This publication was prepared by Petrobras Transportes S.A. (TRANSPETRO), which
operates the Barra do Riacho Waterway Terminal (TABR).
Therefore anything which is contrary to any item of the aforementioned documents,
or impairs, replaces or amends any prescriptions defined by the Maritime Authority or
its representative must not be taken into consideration, not exempting any ship, its
commander or crew from the consequences arising from negligence in fulfilling any
precaution required by marine practices or by the special circumstances present at the
moment of the maneuvers or operations of this Terminal.
Upon using the information contained in this document, the dangers for navigation
and collision with the port installations or other ships operating nearby, as well as the
limitations of the ships involved, must be taken into consideration.

It may be necessary to completely ignore the information contained in this document,
when this procedure is indispensable to avoid immediate danger or operating risk, the
commander not being able to exempt himself for his entire responsibility concerning the
maneuver which he makes by alleging compliance with or guidance of the information
submitted in this document.
The operations of ships in the Barra do Riacho Waterway Terminal shall follow the
recommendations of the OCIMF (such as the “International Safety Guide Oil Tankers and
Terminals”, “Mooring Equipment Guidelines”, ISPS CODE and the “Marine Terminal Baseline
Criteria Assessment Questionnaire”), the international conventions adopted by Brazil, the
operating standards and guidelines of TA/ES, besides appropriate the country legislation.
The Terminal reserves the right to amend any operating features submitted herein,
without prior notice.

MIXED MOORING – That in which the cables which exercise the same function are of a
different type, gauge and materials.

Port Authority – authority responsible for administering the organized port, handling
the port operations and taking care that the services are executed with regularity,
efficiency, safety and respecting the environment (Law # 8630/93).

Low tide – Condition in which the tide attains the minimum point at a determined time
of the year.
Under-Keel Clearance – Height below the keel, corresponding to the draft plus a safety
vale which, for the Barra do Riacho Terminal, was pre-established at 10% of the draft.
Well – Space between the forecastle, or the poop, and the superstructure of the ship.
When the ship has an aft superstructure, it can be considered to be, in practical terms,
the position immediately afore of the superstructure.
Push-pull – Method of assistance of tugs with a cable passed in the well afore and aft,
when the performance can be changed from “pulling” to “pushing” in a short space of time.
SLOP – Mixture of oil and water resulting from washing tanks or other oily residue aboard.

5.1 General Description of the Port
do
As per the data published by ANTAQ, the organized port of Barra do Riacho is constituted
of the land port installations delimited by the polygon defined by the vertexes of the
geographical coordinates described in item 5.2.1, encompassing all the wharfs, docks,
bridges and piers of berths and mooring, warehouses, buildings in general and internal
channels of road and rail circulation and also the land along these areas and adjacencies,
belonging to the Union, incorporated or not in the equity of Barra do Riacho port or under
its guard and responsibility.
Barra
The road access made from the Espírito Santo Capital can be executed by means of the
coastal route via the ES-010, passing through the localities of Manguinhos, Jacaraípe,
Nova Almeida and Santa Cruz, corresponding to a distance of about 70km. Alternatively
the inland roads can be used, when approximately 100km of distance will be traveled.
In the latter option the BR-101 is used which links the highway ES-257 to Ibiraçú town,
then going to Aracruz municipality.
Riacho Terminal
The Organized Port of Barra do Riacho, administered by the Espírito Santo State Dock
Company, CODESA, is located in the municipality of Aracruz, North coast of Espírito
Santo State, at 30 nautical miles (approximately 55 km) to the north of Vitória port, to
the jurisdiction of which it belongs.

