TUNA-CANNING INDUSTRY
A indústria de conservas de atum “made in Azores” ocupa uma
posição de destaque nas exportações do arquipélago estando
os seus produtos presentes em cerca de 30 países. Os principais
mercados de destino são Espanha e Itália.
The tuna-canning industry made in Azores holds a prominent
position in the archipelago’s exports. The products are present
in 30 countries, with Spain and Italy being the industry’s main
destination markets.
Atualmente existem quarto indústrias deste setor a operar nos
Açores.
In the Azores, there are currently 4 businesses operating in this
sector.
Em 2015, e pelo quarto ano consecutivo, o Filete de Atum com
Pimenta dos Açores, produzido pela empresa Santa Catarina
Indústria Conserveira, ganhou o prémio “Melhor dos Melhores”
no 4º Concurso Nacional de Conservas de Pescado.
In 2015, for the 4th consecutive year, the Azorean canning
company Santa Catarina Indústria Conserveira won the “Best of
the Best“ award at the 4th National Canned Fish Contest with the
product “Tuna Fillet with Pepper from Azores”.
Já em 2016, a mesma empresa arrecadou o prémio “Melhor dos
Melhores” com o Filete de Atum em Azeite com Gengibre, no 5º
Concurso Nacional de Conservas de Pescado.
In 2016, the same company won the “Best of the Best” award at
the 5th National Canned Fish Contest with their product “Tuna Fillet
in Olive Oil with Ginger“.
Ainda em 2016, e no mesmo concurso, esta empresa alcançou
duas medalhas de ouro com os produtos Filete de Atum em Azeite
com Gengibre e Filete de Atum com Pimenta dos Açores. Enquanto
o Filete de Atum com Molho Cru, medalhado em anteriores
edições, e o Filete de Atum com Quatro Pimentas, receberam
medalhas de prata.
Still in 2016, and in the same contest, Santa Catarina was also
awarded two gold medals with the products “Tuna fillet in Olive
Oil with Ginger” and “Tuna Fillet with Pepper from Azores”.
Furthermore, two silver medals were awarded to “Tuna Fillet with
Mediterranean Sauce” (award winner in previous editions) and to
“Tuna Fillet with Four Peppers”.

Em 2015, mais de 140.000 passageiros chegaram aos Açores
através de 135 escalas de navios de cruzeiro. Estes números
representam taxas de crescimento de 50% em comparação com
2014. Nos próximos anos é expectável que a taxa de crescimento
deste setor continue na ordem dos dois dígitos.

Cerca de 3.500 embarcações de recreio passaram pelas marinas
e portos dos Açores durante 2015. Isto corresponde a 13.000
tripulantes em transito.
Objetivos:
> Aumentar a atratividade do destino Açores;
> Aumentar o investimento privado na área do turismo;
> Desenvolver a indústria da náutica de recreio e fomentar a
construção naval;

In 2015, more than 140,000 passengers came to the Azores due to
135 cruise-ship stopovers. These represent 50% growth rates compared
to 2014. Double-digit growth rates are expected to continue in this
sector in the following years.
About 3,500 recreational boating vessels pass through Azores marinas
and harbors. This corresponds to 13,000 crew members in transit.
Objectives:

Os Acores são um destino de excelência
para a prática de mergulho, quer

conjunto de excelentes condições naturais
permite mergulhar, nas águas açorianas,
durante quase todo o ano.
A sua localização em pleno Oceano
Atlântico Norte, numa zona de transição
entre as correntes ricas em nutrientes vindas
do norte e as águas quentes da corrente
do Golfo, tornam este grupo de Ilhas num
autêntico santuário para a vida marinha.
O fundo do mar dos Açores caracterizase pela abundante existência de bancos
submarinos – montes que se elevam do
fundo do mar sem atingirem a superfície –

