS-Rate Südafrikas. Das Ministerium bietet in der gesamten Provinz freiwillige Tests an. Seit 2003 gibt es einen speziellen Plan zum Umgang mit Betroffenen, deren Blutwerte im Zusammenhang mit der Immunschwächekrankheit alarmierend schlecht sind. Besonders wichtig sind die Maßnahmen zur Prophylaxe und Prävention – zusätzlich zum Schutz vor ungewollten Schwangerschaften. Es wird vor allem in den ländlichen Regionen Beratung und Information direkt bei den Menschen an der Haustür angeboten. HIV/AIDS und Tuberkulose werden bei fast allen Maßnahmen wie Zwillinge behandelt. Das nationale Handlungskonzept der Regierung sieht vor, bis zum Jahr 2011 die Zahl der Erkrankungen um 50 Prozent zu reduzieren. Die besondere Herausforderung für die Arbeit des Gesundheitsministeriums liegt in den ländlichen Gebieten. Beispielsweise kehrt das medizinisch qualifizierte Personal häufig nach der Ausbildung nicht wieder in die ländlichen Regionen zurück. Nur 20 Prozent der Bevölkerung nutzen die Möglichkeit, sich testen zu lassen. Derzeit arbeiten 150 Kliniken in der Provinz Mpumalanga. Der Besuch der Delegation im Gesundheitsministerium… The delegation visits the Ministry of Health… Health Policy in Mpumalanga …bekräftigt die Zusammenarbeit im Kampf gegen HIV/AIDS …and confirms the common fight against HIV & AIDS The Province of Mpumalanga records the second highest HIV & AIDS rate of South Africa. All over the province the Department offers voluntary testing and counselling. Since 2003 a special strategy has been developed how to deal with affected persons, whose blood test results in connection with the acquired immune deficiency syndrome are alarmingly bad. Prophylactic and preventive measures – in addition to protection against undesired pregnancies are of utmost importance. Mainly in rural areas counselling and information is offered to the people at their place of residence. Nearly all services treat tuberculosis and HIV & AIDS as coexisting diseases. The national measure plan of the government envisages reducing the number of new infections about 50 percent. The special challenges for the Department of Health are the rural areas. One of the problems is that medically qualified personnel often does not return to the rural areas after having finished their training. Not more than 20 percent of the population take the chance to be tested. At the moment there are 150 hospitals in the Province of Mpumalanga. 17 Kirche und Wirtschaft gemeinsam gegen HIV und AIDS ein Programm der Evangelischen Kirchen in NRW Das Projekt wird geleitet von einem internationalen Steering Committee, deren Vorsitzende Dr. Ulrich Möller aus der EKvW und Dr. Bishop Ambros Moyo, der Generalsekretär der Community of Lutheran Churches in Southern Africa, sind. Zur Trägerstruktur gehören die drei protestantischen Kirchen aus NRW, die Waldensischen Kirchen aus Italien und Kirchen und Organisationen aus Namibia und Südafrika. Ute Hedrich ist Geschäftsführerin für das Projekt in Deutschland und sichert den Informationsaustausch zwischen den verschiedenen Akteuren sowie dem Mpumalangaforum. Das Programm Kirche und Wirtschaft gemeinsam gegen HIV und AIDS unterstützt in Deutschland den Kontakt zu Wirtschaftsunternehmen, um im südlichen Afrika im jeweiligen Tochterunternehmen dafür zu werben, die südafrikanischen PartnerInnen im Bereich der HIV/AIDS-Arbeit lokal in den Betrieben zu integrieren. Im Rahmen eines Gesprächs im Ministry of Health and Social Services wurde deutlich, dass sich bereits in den zwei Jahren seit der Delegation von 2006 viel ereignet hat. Die Idee, das Projekt Kirche und Wirtschaft auf den Farmen Mpumalangas zu verankern, wurde realisiert. Es hat sich eine große Gruppe aus den beiden lutherischen Kirchen und der diakonischen Arbeit zusammengefunden, die dieses Projekt mit unterstützen. Mittlerweile wollen sich zunehmend Menschen und auch ganze Farmen dem Projekt anschließen. Es hat sich gezeigt, dass in den gesamten Beratungen schon im Vorfeld der Reise, wie aber auch während der Reise immer wieder gewünscht wurde, dass es mobile Versorgung gibt, damit die Menschen in den ländlichen Regionen nicht weiter gezwungen sind, die langen und kostspieligen Wege zum Arzt und zum Krankenhaus auf sich zu nehmen – eine mobile Einheit zur gesundheitlichen Versorgung der Bevölkerung wäre eine Lösung. Das Ministerium für Arbeit, Gesundheit und Soziales in NRW hat seine generelle Unterstützungsbereitschaft signalisiert, den Aufbau einer solchen mobilen Gesundheitseinheit mit finanziellen Mitteln zu fördern. Das Ministerium für Gesundheit und Soziales in Mpumalanga hat im Gespräch zugesichert, alle Folgekosten im Blick auf Personal, Labormaterial und Medikamente zu tragen. Weiterhin muss dann mit dem Ministerium verhandelt werden, in welcher Höhe diese Finanzen zugänglich sind und welches Personal – wie im Gespräch zugesichert – zur Verfügung steht. Es muss auch überprüft werden, ob so dann auch die regelmäßig notwendigen Medikamente ausgegeben werden können. Dies ist ein dringender Wunsch der Farmarbeiterinnen wie auch der Farmer, um den monatlichen Besuch in einer Klinik zu ersetzen. Um diese Planungen zu konkretisieren, wird umgehend Markus Kalmbach in enger Abstimmung mit dem Gesundheitsministerium Mpumalangas ein Memorandum of Understanding erarbeiten. 18 Projektkooperationen in Commendale und Piet Retief In Commendale, cirka vier Autostunden von Nelspruit entfernt, leben heute etwa 3.000 deutschsprachige weiße SüdafrikanerInnen. In dieser Gemeinde, die hauptsächlich von Agrar- und Forstwirtschaft lebt, haben sich einige Farmer zusammengeschlossen, um die von dem HI-Virus und AIDS bedingte hohe Krankheits- und Sterberate ihrer MitarbeiterInnen zu verringern. Pro Farm werden ein bis zwei Peer Educators in HIV/AIDS-Aufklärung geschult werden um als Ansprechpartner ihrer KollegInnen über den Virus und die Krankheit aufzuklären. Durch diese Maßnahme sollen bis zu 35.000 Menschen über HIV/AIDS aufgeklärt werden. Neben der Aufklärung hat das von der Evangelischen Kirche finanzierte und ins Leben gerufene Projekt den positiven Effekt, dass farbige und weiße Farmer seit Ende der Apartheid zusammenarbeiten. In Diepdale unterhält Masibonisane HBC in Kooperation mit action medeor ein kleines Büro direkt an der einzigen Gesundheitsstation im Ort. Ein großes Problem stellen hier Flüchtlinge aus Swasiland dar. Diese reisen aus dem nur wenige Kilometer entferntem Swasiland illegal nach Südafrika ein, haben oft kein geregeltes Einkommen, sind arm und erhalten keine finanzielle Unterstützung vom Staat. Somit leben viele Kinder, Frauen und Männer in absoluter Armut und leiden an Unterernährung und Krankheiten. Masibonisa- ne HBC nimmt sich dieser Flüchtlinge an: Pflegerinnen der Organisationen besuchen die Familien, versorgen sie mit den wenigen Nahrungsmitteln und Medikamenten, die ihnen vom Staat zur Verfügung gestellt werden, und versuchen den betroffenen Kindern eine Schulbildung zu ermöglichen. Eine weitere Herausforderung in dieser Region stellt die hohe und sich immer noch verbreitende HIV/AIDS-Epidemie dar. HIV-infizierte Menschen sind nicht nur durch das Virus stigmatisiert, sondern haben auch keinen Zugang zu lebensnotwendigen antiretroviralen Medikamenten. PatientInnen müssen zum Teil weite Strecken zurücklegen, um ein Hospital aufzusuchen. Transport- und Arztkosten können sich die wenigsten Patienten leisten. Derzeit betreuen die HBC-Freiwilligen 20 HIV-infizierte PatientInnen. Neben den HIV/AIDS-Patienten betreuen die HBC-PflegerInnen auch 15 Tuberkulosepatienten, 29 Behinderte, 6 Patienten, die an Krebs erkrankt sind sowie 308 Bewohner aus der Gemeinde, die an chronischen Krankheiten wie Asthma und Epilepsie leiden. Aber nicht nur die Patienten werden von den erfahrenen Pflegerinnen betreut und regelmäßig besucht. 