Sie sind dabei ein wichtiger Bestandteil der föderalen Infrastruktur für Informationsdienstleistungen zur Unterstützung von Forschung und Lehre. In dieser Eigenschaft sorgen sie für die Integration weiterer für die Informationsversorgung relevanter Partner, wie öffentlicher Bibliotheken, Archive und Museen, die regional sehr unterschiedlich organisiert sein können. Sie erbringen Ihre Dienste im Zusammenspiel mit national und international agierenden Serviceanbietern wie der Deutschen Nationalbibliothek (DNB) und der Zeitschriftendatenbank (ZDB). Die Verbundzentralen betreiben regionale Verbundkataloge als Grundlage für die kooperative Erschließung, Bereitstellung von Fremddatenquellen und als Arbeitsdatenbank für die Versorgung der Bibliotheken mit spezifisch zugeschnittenen Dienstleistungen. Darauf aufbauend werden in Kooperation mit den Bibliotheken ergänzende regionalspezifische Dienstleistungen entwikkelt. Schwerpunkte sind u. a. Kataloganreicherung, Zeitschrifteninhaltsdienste, Unterstützung beim Betrieb lokaler Bibliothekssysteme, Hostingservices für lokale Bibliotheks-, Publikations-, Speicher- und Archivierungssysteme, Repositorien, Informationsdatenbanken und Datendienste für konventionelle und digitale Inhalte. Die Verbundzentralen sorgen für die Verfügbarkeit regionaler Inhalte im weltweiten Netzwerk und passen Inhalte aus dem Netz zielgenau bibliotheksspezifischen Bedürfnissen an. Sie organisieren dies partnerschaftlich in nationalen und internationalen Gremien und Kooperationen. Zu nennen sind hier auf nationaler Ebene das System der verbundübergreifenden Fernleihe und ihrer Abrechnung, der Austausch im Rahmen der kooperativen Neukatalogisierung und dem verbundübergreifenden Austausch von Erschließungs- und Kataloganreicherungsdaten. Als zentral bereitgestellte und kooperativ gepflegte Angebote fungieren ergänzend nationale Verzeichnisdienste wie die Normdateien und die Zeitschriftendatenbank. Zunehmend wichtiger wird die Kooperation mit international bedeutenden Partnern, wie dem Österreichischen Bibliothekenverbund (OBV), dem Informationsverbund Deutschschweiz (IDS), dem Online Computer Library Center (OCLC), der agence bibliographique de l’enseignement supérieur (ABES) und vielen anderen. Die Verbundzentralen sind Träger regionaler und überregionaler Projekte und sorgen hierbei über die Projektbegleitung hinaus für einen langfristig gesicherten Betrieb. Als Beispiele können das Verzeichnis der im deutschen Sprachbereich erschienenen Drucke des 16. Jahrhunderts (VD 16) und seine Nachfolgeprojekte (VD 17 und VD 18), das Zentrale Verzeichnis Digitalisierter Drucke (ZVDD), das BAM-Portal (ein Portal zu Bibliotheken, Museen und Archiven), die Nationallizenzen, die Deutsche Internetbibliothek und viele andere mehr genannt werden. Die Dienstleistungen der Verbundzentralen bestehen in der Anpassung, Ergänzung und Bereitstellung von Daten und Dienstleistungen für regionale und lokale Bedürfnisse sowie der Verzahnung der Dienstleistungen mit den Partnern auf nationaler Ebene, Deutsche Nationalbibliothek (DNB) und Zeitschriftendatenbank (ZDB). Zur Erfüllung dieser Aufgaben ist eine Kundennähe erforderlich, die von überregionalen und globalen Dienstleistern in dieser Form nicht erreicht werden kann. 2 Libraries and their networks - Services in the age of globalisation Even in the age of increasing globalisation, the head offices of the regional library networks regard themselves as service providers with a regional focus. They represent an important element of the federal infrastructure for information services designed to support research and teaching. In this capacity they ensure the integration of other partners responsible for providing information such as public libraries, archives and museums which can have highly disparate organisational structures in different regions. They provide their services in collaboration with national and international service providers such as the German National Library (DNB) and the German Union Catalogue of Serials (ZDB). The head offices of the consortium of library networks operate regional interlibrary catalogues as the basis for cooperation-based cataloguing, provision of external data sources and as the working database for supplying specially tailored services to the libraries. Building upon this framework, complementary regional services are developed in conjunction with the libraries. Key areas include catalogue enhancement, journal content services, support in the running of local library systems, hosting services for local library/publication/storage/archiving systems, repositories, information databases and data services for analogue and digital content. The head offices of the library networks ensure the availability of regional content within the global network and adapt content from the net to the specific needs of the libraries. They organise this cooperatively within national and international bodies and partnerships. Worthy of mention here, on the national level, are the system of inter-consortium loans and billing, the exchange of information within the field of cooperative cataloguing and the inter-consortium exchange of cataloguing and