Furthermore, the infrastructure of protection and waterway accesses integrates the
port composition, including the anchoring areas, evolution basins, access channel and
adjacent areas up to the edges of the land installations of the organized port, as defined
in Administrative Ruling-MT # 1.034, of 12/20/93 (D.O.U. of 12/22/93), existing or which
may come to be built by the Port Administration or by another body of the public power.
In Barra do Riacho, which does not yet have a public wharf, besides the Barra do Riacho
Waterway Terminal (TABR), of private use of Petrobrás – Petróleo Brasileiro S/A, with an
approximate area of 348.382 m2, there is located the terminal of PORTOCEL – Terminal
Especializado de Barra do Riacho S/A, Administered by Fibria (51%) and Celulose NipoBrasileira – Cenibra.
5.2 Localization of the Barra do Riacho Terminal – TABR

5.2.2 General Geographical Localization

The Barra do Riacho Waterway Terminal – TABR – is located in the Organized Port of Barra
do Riacho, as defined above, in Espírito Santo State on the southeast coast of Brazil, at
approximately 30 nautical miles (55 km) to the north of Vitória port, to the jurisdiction of
which it belongs.

The port installations of the terminal will be included in the coastal area denominated “shell
beach” delimited by the moles sheltering Barra do Riacho port, at 2 km from the FIBRIA factory.
5.3 Approaches to the Terminal
5.3.1 General Description
Access to the port is executed by means of the channel marked with buoys, with alignment
249º30’ guided by two alignment spot lamps, the former having a quick white light and the
latter a white light hidden for 4 seconds, buoys delimiting the edges as per item 5.3.3 and an
evolution basin, totaling an extension of 1,660 m, measured after dredging and confirmed by
bathymetry performed in March 2011.

The anchoring area intended preferentially for ships or vessels with a normal waiting
term scheduled for the TABR Waterway Terminals, in accordance with the traffic Standard
and remaining of ships and vessels in Barra do Riacho port (NORMAP-2), is delimited by
the positions of geographical coordinates:

Anchoring forbidden:
The area extracted from the plan which integrates the nautical chart 1420,
constituted of a circular area centered in the Pilot’s waiting position, with a radius
of one (01) nautical mile, is considered to be an operating area of approach to the
access channel to the port, anchoring or remaining in this area being forbidden.
It is also forbidden to anchor next to the south mole and near the marine outfall of
the FIBRIA factory, as per the plan on the back of the Nautical Chart # 1420 of DHN.

Aiming to contribute to the safety of the navigation, the support boats, tugs,
launches, flatboats and suchlike shall observe the restriction of exclusion of
anchoring and remaining in this area.
As determined by the Port Administration, and with the agreement of the Maritime
Authority, the Evolution Basin can be used as internal anchorage in emergency
situations of for safeguarding human life at sea.
5.3.3 Navigation Aids
1. Buoys and floats demarking the access channel and evolution basin of Barra do
Riacho port, numbered in accordance with the table described below.

5.3.4 Port Limits
The organized port of Barra do Riacho, including the acces channel and inner waters, is
delimited by the following coordinates:
a) latitude 19º49’24”S, longitude 40º04’20”W;
b) latitude 19º49’24”S, longitude 40º03’00”W;
c) latitude 19º51’30”S, longitude 40º03’00”W;
5.3.5 Port Control or VTS
The port Control of Barra do Riacho Port is performed by the CONTROL POST which is the
body responsible for boat entrance and exit traffic. It must be called on Channel VHF-16
and informed of the intentions and times.
5.3.6Pilotage
Pilotage is mandatory for all the ships which maneuver in the port, in accordance with
the Maritime Authority Standards (NORMAM) and Standards and Procedures of the Harbor
Master of Espírito Santo (NPCP-ES). This becomes mandatory upon entering the access
channel, except for those foreseen in Norman-12, item 0404.
The pilotage is provided, for mooring and unmooring, by the ship cargo agents, upon
direct request to the Espírito Santo State Port Pilots’ Union, situated at R. Abiail do Amaral
Carneiro, 41/9º andar, salas 902/903 - Enseada do Suá. ZIP: 29055-908.

The agents request mooring, based upon the arrival forecast (ETA indicated by the ships)
and on the scheduling of the Terminal (communicated by the Transpetro Operations
Supervisor). In the unmooring, the request is guided by the operation end forecast
and End Release time. The minimum time for requesting pilotage is four (04) hours
beforehand.

