The Government of Jamaica (GoJ) has received financing in the amount equivalent to US
$315,000.00 from the Inter-American Development Bank (IDB), and it intends to apply part of the
proceeds to payments for goods, works, related services and consulting services to be procured
under the project Enhancing the Information and Communications Technologies (ICT) Regulatory
Environment in Jamaica. The project will be jointly financed with the GoJ. Bidding will be governed
by the IDB’s eligibility rules and procedures.
The main objectives of this project are to:
1) Review the current administrative and regulatory framework and governance model for the ICT
sector and provide specific recommendations for drafting appropriate strategic legislation for the
establishment of a converged stand-alone ICT regulator, as well as, propose an organizational
structure for the establishment and implementation of a converged stand-alone ICT regulator; and
2) Assess the geographic information system (GIS) capabilities already available within GoJ with a
view to enabling the GoJ to prepare and plan for the development and hosting of an interactive
broadband coverage map and dashboard.
In light of the foregoing the project will require consulting services to review the ICT regulatory
framework and to assess GIS capabilities, as well as, to provide auditing services.
Procurement processes of Goods and Works financed by the IDB will be conducted in accordance
with the Policies for Procurement of Goods and Works financed by the Inter-American
Development Bank (h) (GN-2349-9), and is open to all eligible bidders as defined in the policies.
Consulting services will be selected and contracted in accordance with the Policies for the
Selection and Contracting of Consultants financed by the Inter-American Development Bank (h)
(GN-2350-9).
Specific procurement notices for contracts to be bid under the IDB’s international competitive
bidding (ICB) procedures and national competitive bidding (NCB) procedures, will be published as
they become available. For consulting services expected to cost an amount equivalent to US
$200,000 or more, will be conducted internationally and a request for expressions of interest
contracts will be advertised in Inter-American Development Bank’s (h) Web Site, the local
newspapers (the Gleaner and the Observer), as well as the websites of the Ministry of Science,
Technology, Energy and Mining, the Office of Utilities Regulation and the Spectrum Management
Authority.