catalogue enhancement data. National indexing services such as the authority files and the German Union Catalogue of Serials are further centrally provided and cooperatively maintained services. Of increasing importance is the cooperation with major international partners such as the Österreichischer Bibliothekenverbund (OBV), the Informationsverbund Deutschschweiz (IDS), the Online Computer Library Center (OCLC), the agence bibliographique de l’enseignement supérieur (ABES) and many others. The head offices of the consortium of library networks sponsor regional and national projects, not only overseeing the projects but also helping to provide long-term security for them. Key examples here include the index of prints published in the German-speaking world in the 16th century (VD 16) and its successor projects (VD 17 and VD 18), the central index of digitised prints (ZVDD) and the BAM Portal (a portal for libraries, museums and archives), the national licences, the Deutsche Internetbibliothek and many others. The services provided by the head offices of the consortium of library networks include adapting, supplementing and providing data and services to meet regional and local needs, and the intermeshing of services with the national partners, the German National Library (DNB) and the German Union Catalogue of Serials (ZDB). Close proximity to clients is required for such tasks which cannot be provided in this form by national and global service providers. 3 Die Arbeitsgemeinschaft der Verbundsysteme (AGV) Kooperation bei der Einführung und dem Betrieb innovativer Dienstleistungen sowie die verbundübergreifende Koordinierung von Hard- und Softwarekonzepten sind die übergeordneten Ziele der Arbeitsgemeinschaft der Verbundsysteme seit ihrer Gründung im Jahre 1983. Ihre Ziele verfolgt die Arbeitsgemeinschaft der Verbundsysteme auf verschiedenen Ebenen. Die Mitglieder der AGV treffen sich in der Regel zweimal jährlich. Dabei pflegen sie einen umfassenden Erfahrungsaustausch. Sie vereinbaren gemeinsame Standards für die Datenkommunikation, vertreten gemeinsam ihre Interessen gegenüber anderen Gremien und Institutionen und koordinieren die einheitliche Anwendung bibliothekarischer Regeln und Standards für die kooperative Katalogisierung, den Leihverkehr und den Datentausch. Die Arbeitsgemeinschaft der Verbundsysteme beruft zu einzelnen Fachthemen Arbeitsgruppen, in denen sich Vertreter der Mitgliedsinstitutionen treffen, um im Auftrag der AGV praktische Fragen zu diskutieren sowie einheitliche Positionen und Anwendungen vorzubereiten. Zurzeit gibt es zwei ständige Arbeitsgruppen. Die AG Leihverkehr, deren Ziel es ist, einheitliche, abgestimmte und dem Anwender transparente Verfahren in optimaler technischer Umsetzung und unter Berücksichtigung der rechtlichen Gegebenheiten deutschlandweit zu verwirklichen. Die hier entwickelten Konzepte haben den Charakter von verbindlichen Empfehlungen. Die AG Kooperative Verbundanwendungen, die aus der AG Kooperative Neukatalogisierung und der AG Kataloganreicherung hervorgegangen ist, hat die Erstellung und Koordinierung gemeinsamer und einheitlicher Anwendungsregeln zum Ziel. Sie erarbeitet Maßnahmen zur Verbesserung der Datenübernahme zwischen den Verbünden im Bereich der Formalund Sacherschließung. Ziel ist dabei die Senkung der Eigenkatalogisierungsquote durch die Angleichung und Vereinheitlichung der Regelwerks- und Formatanwendung in den Verbünden bei gleichzeitiger Sicherung von Qualitätsstandards. Die Anreicherung von Katalogisaten mit zusätzlichen Informationen (Sacherschließungsdaten, Inhaltsverzeichnisse, Abstracts usw.) ist ebenfalls Aufgabe dieser Arbeitsgruppe. Mitglieder der Arbeitsgemeinschaft der Verbundsysteme sind die Verbundzentralen der Bibliotheksverbünde in Deutschland, Österreich und der deutschsprachigen Schweiz sowie die Deutsche Nationalbibliothek und die Zeitschriftendatenbank. Gaststatus haben darüber hinaus je eine Vertretung der Deutschen Forschungsgemeinschaft, der Kultusministerkonferenz und der Deutschen Gesellschaft für Informationswissenschaft und Informationspraxis. Den Vorsitz führt gegenwärtig Dr. Silke Schomburg, Hochschulbibliothekszentrum des Landes Nordrhein-Westfalen, Stellvertretender Vorsitzender ist Wolfgang Hamedinger, Österreichische Bibliothekenverbund und Service GmbH, Wien. Das Sekretariat der Arbeitsgemeinschaft der Verbundsysteme ist bei der Deutschen Nationalbibliothek angesiedelt. Über die Sitzungen und Ergebnisse der Arbeitsgemeinschaft der Verbundsysteme wird regelmäßig in der Zeitschrift „Bibliotheksdienst“ und auf der Homepage www.ag-verbund.de berichtet. 