The pilots wait for the ships in position of Lat: 19º 50’ 31’’ S and Long: 040º 02’ 00’’W. The
ships shall have sufficient ballast and be duly equipped, concerning mooring equipment
of mooring and respective accessories.
Each commandant is solely responsible for the maneuvers, having to provide all the
information to be furnished to the pilot about any peculiarity, specific conditions or
difficulties that may exist, such as: deficiency of machines, problems or damage to
navigational aid appliances, mooring cables or any element which may come to cause
danger concerning the maneuver and mooring.
After having moored, the vessels shall be in conditions considered to be satisfactory by
the Terminal pilot and operator.
If the Commandant does not accept the pilot’s instructions, in order to conserve the
safety of the ship’s maneuver, the Harbor Master, by means of the ship agency, shall be
informed in writing. This fact shall be reported to the terminal supervisor by the agency.
In accordance with the NPCP/ES it is the Harbor Master who is responsible for declaring
the impracticality of the bar. The Pilotage upon perceiving unfavorable meteorological
conditions, which have values exceeding the limit parameters, shall contact the Harbor
Master, by any means of communication, so that the impracticality can be stated;
a) Basic parameters:
sea and wind conditions at the point of waiting for the pilot exceeding 6 (six) on
the Beaufort scale;
sea and wind conditions in the evolution basin exceeding 4 (four) on the Beaufort
scale; and visibility below 500 yards.
5.3.7 Tugs and Port Services
The use of tugs in the maneuvers of Ships in Barra do Riacho Port follows the guidelines
of the Maritime Authority by mans of the Correspondence Table between Deadweight
Tonnage (DWT) of the ship, Bollard Pull required and the minimum number of tugs to be
used, also observing the criterion of the type of propulsion and maneuverability of the
tugs considered by the Port Administration and the limitations of the boats involved.
The request for the mooring or unmooring support service shall be executed at least four
hours beforehand and communicated to the CCO, which shall provide the mooring support
staff on the pier and shall communicate to the Terminal GIAONT for fitting measures.

The port support maneuvers shall be executed exclusively by accredited companies,
duly registered at the ANTAQ, port tug service operators, contracted by the shipowner, or
its representative, and at its expense, except when specific contractual clauses specify
otherwise.

Additional tugs shall be able to be required by the Ship’s Commander, when he deems it
necessary, as he is exclusively responsible for establishing the device and quantity of
tugs for the mooring and unmooring maneuvers.
Riacho Terminal
This differential factor aims to provide greater safety to navigation, ensuring the ship
Commandants and their assistants have the conditions required to succeed in the
maneuver.
The vessels in mooring and unmooring maneuver at the TABR shall use the VHF channel
agreed with the Pilot, the ship having, by means of the commandant or his representative,
to inform the CCO which VHF channel is being used.

The launch service for shipping fare and material, collecting trash and supplying
lubricants, when moored, shall be allowed through authorization of the Terminal. This
service shall be hired through an agency, the Terminal, by means of the GIAONT, together
with the ship’s Service Officer, being responsible for evaluating the safety conditions of
the operation.
5.3.8 Navigation Risks
After respecting the side limits if the channel marked with buoys, no navigation risks were
found in the anchoring area of the installations of the Barra do Riacho Waterway Terminal.
Special attention must be paid to passing the mole points and later reversal of the
machines for stopping and turning in the evolution basin.
5.3.9 General Restrictions
There is no restriction upon night mooring in the TABR.
In any situation attention must be paid to the physical limits of the Terminal. The points
of the external mooring dolphins and mooring dolphin most advanced to the bay are
indicated by fixed yellow light with a range of 2 nautical miles.
When the conditions of approaching or remaining at the wharf imply care, the GIAONT
must be informed so that it evaluates the safety conditions and advises the Commander
about his decision to perform the maneuver of mooring or remaining at the wharf.
Caution is recommended when the meteorological conditions obtain the following measures:

South wind with an average speed of above 25 knots;
Bottom swell with average height exceeding 60 cm;
Waves with a height exceeding 1m.
Restriction Regarding the Draft:

The under-keel clearance for project conditions was calculated considering as safety
margin of 10% of the draft.

