CPUC POWER GENERATION PROJECT : CPUC/PG/01 – 31 July 2014 Minutes of Pre-Bid Meeting Attendees: CPUC Mark Waite GMP Dr Peter Melnyk Frontier Power Technologies Fortunato Pico (for Rey Manalaz) Rene Molinos Patrick Chargualaf Jesse Toves Morrico Equipment Pernix Group VITAL ENERGY Jonathan Perez Myver Hecita Jim Moor Arthur Adriano Emilyn S Conde Helen Luo Hawthorne Caterpillar USA Contractors ACCLinks The pre-bid meeting was held at GMP office at Sunny Plaza, Tamuning, Guam and commenced at 10.05 a.m. A copy of the signed attendance sheet is included in table 1 at the end of these minutes. The agenda for the meeting was: 1 Introduction CPUC & GMP; 2 CPUC Power Generation Objectives: Background; Procurement Rationale; Timeframe; 3 Summary of the Two Step Evaluation Process described in Section 6: 4 Summary of the Lifecycle Cost Analysis Requirement: 5 Questions from Prospective BiddersTopics as per the agenda below: Mark Waite outlined CPUC rationale for the procurement, namely the desire to return to sustainable and reliable power generation in Weno. The key consideration for CPUC is efficiency – hence the Life Cycle Cost Analysis approach. Procurement of the power solution will be split into two RFP’s; the first under discussion here is CPUC/PG/01 for specialist generation and switchgear equipment; Once an award is made for this RFP a second RFP for the Power House generation installation contract will be issued. Page 1 of 4 CPUC POWER GENERATION PROJECT : CPUC/PG/01 – 31 July 2014 Funding is using Chuuk State Compact Grant Infrastructure funds; CPUC have obtained dispensation from FSM PMU to manage the technical and financial control of the project; Dr Melnyk reviewed the evaluation criteria outlined in the RFP and outlined the LCCA as described in the RFP. 2 QUESTIONS FROM ATTENDEES: Mr. Myver Hecita – Hawthorne, Guam: Please confer that RFP CPUC/PG/01 is for generation and switchgear; and whether the upcoming RFP for the powerhouse could be included in the RFP CPUC/PG/01; A formal response to this question will be provided in follow up to the meeting. CPUC responded informally that the two RFP’s will be separate and RFP for power house will be issued after a decision is made on the generation and switchgear; There is nothing to prevent qualified bidders on the RFP CPUC/PG/01 from bidding on the general contract for the Power House when it is issued. Jesse Toves – Pernix, Guam: Must the equipment supply be from OEM or are manufacturer’s representatives eligible to bid: Either is able to bid provided that they satisfy the qualification criteria outlined in the bid documents Is CPUC looking to enter into an Operation & Maintenance contract? At this stage no O&M contract is envisaged in the RFP. Helen Luo – ACCLinks, China: Is the cost of technicians to undertake overhaul to be included in the LCCA: The cost of technicians to undertake the overhaul should be included but should be explicitly identified in the breakdown; Inclusion of these costs in the analysis does not imply that a contract for technician services will be entered into under the RFP. Arthur Adriano – USAContractors, Guam: Mr. Adriano commented that if the technician cost (referred to in the question above) were not included in some bids there would not be a like for like comparison of costs. CPUC advised that the components of cost be split out to clearly show technician costs – a formal note will be issued on this issue. The RFP specifies ANSI standards are to be used – can equal or better standards be used instead. GMP advised that a formal RFI should be submitted to CPUC by the contractor proposing the substitution of alternative standards to those proposed – a formal confirmation or rejection will be issued by CPUC to each specific request. In principle standards that are Page 2 of 4 CPUC POWER GENERATION PROJECT : CPUC/PG/01 – 31 July 2014 equal or better than those proposed in the document will be acceptable to CPUC but confirmation must be requested. Mr. Adriano commented that the last day for questions is 10th September 2014 – is there sufficient time for a response to be provided before the submission date of 20th September 2014? GMP replied that every effort would be made to respond to questions quickly; GMP further clarified as follows: The RFP requests that present day costs are used in the LCCA analysis forecast. Questions should be submitted to Mark Waite at “[email protected]”.