4 http://www.ag-verbund.de The Consortium of Library Networks (Arbeitsgemeinschaft der Verbundsysteme, AGV) Since its foundation in the year 1983, the objectives of the Consortium of Library Networks have been to cooperate in the introduction and maintenance of innovative services as well as hardware and software concepts across the networks. The Consortium of Library Networks pursues these objectives at different levels. As a rule, the members of the group hold meetings twice a year for an extensive exchange of views. They reach agreements on common standards for data communication, represent their interests in other bodies and institutions, and coordinate the uniform application of rules and standards for cooperative cataloguing, interlibrary loan and data exchange. The Consortium of Library Networks appoints working groups to various areas of expertise, where representants discuss practical issues and prepare concerted positions on behalf of the consortium. Presently, two standing working groups are in operation. The objectives of the Interlibrary Loan Working Group are the development of a technically optimal realisation of user friendly, consistent and coordinated procedures relevant to legal contexts Germany wide. The concepts developed there are considered to be binding recommendations. The aims of the Kooperative Verbundanwendung, which grew out of the AG Kooperative Neukatalogisierung and the AG Kataloganreicherung, are the development and coordination of common and consistent rules. It is developing measures to enhance the data transfer in the area of descriptive and subject cataloguing between the networks. Its objective is a decrease in the rate and volume of inhouse cataloguing through rationalisation and standardisation of the cataloguing code and format, while ensuring continuous quality standards. Additionally, the group enriches catalogue data by supplementing it with such specifics as subject data, tables of contents, abstracts etc. The members of the consortium include the operational centres of the various library networks in Germany, Austria and the German-speaking Switzerland, the German National Library and the German Union Catalogue of Serials. Additionally, one representative from each of the Deutsche Forschungsgemeinschaft (DFG), the Kultusministerkonferenz (Conference of Germany’s Ministries of Culture) and the Deutsche Gesellschaft für Informationswissenschaft und Informationspraxis are standing guests. At present Dr. Silke Schomburg of the the North Rhine-Westphalian Library Service Centre, Cologne, chairs the consortium. Her deputy is Wolfgang Hamedinger of the Österreichische Bibliothekenverbund und Service GmbH, Vienna. The Consortium of Library Networks has its administrative office at the German National Library. The consortium reports on the meetings and their results in the monthly journal “Bibliotheksdienst” and on the website (http://www.d-nb.de/eng/wir/kooperation/ag-verbund.htm) on a regular basis. http://www.ag-verbund.de/eng 5 Bibliotheksservice-Zentrum Baden-Württemberg (BSZ) Das BSZ (http://www.bsz-bw.de) ist ein IT-Dienstleister für Bibliotheken aller Art, Museen und Archive. Das BSZ ist eine Einrichtung des Landes Baden-Württemberg. Das BSZ betreibt den Südwestdeutschen Bibliotheksverbund (SWB) mit mehr als 1.200 Bibliotheken aus Baden-Württemberg, Saarland und Sachsen sowie aus anderen Bundesländern und der Goethe-Institute. Der SWB-Online-Katalog bietet kostenfrei bibliografische Daten aller Fachgebiete, Sprachen und Medien an, insbesondere zu Monografien, Zeitschriften, Aufsätzen sowie den Zugriff auf Online-Ressourcen und E-Books. Inhaltliche Schwerpunkte sind Theologie, Kunst, Orientalia, Musik, Archäologie, Rechtswissenschaft und Kriminologie. Die Datenbank umfasst 16 Mio. Titelsätze und 55 Mio. Bestandsnachweise. Das BSZ stellt den Bibliotheken für die kooperative Katalogisierung Fremd- und Normdaten sowie den Zugriff auf nationale und internationale Datenbanken zur Verfügung; die Lokalsysteme der Bibliotheken werden über verschiedene Schnittstellen versorgt und in den Formaten MAB2, UNIMARC und MARC 21 beliefert. Der Import mit Dublettenabgleich für Altdaten in den SWB ist Routine. Die hohe Datenqualität mit Anreicherungen aller Art im Online-Katalog ist Ausdruck dieser Dienstleistungen (http://swb.bsz-bw.de). Die automatisierte Online-Fernleihe ergänzt dieses Dienstleistungsangebot. Im Rahmen der Digitalen Bibliothek bietet das BSZ Dienstleistungen wie Langzeitarchivierung, Digitalisierung, Portale, Hochschulschriftenserver und die Virtuelle Auskunft InfoDesk an, die sich nahtlos in ihre lokalen Angebote einbetten. So wird die Veröffentlichung, Verwaltung, Verteilung von elektronischen Publikationen und multimedialen Objekten gewährleistet und die Literaturrecherche durch komfortable, personalisierte Zugänge wie Internetportale erleichtert. Das BSZ betreibt auch den bundesweiten Service Deutsche Internetbibliothek (http://www.internetbibliothek.de/). Bibliotheken und Museen bietet das BSZ umfangreiche Dienstleistungspakete zur Einführung und zum Betrieb lokaler Bibliotheks- und Objektdokumentationssysteme an, u.a. auch das OpenSourceSystem Koha. Dieser Service umfasst First-Level-Support, Web-Hosting, Datenbank-Hosting oder auch den Betrieb des kompletten Systems und enthält selbst entwickelte Zusatzmodule. Das BSZ betreibt für das Landesarchiv Baden-Württemberg alle Web-Anwendungen. Weiterhin hostet das BSZ das gemeinsame Portal zu Bibliotheken, Archiven und Museen BAM, (http://www.bam-portal.de). Dieses Portal ist bisher der einzige „Single Point of Access“ in Deutschland für Kulturinteressierte, die spartenübergreifend kulturelle Inhalte recherchieren wollen. Mit dem BAM-Portal ist das BSZ für den Museumsbereich auch Datenaggregator für die Europäische Digitale Bibliothek Europeana (http://www.europeana.eu/portal/). . 