5.5.1 Predominant Winds
October through March the predominant winds are NNE/ENE, and April through September
the winds usually blow from SSE/SW. The intensity of the dominant winds in this region
is force 2 and 4 on the Beaufort scale, and in the period of April /September, there can
be strong gusts of wind, coming from SSW (210º) being able to reach the speed of up to
40 KNOTS.
5.5.2 Waves & Billows
The situations of an agitated sea are usually caused by the south wind. When there no
strong winds coming from the south the sea is calm with waves of at most 0.5 meters
in height.
Sporadically in the winter months swell can come from the S/SE, which can cause the
ship to roll, leading to special care during the mooring, even when the pier is sheltered.
5.5.3 Pluviometric Precipitation
The predominant feature is sparse and short spells of rain, severe and long periods of
rain being rare.
5.5.4 Storms With Lightning
Such storms are not usual, but can occur with the passing of cold winds.
5.5.5Visibility

The visibility is good, except when there is intense rain.

5.5.6 Tidal Currents and Other Currents
Exact values of amplitude and intensity of tidal current can be obtained in publications
of the DHN (Tide Table and Tidal Current Chart for Barra do Riacho Port).
The predominant currents come from the NE/ENE October through March and from the
SSW April through September. Nevertheless, when a period of prolonged rain occurs in
the region of Rio Doce, an increase of the volume of water occurs in its mouth, causing a
current which occurs in the direction SW.
5.5.7 Variation of the Tide Levels
The approximate normal average amplitude of the tide in the Terminal is 0.70m.
Upon the spring tide there are greater variances with up to 1.60m (high tide water) and
–0.10m (low tide). The maximum draft for mooring in the TABR was calculated related to
the worst tidal condition.

6.1 General Description
PGL-1 and PGL-2 are interlinked to the shore by means of an access bridge of around
220 meters.
The System of Stocking and Transferring Cooled LPG aims to store and transfer LPG to
the tanks or to ships. The System has three Cooled Tanks, two (02) with a rated storage
capacity equal to 5000 t and one (01) with a rated storage capacity equal to 10000 t.

The TABR pier is conceived with an operating platform with 02 (two) mooring berths,
denominated PGL1 (to the north) and PGL2 (to the south), operated by Petrobras
Transportes S.A. – TRANSPETRO to receive pressurized and cooled LPG ships and
ships for C5+, located to the west of the private terminal of PORTOCEL.
Barra
The Terminal belongs to CODESA – Espírito Santo Dock Company, being operated
by Petrobras Transporte S.A. - Transpetro, to move petroleum derivatives in a use
concession system.
Riacho Terminal
Inaugurated in 2013, the Barra do Riacho Waterway Terminal enters into operation
to allow the storage and flow, through ships, of the LPG and C5+ produced in the
Cacimbas Gas Treatment Unit (UTGC); as of the processing of the condensed and
natural gas produced in the fields of the Espírito Santo Basin.

Whereas the Stocking and Transfer System of C5+ aims to store and transfer C5+ to
the ships. The System has three Tanks of C5+, each one with a rated storage capacity
equal to 20,373 m³.
The Maritime Loading System aims to loa dor unload cooled LPG, pressurized LPG
(through Balls), or C5+, by maritime means.
The TABR has six Loading Arms. The intermediary arms operate with return of LPG
vapor from the ships, whereas the others operate in transferring liquids.
The Loading Arms are divided into two identical groups, i.e., two Loading Arms for
operating with liquids and a Loading Arm for return of the vapor, in each pier berth.
The Maritime Loading System has an Operating Measurement System, EMED,
dedicated to loading ships, with indication and control in the Supervisory System and
an Odorization Unit dimensioned to odorize all the LPG sent for maritime loading.
The largest project ship for mooring at the pier has a capacity limitation of 60,000
DWT, operating in the maximum draft of 11.20 m. Whereas the smallest ship, owing to
the physical arrangement of the pier, will be limited to 3,000 DWT.
The Barra do Riacho Terminal has business safety protection measures applicable
to the port installations and ships implemented, in the terms of the requirements
of the International Maritime Organization – IMO – through adopting the code ISPS –
International Ship and Port Facility Security Code.
If required, the aforesaid protection measures can be activated by the ship by means
of VHF radio channel 16.
The TABR usually operates at safety level 1.