The Azores E.E.Z. is considered a “natural laboratory” by the
scientific community.
A Z.E.E. dos Açores é considerada um “laboratório natural” pela
comunidade científica.
Recent scientific deep-sea exploration has demonstrated the existence
of metal resources associated with hydrothermal fields. Various
international oceanographic missions have led to the
discovery of five active hydrothermal fields located
in the Azores seas (Menez Gwen, Lucky Strike,
Saldanha, Rainbow and Moytirra). Considered
up to now as a science fiction scenario, the
exploration of mineral resources at depths greater
than 1,500 meters could be initiated by the second
half of the 21st century.
O DOP – Departamento de Oceanografia e Pescas da
Universidade dos Açores é uma referência internacional no campo
das ciências do mar.
A recente exploração científica dos fundos marinhos demonstrou
a existência de recursos metálicos associados aos campos
hidrotermais. Das várias missões oceanográficas internacionais
resultou a descoberta de cinco campos hidrotermais ativos (Menez
Gwen, Lucky Strike, Saldanha, Rainbow e Moytirra) localizados
nos mares dos Açores. A exploração de recursos minerais a mais
de 1500 metros de profundidade – que até há pouco tempo era
apenas um cenário de ficção científica – poderá iniciar-se até à
segunda década do século XXI.

A investigação dos fundos marinhos dos Açores e a “blue
biotechnology” têm grande interesse para fins científicos e
económicos:
> Foram descobertos recursos genéticos no subsolo marinho
Açoriano com potencial interesse para a indústria farmacêutica e

> É uma área com enorme potencial proporcionando oportunidades
ao nível da criação de Spin-Offs académicas no setor das pescas.
The DOP – Department of Oceanography and Fishing of the
University of the Azores – is an international reference in the field of
marine sciences.
Research of the seabed in the Azores and “blue
biotechnology” are of great interest for scientific and
economic purposes.
It is worth noting that:
> Genetic resources have been discovered in the
marine substrate of the Azores with potential interest
to the pharmaceutical and cosmetics industries and
biotechnology.
> This area has huge potential, offering opportunities for the creation
of academic Spin-Offs in the fishing sector.

SUSTAINABLE ISLANDS
Na ilha das Flores, demonstrou-se que é
possível alimentar a rede elétrica apenas
com energias renováveis, constituindo
a primeira experiência do género em
Portugal, na utilização conjunta das
energias eólica e hídrica.
Com a inauguração da nova central
hídrica, prevê-se, a curto prazo, o
abastecimento das Flores em cerca de
85% de energias renováveis.
On the island of Flores it was demonstrated
that it is possible to power the electricity
network using only renewable energies, in
what was the first experiment of its kind in
Portugal, using a combination of wind and
water energy.
With the inauguration of the new
hydroelectric plan, the Island is shortly
expected to have 85% of its energy needs
fulfilled by renewable sources.
Graciosa Island, due to the use of an
innovative technology, is also expected, in
the short term, to have 70% of its energy
needs fulfilled by renewable sources.

O Observatório Microbiano dos Açores estuda em laboratório a
vida orgânica nas caldeiras, fumarolas e fontes hidrotermais.
Atendendo à crescente utilização deste tipo de seres vivos na
medicina, a sua investigação tem assumido um papel relevante.
O projeto i-TERMAL tem como objetivos contribuir para reforçar e
melhorar os recursos termais dos Açores, potenciar novos negócios
no domínio do turismo de saúde e de bem-estar, promover a
valorização dos recursos endógenos da Região com a criação de
produtos e serviços inovadores nos domínios da dermoterapêutica
e dermocosmética, e assegurar a qualificação da oferta termal do
arquipélago.
The Microbial Observatory of the Azores studies, under laboratory
conditions, the organic life in craters, fumaroles and hydrothermal
vents.
Given the increasing use of this type of living organism in
medicine, research has assumed a preponderant role.
The i-THERMAL project aims to contribute to strengthening
and improving the thermal resources of the Azores, foster new
businesses in the field of health tourism and well-being, promote the
enhancement of endogenous resources of the region by creating
innovative products and services in the fields of dermatology and
cosmetic treatments, and ensure the qualification of the thermal
supply of the archipelago.