110 Waisen und 14 so genannte Child Headed Households werden betreut und helfen ihnen mit Schuluniformen und Lehrmaterial. Church and Business against HIV & AIDS – A Programme of the Evangelical Churches of NRW The project is led by an international steering committee, with Dr. Ulrich Möller from the EKvW and Dr. Bishop Ambrosos Moyo, the General Secretary of the Communion of Lutheran Churches in Southern Africa as chairmen. The three Evangelical Churches of NRW, the Valdensian Church from Italy and churches and organisations from Namibia and South Africa belong to the supporting bodies. Ute Hedrich is managing director of the project in Germany and assures information exchange between the different stakeholders and the Mpumalanga Forum. The programme “Church and Business against HIV and AIDS” establishes contacts with business enterprises in Germany to recruit their subsidiary companies in South Africa to integrate the South African partners in the work against HIV & AIDS into the local companies. During discussions with the Ministry of Health and Social Services it became apparent that many things have happened since the delegation trip of 2006. have the possibility of a mobile health unit. A mobile health care unit would be a solution for people living in rural areas who, up to now are forced to accept long and expensive trips to the doctor and the hospital. The Ministry of Work, Health and Social Affairs in NRW signalised the disposition of supporting the development of a mobile health unit financially. Under discussion the Ministry of Health and Social Affairs in Mpumalanga assured to cover the expenses for all follow-up costs for personnel, laboratory materials and pharmaceuticals. Furthermore negotiations about amount of finances and about personnel – like warranted during the talks – will have to be carried on. At the same time it has to be assessed if the necessary drugs can be handed out via the mobile units. This is an urgent wish of farm workers and farmers to avoid the monthly visit at a clinic. In close coordination with the Ministry of Health in Mpumalanga, Markus Kalmbach is immediately going to work out a memorandum of understanding to concretise this plannings. The idea to locate the project Church and Business on the farms of Mpumalanga could be realised. A big group of both Lutheran Churches and the diaconical work have come together to promote this project. In the meantime more and more people and farms want to join the project. As well during all consultations in the run – up of the trip as during the trip itself it was obvious that people wish to 19 Project cooperation in Commendale and Piet Retief About 3000 German-speaking white South Africans are living in Commendale, about 4 hour’s drive from Neslpruit. Some of the farmers in this community, mainly making their living with agriculture and forestry, formed an action group to downsize the disease and mortality rate of their employees caused by HIV & AIDS infection. One or two peer educators per farm are trained in HIV & AIDS education to be contact partners and to inform their colleagues about the virus and the disease. It is planned to inform about 35.000 people about HIV & AIDS in this way. A positive secondary effect of this project initiated and financed by the Evangelical Church is, that black and white farmers have been working together since the end of Apartheid. In cooperation with Action Medeor Masibonisane home – based care (HBC) maintains a small office close to the only health post in Diepdale. Here refugees from Swaziland pose a real problem. From Swaziland which is just a few kilometres away they enter illegally in South Africa, quite often they do not have a permanent income, they are poor and do not get any financial state aid. That is why many children, women and men live in absolute poverty and suffer from undernourishment and diseases. Masibonisane HBC attends to those refugees: Caregivers of the organisation visit the families, pro- vide them with the little food and drugs which have been made available to them by the state and try to enable the concerned children to attend a school. Another challenge in this region is the high and still spreading HIV & AIDS epidemic. HIV infected persons are not only stigmatised by the virus itself but moreover they do not have access to essentially important ARV treatment. Quite often patients have to cover long distances to reach a hospital. Only few of them can afford to pay the costs for travelling and treatment. Presently the HBC volunteers care for 20 HIV infected patients, 15 patients with tuberculosis, 29 handicapped persons, 6 patients with cancer and 308 citizens of the community who are afflicted with chronicle diseases like asthma and epilepsy. But the experienced caregivers do not only visit and attend to their patients. They also look after 110 orphans and 14 socalled child headed households and help them by giving them school uniforms and educational material. Vorbereitungen zur Fußball WM 2010, Situation des Sports im Allgemeinen, Sport und Entwicklung, ClimaCUP 2010 Im Jahr 2010 wird Südafrika der Austragungsort für die Fußball-Weltmeisterschaft sein. Zum ersten Mal findet ein Sportereignis in dieser Dimension auf dem afrikanischen Kontinent statt. Das bedeutet eine große Herausforderung und Chance für das Land, das erst im Jahr 1994 die ersten freien demokratischen Wahlen nach dem Ende der Apartheid erlebt hat. Es ist realistisch betrachtet keine leichte Aufgabe, der sich Südafrika durch die Austragung der FIFA-WM 2010 stellt. Vorbereitung zur Fußball WM 2010 20 Sport und speziell Fußball ist ein guter Transmissionsriemen für die Entwicklungszusammenarbeit. Grundsätzlich ist das Interesse an Fußballprojekten beziehungsweise Projekten, die als Begleitung zum FIFA World Cup 2010 stattfinden können auf südafrikanischer Seite sehr hoch. Programme des Bundesministeriums für Wirtschaftliche Zusammenarbeit BMZ, die neben Energiefragen Biokraftstoffe und Klimaschutz sowie HIV/AIDS im Fokus haben, gehen aktuell verstärkt auf das Thema Sport und Entwicklung am Beispiel Fußball ein. Gefördert werden diesbezüglich Maßnahmen beispielsweise