6.5 Management and Control
There is monitoring at the TABR exercised by the operators and GIAONT, “in loco” during the
start of the operations and remotely after the work flow/pressure has been standardized.
The Operations Control Center(CCO) is in charge of the operation, which it supervises and
manages, controlling the pumps and following up the quantities moved and the hourly flow
attending to channel 15 VHF.

The CCO is located in the administrative building, to the right of the pier exit, at about 300
meters from the ship/terminal access. This center houses the shift supervisor together
with the operators responsible for controlling all the Terminal operations, by means of the
supervisory system.
As it concerns an industrial area, crew traffic is restricted and is limited to the paths
established for pedestrian traffic.
6.6 Main Risks
Excess speed in the approach to the wharf must be avoided as there is a risk of structurally
damaging the pier. The approach speed of the ship perpendicular to the defense line (Vp)
shall be, as per the mooring energy Calculation, equal to or less than 015 m/sec.
The operation must be interrupted whenever the sea and weather conditions exceed the safe
operating limits (swell with average amplitude above 70 cm and wind with average speed
above 25 knots). In these conditions, as defined by the Terminal and with the agreement
of the ship’s Commander, the need to unmoor the ship avoiding damage to it and to the
Terminal, owing to the excessive impacts resulting from the swell, must be evaluated.

Storms with lightning are rare, but as defined by the Terminal and/or vessel, when they
occur, the operation can be interrupted.

During the time that the vessels stay in the port various actions are performed to allow
a safe operation and manage the risks so as to minimize them.
7.1 Before Arrival
7.1.1 When mooring, after the safety inspection performed by the nautical inspector,
done based upon the checklist of ISGOTT, if there are holdovers which cannot be solved by
the crew, the ship will not have the authorization of the Terminal to start operating.
7.1.2 Repairs aboard and washing in the ship’s cargo tanks must be executed, preferable in the anchoring area. To execute these services with the ship moored, the prior
authorization of the Terminal will be required.

Some of the items to be handled, although not exhaustive, are mentioned below, others,
which are considered to be relevant to ensure safe operating conditions, being able to
be agreed between the parties which execute the operations.

operations and plan them suitably.

7.1.3 The vessels heading for the installations of the TABR shall indicate the estimated
time of arrival (ETA), 72 and 48 hours beforehand, directly to the respective agent. The
alteration or confirmation of the ship’s arrival shall be communicated at least 24 hours
beforehand. In the information of the ETA, it must be specified if the time mentioned is
local or UTC.
7.2Arrival
7.2.1 Port Authorities
The port authorities are notified by the ship agents concerning the arrival and forecast
for mooring. As a general rule, the visit is performed after the mooring.
7.2.2 Bunker Supply
The terminal does not have installations for bunker supply via pipeline.

7.3Mooring
7.3.1 Ship’s Mooring System
The mooring cables deserve permanent care in order to maintain the ship moored within
the safe limits of distance from the pier. All the cables need to be maintained under
suitable tension during the operation, paying attention to the fact that the breast ones have
reduced lengths and therefore less capacity of elasticity, resulting in greater probability
of rupture when undergoing too much force.
All the mooring cables must be the same type, gauge and material (fiber or wire), mixed
mooring not being allowed.
7.3.2 Land/Vessel Access
The TABR has telescopic ladders to access the moored vessels.
The crew members who, upon disembarking, use the installations of the Terminal, shall
not circulate in the industrial area, limiting themselves to using the strips intended for
the circulation of pedestrians, which will take them to the Main Gate.

