Das Kulturerhalt-Programm des Auswärtigen Amts The Federal Foreign Office’s Cultural Preservation Programme Tempelanlage Angkor, Kambodscha: Konservierung und Restaurierung der Tempelreliefs Seit 1981 fördert Deutschland im Rahmen des KulturerhaltProgramms des Auswärtigen Amts den Erhalt des kulturellen Erbes der Entwicklungsländer sowie des deutschen kulturellen Erbes im Ausland. Das Programm soll vorrangig zur nationalen Identitätsfindung der Entwicklungsländer beitragen und damit den von deutscher Seite angestrebten Kulturdialog auf der Grundlage gleichberechtigter Partnerschaft fördern. Von 1981 bis 2009 konnten mit rund 47,5 Mio € knapp 2.300 Projekte in 138 Ländern gefördert werden, davon entfielen allein 5,4 Mio € auf Projekte in Afghanistan. Since 1981, as part of the Federal Foreign Office’s Cultural Preservation Programme, Germany has been supporting the preservation of cultural heritage in developing countries as well as the German cultural heritage abroad. The programme’s major aim is to contribute to the development of national identity in developing countries and thereby promote intercultural dialogue between equal partners. Between 1981 and 2009, around € 47.5 million were allocated for almost 2,300 projects in 138 countries, of which € 5.4 million were spent on projects in Afghanistan. The colossal statues of the Small Buddha (38 metres) and the Great Buddha (55 metres) of Bamiyan probably are Afghanistan’s most famous historic monuments, whose damage and destruction by the Taliban in 2001 provoked worldwide indignation. Seit 2002 führt das Deutsche Nationalkomitee von ICOMOS (International Council on Monuments and Sites) in Kooperation mit deutschen Hochschulen Maßnahmen zur Bergung der Reste des Großen und des Kleinen Buddha sowie zur Sicherung der Nischen der Buddha-Statuen durch und arbeitet an der Erfassung und Dokumentation der Fragmente. Mit modernsten Technologien, immer wieder erschwert durch Munitions- und Bombenfunde, gelang es die zum Teil tonnenschweren Reste der Statuen zu bergen und zu sichern. Bis 2009 wurden die Arbeiten mit rund einer Million Euro im Rahmen des Kulturerhalt-Programms des Auswärtigen Amts gefördert. Since 2002, the German National Committee of ICOMOS (International Council on Monuments and Sites), in cooperation with German universities, has been working on the implementation of measures to retrieve the remnants of the Great and Small Buddha and to safeguard the Buddha statues’ niches and on the recording and documentation of the fragments. With the help of the latest technologies, though repeatedly hampered by new discoveries of bombs and munitions, the remains of the statues, some of them weighing several tons, could be retrieved and saved. By 2009, around € 1 million had been provided for this work under the Federal Foreign Office’s Cultural Preservation Programme. Jhd. angelegte Babur-Garten ist nicht nur eine historische Parkanlage inmitten Kabuls, sondern auch die letzte Ruhestätte des ersten Kaisers des Mogul-Reiches. Als Folge der Kämpfe in den Jahren 1993/94 und der anschließenden Auseinandersetzungen wurde die Anlage fast völlig zerstört. Laid out in the early 16th century, the Garden of Babur is not only a historic park in the heart of Kabul, but also the last resting-place of the first emperor of the Mogul Empire. As a result of the fighting in 1993/94 and the ensuing factional conflict nearly the entire site was laid waste. The conservation works, which were co-funded between 2002 and 2007 by the Federal Foreign Office, included Shah Jahan’s marble mosque, the 19th century garden pavilion and the Queen’s Palace as well as the enclosure of Babur’s tomb. With the grading and replanting of the terraced orchards through which stone pathways and stairs provide access, the original garden has been revived. Since its restoration, the Garden of Babur whose upkeep is paid for from revenue derived from the more than 900,000 visitors since its re opening and which is managed by an independent trust, Bagh-e Babur has become an icon of the cultural recovery of Afghanistan. Innenansicht Ansicht der Ostfassade Kuti-e Baghtscha, a garden pavilion located in the administrative district of Kabul, was built between 1880 and 1882 by King Amir Abdul Rahman and served as a gathering place for kings and influential personalities. With its