6 http://www.bsz-bw.de Bibliotheksservice-Zentrum Baden-Württemberg (BSZ) BSZ (http://www.bsz-bw.de) is an institution of the state of Baden-Wuerttemberg and serves as IT-service provider for all kinds of libraries, museums and archives. BSZ operates the Südwestdeutscher Bibliotheksverbund (SWB) comprising more than 1.200 libraries in Baden-Württemberg, Saarland, Saxony, and other states, as well as those of the Goethe-Institutes. The SWB online-catalogue offers bibliographic data from any subject, in any language or media type free of charge, in particular for monographs, serials, articles, and access to online resources and ebooks. Main focus is on theology, ancient orient, arts, music, archeology, law, and criminology. The database contains 16 million titles and 55 million holdings. For cooperative cataloguing, BSZ provides participating libraries with externally available records, authority files, and access to national and international databases. Library information systems are being served through various interfaces, data are supplied in MAB2, UNIMARC or MARC 21 format. Aged data are being imported routinely into SWB using duplicate checks. The benefits of this service are reflected in the catalogue's high quality of data and all kinds of enrichment (http://swb.bsz-bw.de). The automatic Inter-library Loan Online complements the BSZ portfolio. The BSZ division 'Digital Library' offers services like long-term archiving, digitization, portals, university publication repositories, and virtual information desk systems (InfoDesk). These services are fully integrated into the local infrastructure. This guarantees the publication, management, and distribution of electronic publications and multimedia objects. Personalized gateways like internet portals make retrieval easier and more comfortable. BSZ also runs the nationwide service Deutsche Internetbibliothek (http://www.internetbibliothek.de/). BSZ offers large service packages to libraries and museums for the installation and management of local library information and object documentation systems, e.g. the Open Source system Koha. This service comprises first-level-support, web hosting, data-base hosting, and contains additional modules developed by BSZ. BSZ runs all web services for the state archive of Baden-Württemberg. In addition, BSZ hosts the joint portal to libraries, archives, and museums, BAM (http://www.bam-portal.de). For the time being this portal is the single point of access in Germany for all users who are interested in researching cultural content in all three sectors. For the museum sector, BAM and BSZ serve as data aggregator for the European digital library Europeana (http://www.europeana.eu/portal/). http:swb.bsz-bw.de/ 7 Bibliotheksverbund Bayern (BVB) Der Bibliotheksverbund Bayern beruht auf dem kooperativen Zusammenschluss großer und bedeutender bayerischer Bibliotheken, darunter die Bayerische Staatsbibliothek, 11 Universitätsbibliotheken, 17 Fachhochschulbibliotheken, 10 regionale Staatliche Bibliotheken sowie mehr als 100 weitere Bibliotheken, nicht nur in staatlicher Trägerschaft – viele davon mit einzigartigen Beständen. Der Bibliotheksverbund Bayern ist für die Teilnahme weiterer wissenschaftlicher und öffentlicher Bibliotheken offen, mit dem Kooperativen Bibliotheksverbund Berlin-Brandenburg (KOBV) wurde 2007 eine „Strategische Allianz“ geschlossen. Gewachsen ist der Bibliotheksverbund Bayern in den siebziger Jahren. Aus einem arbeitsteiligen Katalogisierungsverbund der damals neu gegründeten Universitätsbibliotheken entwickelte sich als natürliche Folge der Datenverarbeitung eine Katalogisierungskooperative. Kern war schon damals und ist noch heute die zentrale Verbunddatenbank, in die alle beteiligten Bibliotheken ihre Titelaufnahmen einbringen und die im Gegenzug allen Bibliotheken Kataloge liefert. Anfangs waren es periodisch erzeugte Bandkataloge, dann Mikrofichekataloge. Heute gibt es den tagesaktuellen, weltweit verfügbaren Onlinekatalog (OPAC) - angereichert mit Artikeldaten, Inhaltsverzeichnissen etc. Seit 1993 wächst um dieses zentrale Verbundsystem bei den Verbundbibliotheken ein Netz lokaler EDV-gestützter Systeme. Jedes ist online mit dem Verbundsystem verbunden, verfügt jedoch in der eigenen lokalen Datenbank auch über die örtliche Benutzerverwaltung sowie die Erwerbungs- und Ausleihdaten. Der Bibliotheksverbund Bayern setzt dabei überwiegend auf das System eines einzigen Herstellers. Diese Homogenität bringt erhebliche Vorteile beim Zusammenspiel der einzelnen Komponenten und fördert damit die Leistungsfähigkeit des Gesamtsystems. Der Schwerpunkt liegt beim Betrieb der Software sowie deren Fortentwicklung in Zusammenarbeit mit den SoftwareLieferanten. Die Betreuung der im Verbund zusammenarbeitenden Bibliotheken gewinnt mehr und mehr an Bedeutung. Mit der Wahrnehmung einer Hotline-Funktion im Dialog mit dem Systemhersteller und mit dem zentralen Hosting von mehr als 40 Lokalsystemen mit ca. 100 angeschlossenen Bibliotheken hilft die Verbundzentrale den Bibliotheken auch, er-hebliche Kosten zu sparen. Letzteres wird mittlerweile auch von einigen außerbayerischen Bibliotheken genutzt. Neue Aufgaben erwachsen aus dem raschen Vordringen digitaler und multimedialer Dienste. Mit zeitgemäßen Lösungen und innovativen Serviceangeboten wie dem Internetportal Gateway Bayern, dem Linkserver SFX, der Aufsatzdatenbank sowie dem Multimediaserver DigiTool begegnet die Verbundzentrale erfolgreich diesen Herausforderungen. 