von der GTZ (Gesellschaft für Technische Zusammenarbeit), die konkret Jugendentwicklung durch Fußball in den Mittelpunkt stellt. Seit Mai 2007 führt die Servicestelle Kommunen in der Einen Welt (SKEW) kommunale Beratung in ganz Südafrika durch. Alle Gastgeberstädte in Deutschland beteiligen sich an diesem Programm und unterstützen die Host Cities in Südafrika sowie einige Provinzen und Ministerien bei ihren Vorbereitungen auf das Jahr 2010. Die bisher realisierten 36 Einsätze von ExpertInnen aus Deutschland in Südafrika beschäftigten sich vor allem mit Themen wie Projekt- und Zeitmanagement, Organisation und Realisation der Fanparks, Sicherheitsfragen, Tourismus, DesasterManagement und Fragen zur Infrastruktur und zum Transport. Bei diesen Maßnahmen stehen vor allem die südafrikanischen Bedürfnisse im Vordergrund. Nelspruit, der Austragungsort in Mpumalanga, konnte bislang keine Unterstützung durch dieses Beratungsprogramm erfahren, da es im WMBüro der Stadt bisher aufgrund häufiger personeller Wechsel keinen Koordinator für die anstehenden Aufgaben gab. Die Gemeinde Mbombela heißt im Rahmen der Vorbereitungen auf den FIFA Worldcup 2010 Unterstützung willkommen. In den vergangenen Wochen und Monaten haben ExpertInnen aus Mpumalanga Reisen nach Nordrhein-Westfalen unternommen, um sich in den Austragungsorten der WM 2006 – Gelsenkirchen, Dortmund und Köln – von den Verantwortlichen vor Ort informieren lassen. Diese Erfahrungen fließen in die Vorbereitungen des Großereignisses im eigenen Land mit ein. Gewünscht ist die Fortsetzung dieses regelmäßigen Austausches. Angestrebt wird eine formale Partnerschaft mit einer der ehemaligen Host Cities und die Mithilfe der DelegationsteilnehmerInnen bei der Umsetzung dieses Schrittes. Konkrete Maßnahmen wie der ClimaCUP sind beispielhaft, um die Bevölkerung an der WM teilhaben zu lassen. Antirassistische Bildungsprojekte wie „… dem ball is’ egal wer ihn tritt“ und Initiativen zur Einbindung von Kindern und Jugendlichen wie „Together In Peace“ und „Clownschools for Life“ sind hervorragend geeignet, im Vorfeld und während der Fußballweltmeisterschaft 2010 die bestehende Partnerschaft zwischen Mpumalanga und NRW mit Leben füllen. Auf dem Weg zur Host City: das Mbombela Stadium und das Mpumalanga 2010 Provincial Office mit Judy Greathead und Volker Schmidt On the way to host city: Mbombela stadium and Mpumalanga 2010 Provincial Office with Judy Greathead and Volker Schmidt Am Aufbau des neuen Stadions in Mbombela für den FIFA World Cup 2010 sind derzeit 680 Arbeiterinnen und Arbeiter sowie dreißig Vorarbeiter beteiligt. Das französische Unternehmen, das für den Bau verantwortlich ist, hat diese Arbeitskräfte in siebzig Tagen speziell auf diese Aufgabe vorbereitet. Derzeit liegt der Stand der Arbeiten cirka zwei Monate hinter der Planung zurück. Die Kosten für die Infrastruktur um das Stadium herum – von den Fanparks, über die Trainingsplätze bis hin zu einem notwendigen Bahnhof sind annähernd vier mal so hoch wie die eigentlichen Baukosten, die ungefähr bei einer Milliarde Rand liegen. Nach der Fertigstellung wird die Spielstätte Platz für 43.000 Zuschauerinnen und Zuschauer bieten. Das Stadion ist als Mehrzweckanlage konzipiert und kann nach der Fußballweltmeisterschaft 2010 als Rugbystadion und für Kulturfestivals genutzt werden. Den ersten Test für die neue Sportarena wird es bereits im Jahr 2009 geben – der Womens-Cup. Das Stadium von Mpumalanga wird kein Austragungsort für den Confed-Cup 2009 sein. Das Department of Sports, Recreation, Arts and Culture unterstützt aktuell ein Programm – Educational Offensive for Sports, das die Angebote an Schulen im Nachmittagsbereich fördert. Es geht vor allem um die Entwicklung des Breitensports, der bisher in Südafrika nur wenig ausgebaut ist. Um dieses Ziel zu erreichen, hat das Ministerium 157 Arbeit suchende Sportassistenten eingesetzt, die nun an den Schulen unterrichten. Ergänzend zu diesem Projekt werden junge Arbeitslose und Schulabbrecher mobilisiert, sich sportlich zu engagieren – beispielsweise Rugby, Tennis oder Fußball zu erlernen. Über diesen Weg erhalten die Verantwortlichen Zugang zu den Jugendlichen und haben so die Möglichkeit, sie über sperrigere Themen zu informieren und zu unterrichten – wie HIV/AIDS-Aufklärung oder Rassismus und Diskriminierung. Dieses Modell soll auch auf den Bereich Kunst und Kultur übertragen werden. Mit Blick auf die Fußballweltmeisterschaft 2010 fördert das Sportministerium die Einrichtung von so genannten Fanparks, ähnlich denen in Deutschland im Jahr 2006. Die lokale Bevölkerung soll so die Möglichkeit haben, nicht nur in den Stadien an dem Turnier teilzuhaben. Geplant sind ebenfalls Aktivitäten um die Fanparks herum und ein begleitendes Kulturprogramm. Derzeit wird unter anderem mit der Gemeinde verhandelt, ob die Ladenöffnungszeiten für den Zeitraum der Weltmeisterschaft gelockert werden. Den von nordrhein-westfälischer Seite präsentierten Projektvorschlägen mit Fokus auf Bildung, Kultur sowie Sport und Entwicklung wird Unterstützung bei der Umsetzung ihrer Ideen zugesagt. Das Einrichten von Färbergärten, einer Clownschool for Life und die Angebote der Bildungsprojekte, die Fußball als Zugang zu Kindern und Jugendlichen nutzen, sind gewünscht. Ebenso wird der Kulturaustausch im Rahmen der Kulturhauptstadt RUHR.2010 als Brücke zwischen Südafrika und Deutschland bejaht. Auch das Mpumalanga 2010 Provincial Office begrüßt die Erneuerung der Partnerschaft zwischen der Provinz Mpumalanga und Nordrhein-Westfalen. Vor allem jetzt im Vorfeld der Fußballweltmeisterschaft 2010 sind Beratung, Wissenstransfer und mögliche Kooperationen gewünscht. Das 2010 Office arbeitet in sieben Sektoren. Jugendförderung, Aufbau von funktionierenden Strukturen im Bereich Sport und der Tourismussektor sind die größten Herausforderungen des Büros. Als ein Beispiel wird die direkte Zusammenarbeit mit der Stadt Gelsenkirchen, eine der drei Gastgeberstädte in Nordrhein-Westfalen im Jahr 2006, herausgestellt. Gegenstand dieser Kooperation ist der Bereich Gesundheit und Katastrophenmanagement. Der Austausch zu weiteren Themen ist gewünscht. Es wird im Rahmen der Fußballweltmeisterschaft 2010 – genau wie im Jahr 2006 in Deutschland – Public Viewings in Mpumalanga geben. Hier ist ein gemeinsames Rahmenprogramm mit Kunst und Kulturangeboten aus Deutschland und Südafrika vorstellbar. Kleine und große Scouts freuen sich auf den Anpfiff im Juni 2010 Young and old scouts look forward to the kick-off in june 2010 Im Vorfeld der FIFA World Cup 2010 in Südafrika kann Sport als Brücke zwischen den Kulturen aufgebaut werden. Die Mpumalanga Scouts Association kooperiert mit Blick auf das Großereignis mit dem Südafrikanischen Fußball Verband – SAFA. Aktuell werden 30 Pfadfinder professionell zu Fußballtrainern ausgebildet. Mit dem erworbenen Wissen besuchen die Scouts kleine Dörfer und Gemeinden in den ländlichen Regionen. Sie veranstalten Streetkick-Turniere mit den Kindern und Jugendlichen vor