The ECREA Communication History Section has identified ‘post-national perspectives and approaches to the [his]-stories of mediated communication in Europe’ as an increasingly important, if challenging, theme for this field of study. The starting point for this workshop (and in the proposed book project) is that authors of relevant papers should not focus merely on specific countries and their national media history but engage with certain problems, influences, challenges, trends, developments or historical situations and experiences that relate to all or several European countries, or particular regions or coherent clusters of countries. It is of course possible to concentrate on a limited number of countries as examples but analyses should be embedded in a broader context. The focus of this project will be on modern mass media and their development in the last 100 years (i.e. from the late 19th century onwards). Throughout its history, radio has been undergoing constant transformations. Perhaps this is why it has survived the changes of the political and economic environments, has taken advantage of technological advances, and has adapted to transformations in listening modes. Regardless of whether they have been accidental or intentional, voluntary or forced, these changes have clearly resulted in the evolution of radio being a continuous and lasting process. A true revolution is actually taking place in radio technology. The transition from analogue technology to digital technology and, most recently, to Internet, with software as the key tool, have been the major changes in radio in recent years. Radio is evolving itself from a purely mass medium into a personalized, interactive medium whose diversified programming is available “’on demand’”. On the other hand, a profound transfiguration is occurring in radio contents. In fact, radio is also changing in terms of content, language, and narratives. Shaping audio messages to fit the web environment is a challenge that demands reflection on the changes that are occurring in the discursive characteristics of sound messages. The reconfiguration of radio narrative idiosyncrasy is therefore becoming one of the most serious impasses for the future of this medium. Finally, and resulting of the fusion of technology and the renewal of narratives, a diversification and dispersion is occurring within radio audiences. In fact, following the trend of many other sectors of social life, radio listeners are leaving the mass community they used to be a part of to join smaller groups of interest. Fragmentation seems to be the phenomenon here that better characterizes radio audiences in a posttechnological context. Technology, narratives, and audiences are the three main axes proposed for the theorizing exercise of this congress. There will be blocks specifically dedicated to each of these spheres, where six thematic panels will be organized within each one. The Political Communication Section of ECREA, along with ACOP (Asociación de Comunicación Política) is calling for a Workshop to provide a forum to discuss and advance comparative political communication research, including both longitudinal and cross-national comparisons. Why meeting to discuss about comparative political communication research? It has been said that “every observation is without significance if it is not compared with other observations” (Pfetsch and Esser, 2004). Unlike neighboring disciplines, such as political science or sociology, communications studies has been rather slow in developing concepts and strategies for comparative research, be it across cultures or across time. However, during the last decades, comparative political communication research has become more prominent, leading to new exciting insights into how politics is communicated in different contexts. Still, much work and many challenges lie ahead, and there is a general lack of both longitudinal and cross-national comparative research. Comparative research not only helps us become more aware and knowledgeable about other contexts – it also helps us to better understand our own context and its particularities. As political scientist Giovanni Sartori (1996) succinctly said: “He who knows only one country knows none.” Thus, comparative research has the “capacity to render the invisible visible” (Blumler and Gurevitch, 1995). More importantly, comparative research allows us to sharpen the theoretical concepts that we use to describe and explain the role of communication in modern politics. Phenomena such as commercialization, personalization, negative campaigning or media populism do not mean the same thing in different countries and at different points in time. The scale and density of migration and migratory pathways, the centrality of transnational networks to the lives of multitudes, and the profound impact of ICTs on the experience and nature of migration and transnational life has led to an intensive research focus on the field of Diaspora, Migration and Media. The exploration of this in a broad, European network has resulted in awareness and exchange on conceptual, contextual and methodological issues, and a rich disciplinary fusion. It has also led to the rapid global translation and adaptation of such central theoretical frameworks as 'multiculturalism', 'transnationalism', 'diaspora' ‘feminist theory’, ‘gender’ ‘postcolonialism’ and ‘queer’. The terrain of study is thus both theoretically rich, but as a consequence, theoretically dense. Across contexts and approaches, what kind of engagements are these theoretical approaches preferring, shaping and, perhaps, limiting? The aim of this conference is to assess the relevance, impact, consequences and politics of the 'keywords' and theories currently dominant in the field. To what extent are these ideas derived from and translated into diverse scholarly contexts, and what are the implications of these linguistic and cultural translations for the object of study? What is 'gained' and what is 'lost' in a process of European and frequently global exchange and translation through one dominant language? What can we observe in the process of shifting from and towards different theoretical paradigms? Has there, for example, been a turn to theories of 'cosmopolitanism' and 'diversity' and a move away from considerations of 'racism'? What are the methodological consequences of the translation and particularisation of key concepts? Conference’s Topics and Call for Abstracts The conference is a one day event structured along 3 parallel thematic sessions in the morning and 1 plenary session in the afternoon that will discuss and further elaborate the topics treated in the parallel sessions. The Scientific committee welcomes abstracts (academic, institutional, and good practices) on the following 3 themes: EPS and European Identity Building and Citizenship Building These three concepts mutually shape, reinforce and complement each other. Papers in this panel aim at reflecting and analyzing their mutual articulation and the necessity to develop holistic paradigms rather than sector specific ones. EP Spheres, Communication and Information Strategies and Policies European information and communication strategies are not always able to reach the aims they are targeted to. The institutions are not only confronted with political challenges but also with a constantly changing media landscape. Different groups use different media in different ways and with a certain degree of unpredictability. Papers in this panel analyze the complex relationship between the societal appropriation of media and the challenges this poses to the policy makers. EPS and Multilevel Governance Structures and Actors Multilevel Governance structures and actors, especially if culturally and linguistically dispersed over 27 Member States and a multitude of political processes at European, National and Regional level, can naturally lead to a cacophony of public spheres. Papers in this panel analyze the relationship and the interplay between multiple European Public Spheres (local, regional and European) and the new governance mechanisms put in place at European level. Abstracts should be sent to Luciano Morganti and should: 1) clearly indicate which theme is addressed; 2) be between 300 and 500 words maximum; 3) clearly mention the name of the author(s), their affiliation and their contact details. 