8 http://www.bib-bvb.de Bavarian Library Network (Bibliotheksverbund Bayern, BVB) The Bavarian Library Network (Bibliotheksverbund Bayern, BVB) is based on the cooperative association of large and important Bavarian libraries, among them the Bayerische Staatsbibliothek, 11 university libraries, 17 libraries of universities of applied sciences, 10 regional state libraries as well as over 100 further, not only state-funded libraries – quite a few of them with unique collections. The Bavarian Library Network is open for the participation of further academic and public libraries. A "strategic alliance" was formed with the Cooperative Library Association of Berlin-Brandenburg (Kooperativer Bibliotheksverbund Berlin-Brandenburg, KOBV) in 2007. The Bavarian Library Network was established in the 1970s. What started out as shared cataloguing by the then newly founded university libraries developed into a cooperative cataloguing network as a natural consequence of the introduction of data processing. Since then the core element has always been the central network database, into which all member libraries enter their title records, and which in turn provides catalogues for all libraries. In the beginning, book catalogues were compiled periodically, later on microfiche catalogues. Today, the online public-access catalogue (OPAC) is available, which is updated on a daily basis, accessible from all over the world and supplemented with article data, tables of contents, etc. Since 1993 a network of local IT-based systems of the member libraries has grown around this central cooperative system. Each of them has an online connection to the central network database, but at the same time the local database also has its own local user administration, acquisitions and lending modules. The Bavarian Library Network predominantly works with the system of one single software supplier. Such a homogeneous solution has considerable advantages regarding the compatibility of the individual components, thus enhancing the overall performance of the system. The main focus is on operating as well as continuously developing the software solutions in collaboration with the suppliers. Supporting the institutions working together in the library network becomes more and more important. By maintaining a hotline function in constant dialogue with the system supplier as well as hosting centrally more than 40 local library systems for about 100 libraries the head office also helps the libraries economize considerable costs. Lately also a number of libraries outside Bavaria have started using the hosting service. Further tasks result from the dynamic expansion of digital and multimedia services. The head office of the Bavarian Library Network successfully meets these challenges through state-of-the-art solutions and innovative services like the internet portal Gateway Bayern, the linking service SFX, the journal article database and the multimedia server DigiTool. http://www.bib-bvb.de 9 Deutsche Nationalbibliothek (DNB) Die Deutsche Nationalbibliothek hat die Aufgabe, lückenlos alle deutschen und deutschsprachigen Publikationen ab 1913 zu sammeln, dauerhaft zu archivieren, umfassend zu dokumentieren und bibliografisch zu verzeichnen sowie der Öffentlichkeit zur Verfügung zu stellen. Durch das Gesetz über die Deutsche Nationalbibliothek vom 22. Juni 2006 wurde der Sammelauftrag der Bibliothek auf Netzpublikationen ausgeweitet. Neben Veröffentlichungen in Papier- oder Mikroform, auf Tonträgern oder sonstigen, physisch verbreiteten, elektronischen Publikationen werden seither auch Netzpublikationen , d. h. Darstellungen in Schrift, Bild und Ton, die in öffentlichen Netzen digital zugänglich gemacht werden, gesammelt, verzeichnet und archiviert. Die Übernahme und Tool-gestützte Weiterverarbeitung digitaler Publikationen und dazu verfügbarer weiterer Informationen sowie die Sicherstellung ihrer dauerhaften Verfügbarkeit durch geeignete Maßnahmen der digitalen Langzeitarchivierung sind wesentliche Arbeitsschwerpunkte der DNB. Hierzu gehören auch die intellektuelle und automatische Generierung von Metadaten, die Vernetzung dieser Daten mit denen anderer Einrichtungen auch außerhalb der bibliothekarischen Gemeinschaft sowie die Schaffung von technischen und inhaltlichen Referenzpunkten für bibliografische Daten im World Wide Web. Daraus entstehen Dienste wie der URN-Dienst, Erschließungs- und Suchwerkzeuge, verschiedene Informationsdienste sowie Werkzeuge und Dienstleistungen rund um die Langzeitarchivierung. Der Bestand der Deutschen Nationalbibliothek (gedruckt und digital) wird in der Deutschen Nationalbibliografie verzeichnet, die kostenlos online zur Verfügung steht. Neben der frei zugänglichen Datenbank werden zahlreiche weitere, digitale und gedruckte Formen und Selektionen der bibliografischen Daten angeboten. Im nationalen und internationalen Rahmen pflegt die Deutsche Nationalbibliothek kooperative Außenbeziehungen. Sie hostet und betreut nationale Nachweis- und Normierungsinstrumente (z. B. die Zeitschriftendatenbank (ZDB), die Gemeinsame Normdatei sowie verschiedene weitere Crosswalks und -konkordanzen) und entwickelt sie inhaltlich und technisch weiter. Die Deutsche Nationalbibliothek ist federführender Partner in der deutschen Regelwerks- und Normierungsarbeit sowie maßgeblich an der Entwicklung internationaler Standards beteiligt, dies auch zunehmend außerhalb im engeren Sinne bibliothekarischer Fragestellungen. Durch die Mitwirkung beim Aufbau eines nationalen Metadatenkompetenzzentrums, das mittlerweile unter dem Schirm von DINI weiter geführt wird, ergänzt die Deutsche Nationalbibliothek ihr Engagement im Umfeld der Normierungsarbeit und trägt dazu bei, die standardisierte Verwendung interoperabler Metadaten als Baustein internetbasierter Anwendungen im deutschsprachigen Raum zu stärken. Projekte mit Partnern aus dem öffentlichen wie privatwirtschaftlichen Umfeld dienen der Entwicklung weiterer neuer Werkzeuge und Verfahren, deren wesentliches Merkmal ein integrativer Ansatz für gedruckte und digitale Publikationen ist. Die Nutzbarkeit und das Integrationspotential bibliografischer Informationen und Normdaten zu Sammelobjekten national und international zu erhöhen, semantische Verknüpfungen von Informationen und Objekten zu generieren und bereitzustellen sowie neue Wege der Suche zu etablieren sind dabei die Ziele. 10 http://www.dnb.de German National Library (DNB) The German National Library is entrusted with the task of collecting, permanently archiving, fully documenting and bibliographically indexing all German and German-language publications from 1913 and making them accessible to the general public. The Law regarding the German National Library, dated 22 June 2006, extended the Library's collection brief to cover online publications. Ever since, online publications - i.e. all written, image or sound-based representations made available digitally in public networks - have been collected, indexed and archived alongside works published in printed or micro form, on sound carriers or in any other physically disseminated electronic form. The acquisition and tool-based processing of digital publications and other related information plus ensuring their longterm accessibility through suitable long-term digital preservation measures are key aspects of the German National Library's work. This includes the intellectual and automatic generation of metadata, the networking of this data with that of other institutions, including those outside the library community, and the creation of technical and contentbased reference points for bibliographic data in the World Wide Web. This has resulted in services such as the URN service, cataloguing and search tools, various information services and long-term preservation tools and services. The stocks of the German National Library (printed and digital) are indexed in the German National Bibliography which can be used free of charge online. Numerous other digital and printed forms and selections of bibliographic data are offered besides the freely accessible database. The German National Library is involved in various national and international partnerships. It hosts and manages national authority and standardisation tools (e.g. the German Union Catalogue of Serials (ZDB), the Gemeinsame Normdatei (GND) an integrated authority file and various other crosswalks and concordances) and subjects them to further content-based and technical development. The German National Library is the leading partner in developing and maintaining rules and standards in Germany and plays a significant role in the development of international standards, increasingly also outside the realm of narrowly-defined library issues. By collaborating in setting up a national metadata competence centre, which is now being continued under the umbrella of DINI, the German National Library has expanded its commitment in the field of standardisation and is also helping to reinforce the standardised use of interoperable metadata as a component of Internet-based applications in the Germanspeaking countries. Projects undertaken both with public and private partners are aimed at developing further new tools and processes, the primary characteristic of which is an integrative approach for printed and digital publications. The overriding goals here are to increase the national and international usability and the integration potential of bibliographic information and authority data on collected objects, to generate and provide semantic connections between information and objects and to establish new search possibilities. http://www.dnb.de/EN 11 Gemeinsamer Bibliotheksverbund (GBV) Der Gemeinsame Bibliotheksverbund (GBV) wird von den sieben Bundesländern Bremen, Hamburg, Mecklenburg-Vorpommern, Niedersachsen, Sachsen-Anhalt, Schleswig-Holstein, Thüringen und der Stiftung Preußischer Kulturbesitz getragen. Dem GBV gehören alle Staats-, Landes- und Hochschulbibliotheken der beteiligten Länder, die Bibliotheken in der Stiftung Preußischer Kulturbesitz, sowie zahlreiche öffentliche Bibliotheken und Spezialbibliotheken an. Insgesamt beteiligen sich über 450 Bibliotheken aktiv am Verbund. Der GBV ist offen für die Teilnahme weiterer Bibliotheken und Institutionen. Die Verbundzentrale des GBV (VZG) mit Sitz in Göttingen ist Betriebs- und Dienstleistungszentrum für Bibliotheken und Forschungseinrichtungen. Sie hat die Aufgabe, einen Rahmen für eine abgestimmte Bibliotheksautomation zu schaffen, neuartige Bibliotheks- und Informationsdienstleistungen zu entwickeln und deren Anwendung zu fördern. Der Informationsverbund Deutschschweiz (IDS) umfasst aktuell 400 Bibliotheken; in fünf Datenbanken sind über 15 Millionen Titelaufnahmen mit über 24 Millionen Exemplaren verzeichnet. Der grösste Teil dieser Bibliotheken befindet sich in der Deutschschweiz, es sind aber auch Bibliotheken aus der Französischen und Italienischen Schweiz vertreten. Er ist offen für Bibliotheken aller Sparten und Größen. Der KOBV wurde 1997 von den Ländern Berlin und Brandenburg gemeinsam mit den Bibliotheken initiiert und 2001 institutionalisiert. Dienstleistungs- und Entwicklungszentrum des KOBV ist die KOBV-Zentrale. Im Dezember 2007 haben KOBV und BVB eine strategische Allianz vereinbart, um gemeinsam Entwicklungsprojekte durchzuführen und eine gemeinsame Katalogisierungsdatenbank – den B3Kat – zu betreiben. Die KOBV-Zentrale stellt ein breites Spektrum an Bibliotheksinformationen und –diensten online zur Verfügung: das KOBV-Portal für die Literatursuche in Katalogen und Bestellmöglichkeit über Online-Fernleihe, den Bibliothekenführer zum Finden der „richtigen“ Bibliothek, Verbundkataloge wie VK Film, VK Judaica und VK Noten zur Recherche in Spezialbeständen deutscher Bibliotheken. In ihrer Funktion als regionaler Bibliotheksdienstleister betreibt und pflegt die KOBV-Zentrale Software-Anwendungen für Bibliotheken und stellt ihnen Serverleistung und Speicherplatz zur Verfügung (Application Service Providing). Die ASP-Dienste umfassen Online-Fernleihe, Betrieb institutioneller Repositorien inklusive Archivierung der e-Publikationen, Betrieb lokaler Portale und Open-Linking-Dienste, Hosting spezifischer Verbundkataloge sowie Hosting lokaler Software-Applikationen. Dazu gehören etwa das proprietäre Discovery-System Primo von Ex Libris mit dem Linkresolver SFX sowie das als Open-Source-Software entwickelte Repository-System OPUS. Die Softwareentwicklung der Version OPUS 4 findet ebenfalls in der Verbundzentrale in Berlin statt. Die ASP-Dienste des KOBV werden auch über Verbundgrenzen hinweg angeboten. Weiterhin unterstützt die KOBV-Zentrale die Bibliotheken durch Bereitstellung eines umfangreichen Fremddatenangebotes, Werkzeuge zur rationellen Online-Fremddatenübernahme, Support bei technischen Fragestellungen. Auf diese Weise wurde in der Region eine moderne Informationsinfrastruktur aufgebaut, in der auch kleine Bibliotheken am technologischen Fortschritt teilhaben können. 20 http://www.kobv.de Kooperativer Bibliotheksverbund Berlin-Brandenburg (KOBV) The KOBV is the cooperative library network of all academic, all public, and many research libraries in Berlin and Brandenburg. It comprises various kinds of libraries, regardless of their size and their type of collection. The KOBV was founded in 1997 by the federal states of Berlin and Brandenburg and the libraries. In 2001, it became an official institution. The KOBV head office (KOBV-Zentrale) functions as the service and development centre for the KOBV libraries. In December 2007, the KOBV and BVB signed a contract for a strategic alliance to cooperate on projects and on a common database for cataloguing. The KOBV-Zentrale provides an Internet platform for the libraries, which is available 24 hours a day, seven days a week. End-users only need to know one internet address instead of the individual web pages of the single libraries. They have free access to a broad range of library information and library services: the KOBV portal to find books and to get interlibrary loan services, the KOBV Library Guide to find the library collection which best suits the user’s needs, and collective catalogues for searching German libraries for film, Judaica, and sheet music collections. The KOBV fulltext server gives access to more than 1,500,000 journal articles as well as 40,000 e-documents published by the academic libraries. In its function as application service provider for the libraries, the KOBV-Zentrale provides a whole bundle of services: interlibrary loan services, administration of institutional repositories and archives as well as local library portals and open-linking services. It also hosts collective catalogues and local software applications. Furthermore, the KOBV-Zentrale supplies the libraries with a wide range of external bibliographic data and technical support. Thus, it has built up a modern information infrastructure, which allows even small libraries to participate in technological progress. http://digibib.kobv.de 21 Österreichischer Bibliothekenverbund (obv) Der Österreichische Bibliothekenverbund ist der größte nationale Verbund universitärer, wissenschaftlicher und administrativer Bibliotheken des Landes. 