Ort und nutzen ihre Aufmerksamkeit, um wichtige Informationen und Wissen zu vermitteln. Aktuell liegt der Fokus auf HIV/AIDS Prävention. Weitere Themen wie Antirassismus und Antidiskriminierung oder Gewaltprävention, Gleichberechtigung zwischen den Geschlechtern sind für die Zukunft vorstellbar. Hier soll die Kooperation mit dem Antirassistischen Bildungsprojekt „... dem Ball is’ egal wer ihn tritt“ aus Nordrhein-Westfalen ansetzen. Als besonders erfolgreich in der Arbeit der Pfadfinder haben sich in diesem Zusammenhang direkte Kontakte zwischen Jugendlichen aus verschiedenen Lebenswelten, aus allen Lebensbereichen und mit unterschiedlichen kulturellen Hintergründen erwiesen. Angestrebt wird baldmöglichst ein Besuch der zu Fußballtrainern ausgebildeten Scouts in Nordrhein-Westfalen. Für das Jahr 2009 ist ein Gegenbesuch eines Teams aus Nordrhein-Westfalen angedacht. Eine geplante bundesweite Bildungskampagne sowie die europaweite Lobby- und Öffentlichkeitsarbeit des Netzwerkes FARE – Football against Racism in Europe werden ab Sommer diesen Jahres nach der EURO 2008 die Mpumalanga Scout Association in den Abstimmungsprozess einbeziehen. 21 Preparation for the World Cup 2010, Situation of Sport in General, Sport and Development, ClimaCUP 2010 In 2010 South Africa will be scene of the Football World Cup. For the very first time a sporting event of this dimension will take place on the African continent. That is a great challenge and chance for the country where only 1994 the first democratic elections took place after the end of Apartheid. Realistically seen it is a challenge for South Africa to face the task being scene of the FIFA – World Cup 2010. Preparation for the World Cup 2010 Sport and especially football is a good transmission belt for development cooperation. South Africa is highly interested in football projects or side-events of the FIFA World Cup 2010. Programmes of the Federal Ministry for Economic Cooperation (BMZ), focussing on HIV & AIDS in addition to bio – fuels, and climate protection, actually respond intensively to the theme sport and development on the example of football. 22 In this regard, measures are promoted for example by the GTZ (Gesellschaft für Technische Zusammenarbeit) which concretely focuses the development of young people via football. Since May 2007 the SKEW (Servicestelle Kommunen in der Einen Welt) advises communities all over South Africa. All German host-cities promote the hostcities in South Africa, above this some provinces and some government departments concerning their preparations for the year 2010. Up to now 36 assignments of German experts in South Africa were realised. They mainly dealt with themes like project and time management, organisation and realisation of fan-parks, security matters, tourism, disaster-management, questions about infrastructure and transport. These actions are mainly focussed on the South African needs. Up to now Nelspruit, the sport venue of Mpumalanga, could not get any support from this consultancy programme as, according to a frequent change in personnel, there is no responsible coordinator in the World Cup office of the city. In the context of the FIFA World Cup preparations the community of Mbombela welcomes assistance. In the past few weeks and months experts from Mpumalanga travelled to North Rhine-Westphalia and were informed by the persons in charge at the venue of the World Cup 2006 – Gelsenkirchen, Dortmund and Cologne. These experiences are going to be involved in the mega-event in their own country. A continuation of this exchange is required. A formal partnership with the former host-cities and the assistance of the delegation members concerning the realisation of this step is aspired. A concrete measure like the ClimaCUP can be taken as example to make the population take part in the World Cup. Antiracist educational projects like “…dem Ball is’ egal wer ihn tritt” and initiatives to integrate children and youngsters like “Together In Peace” and “Clownschool for Life” are especially good for filling the existing partnership between Mpmalanga and NRW with life during the World Cup 2010 and in the run-up to it. At the moment 680 labourers and 30 foremen are involved in the construction of the new stadium in Mbombela for the FIFA World Cup 2010. The French enterprise, responsible for the construction specially trained these workers for this job during a period of 70 days. Up to now the state of workings is about two month behind time schedule. The costs for infrastructure around the stadium started with fan-parks, training grounds up to a needed railway station are approximately four times higher than genuine building costs which are at about one billion Rand. Upon complementation the venue will accommodate 43.000 spectators. The stadium is designed as a multi-purpose stadium and after the World Cup 2010 it can be used for rugby matches and culture festivals. The first test for the new arena will be in 2009 – the Women’s-Cup. The stadium of Mpumalanga will be no scene of the Confed-Cup 2009. The Department of Sports, Recreation, Arts and Culture actually promotes a programme – Educational Offensive for Sports. This is a programme which supports offers at schools in the afternoon. Here the main focus is on promoting popular sports which up to now have not been really developed in South Africa. In order to reach this target the Ministry has engaged 157 unemployed sport assistants who are now teaching at schools. In addition to this young unemployed and early school leavers are mobilised to get involved in sports – e.g. to learn how to play rugby, tennis or football. In this way the persons in charge get in contact with the youngsters and are able to inform them about more difficult themes like HIV & AIDS education, racism or discrimination. This pilot project is supposed to be applied to other subject areas like art and culture. In view of the World Cup 2010 the Ministry of Sports promotes the instalment of so called fan-parks similar to those in Germany of 2006 to enable the local population to take part in the World Cup beyond the stadiums. There are also plans for a cultural programme accompanying these fan-parks. The North RhineWestphalian project proposals with focus on education, culture, sports and development got the promise of governmental assistance concerning the realisation of their ideas. The setting up of gardens with plants used for colouring, a Clownschool for Life and offers of educational projects using football to get in contact with children and youngsters are welcome. The cultural exchange in the frame with the Culture Capital RUHR 2010 as a bridge between South Africa and Germany is promoted as well. Furthermore the Mpumalanga 2010 Provincial Office appreciates the renewal of the partnership between the province of Mpumalanga and North Rhine-Westphalia. Particularly now in the run-up to the FIFA World Cup 2010 advice, transfer of knowledge and opportunities for