Schweizerische Eidgenossenschaft Confédération suisse Confederazione Svizzera Confederaziun svizra Eidgenössisches Finanzdepartement EFD Eidgenössische Zollverwaltung EZV Zollbehandlung von Übersiedlungsgut 1 Gebrauchtes, zur eigenen Weiterbenutzung bestimmtes Übersiedlungsgut von Zuziehenden ist zollfrei. 2 Als Zuziehende gelten natürliche Personen, die ihren Wohnsitz im Ausland aufgeben und ins Inland verlegen. 3 Als Übersiedlungsgut gelten Waren, die der Zuziehende persönlich oder zur eigenen Berufs- oder Gewerbsausübung während mindestens sechs Monaten im Ausland benutzt hat und im Inland selber weiterbenutzen wird, sowie Haushaltvorräte in üblicher Art und Menge, alkoholische Getränke mit einem Alkoholgehalt von über 25 Grad jedoch höchstens 12 Liter. 4 Übersiedlungsgut ist in unmittelbarem zeitlichem Zusammenhang mit der Wohnsitzverlegung einzuführen. Weist der Zuziehende nach, dass der Einfuhr ein Hindernis entgegensteht, so kann ihm die Zollbefreiung nach Wegfall des Hindernisses gewährt werden. 5 Die Zollbefreiung ist bei der Einfuhr zu beantragen. Nachsendungen sind bei der ersten Einfuhr anzumelden. 6 Hausrat, persönliche Gebrauchsgegenstände und Haushaltvorräte von Personen, die sich ohne Aufgabe ihres inländischen Wohnsitzes mindestens ein Jahr lang im Ausland aufgehalten haben, werden wie Übersiedlungsgut behandelt. 7 Hausrat und persönliche Gebrauchsgegenstände von Personen mit Wohnsitz im Ausland, die im Inland zum ausschliesslichen eigenen Gebrauch ein Haus oder eine Wohnung erwerben oder mieten, werden wie Übersiedlungsgut behandelt, wenn sie vor dem Erwerb oder der Miete des Hauses oder der Wohnung mindestens sechs Monate im eigenen Haushalt im Ausland benutzt worden sind und die Einfuhr in unmittelbarem zeitlichem Zusammenhang mit dem Erwerb oder der Miete der Räumlichkeiten erfolgt. Verfahren und Hinweise 1. Der Antrag auf Abgabenbefreiung ist anlässlich der Einfuhr im Formular „Erklärung/Abfertigungsantrag“ (Abschnitt 2 und 3) zu stellen. 2. Mit diesem Formular sind der Zollstelle vorzulegen: a) das Verzeichnis der einzuführenden Waren; Waren auf welche die Voraussetzungen für die Abgabenbefreiung nicht zutreffen, sind am Schluss des Verzeichnisses als „zu verzollende Waren“ aufzuführen; b) wenn erforderlich das schweizerische Aufenthaltspapier (bei zuziehenden ausländischen Staatsangehörigen); c) der ausländische amtliche Zulassungsschein für Automobile, Motorboote und Flugzeuge; d) der Nachweis über den Erwerb oder die Miete eines Hauses oder einer Wohnung bzw. über deren Bezugsbereitschaft. Die Zollstelle kann weitere Belege zur Überprüfung des Anspruchs auf Abgabenbefreiung verlangen. 3. Personen, die bei der Zollabfertigung nicht anwesend sind, übergeben das Formular "Erklärung/Abfertigungsantrag" und die Belege nach Ziffer 2 dem Beauftragten (Bahn, Spediteur, Transportfirma usw.) zuhanden der Zollstelle. 4. Nachsendungen sind der Zollstelle bei der Abfertigung der ersten Sendung mit einem besonderen Verzeichnis anzumelden. 5. Die Abfertigung von Übersiedlungsgut ist zeitlich beschränkt; sie wird nur an Werktagen während der für die Abfertigung von Handelswaren festgesetzten Zollstunden vorgenommen. 6. Die Abgabenbefreiung für Gegenstände zur Ausstattung von Zweitwohnungen sind dem Übersiedlungsgut gleichgestellt. Davon ausgenommen sind Fahrzeuge. 7. Einfuhrbeschränkungen und Einfuhrverbote, insbesondere wirtschaftlicher und finanzieller, gesundheits-, tierseuchen- und sicherheitspolizeilicher Art, ferner Massnahmen bezüglich Pflanzen- und Artenschutz usw., sind vorbehalten. 8. Hat die Zollstelle Zweifel am Anrecht auf Abgabenbefreiung, so kann es das Übersiedlungsgut provisorisch verzollen, wobei die Einfuhrabgaben sicherzustellen sind. N.B. Wer die Abgabenbefreiung erwirkt, ohne dass hiezu die Voraussetzungen zutreffen, macht sich einer Widerhandlung schuldig. Die Form. 18.44 de 03.2007 Verwendung eines durch Fotokopie, Fax oder Internet erhaltenen Formulars "Erklärung/Abfertigungsantrag" ist gestattet, sofern dieses mit Originalunterschrift versehen ist und der Zollstelle im Doppel vorgelegt wird. Zollverwaltung Schweizerische Eidgenossenschaft Confédération suisse Confederazione Svizzera Confederaziun svizra Eidgenössisches Finanzdepartement EFD Eidgenössische Zollverwaltung EZV Customs clearance of household effects in connection with household removal 1 An immigrant's used household effects which are intended for his/her continued personal use are admitted dutyfree. 