About Tusculum:
“Tusculum – Discussion Forum on Law” is an association that has been in
existence since about 30 years and which has set as its target a deepening of
the understanding of the law. Both theoretical as well as practical topics are
discussed.
More than 70 lectures and symposiums were held within this scope. Furthermore, topics related to European law, economic law, the law on the
safeguarding of loans as well as intangible property rights were discussed by
smaller groups of experts.
The discussions are governed, insofar as they are held internally, by “the
Chatham House Rule”, so that speakers or contributions to the discussion by
individuals holding an official position cannot be cited outside of this circle.
This agreed confidentiality is designed to ensure that an open exchange of
ideas can take place.
The Chatham House Rule
What is the Chatham House Rule?
The Chatham House Rule is used worldwide to facilitate both free speech and confidentiality at
meetings.
Meetings may be held “on the record” or under “the Chatham House Rule”. In the latter case, it
may be agreed with the speaker(s) that it would be conducive to free discussions that a given
meeting, or part thereof, should be strictly private. When a meeting, or part thereof, is held under
the Chatham House Rule, participants are free to use the information or opinions disclosed to
them, subject to two conditions.
a) Neither the identity nor the affiliation of the speakers, nor that of any other participant at that
meeting may be revealed.
b) It may not be divulged that the information was received at that meeting.

Vereinigung, welche sich die Vertiefung des Verständnisses für das Recht