cooperation are required. The 2010 Office works in seven sectors. Youth development programs as well as the arrangement of working structures in areas like sport and tourism are the greatest challenges for the Office. As a good example the direct cooperation with Gelsenkirchen, one of the North Rhine-Westphalian host cities of 2006, is pointed out. The purpose of this cooperation is enhancement in the fields of health and catastrophe management. More exchange in relation to other issues is aspired. In the course of the FIFA World Cup 2010 there will be public viewings in Mpumalanga – like in Germany in the year 2006. In this context the idea of a joint programme with German and South African art and cultural activities is entertained. In the run-up to the FIFA World Cup 2010 in South Africa sport can serve as a bridge between cultures. With regard to this major event the Mpumalanga Scouts Association cooperates with the South African Football Association SAFA. Currently 30 scouts are professionally taught to be football trainers. With their acquired skills the scouts visit little villages and communities in rural regions. They organise local streetkick tournaments with kids and teenagers and use their attention to convey important information and knowledge. At the moment the focus is placed on HIV & AIDS prevention. For the future plans are considered concerning issues like activities against racism and discrimination, prevention of violence or sexual equality. In this context the cooperation with the North Rhine-Westphalian anti-racist educational project “…dem ball is’ egal wer ihn tritt” (…the ball doesn’t care who’s kicking) is supposed to apply. In this context the direct contact between youngsters living under different conditions, from all areas of life and with different cultural background was the greatest success in the work of the scouts. It is desired to realise a visit of the scout football trainers to North Rhine-Westphalia as soon as possible. From summer 2008 after the EURO 2008 a planned nationwide education campaign as well as the Europe-wide lobbying and PR work of the network FARE – Football against Racism in Europe – are going to include the Scout Association in the approval process. 23 Der ClimaCUP 2008 Der ClimaCUP 2008 repräsentiert die Partnerschaft zwischen der nordrhein-westfälischen Host City Gelsenkirchen und der südafrikanischen Host City für 2010 Mbombela. Während der Fußballweltmeisterschaft 2006 in Deutschland tourte das Projekt mit einer Solartorwand durch Nordrhein-Westfalen – zu Gast bei Vereinen, Kirchengemeinden, Schulen und auch Wirtschaftsunternehmen. Die Teilnehmerinnen und Teilnehmer konnten gegen Gebühr unter dem Dach des ClimaCUP Turniere veranstalten. Die Erlöse der Veranstaltungen fließen zu einem Teil in eine Solaranlage für eine Gelsenkirchener Schule und stehen zu einem weiteren Teil für Ideen in Mpumalanga zur Verfügung. Potentielle Möglichkeiten gibt es im Zusammenhang mit dem Stadionbau in Nelspruit. Beispielsweise ergänzende Solarkollektoren für den Warmwasserbereich, Solarphotovoltaik für Leuchtleitsysteme der Zuschauer mittels LED-Leuchtmittel, eine Solarstromanlage für einen Springbrunnen in Teichbereichen und/oder ein Wasserpumpensystem zur Bewässerung. Besonders öffentlichkeitswirksam wäre eine Solartorwand als Kunstwerk im Eingangsbereich oder der Betrieb eines Solarcafes in der Peripherie des Stadions. Die Realisierung des Projektes im Vorfeld des FIFA World Cup 2010 erfolgt mit Unterstützung des Mpumalanga 2010 Provincial Office und der Scouts Association in Südafrika. 24 Unterstützung der Scouts in Mpumalanga durch die Pfadfinder in NRW Pfadfinder from North North Rhine-Westphalia support scouts in Mpumalanga Botschafter Moses Chikane im Einsatz an der Solar-Torwand Ambassador Moses Chikane in action The ClimaCUP 2008 The ClimaCUP 2008 represents the partnership between the North Rhine-Westphalian host city Gelsenkirchen and the South African host city for 2010 Mbombela. During the World Cup 2006 in Germany the project travelled through North Rhine-Westphalia with a goal made of solar panels. They visited associations, congregations, schools and business enterprises. The attendants got the possibility to arrange tournaments under the umbrella of the ClimaCUP. One part of the events’ incomes is used for solar panels on the roof of a school in Gelsenkirchen and another part is at disposal for ideas in Mpumalanga. They might be used in the context of the expansion of the stadium in Nelspruit as e.g. for additional sun collec- tors for hot water, solar photovoltaic for an illuminated guidance system, a solar energy plant for a dwell in the zone of ponds and/or a water pump system for watering. Another high-publicity event might be a goal made of solar panels as artwork in the foyer of a solar coffeehouse in the periphery of the stadium. The realisation of the project in the run-up of the FIFA Word Cup 2010 will occur with the help of Mpumalanga 2010 Provincial Office and the Scouts Association in South Africa. Südafrika verfügt über eine rege Kunst- und Kulturszene mit einem beeindruckend vielfältigen Angebot. Musik, Bildende Kunst und Tanz sind nicht nur im eigenen Land erfolgreich, sondern erfahren auch international große Anerkennung. Allein 200 Künstlerinnen und Künstler aus Südafrika leben derzeit in der Bundeshauptstadt Berlin. An der klassischen Ausführung von Kunst nehmen in Südafrika jedoch traditionell nur die cirka 9,2 Prozent der weißen Bevölke- Kunst und Kultur, beispielhafte Bildungsprojekte rung teil. Oft machen die Rahmenbedingungen kultureller Veranstaltung – wie die Anfangszeiten einer Ausstellungseröffnung – eine Teilhabe anderer Ethnien unmöglich. Auch der Einfluss der Nichtregierungsorganisationen ist in dem Bereich Kunst und Kultur eher klein. Aber in der Regenbogennation ist Kultur im Wandel und erlebt ein ganzes Land gerade einen Wandel durch Kultur(en). Die soziale und politische Entwicklung in den verschiedenen Lebensbereichen Südafrikas findet in unterschiedlicher Art und Weise mittlerweile auch Eingang in die aktuelle junge Kunstproduktion. Verschiedene Theater-, Literatur-, Kabarett-, Film- und Musikproduktionen setzen sich mit dem Alltag, den Schwierigkeiten und Lebensperspektiven im heutigen Südafrika auseinander. Im Rahmen des Gesprächs mit Vertretern der deutschen Botschaft in Pretoria wurden verschiedene Ideen aus dem Kreis der Delegation präsentiert. Als potentieller Geldgeber für kleine Projekte – vor allem im Bereich Kunst und Kultur – oder für den Start neuer Aktivitäten in Südafrika wurde der „Botschaftsfond“ genannt. Die Botschaften übernehmen zwar keine Reisekosten von Süd nach Nord, aber sie unterstützen den Aufbau von Infrastruktur oder sonstige konkrete Maßnahmen. South Africa possesses a living art and cultural scene with an impressive and multifaceted range of offers. Music, fine arts and dance are not only successful in the own country, but experience great international acceptance. 