15 October 2011: Communication to authors of short-listed abstracts A Scientific Committee will evaluate abstracts and will come up with a potential list of presenters and a reserve list. The Scientific Committee will then invite all those shortlisted (including those in the reserve list) to submit a full version of the paper. The papers selected and those in the reserve list will be considered for publication as part of an edited book that will follow the conference. Papers in the reserve list will be invited to present posters at the Conference. 15 December 2011: Deadline for submission of Full Papers Failure to submit the full version of the paper in time will result in exclusion from the list of presenters/posters. Theoretical as well as empirical contributions and prospects of the future of communication and media policy are very welcome. Papers may address all dimensions of analysis such as political processes and actors, guiding principles, regulatory structures and instruments, regulatory bodies and legal frameworks (policy, politics and polity). For the purpose of setting up a consistent conference program submitters are asked to address one of the topics listed below. • Content Providers: Traditional Media and new Media Organizations This topic addresses policy issues related to content providers including traditional media such as broadcasting and the press, as well as new media (non‐linear audiovisual platforms, user‐generated content etc.). Papers are invited that deal with the regulation of media organizations and their financing, along with competition and concentration policies in the digital age. • Content Regulation On the one hand, as far as content regulation is concerned, the same issues are still pertinent: the protection of minors and the control of forbidden content. On the other hand, intellectual property rights, censorship and other communication and media policy issues that used to only play a minor role in former decades (at least in western liberal systems) have now come to the fore. Traditional copyright law is being challenged through the digital possibilities of distribution and copying, thereby leading to an upheaval in various sectors of the media industry. Both access restriction in authoritarian states and the use of filtering tools across Europe have given rise to protests against censorship of the internet. • Infrastructure and Distribution Due to the increased number of distribution channels in the digital age, distribution and platform policy is currently one of the key issues on the table. Among other topics, this includes network neutrality, access to communication networks for media content providers – and indeed for competitors in the infrastructure market – and spectrum policy. • User‐‐centered Regulation With the spread of the internet, issues involving the user have become of increasing importance. • The Identity of Communication and Media Policy as a Research Field There are differences in Europe with regard to the prevailing perspective in communication and media studies. Whereas scholars in some countries have been focusing on mass media related communication, scholars in other countries have often been more concerned with social communication in a more encompassing sense including individual communication. • Theories and Methods for Communication and Media Policy Analysis This topic invites presentations dedicated to reflection on research tools. O Portal colocará um enfoque especial em conteúdos multimédia de natureza pedagógica.O Portal dará particular atenção à interactividade com os seus utilizadores, disponibilizando espaço e recursos para os promotores de projectos nesta área e, bem assim, fóruns de discussão sobre diversas questões neste domínio. O lançamento deste Portal surge como a criação de algo que se pretende transformar num espaço de referência, em termos de partilha de conhecimentos e de debate, para todos quantos possam, de alguma forma, sentir interesse pela matéria em causa, sejam investigadores, educadores, pais, alunos ou, simplesmente, cidadãos atentos às questões que integram o grande universo do “pensar e agir digital”. Destinado a professores, profissionais dos media, investigadores, animadores, bibliotecários e agentes dos diversos âmbitos ligados à definição e implementação de políticas relacionadas com a educação para os media e literacia digital, o Congresso teve como objectivos essenciais promover a formação de cidadãos face aos media e ao ecossistema mediático, incentivar a interacção entre os media e as instituições educativas e culturais, contribuir para a inscrição da educação para os media e a literacia digital na agenda pública, valorizar a participação dos cidadãos na vida democrática tirando partido das novas plataformas digitais e redes sociais, reflectir sobre a relevância da literacia mediática para a qualidade e a produtividade no trabalho, favorecer a inserção da educação para os media no currículo escolar e a utilização dos diferentes tipos de meios como recurso educativo, estimular a inovação nos métodos e conteúdos da aprendizagem, em contextos formais e nãoformais de educação, bem como divulgar e fomentar a investigação no âmbito da literacia, dos media e da cidadania. Sem pretensões de exaustividade, o Congresso debateu os seguintes temas: Projectos e iniciativas em torno da análise e uso dos media: Internet, jogos vídeo, cinema, telemóveis, imprensa, rádio, televisão, publicidade, música...; Novos media, redes sociais e literacia; Compreensão da informação de actualidade; Literacia da imagem; Literacia da informação; Abordagens críticas da publicidade; Jornalismo e comunicação na escola; Contributos da educação para os media para a cidadania; "Condução segura" na net; O desenvolvimento curricular da educação para os media; Assimetrias socioculturais e usos dos media. O congresso, cujo sucesso nos apraz aqui registar, contou com a participação activa de diversos investigadores, professores, bibliotecários, alunos, mestrandos e doutorandos, bem como entidades públicas e outros interessados nas questões da Literacia para os Media, tendo constituído uma oportunidade assinalável para a apresentação, debate, reflexão e partilha de conhecimentos e experiências sobre o tema. O Estudo foi apresentado pelos Senhores Drs. Alberto Arons de Carvalho e Paulo Faustino, na qualidade de coordenadores do Estudo. Os oradores referiram-se, em particular, à elaboração, conteúdo e conlusões do Estudo, seguindo-se depois um vivo debate entre os participantes na sessão.