7.4 Before Transferring the Cargo
7.4.1 Electrical Insulation
The electrical insulation between the ship and the Terminal is executed by means of an
insulating flange installed in the cargo arms, in order to ensure safety of the connection
in compliance with the recommendations of the ISGOTT.
7.4.2 Loading Arm Connection
During the mooring, the Terminal operator shall remain in the position of the loading arm
which will be used, so as to guide the pilot in the correct positioning of the ship.
The ship must connect reducing parts in order to have the load sockets allowing the
connection of the loading arms.
After connecting the loading arms, they are tested regarding their tightness, using the
static pressure of the Terminal columns for this purpose, or nitrogen, if operating with LPG.
A representative aboard shall follow-up all the operation, having to be near the ship
load socket.
The connection is executed by the staff on land, but for this the staff on board shall provide
the support required.
7.4.3 Tank Measurements

The measurements of the tanks aboard, during the initial release, shall be performed by the
ship’s representative (navigation officer, petty engineer officer or another one appointed
by the Commander) through follow-up of the Terminal operator, observing all the safety
measures applicable to the case.

Attention must be paid to the precautions for preventing the risks of ignition by a spark of
static electricity during the measurements, samplings, connections and loading operations.
During the measurements, pay attention to the use of suitable PPE and duly grounded
tools, as per the guidelines of the ISGOTT.
7.4.4 Ready to Operate
To start the transfer, the Ready to Operate must be signed.
7.4.5 Other Considerations
The excess of dense smoke by the chimney and/or chimney-sweeping is forbidden.
Operations are not allowed with boats on the side during the ship’s operation, unless it
has been previously agreed with the Terminal.
It is forbidden to grease the propeller with the ship moored, unless it is previously arranged and the operation is monitored, also by a representative of the Terminal.

7.5 Cargo Transfer
7.5.1 Flow Pressure Monitoring
The monitoring of the pressure during the cargo transfer is recorded by the representatives
aboard and on land, in the ship’s manifold, hourly (or at smaller intervals as agreed). The
flows of the two sides of the operation are calculated hourly and compared between the
parties having, according to the system used, a limit parameter for operating control. Any
alteration to the operating conditions must be communicated and documented between
the parties. It is expressly forbidden to close valves during the operation which cause
back pressure in the system.

7.5.4 Tank Washing
The washing of the loading tank of the ship moored at the TABR is not considered to be
a common operation, it not being allowed in routine conditions. Nevertheless, the COW
operation shall be able to be allowed provided that it is authorized by programming,
approved by the GIAONT and authorized by the Terminal Supervision, after consulting
the Management.

7.5.3 Slop Unloading
The Terminal does not have the suitable installations for unloading slop, it not being possible
to perform this operation.
Riacho Terminal
7.5.2 Ballast Water
The loading/unloading of ballast water is allowed inside the port.
The act of unballasting the ship in the Port presumes that the ship’s Commander is fully
aware of the satisfactory and compatible quality of the water emptied into the sea. This
water shall be free of oils and/or oily residue, as well as pathogenic organisms and germs
which may alter the microbiological balance of the region, causing damage to the marine
fauna and flora, with a negative impact upon the local community and marine influence
area of the port.
The Terminal can at any time, and must when the apparent conditions of the ballast
suggest possible l contamination of the waters, request the copy of the Ballast Water
Report, in compliance with Normam-08 chapter-3, safeguarding its interests against
possible questioning.

7.5.5 Repairs in the Port
The port administration does not allow the execution of repairs using fire, electric welding
or oxy-acetylene, as well as the unavailability of the propulsion and steering of the vessels,
without the prior request and ensuing permission in writing of the Terminal representative,
for executing the labor.
When authorized by the terminal, the repairs shall be subject to the release of the GIAONT,
after executing a safety inspection.
7.5.6 Operating Safety Check List – LVSO
Fulfillment of the ship/terminal safety inspections during the loading operation, to
be executed by the safety inspector appointed by the Terminal (As per item 26.3.3
of the ISGOTT).
7.5.7. Stoppage of the Operations
The reasons which lead to the stoppage of operations during the ship’s stay include
the following:
A – Wind speed exceeding 6, on the Beaufort scale (about 25 knots);
B –Tossing with an average amplitude exceeding 70cm;
C – Static storm with electrical discharges coming from clouds of intense convective formation, cumulus type (dark “charged” clouds);
If there is an emergency, follow the procedures of the Emergency Response Plan (PRE)
and that foreseen in item 9.

