Diese Studie soll die wirtschaftlichen Wirkungen Olympischer Spiele in Kairo 2020 ermitteln. Dabei ist
es eine wissenschaftliche Herausforderung, eine Impaktstudie für ein Entwicklungsland
durchzuführen.
The Olympic-accelerated infrastructural development of Cairo will cost billions of Egyptian Pounds.
Despite the fact that the IOC financially supports the Organizing Committee (OCOG), Greater Cairo and
Egypt will have to cover all investments for the required sports infrastructure and especially the
upgraded transport, housing, power supply and other infrastructure. The necessary investments of
public resources for present Olympic Games raises the question, whether the anticipated benefits
through staging Olympic Games in 2020 justify the often hidden and likely overseen expenses and
hasty development. The prediction of an economic impact requires considering all economic activities
related to the Olympic Games compared to the “non-Olympic case”.
Therefore several activities have to be considered:
- The estimation of a budget for the Bidding Committee to attract the Olympic
Games/Paralympics to Cairo in 2020 (2010 - 2013).
- The estimation of the OCOG budget to organize the Olympic Games/Paralympics (life cycle
from 2013-2021).
- The estimation of non -OCOG expenditures and capital investments in the period 2010-2020.
- The estimation of Olympic related tourism expenditures and Olympic-related exports (20202030).
These expenditures have to be considered for the primary economic impact during 2010 and 2030 at
the territory of the Arab Republic Egypt. The welfare function is directed to the Egyptian public
following the Pareto criterion. Therefore the target is to calculate whether the Olympic
Games/Paralympics increase the GDP, create jobs and generate additional taxes irrespective to the
person benefiting.