200 South African artists are living in the federal capital Berlin alone. But traditionally only the 9,2 percent of the white citizens take part in classic art events. Quite often the general conditions of cultural events – like starting times of an exposition – make it impossible for other ethnic groups to take part in them. The influence of NGOs in the range of arts and culture is of no real importance either. But in the Rainbow Nation culture is in the flux and a whole country undergoes a change by culture(s). In the different spheres of South African life a social and political change takes place. Meanwhile it finds its way into the actual young art production. Different theatres, literature, cabaret, film and music productions deal with everyday life, difficulties and perspectives of modern South Africa. Arts and Culture exemplified by education projects In the course of talks with representatives of the German Embassy in Pretoria the delegation presented different ideas. The “Embassy Fund” was mentioned as a possible donor for small projects – above all in the field of arts and culture – or for launching new activities in South Africa. Although the embassy doesn’t bear travel expenses from South to North they fund the building up of networks or other concrete projects. Im gesamten Ruhrgebiet wird über zwölf Monate ein umfangreiches Kulturprogramm angeboten. Angedacht ist, vor dem Anpfiff am Kap der Guten Hoffnung Künstlerinnen und Künstler aus Südafrika einzuladen und ihnen an den Austragungsorten der Kulturhauptstadt eine Plattform zu bieten, ihr Land vorzustellen: Eine Brücke der kulturellen Vielfalt. Bereits zur Fußball-Weltmeisterschaft 2006 in Deutschland hat der Beauftragte der nordrhein-westfälischen Landesregierung die Idee aufgegriffen, eine Musikgruppe aus Südafrika zu einer Tournee durch verschiedene Städte des Landes einzuladen. In 15 Städten, an denen sehr gut besuchte Public-Viewings, Übertragungen der Spiele auf Leinwänden an öffentlichen Plätzen, stattgefunden haben, konnte sich so das zukünftige Gastgeberlands vorstellen und Interesse für die Vielfalt des Landes, der Menschen und Kulturen wecken. Im Rahmen dieser Maßnahmen können Programmbausteine wie Theater, AutorInnenlesungen, Musik und Film eingesetzt werden – im Vorfeld der Fußball-Weltmeisterschaft 2010 oder als Teil der Public Viewings im Ruhrgebiet. Denkbar wäre außerdem ein Fußball-Turnier für Jugendliche aus Südafrika und aus dem Ruhrgebiet – hier sollten vor allem die Mädchen und Frauenteams einbezogen werden. Diese Ideen ließen sich in Kooperation mit dem Landessportbund und dem Westfälischen Fußball- und Leichtathletikverband umsetzen, die seit vielen Jahren Projekte zur Unterstützung des Breitensports in Südafrika durchführen. 26 South African Scouts Association in Mpumalanga Im Vordergrund eines Treffens des Verantwortlichen von InWEnt und dem Vorstand sowie der Geschäftsführerin der Scouts in White River stand die Projektplanung „ESANGWENI Centre of Learning“. In Kooperation mit Nangu Thina e. V, dem Westdeutschen Handwerkskammertag und den Mpumalanga Scouts soll in den Jahren 2008 und 2009 ein Jugendbildungszentrum auf einem noch festzulegenden Gelände der Scouts entstehen. Für diese Nutzung kam im April 2008 ein in nächster Zeit frei werdendes Grundstück besonders in Frage. Die Verantwortlichen bei InWEnt werden nach Antragseingang die Fördermöglichkeiten für das Gesamtvorhaben prüfen. Möglich ist eine finanzielle Unterstützung durch das NRW Förderprogramm „Auslandsprojekteförderung“, das würde die Kofinanzie- rung der Bauvorhaben bedeuten und über Mittel des „Konkreten Friedensdienstes“, der eine Kofinanzierung in Form einer Unterstützung für die Entsendung von Auszubildenden des nordrhein-westfälischen Handwerks darstellt. Projektbeginn könnte noch im dritten Quartal des Jahres 2008 sein. Nikki Clark – Managerin der Scouts in Mpumalanga Nikki Clark – scouts’ manager in Mpumalanga Faces of Africa Various festivities will take place in North Rhine-Westphalia on the occasion of “Capital of Culture RUHR.2010” in the same year as the FIFA World Cup 2010. During the time of twelve months a considerable cultural programme will be presented all over the Ruhr Area. It is planned to invite artists from South Africa and to offer them a platform to present their country at the venues of the Capital of Culture before the whistle for opening the World Cup is heard at the Cape of Good Hope in order to offer a possibility to introduce South Africa to the German public – a bridge of cultural diversity. people and cultures in 15 cities where a big audience watched the matches at public viewings. Either in the run-up of the World Cup 2010 or as part of the public viewings in the Ruhr Area programme modules like theatre, author readings, music and film can be used. Another idea is a football tourney with youngsters from South Africa and Germany where especially girl and woman teams are involved. Both of them have been carrying out promotion projects for popular sports in South Africa for many years now. On the occasion of the World Cup 2006 delegates of the North Rhine-Westphalian government took up the idea of inviting a South African band to tour to different cities of the land. So the next host country was able to present itself and spark interest in the diversity of the country, its 27 South African Scouts Association of Mpumalanga The project planning for “ESANGWENI Centre of Learning” was in the focus of an encounter of person in charge of InWEnt and managing director and the secretary of the Scouts in White River. In cooperation with Nangu Thina, the Association of the Chamber of Craft and the Mpumalanga Scouts a youth trainings centre is planned to be constructed on the terrain of the Scouts within the years 2008 and 2009. The exact place still has to be chosen. In April 2008 one specific area seemed to be a preferential place, which is going to be vacant in due course. The persons in charge of InWent are going to check the possibilities of subsidization of the complete project immediately after receipt of the application. A financial support via the NRW support programme “Abroad Financial Project Grant” is possible. This would be the co- financing of the planned construction with means of the Concrete Peace Service. A co-financing in the form of promoting the posting of trainees of the North Rhine-Westpalian trade could be possible in the third quarter of 2008. In Europa genauso Thema wie auf dem afrikanischen Kontinent – Fußball gegen Rassismus und Diskriminierung The same subjects in Europe as in Africa – Football against racism and discrimination Clownschools for Life In der Kunstakademie, dem Arts Labaratory, in Nelspruit wurde die erste Clownschule in Mpumalanga gegründet – Mpumalanga Clownschools for the Arts – unter der Leitung von Sifiso Hlatshwao. Ebenfalls an der Planung des Projektes beteiligt ist Phil Manana. Er übernimmt die Aufgaben eines Consultants in Fragen