7.6 Load Measurement and Documentation

7.6.1 Arm Drainage
After the end of the operation one must start to drain the loading arms used. The ship’s
representative shall be responsible for draining the tray on board.
7.6.2 Final Measurements
The final measurements aboard shall be executed by the ship’s staff and followed up by the
Terminal representatives. The material used must be duly grounded and the measurement
accessories must be explosion-proof. The final release of the ship shall occur after comparing
the quantities moved and the stay documentation complement.
7.7 Unmooring and Leaving the Port
During the maneuver of unmooring and leaving the port, one must observe the limits of
the channel and the dangers reported in item 5.3 and its subitems.
The pilot usually disembarks at the same point of embarking described in subitem 5.3.6,
where a mooring launch of the port shall wait for him.
7.8 Attendance to the ISPS CODE
The TABR has implemented business safety protection measures applicable to the port
installations and ships, in the terms of the requirements of the International Maritime
Organization – IMO through the adoption of the ISPS code – International Ship and Port
Facility Security Code.
If required, these protection measures can be activated by the Ship by means of the Port
Facility Security Officer (PFSO) or through VHF radio channel 15.
The Barra do Riacho Terminal usually operates at safety level 01.

9.4 Emergency Plans

9.4.1 The PRE – Emergency Response Plan is the Barra do Riacho Waterway Terminal
– TABR plan to combat emergencies in all its installations. It is available in all the operating areas, in tables located at the entrances of the operating and maintenance rooms
and administrative buildings. The local SMS (health, environment and safety activity) is
responsible for updating it.
9.4.2 The emergency and firefighting equipment shall be maintained ready for immediate use and in compliance with the guidelines of the ISGOTT, while the ship remains moored.
A kit for combating pollution (sawdust, rags, spades, buckets, scrapers, transfer pumps,
etc.) must be maintained ready for immediate use to be used if there is an oil spill. Supplementary precautions must be taken in order to avoid pollution in the sea by oil.
The Barra do Riacho Waterway Terminal – TABR – has a CRE (Emergency Response Center) which is endowed with several facilities and items of equipment for use in acciden-
tal pollution. Periodically intensive training is executed, which capacitates the employees of the Terminal to act as per the PRE – Emergency Response Plan. Situated within the
limits of Barra do Riacho port, it allows quick performance in combating emergencies.
The resources available are listed in the PRE.
9.4.3 The Terminal does not have its own medical attendance. When required the
public network mobile emergency attendance service (192) will be used. The most
serious cases will be sent to the Vitória Apart Hospital (VAH), located at 72 km from
the Terminal, beside Rodovia BR-101 Norte, km 2,38, in Boa Vista II, at Serra, telephones 27 3201 5555/3348 5444.
9.5 Public Resources of Combating Emergencies
9.5.1 Local Emergency Services

9.6 Combating Chemical Products and Oil Spillage
9.6.1 Terminal Combat Capacity
The resources available in the Terminal for combating oil spillage situations are listed in
the PRE, which is available in all the administrative, operating and maintenance areas
of the Barra do Riacho Waterway Terminal – TABR.
9.6.2 Combat Capacity of the Environmental Body
The Espírito Santo Environmental Body does not have resources for combating oil spillages in the sea.
9.6.3 Resources Available in the Mutual Support Plans of other Terminals
The resources available in other terminals for attending to pollution emergencies occurring in the adjacencies of the Terminal are listed in the PRE.
9.6.4 Combating Medium and Large Spillages
In these events the regional resources of Transpetro / Petrobras are requested. These
resources, their readiness and means of activation are described in the PRE.