PIR - Projects of Regional Interest
Podem ser reconhecidos como Projetos de Interesse Regional
(PIR), por Resolução do Conselho de Governo, os projetos que,
tenham enquadramento no correspondente sistema de incentivos
da entidade competente em razão da matéria e sendo suscetíveis
de adequada sustentabilidade ambiental e territorial, representem
um investimento global superior a 5M€, na ilha de São Miguel, e
2,5M€ nas restantes ilhas, e apresentem um impacte positivo em
pelo menos cinco dos sete critérios descritos:
1. Produção de bens transacionáveis;
2. Efeito de arrastamento em atividades a montante ou a jusante,
principalmente nas pequenas e médias empresas;
1. Production of tradable goods;
2. Spill-over effects in upstream and downstream activities, in
particular for small and medium-sized enterprises;
3. Introduction of innovative technological processes or interaction
with entities of the Regional Scientific and Technological
System;
4. Creation of at least 10 direct jobs;

Projects that can be recognized as PIRs are the ones that, being
susceptible to adequate environmental and territorial sustainability,
represent an overall investment exceeding €5 million in the case
of São Miguel and €2.5 million in other islands, having a positive
impact on at least five of the following criteria:

Podem ainda ser reconhecidos como PIR projetos de valor igual ou
inferior aos mínimos referidos acima, dependendo do seu interesse
estratégico para a Região. O promotor deverá requerer junto da

Projects with figures equal to or below the minimum amounts
mentioned above may yet be recognized as PIRs, depending on
the strategic interest for the Region. Promoters may submit a request
for recognition to the Azores Business Development Society.

Incentivos Para a Criação de Emprego
O Governo Regional dos Açores tem para oferecer, aos empregadores, que decidam concretizar
investimentos da Região, um conjunto de medidas de apoio ao emprego que os desoneram de um
valor significativo dos custos salariais iniciais.
Programa ESTAGIAR
O ESTAGIAR é um programa que apoia a realização de estágios nas empresas, numa das seguintes
tipologias:
ESTAGIAR L – destina-se a jovens licenciados ou com mestrado:
> Na Ilha de São Miguel - duração inicial de nove meses, passíveis de prorrogação por mais nove
meses, incluindo um mês de descanso a gozar entre o 12º e o 15º mês;
> Nas restantes ilhas - duração inicial de onze meses, passíveis de prorrogação por mais doze
meses, incluindo um mês de descanso a gozar entre o 12º e o 15º mês;
> É atribuída uma compensação pecuniária mensal no valor ilíquido de €720, integralmente
financiada pelo Fundo Regional de Emprego na fase inicial de estágio. No período de prorrogação
a empresa financia 25% da compensação.
ESTAGIAR T – destina-se a jovens titulares de cursos superiores que não confiram o grau de
licenciatura, tecnológicos ou profissionais, ou cursos que confiram certificado de qualificação
profissional de nível III e equivalência escolar ao 12.º ano:

> Todas as ilhas - têm a duração inicial de nove meses, passíveis de prorrogação por mais nove

Incentives for Job Creation
The Regional Government of the Azores has to offer to employers who decide to invest in the Region,
a set of employment support measures that relieve the employer of a significant portion of the initial
wage costs.
ESTAGIAR Program
ESTAGIAR is a program that supports the implementation of traineeships in companies through one of
the following types:
ESTAGIAR L – traineeships aimed at young graduates or Master students:
> In São Miguel Island - initial duration of nine months and can be extended for another nine months,
including a one-month rest period to be taken between the 12th and the 15th month.
> In the remaining islands - initial duration of eleven months and can be extended for another twelve
months, including a one-month rest period to be taken between the 12th and the 15th month.
> €720 (gross amount) monthly pecuniary compensation is granted to trainees of the ESTAGIAR L
program, totally funded by the Regional Employment Fund during the initial duration. In the extended
period, including the one-month rest period, companies pay 25% of the compensations.
ESTAGIAR T – traineeships aimed at young higher education graduates who do not hold a first
degree, but have completed a technological or professional course or study program conferring a level
3 professional qualification certificate and Grade 12 secondary school equivalency:
> All islands - initial duration of nine months and can be extended for another nine months, including a

> €530,25 (gross amount) monthly pecuniary compensation is granted to trainees of the ESTAGIAR T