des Konzeptes sowie der Lehrpläne und arbeitet das notwendige Unterrichtsmaterial aus. Jörg Hagmaier ist ab sofort Koordinator der Initiative in Südafrika. Eine erste Clownskompanie soll gegründet werden, die bis November 2008 ein umfangreiches Programm, eine dreißigminütige Clownshow, ausarbeitet. Diese Clown Company soll unter anderem als „Performing Clownschool“ in den Townshipschulen auftreten, im ersten Teil eine Clownshow präsentieren und dann die Schüler zum Mitspielen einladen. Interessierten wird Unterstützung bei der Gründung und Entwicklung von eigenen Clown Companies durch ein Mentorship-Programm angeboten, mit Aussicht auf die kulturellen Aktivitäten im Zusammenhang mit dem FIFA World Cup 28 Lebensfreude, Mut und vielleicht bald berühmt – die ersten Proben in der Clownschule Mpumalanga Love of life, courage and maybe soon famous – first rehearsals at clownschool 2010, Mitwirkung bei geplanten landesweiten Kampagnen und Festivals. Geplant ist ein jährliches „Clownship Festival“, bei dem sich die verschiedenen Clown Companies treffen, Erfahrungen austauschen und sich in einem Wettbewerb messen. Ein erstes Treffen könnte bereits Anfang 2009 stattfinden, auch als Sichtung der Kandidaten für eine Mitwirkung bei der WM 2010. Angestrebt wird ferner auch eine regelmäßige „CLOWNTV“-Sendung im südafrikanischen Fernsehen, bei dem sich Talente einer breiteren Öffentlichkeit vorstellen können. Gewünscht sind außerdem Aufträge aus dem AviTourismus-Sektor – beispielsweise ein Clownerieprogramm Birding, das in Hotels und Gästefarmen aufgeführt werden kann, die am Naturschutz interessierten Touristinnen und Touristen beherbergen. In Kooperation mit action medeor sind Einsätze in HIV/AIDS-Projekten geplant. Im Jahr 2010 sollen Programme mit Fairen Fußbällen im Rahmen des Begleitprogramms der Weltmeisterschaft durchgeführt werden. Außerdem wird eine Zusammenarbeit mit „Together In Peace“ angestrebt. Clownschools for Life The first Clownschool of Mpumalanga – Mpumalanga Clownschools for the Arts – was founded under the direction of Sifiso Hlatshwao at the Academy of Arts, the arts laboratory in Nelspruit. Phil Manana is involved as well in the planning of the project. He undertakes the task of a consultant concerning concept and curricula and draws up the needed teaching material. With immediate effect Jörg Hagmaier becomes coordinator of the initiative in South Africa. A first clown company is going to be founded, working out a large programme, a thirty minutes clown show, up to November 2008. The clown company is planned to act out as “Performing Clown School” in township schools, presenting a clown show during the first part of the programme and thereafter invites the pupils to participate. Those who are interested in founding and development of own clown companies are offered assistance by a mentorship programme with prospect of cultural activities in conjunction with the FIFA World Cup 2010 and participation in planned nationwide campaigns and festivals. An annual clownship festival is planned where the different clown companies are going to meet each other, exchange experiences and compete with each other. A first meeting might already be realised at the beginning of 2009. This meeting should also be a kind of casting of aspirants for a participation in award of the World Cup. Furthermore a periodical “CLOWN-TV” broadcasting in the South African TV is desired, where talents get the possibility to present themselves to a broader public. In addition to this appointments in the Avi-tourism sector are expected – for example a clown programme birding, which might be presented in hotels and guest farms, where tourists who are interested in environmental protection are accommodated. In cooperation with Action Medeor performances within the scope of HIV & AIDS programmes are planned. In 2010 programmes with fair produced footballs in the scope of a supporting complementary programme during the World Cup are going to take place. Beside this a cooperation with “Together In Peace” is aimed for. Die Reise nach Südafrika stand für den Verein „Together In Peace“ vor allem unter der Zielsetzung, die Brücken, die es aus unserem Umfeld aus NRW nach Mpumalanga bereits gibt, zu festigen. Es sollten neue Schulkontakte aufgebaut werden, die möglicherweise zu neuen Schulpartnerschaften führen um während der Fußball-Weltmeisterschaft 2010 mehrere Tausend Schulkinder in Mpumalanga einladen zu können, sich an unserem UNITED PAINTINGS-Projekt zu beteiligen. Das Together in Peace heißt, dass momentan 4.050 Meter lange textile „Freundschafts-Banner“, an denen sich bisher 16.000 Kinder aus 18 Nationen beteiligt haben, verlängert werden. Dieses Banner soll von europäischen und afrikanischen Kindern durch südafrikanische Städte getragen werden. Bereits seit einigen Jahren bestehen aktive Schulpartnerschaften zwischen der „Gesamtschule Essen-Süd“ und der „Ekwasini Secondary School“ und der „Hauptschule Am Dahlbusch“ in Gelsenkirchen. Die beiden südafrikanischen Schulen befinden sich in unmittelbarer Nachbar- schaft in einem Township in Middelburg, einer Stadt cirka 120 km östlich von Pretoria. Das verbindende Element in allen Schulen ist das Projekt „Färbergarten“, das von dem nordrheinwestfälischen Verein „atavus e. V.“ initiiert wurde. Das Ziel dieses Projekts ist es, aus von Schülerinnen und Schülern gezüchteten Pflanzen Farbe herzustellen, die für die unterschiedlichsten Zwecke eingesetzt werden kann. Da man bei der Aktion „Für Freundschaft ohne Grenzen“, die mit mindestens 1.000 Kindern realisiert wird, sehr viel Farbe benötigt, ist eine Kooperation dieser Initiativen sehr sinnvoll. Wichtig waren für „Together In Peace“ im Verlauf der Delegationsreise vor allem das Gespräch in der deutschen Botschaft, die Begegnungen mit Bürgern in Wackerstroom – basierend auf den Kontakten der „Bird Life South-Africa“, die ministeriellen und offiziellen Gespräche in Nelspruit, der Kontakt mit verschiedenen Vertretern diverser Organisationen wie der Pfadfinder und den Kirchen und selbstverständlich auch der Kontakt zu anderen Delegations-Mitgliedern. Verabredet wurde die Gründung eines internationalen Projekt-Teams mit engagierten Menschen in NRW und Mpumalanga, die das Konzept für die Jahre 2008, 2009 und 2010 entwickeln. 29 For the incorporated society “Together In Peace” the trip to South Africa mainly had one aim: strengthening of the contacts already existing in our surroundings between NRW and Mpumalanga. As the action “For Friendship without Borders” which has been realised with at least 1,000 children, order to take part in our project UNITED PAINTINGS. That means to make the textile “Friendship Banner” with a length of 4,500 meters and which has been drawn up by about 16,000 children up to now and is going do be made prolonged. This banner is planned to be borne by European and African children through South African cities. needs a lot of paint, a cooperation of these initiatives really makes sense. Above all the talks at the German Embassy, the encounters with citizens in Wackerstroom – basing in contacts with “Bird Life South Africa” were as important for the members of “Together In Peace” as the ministerial and official talks in Nelspruit, the contact with different representatives of different organisations like the Scouts, the Churches and as a matter of course the contact with other members of the delegation. The formation of an international project team was arranged with dedicated people in NRW and Mpumalanga who are going to develop a conception for 2008, 2009 and 2010. Together in Peace Active partnerships between the “Gesamtschule Essen-Süd” and the “Ekwasini Secondary School” and the “Hauptschule Am Dahlbusch” in Gelsenkirchen have been existing for several years now. Während der Delegationsreise des Mpumalangaforum im Frühjahr 2008 entstanden erste Aufnahmen für ein neues Projekt, dass ebenfalls eine Brücke nach Nordrhein-Westfalen schlägt und in Verbindung mit den Aktivitäten zur Kulturhauptstadt RUHR.2010 im Ruhrgebiet steht. „One world, two plays, happy people – get together“ will sowohl einen Beitrag zum Kulturprogramm der FIFA Weltmeisterschaft leisten, als auch im Rahmen der Veranstaltungen 2010 im Ruhrgebiet zu sehen sein. Wirtschaftliche Entwicklung und Public Private Partnership - das Beispiel Zucker Zuckerwirtschaft in Südafrika TSB Sugar Holdings/Sugar Cane Factory Die Werke der TSB gehören zu den modernsten der südlichen Hemisphäre. Mit einer Produktion in einem Gesamtvolumen von 450.000 Tonnen pro Jahr steht TSB an dritter Stelle in Südafrika und führt auf dem heimischen Markt. Bis auf zwei Mühlen sind alle Produktionsstätten der TSB in Kwa Zulu Natal angesiedelt. 95 Prozent der Zulieferer der Verarbeitung sind kleine Betriebe in Händen der schwarzen Bevölkerung. Diese insgesamt cirka 47.000 Farmer erhalten eine Beteiligung von 10 Prozent an den Erträgen. In einigen Fällen mietet die TSB das Land für den Anbau von Zuckerrohr von den Landbesitzern, die diese Flächen weiter bestellen und zu fünfzig Prozent an den Gewinnen beteiligt sind. Eine Unternehmenssparte ist die TRANSCO für den Transport der Waren. Auch diese ist zugeschnitten wie ein Black Empowerment Project – die Menschen sollen direkt an den Profiten beteiligt sein. Im Bereich Corporate Social Responsibility ist das Unternehmen in 41 Dörfern über fünf Regionen verteilt tätig. Einer der Schwerpunkte ist das Thema Bildung. Es werden zusätzliche Unterrichtseinheiten in den Nachmittagsstunden angeboten – diese Initiative wird in Kooperation mit dem Department of Education realisiert. Einen weiteren Schwerpunkt setzt TSB im Sport. Das Unternehmen unterhält cirka 150 Fußballmannschaften. Mit Blick auf die nahende Weltmeisterschaft veranstaltet TSB zahlreiche Kleinfeldturniere, um Nachwuchstalente ausfindig zu machen. Im laufenden Jahr 2008 werden über einhundert Jugendteams sowie sechzig Frauenteams beobachtet. Für das Jahr 2010 sind diverse Projekte geplant. Die Anregung, die Aktivitäten der Mpumalanga Scouts Association in Kooperation mit Bildungsprojekten aus Nordrhein-Westfalen möglicherweise finanziell zu unterstützen, wurde wohlwollend aufgenommen. Economic Development and Public Private Partnership – Using the Example of Sugar 31 Sugar Economy in South Africa TSB Sugar Holdings/Sugar Cane Factory The TSB holdings belong to the most modern of the southern hemisphere. With a total production of 450,000 tons per year TSB is on the third place in South Africa and leading on the national market. With the exception of two mills all production facilities are in the hands of the black population. These about 47,000 farmers receive 10 percent of the earnings. In some cases TSB takes the acreage at rent for sugar cane from the land owners who continue tilling the land and who receive a share in the profits of 50 percent. One branch is TRANSCO which is responsible for the transport of goods. Also this branch is tailored to the needs of the people as a black empowerment project (BEE) in order to make people share in the profits directly. Vom Feld in die Kaffeetasse – Rohstoff Rohrzucker The way from the fields to cups of coffee – raw material sugar cane In terms of corporate social responsibility the holding company operates in 41 villages spread over five regions. One of the focal points is education. In the afternoon additional teaching units are offered. This initiative is realised in cooperation with the Department of Education. Another focus of TSB is sports. The company supports about 150 football teams. With regard to the World Cup which is going to start soon TSB arranges numerous small-field football matches to select emerging talent. During 2008 more than 100 junior teams and 60 female teams are monitored. For 2010 several projects are planned. The idea of funding the Mpumalanga Scouts Association in cooperation with education projects from North Rhine-Westpahlia was received with appreciation. 32 Politische Partizipation/ Arbeitnehmerinnenvertretungen Political Participation / Labour representatives Eine Bildung zu politischer Partizipation findet in Südafrika kaum statt. Eine Ausnahme bildet in diesem Zusammenhang die Automobilindustrie. Hier beläuft sich der Anteil gewerkschaftlich organisierter Arbeitnehmerinnen und Arbeitnehmer auf immerhin beinahe 65 Prozent. In den kleinen und mittelgroßen Betrieben geht dieser Anteil jedoch gegen Null. Dennoch ist das gesetzlich festgeschriebene Arbeitsrecht in Südafrika besser als das in Deutschland. Es mangelt jedoch an der Umsetzung. Es herrschen erhebliche Defizite bei den ArbeitnehmerInnenvertretungen vor. There is nearly no education in regard of political participation in South Africa. One exception in this context is the automobile industry. Here the fraction of unionised employees is at least at 65 percent. In small and medium sized enterprises the fraction approaches zero. Anyhow the regulations of the employment law are better than those in Germany. But there is a lack of implementation. There are remarkable shortfalls in regard of labour representatives. Vier Prozent des Umsatzes der Unternehmen müssen in soziale Projekte reinvestiert werden. Ein Beispiel dafür ist die erfolgreiche Public Private Partnership der GTZ mit der Supermarktkette Pick’n’Pay. Im Fall der gut funktionierenden PPPs zeigt sich, dass der jeweilige Partner aus der Wirtschaft wesentlich unkomplizierter und freier handeln und entscheiden kann. Die Gesellschaft für Technische Zusammenarbeit muss auf Grund ihrer Struktur alle Planungsstufen des Departments durchlaufen. Public Private Partnership There is an important alteration in law concerning Corporate Social Responsibility. Four percent of the business volume has to be reinvested to social projects. One example for it is the successful public private partnership GTZ with the supermarket chain Pick’n’Pay. The well functioning PPP shows that the commercial partners are able to act and decide much less complicated.