2 Immigrants are individuals who give up their domicile abroad and establish a domicile in Switzerland. 3 Household effects are goods which have been used abroad by the immigrant for his/her personal needs or for his/her profession or trade for at least six months and which he/she will personally continue to use in Switzerland, al well as normal household provisions in reasonable quantities including alcoholic beverages with an alcohol content of more than 25% proof, but not exceeding 12 liters. 4 The household effects must be imported at the actual time of the transfer of the domicile to Switzerland. If the immigrant proves that he is prevented from doing so, duty-free entry may be granted at a later date after the obstacle has ceased to exist. 5 Exemption from duty must be requested at the time of importation. Subsequent consignments must be announced at the time of the first importation. 6 Household goods, personal effects and household provisions belonging to persons who have resided abroad for at least one year without giving up their domicile in Switzerland will be treated as household effects. 7 Household goods and personal effects belonging to persons domiciled abroad who rent or acquire a house or flat in Switzerland exclusively for their personal use will be treated as household effects provided that, prior to the acquisition or rental of the house or flat, they have been in use abroad for at least six months in the person's own household and that the importation takes place at the actual time of acquisition or rental of the premises. Procedure and observations 1) Exemption from payment of duties must be applied for at the time of importation on the form "Declaration/Application for clearance of household effects" (sheets 2 and 3). 2) The following must be submitted to the Customs Office with that form: a) a list of the goods to be imported; articles which do not fulfill the conditions for duty-free clearance should be itemized at the end of the list as "goods for normal customs clearance"; b) the Swiss residence permit if required (for foreign immigrants coming to Switzerland); c) the official foreign registration certificate for motorcars, motorboats and aeroplanes; d) proof that a house or an apartment has been purchased or rented or evidence that this is available. The Customs Office can demand other documents in order to check the claim for exemption from duty. 3) Persons who are not present at the time of the customs clearance should hand the form "Declaration/Application for clearance of household effects" and documents mentioned in paragraph 2 to their representative (train, haulage company, carrier etc) for submission to the Customs Office. 4) Subsequent consignments must be declared on a separate list to the Customs Office when the first consignment is cleared through customs. 5) Household effects can be cleared only at certain times; clearance takes place on working days during the hours fixed for the clearance of merchandise 6) Exemption from duty on items to furnish a secondary residence will be treated as household effects, except vehicles. 7) The authorities reserve the right to apply import restrictions and import prohibitions, especially of an economic or financial nature and in the field of veterinary police and security, as well as measures concerning plant protection and species protection. 8. If the Customs Office has doubts as to the right to duty-free clearance, the household goods can be provisionally cleared through customs, in which case a guarantee must be given for the import dues. N.B. Any person who obtains exemption from duties without complying with the conditions is guilty of an offence. A reproduction of the enclosed declaration / customs clearance application, obtained through photocopying, fax or Internet, may be used provided it is signed in original and presented in duplicate to the Customs Office.