impressive ceiling and mural paintings, Amir’s Pavilion is an important example of Afghanistan’s cultural heritage. Between 1919 and 1929, the building served as the Afghan national museum and from 1950 to 1973, historical manuscripts were kept there. During the Soviet occupation, the pavilion was used as an ethnographical museum but fell into disrepair and was heavily damaged during the war. In the context of a project carried out by the Afghan Rehabilitation Group and co funded by the Gerda Henkel Foundation and the Federal Foreign Office, renovation and restoration work is being undertaken by local specialists under the guidance of German restorers. After completion of the work, the Afghan government plans to use the Kuti-e Baghtscha as a venue for entertaining official guests. Jhd. v. Chr. zurückverfolgen. Alexander der Große, Dschinghis Khan und Timur Lenk zerstörten die Stadt. Dem Niedergang folgten Epochen der Blüte, in denen sie führendes politisches und künstlerisches Zentrum war. Dieses reiche Kulturerbe wird durch das rasante Wachstum der Stadt und Raubgrabungen bedroht. Historically, the city of Herat can be dated back to at least the 6th century BC. In the course of time, it was destroyed by conquerors like Alexander the Great, Genghis Khan and Tamerlane. Decline was followed by periods of prosperity during which Herat transformed itself into a regional political and cultural centre. Today, massive population growth and illicit excavations pose major threats to the abundant cultural heritage of the city and the Province. 2004 begann daher mit Unterstützung des Auswärtigen Amts ein Projekt zur Dokumentation der Fundorte und Denkmale in der Provinz Herat. Die 420 Fundplätze repräsentieren verschiedene Bautypen, die in die Zeit vom 3. Jt. v. Chr. bis zum 19. Jhd. datieren. Das Projekt führt für Herat den Blick über die timuridische Epoche hinaus und ergänzt in räumlicher Hinsicht die älteren deutschen Forschungen in Ghor und Hilmand. Geländebegehungen dieser Art sind heute nicht mehr möglich – die Ausbildung afghanischer Kollegen in diesem speziellen Arbeitsfeld ist daher ein wichtiger Beitrag zur Pflege des Kulturgutes. Chist-e Sharif: Ghoridischer Kuppelbau Lehmziegelbau (Schrein) in Zendejan To help conserve this heritage, the Federal Foreign Office has since 2004 been supporting a project to document archaeological sites and monuments in the Province of Herat. The 420 recorded sites date from the 3rd millennium BC to the 19th century and represent a large variety of architectural and functional types. For Herat, the project widened the scope of research far beyond the Timurid era, and linked this region with neighbouring Ghor and Hilmand, which were studied in the 70s. Today, the security situation no longer permits this kind of survey. Thus, the training of Afghan scientific staff in this field is an important contribution to the preservation of the national Afghan heritage. Today, Herat’s »skyline« is characterised by Timurid and Safavid buildings, but a far older history lies hidden beneath the rubble of the past five centuries. Where is the site of the ancient city? 2005 begann mit Mitteln des Auswärtigen Amts die Suche in Kohandaz und in der Festung Qala-e Ikhtyaruddin. Erstmals in der Geschichte der Stadt konnte der Nachweis einer Bebauung aus dem 7./6. Jhd. v. Chr. erbracht werden. Aus den Grabungen stammen zahlreiche, gut datierbare Funde, die im Museum ausgestellt werden sollen. For the first time, a prehistoric occupation dating back to the 7th/6th century BC was attested. The rehabilitation of the newly exposed Timurid gateway, completed in 2010, has restored the original character of the citadel’s northern façade and stabilised the towers built at a later date. Apart from the »Timurid Tower«, the gateway is the only place where the original tile decoration is preserved in situ. Aus der Zeit als timuridische Hauptstadt (1405 – 1506) ist – neben Bauschmuck und Steinmetzarbeiten – die Buchkunst besonders wichtig. Zwei Handschriften stammen aus der berühmten Bibliothek des Shah Rukh, der älteste Band datiert sogar in das Jahr 1272. Prächtig illustrierte Korane, theologische Werke, wissenschaftliche Abhandlungen, darunter eine Prachthandschrift des Ibn Sina /Avicenna von 1493, Poesie und Literatur sind hier vertreten. Im Sommer 2008 begann mit Mitteln des Auswärtigen Amts die Katalogisierung der Objekte; in der Restaurierungswerkstatt werden seit März 2009 Restauratoren ausgebildet. Weitere Trainingsphasen in Berlin finanziert die Gerda Henkel Stiftung. Ab 2011 werden die Objekte in dem historischen Ambiente der Festung Qala-e Ikhtyaruddin in einer neuen Ausstellung präsentiert. Qala-e Ikhtyaruddin, Sanierungsarbeiten: Blick auf den Museumstrakt Qala-e Ikhtyaruddin, künftiger Ausstellungsraum The museum in Herat holds one of the most significant Afghan collections of Islamic art as well as numerous artefacts dating back to the late 3rd millennium BC. From the 10th till the 13th century, Herat was a center of various crafts, in particular metal work. The most splendid reminders of Herat’s time as Timurid capital (1405 – 1506) are, apart from magnificent buildings with their tile work and stonemasonry, examples of the art of the book. Two manuscripts can be traced to the famous library of Shah Rukh, the oldest one even dates back to the year 1272. The museum has magnificently illustrated Korans, theological works, scientific treatises, including a splendid manuscript of Ibn Sina /Avicenna from 1493, as well as poetry and literature. In summer 2008, the cataloguing of the holdings started with financial aid from the Federal Foreign Office, in March 2009 Afghan conservators began training at a newly established laboratory in Herat. The Gerda Henkel Foundation is funding additional training in Berlin. As from 2011, the collection will be displayed to the general public in a new exhibition in the historic ambience of the citadel Qala e Ikhtyaruddin. In the old city of Herat the historic pattern of settlement has largely survived, but is under increasing threat from uncontrolled construction activity. The increase in urban population since 2002 with limited investments in infrastructure means that living conditions have deteriorated. Additionally, historic buildings are being demolished to make way for incongruous modern structures that are irrevocably altering the character of this unique urban environment. Um diesem Trend entgegenzuwirken führt der Aga Khan Trust for Culture seit 2005 Dokumentations-, Konservierungs- und Sanierungsmaßnahmen in der Altstadt von Herat durch, die durch das Auswärtige Amt gefördert werden. The focus of conservation has been on key public buildings – mosques, cisterns and bazaars – along with several historic homes, one of which now serves as a school of traditional music and crafts. The projects also help train skilled craftsmen and demonstrate the important contribution conservation can make. Das Grab des Sufi-Dichters Abdullah Ansari, der sein Leben in dem Dorf und der Umgebung mit Meditation und Schreiben verbracht hatte, bildete das Zentrum, um das im späten 12. Jhd. eine Madrasa errichtet wurde. Centred around the grave of the Sufi poet Abdullah Ansari, who spent a life of contemplation and writing in and around the village, a madrasa was established here in the late 12th century. Sections of the main entrance arch and the high iwan that rises above Ansari’s grave offer examples of the finest existent Timurid decoration in the region. In 2005, the Aga Khan Trust for Culture started a four-year programme of extensive restoration and conservation work on the site, some of which was co-financed by the Federal Foreign Office. Landscaping of the surrounding historic garden Bagh-e Naw, which is a popular recreation area for the people of Herat, has helped restore the original character of this important site. The 3.5 ha, formerly private garden was declared a community park in the 1980s, but destroyed during the fighting in 1993/94. After clearing the area, landscaping work could start; some 300 saplings have now been planted, with more to follow. The renovated park should be finished by the end of 2010. During restoration work in the Garden of Babur, a number of historical buildings were found in the direct vicinity, including Burj-e Wazir, the tower of the royal adviser, which seems to have been built to honour an important member of the court. The Aga Khan Trust for Culture, with co-funding from the Federal Foreign Office, started restoration work in 2009 and revealed that the tower was built on a former stupa, a burial mound of the Buddhist era, which included a characteristic underground chamber at its centre.