77 Bibliotheken nehmen aktiv durch Online-Katalogisierung an diesem Verbund teil, darunter die Österreichische Nationalbibliothek sowie fast alle Universitätsbibliotheken; von weiteren 310 Einrichtungen werden die Zeitschriftenbestände sowie Buchbestände aus einem früheren Gesamtkatalog nachgewiesen. Der Verbund ist offen für die Teilnahme weiterer Einrichtungen. Die Verbundzentrale, die sich in Wien befindet, nimmt neben den übergreifenden zentralen Aufgaben (wie der operativen Leitung des Verbundes, dem Betrieb eines zentralen Katalogisierungssystems und OPACs, der Vorhaltung von Fremdund Normdaten usw.) auch Serviceleistungen wie den Betrieb von Lokalsystemen oder auf dem Sektor Datenkonversion und Datenkorrektur wahr. Die Aufnahme des Online-Betriebes erfolgte 1988; seit Anfang 1999 wurde verbundweit das integrierte Bibliothekssystem „Aleph 500“ eingesetzt. Darüber hinaus ist seit einigen Jahren auch das System „Alephino“ im Einsatz. Unter diesen Systemen werden sowohl die lokalen Online-Kataloge der einzelnen Verbundbibliotheken als auch der "Österreichische Verbundkatalog" (= der von der Verbundzentrale betriebene Gesamtkatalog) frei zugänglich angeboten. Der Gesamtkatalog weist zur Zeit 6,9 Mio. Titel mit 12,9 Mio. Exemplarnachweisen sowie 0,68 Mio. Zeitschriftenund Bestandsangaben nach (Stand: Ende Dezember 2008). Schwerpunktmäßig umfasst der Katalog Literatur ab dem Erscheinungsjahr 1980; allerdings wird/wurde von den meisten Verbundteilnehmern im größeren Maßstab auch ältere Literatur erfasst (zum Teil durch Nachbearbeitung einzelner Titel, zum Teil im Zuge schwerpunktmäßiger Rückarbeitungsaktionen). Zunehmend werden im OPAC auch elektronische Dokumente wie Abstracts oder Inhaltsverzeichnisse nachgewiesen. Die Metadaten des Verbundkatalogs werden auch in Google Scholar und Google Book nachgewiesen. 22 http://www.obvsg.at The Austrian Library Network (Österreichischer Bibliotheksverbund, obv) The Austrian Library Network is the largest national consortium of university, research and administrative libraries in the country. At the present time, 77 libraries are participating in the network by online cataloguing. Consortium members include the Austrian National Library and almost all Austrian university libraries. The Network's records also include periodical holdings of 310 other libraries, as well as book holdings from a former union catalogue. The central office of the consortium is located in Vienna. The office's main tasks are overall central responsibilities such as the operational management of the Network, operating a central system for cataloguing, maintaining resource and authority databases, and operating a union catalogue OPAC. It also offers services such as the operation of local library systems, data conversion and data correction. The Network has been on-line since 1988. Since January 1999 the integrated library automation system, Aleph 500, is used by most concortium libraries, whereas a smaller number make use of the Alephino system. Aleph 500 OPACs are offered both on a local level (i.e. the individual member libraries) and on a national level (the union catalogue). At the present time, the union catalogue comprises some 6.9 million title records, 12.9 million item holdings and 0.68 million serial holdings (December 2008). The majority of the records in the database refers to literature published after 1980, but – due to the conversion activities of many member libraries – older publications are represented, too. Increasingly, references to electronic documents such as abstracts and content pages are included into the catalogue. The metadata from the union catalogue are used by the Google Scholar and Google Book systems. http://opac.obvsg.at 23 Zeitschriftendatenbank (ZDB) Die Zeitschriftendatenbank (ZDB) ist eine der weltweit größten Datenbanken für den Nachweis von Zeitschriften und Zeitungen aus allen Ländern, in allen Sprachen, ohne zeitliche Einschränkung, in gedruckter, elektronischer oder anderer Form. Die Teilnahme an der ZDB ist kostenlos und steht allen Bibliotheken und Institutionen offen. Aktuell bringen 4.300 Bibliotheken aller deutschen Bundesländer und aus Österreich ihre Zeitschriftentitel und die zugehörigen Bestandsnachweise in die ZDB ein. Dabei können bereits vorhandene Titelnachweise nachgenutzt werden. Ingesamt umfasst die ZDB mehr als 1,6 Mio. Titel- und 11,5 Mio. Bestandsnachweise. Die Titel- und Bestandsdaten gelangen durch den ZDBDatenlieferdienst in die regionalen Verbund- und lokalen Bibliothekssysteme zurück. Als Service- und Kompetenz-Zentrum für fortlaufende Sammelwerke stellt die ZDB an zentraler Stelle Daten und Dienste bereit und bildet damit die Grundlage für vielfältige Angebote der bibliothekarischen Verbünde und Bibliotheken in Deutschland. Participation in ZDB is open to all libraries and related organisations and is free of charge. Currently, 4,300 German and Austrian libraries catalogue their bibliographic records and relating holdings information in ZDB. Already existing bibliographic records can be used by all participants.