Professional Integration Program for
ESTAGIAR L and ESTAGIAR T (PIIE)
As entidades promotoras de estágios podem contratar os jovens
que naquela entidade terminaram um projeto de estágio L ou T.
Podem ainda ser contratados estagiários que tenham efetuado
estágio noutra entidade, ou em serviços da administração pública
regional ou local, desde que a contratação ocorra após o termo
do estágio e na área de formação do estágio.
This Program provides financial aid to companies that hire fulltime
trainees under a fixed-term or open-ended contract (minimum
duration of one year) within the framework of ESTAGIAR L and
ESTAGIAR T traineeships.
Por cada jovem contratado é instituído um prémio, pago até ao
máximo de 12 meses, nos seguintes termos:
> No caso da contratação de jovens inseridos no Estagiar L o
apoio é fixado em €550,00 mensais;
> No caso da contratação de jovens inseridos no Estagiar T o
apoio é fixado em €450,00 mensais.
Notas:
> Os apoios acima referidos são majorados em 10%, sempre
que as entidades empregadoras procedam à celebração e início
do contrato com o jovem nos primeiros 30 dias seguidos após o
termo do estágio;
> A remuneração ilíquida mensal a contratualizar com os
estagiários provenientes do Estagiar L tem o valor mínimo de
€700 e, no caso do Estagiar T, o valor do salário mínimo regional
(€530,25).

Furthermore, trainees from ESTAGIAR L and T programmes who
have completed their traineeship in a different company, regional
service or local public administration can be hired, provided
recruitment takes place after the end of the traineeship period and
in the respective field of study.
Subsidies are granted for each hired trainee, up to a maximum of
12 months, in the following terms:
> €550 per month - For hiring trainees within the scope of the

Integra
O programa Integra concede apoio financeiro à contratação de
desempregados, inscritos nas Agências para a Qualificação e
Emprego da Região Autónoma dos Açores, há mais de 90 dias
seguidos à data da oferta de emprego efetuada pela entidade
empregadora.
The INTEGRA program grants financial aid for hiring unemployed
individuals registered at the Agencies for Qualification and
Employment in the Azores for more than 90 consecutive days as at
the date the job was offered by the employer.
À entidade empregadora que celebre contrato de trabalho, a tempo
completo, ao abrigo do INTEGRA é concedido um subsídio mensal
por cada posto de trabalho criado, pago até ao máximo de 12
meses, nos seguintes termos:
> €350 mensais, quando o posto de trabalho for ocupado por
trabalhador que estiver desempregado há menos de 1 ano;
> €450 mensais, quando o posto de trabalho for ocupado por
trabalhador que estiver desempregado há mais de 1 ano.
Nota:
> Nos casos em que seja contratado um desempregado com idade
superior a 50 anos, os montantes acima referidos são majorados
em 20%
Employers providing full-time employment contracts under the
INTEGRA program receive a monthly grant for each job created, up

desempregados de longa duração, ou com reclusos em regime aberto no exterior permite
à empresa beneficiar da isenção do pagamento de contribuições na parte que lhes
respeita, por um período máximo de 36 meses.

profissional correspondente ao ensino secundário;

máximo há dois anos e não tenham obtido anteriormente um

Segundo o sumário executivo do ranking Global Residence
and Citizenship Programs 2015, desenvolvido pela
Henley&Partners: “Portugal tem o melhor programa de Vistos
Dourados do mundo”.
Podem requerer esta autorização os cidadãos nacionais de
Estados Terceiros que exerçam uma atividade de investimento,
pessoalmente ou através de uma sociedade, e que concretizem
uma das seguintes situações em território nacional, por um
período mínimo de 5 anos:
1. Transferência de capitais no montante igual ou superior a
€1.000.000;
2. Transferência de capitais no montante igual ou superior
a €350.000, que sejam aplicados em atividades de
investigação;
4. Transferência de capitais no montante igual ou superior a
€500,000 mil euros, destinados à aquisição de unidades
de participação em fundos de investimento ou de capital
de risco vocacionados para a capitalização de pequenas
e médias empresas;
5. Criação de, pelo menos, 10 postos de trabalho;
6. Aquisição de bens imóveis de valor igual ou superior a
€500.000;
7. Aquisição de bens imóveis, cuja construção tenha sido
concluída há, pelo menos, 30 anos ou localizados em
área de reabilitação urbana e realização de obras de
reabilitação dos bens imóveis adquiridos, no montante
global igual ou superior a €350.000.
3. Transferência de capitais no montante igual ou superior
a €250.000 mil euros, que sejam aplicados em
investimento ou apoio à produção artística e recuperação
ou manutenção do património cultural nacional;

investment funds or venture capital designed to capitalize

This program provides an unique opportunity to obtain
a Portuguese Residence Permit, and to access the many
advantages inherent to such status, provided one of the
following activities is performed in Portugal, either as an
individual or as a company, for a minimum of five years:
