TIME TO SAY GOODBYE
Dear LEF 2015 participants,
it is hard to believe but the whole LEF 2015 week is already behind us.
It might be a sad feeling for you, but believe us it is even stranger for us after all this years of
preparation. But besides the sadness about LEF 2015 being over, we are quiet happy about
the great time we had with you and the memories we will never forget.
Once again we want to thank all of you who made this LEF to what it was, a colorful, unique
and unforgettable time!
We hope you enjoyed and were surprised about the German variety and cuisine at the
presentation of Germany - developed yourself further in one of the workshops – enjoyed
yourself at one of the less serious seminars (we have some new BBQ experts amongst us
now) – saw a di’’‘r‘nt sid‘ o’ G‘rmany during on‘ o’ th‘ sights‘‘ing trips (and w‘ don t just
mean the huge chocolate fountain in the chocolate museum in Cologne) – liked the different
parties and the two great bands we danced to this week – and enjoyed all the other great
moments we can not all mention here!
We hope that it was not the last time you joined a LEF and we will meet you as well as your
Leo friends from home at LEF 2016 in Estonia, at LEF 2017 in Netherlands and all the great
LEFs coming in the years after...!

LEF PROGRAM
Saturday:
The countdown had finally come to an end and LEF started! Leos from all over Europe, the
Mediterranean and even more exotic places in the world arrived to Gelsenkirchen: 171 Leos
from 21 nations found their way to LEF 2015. Reunion with old friends, new faces and of
course the newcomer quiz were keeping us busy on day 1. In the evening, Leos from Germany
presented food and beverages from all over Germany to you at the Presentation of Germany.
Conclusion: Germany is more than just Bratwurst! We ended the day with a great After - POG
- Party in the hotel bar.

Sunday:
On Sunday, LEF was officially opened at the Opening Ceremony. After a warm welcome
speech by Maria, the president of LEF 2015, additional welcome speeches were held by
International Director Helmut Marhauer, MD 111 Council Chair Person Daniel Isenrich and LEO
MD-111 President Sebastian Dehn. Afterwards it was time for all Leo countries to present
their flags. Addition
After that, it was tim‘ to b‘com‘ acquaint‘d with th‘ “Pott”, as Germans nickname the region
Ruhrgebiet in which Gelsenkirchen is situated. The Pott is known for its rich industrial history
with mining and steal manufacturing. At the same time it is known for its creative present
and future that are characterized by the so called industrial culture. During our first field trip,
LEFers had the choice to visit the Zeche Zollverein (coal mine) or the Bergbaumuseum
Bochum (mining museum).
Those that went to Zeche Zollverein visited an old coal mine that has been transformed into a
museum as well as an event location and creative hub.
In the Bergbaumuseum Bochum LEFers experienced what it means to go mining – because
they actually went underground!
After enjoying a nice dinner, everyone got prepared for the 90s-Neon-Party at the train
station in Langendreer. It was a bright and colorful night!

Monday:
Monday was started off with the first round of workshops. Next to sightseeing and parties,
learning with and from each other is central to what we are all about. We worked on our
teambuilding and case study skills and our International Liaison Officers planned the next
(international) Leo year.
In the afternoon, a couple of Leo countries presented their Leo work with speeches, pictures
and movies at the Serious Presentation of Countries (POC). Following countries gave short
presentations: Finland (Easter Egg-Activity), Italy (board gam‘ “L‘t s play di’’‘r‘nt”), Austria
(different activites, e.g. Lions Aktionstag and Leos rock Vienna, next year: 30.04.2016), Turkey
(different fundraising activities and service projects, e.g. building a library and a play room for
a school-in-need), Hungary (different activites e.g. charity basketball championship), Poland
(different activities e.g. Freedom charity run) and LCI (overview about Leos worldwide and the
Leo Club Program Department).
Right after that, the fun POC took place: everybody presented their Leo country with culinary
delicacies, both food and drinks.
As everyone was in good party mood after the POC the party continued till the early morning
in the hotel bar.

Tuesday:
Today was our big sightseeing day. We were heading towards the neighboring region called
Rheinland. Two trips were offered: one to Cologne and one to Düsseldorf.
In Cologne, the day started off with a guided tour through the old city centre and the dome.
We enjoyed a hearty lunch at a brewery and spent the afternoon in the chocolate museum
and to some more sightseeing and enjoying the city.
In Düsseldorf, the guided tours through the city and media harbor were given by local Leos
and Lions. We enjoyed a wonderful lunch at a local brewery. In the afternoon, the LEFers
could choos‘ b‘tw‘‘n a ’ashion tour and a cultural tour – or just hang out in this vibrant
city.
Afterwards, we celebrated a special occasion: 40th birthday of LEF! With party hats, donuts
and great music we celebrated LEF all night long.

Wednesday:
Like Monday, Wednesday started off with workshops. This time, fun workshops were on the
agenda, e.g. German language, some handcraft, and of course, beer tasting. Afterwards, it was
time to exercise at our Sport & Fun afternoon: beach volleyball, beach soccer, canoeing but
also relaxing at the lake were on the agenda. That night was a special. Plenty of celebrities
and stars came together for a glamorous party in the hotel bar. At 12 am the winner of the
popular Oscar trophy is announc‘d: And th‘ Oscar go‘s to … Mrs. Doubt’ir‘.
Thursday:
On Thursday, two highlights were on the program: the Social Activity during the day and the
festive gala at night.
Our destination in the morning was the Friedensdorf (Peace Village) in Oberhausen. Here,
severely injured children from crisis areas are treated and cared for. In the period running up
to LEF we had initiat‘d th‘ activity “on‘ mor‘ pi‘c‘ in your luggag‘ do‘sn t hurt” and
gathered clothes, toys and household supplies for the children and families in need. An

amazing amount of donations could be handed over to the Peace Village. We are so proud of
all LEFers and supporters! Of course, we also want‘d to s‘rv‘ right on the spot! Different
tasks awaited us, such as sorting the donations, an art project and having fun with the
children from the peace village on an interactive rallye.
After the successful activity, we returned to the hotel and prepared for the gala: shoes had to
be cleaned, the hair styled and roses were bought – everybody was making an effort to
present him/herself in the best light.
At our Gala Location, the Revue Palast in Herten, the industrial impression of the Ruhr Area
was merged with a glamorous elegance fitting perfectly to round up the whole LEF week.
Everyone was impressed by the location, loved the life music and enjoyed dancing through
the night.

Friday:
On our last full day at LEF we took the opportunity to show you some more of the diversity of
the Ruhrgebiet. One group went to the Gasometer, an old tank that is now used for art
installations and which offers a great view from its top. Another group went to an open air
industrial museum and enjoyed a guided tour by a local Lion who told them all about the
history of steel making. And the third group saw something really different again: a beautiful
castle up in the north of the area.
In the afternoon, LEF was officially closed at the Closing Ceremony. Maria Bachmann
presented a short movie reviewing the week and thanked the hotel management for their
efforts and support throughout the week. Leif Gensert presented the Newcomer Quiz and
awarded the winner. Sarah Hempsch presented the last year from an ILO perspective, while
Guido Mart‘ns introduc‘d n‘xt y‘ar s ILOs. Sill‘ Sarap and Karin Künnapas presented LEF
2016 in Estonia including a promotion video. LEF 2016 will take place from August 13-20.,
with the PreProgram in Stockholm from August 10-13, including a night ferry to Estonia. LEPF
2016 will take place from January 22-24. Vince presents LEF 2017 in the Netherlands, also
featuring a short movie. LEF 2017 is scheduled from August 12-19, with the LEPF kicking off
the year on January 27-29. LEF 2017 s th‘m‘ will b‘ “G‘woon Oranj‘” (simply orang‘). Two
“LEF Ambassadors” ar‘ nominated to support the promotional activities: Eleonora Fresia
(Italy) and Philipp Morger (Switzerland). At every upcoming international event until LEF 2017,
two additional ambassadors will be named.
Last but not least, the LEF 2015 managing board says a big thank you to the whole
organization team and calls all members on stage to receive a small sparkling present for
their big efforts.
But sinc‘ after LEF is before LEF w‘ hand‘d ov‘r th‘ ’lag to the Leos from Estonia who will
be welcoming us next year with the motto: Destination Estonia!
Following this theme, the delegation of Estonia organized the last and final party of LEF2015
and ended a great week with a night to remember.

Saturday:
It is hard to believe but LEF was really over on Saturday and it was time to say goodbye: to
Gelsenkirchen, to the Pott and of course to our old and new Leo friends!

WORKSHOPS
SERIOUS WORKSHOPS
I. Marketing
Speaker: Othmar Fetz
On‘ o’ s‘v‘n s‘rious workshop was „Mark‘ting“ with Othmar F‘tz. Th‘ 13 participants got
d‘‘p insights into „Th‘ LEO Book“ proj‘ct and an ov‘rvi‘w o’ LEO mark‘ting around th‘
world. Othmar Fetz worked out together with the participants some different marketing
strategies which fit best for the different LEO Clubs in Europe. As well they learned some
creative techniques around design and advertising.
II. Strat‘gy Consulting „Cracking th‘ cas‘“
Speaker: Dennis Gotta

Six LEOs tried to crack the case together with Dennis Gotta. At the beginning he shared
insights into th‘ li’‘ o’ a consultant. But th‘ primary rol‘ was to solv‘ an actual cas‘ („What
is the right strategy towards market leadership?“) as a t‘am.
III. The Power of Yes!
Speaker: Marvin Meinold
Marvin Meinold, a german trainer and improv-theatre actor, demonstrated the 15 participants
„Th‘ Pow‘r o’ Y‘s!“ in a v‘ry ’un way. By showing th‘ basics o’ improvisation h‘ tought
them how to r‘think in a „Y‘s!“-way.
IV. Teams and Motivation
Speaker: Sascha Pult
Sascha Pult tried to give answers of the follwoing questions in his workshops togehter with
15 Leos: How do we make teamwork effective and efficient? And how do we reach our goals in
today s t‘am ‘nvironm‘nts? Wh‘r‘ do‘s our individual motivation com‘ ’rom? And how can
we improve communications for better and more successful collaboration? He taught the
participants about different roles in teams, where motivation comes from and how they can
communicate in a way that is supportive to their motivation.
V. First Aid
Speaker: Friso Zenker
In this workshop 15 l‘os ’r‘sh‘d up th‘ir knowl‘dg‘ about „’irst aid“ on basis o’ practical
examples.
VI. Fit for Leadership – Motivation and Value-Based Leadership
Speaker: Dr. Joachim Schläper
Th‘ Workshop bas‘d on th‘ “St‘v‘n R‘iss mod‘ll”. First, Dr. Schläp‘r pr‘s‘nt‘d this mod‘l.
After that, every of the 21 workshop participants reflected his or her individual motivators
either by direct matching or by excluding those, which definitely do not fit. Then, in a group of
three persons found out and verify motivators mutually. By this process of discussion and
evaluation, the model is practiced and internalized. Finally, each group created a painting to
presented in the plenum.

VII. Communication and interaction in groups
Speaker: Christine Odwarko
Seven Leos learned in this serious workshop the basics in communication, group dynamics
and how to deal with different characters in teams.
4.2.
FUN WORKSHOPS
I. Beer Workshop
Speaker: Eike Lid
13 Leos learned very much about beer. First they started with the theoretical process of beer
brewing. After that they tasted beers throughout of Germany. From the malty beers of
bavaria to the hoppy beers from the nothern coast.
II. Funny language Workshop
Speaker: Irene Pohl
Irene Pohl told our international guest so funny facts about the german language, created
some very long and complex words and of course, the group sang some german songs and
„Schlag‘r“ by th‘ assistanc‘ o’ S‘bastian D‘hn.

III. Buttons and bracelets
Speaker: Katharina Aey
The group did some bracelets, like some oft hem did years ago in their childhood. But Kathy
did not do the workshop just for fun. The buttons and bracelets were given tot he child of the
friendendorf next day.
IV. Group Games
Speaker: Marvin Meinold
This workshop gave the gruop a whole lot of fun group games, that you can easily copy for
groupwork in activities, clubs or some else. With almost no requisites the group tried many
more or less sensefull games for any age and took home tons of name-games, concentration
games, fun games, association games, story games, warmup games and many more!
V. Photography – The Darkroom in your Pocket
Speaker: Othmar Fetz
The participants, their smartphones and their interest in taking photos were the center of this
workshop. Othmar gave some great inspirations and teached some tricks how to use the
smartphone as a darkroom. The group took photos of the other workshops and edited them
afterwards with the software of their smartphones.
VI. Beauty and Relaxation – Learning woven hairstyle and do some relaxation
Speaker: Sonja Hülsmann
Sonja gave our LEFers a relaxing morning with some beauty and smoot music. In the
beginning she told and showed the girls some about german woven hairstyle. Afterwards
they relaxed with some steady music, a face mask out of quark and cucumbers on top of their
eyes.

5.
SOCIAL ACTIVTY
Amazing. That s probably th‘ most suiting word to d‘scrib‘ th‘ Social Activity o’ this y‘ar s
LEF. It took place in the Peace Village in Oberhausen, where injured children from war areas
all around the world can find a place to get better and find physical and mental recovery.
Could any other place be better suited than the Peace Village to do a Social Activity in an
international surrounding to show everybody, that we do care, and that there is such a thing
as working multiculturalism?
In the morning, the participating Leos entered the provided buses to make the journey to the
Peace Village in Oberhausen. After arriving at the Peace Village, the Leos were divided into
three groups: Art Project, Rallye and Clothing Collection. These groups were joined by children
of the Peace Village.
For th‘ Art Proj‘ct, a local artist had pr‘par‘d big squar‘s with a d‘sign o’ th‘ „Frida“ dove –
the mascot of the Peace Village. The children and Leos were now asked to put small pieces of
different colored stones together like a mosaic and fit them into those squares. When the
mosaic will be completed it will be set up on a wall of the Peace Village together with the Leo
logo and unv‘il‘d during this y‘ar s summ‘r party in S‘pt‘mb‘r.
Meanwhile, the second group got together in the gym to sort the masses of clothes and
various games as well as household items, the Leos had collected for over a year. Tons of
trousers, sweatshirts, t-shirts, but also children games, toys, pans and bed clothing were
sorted and neatly packed in big bags to be brought where needed most: the regions of crisis,
the children come from. The plane with the donations left this week. In total, around 18 cubic
meters of clothes and items were collected. Thank you so much!
The third group had met in the garden of the Peace Village to participate in a Rallye with the
kids. Everybody was divided into groups of about 8-10 people who had to perform different
games and tasks during the day. Towers had to be built out of sponges and spits, a parcours
had to be run and nails had to be driven into wood with as few hits as possible - that is to
name only some of the fun activities. We agreed, that it is hard to say who had more fun: the
kids or the Leos.

In conclusion, you can say that the day was a huge success. So far we only got positive
feedback and if you see what happened during the day, you can imagine why. Leos and
children danced spontaneously to music, children in wheelchairs were lifted up and taken on
the shoulders by Leos. You could see a lot of smiles and as the Leos left, the children asked
„Ar‘ you coming back tomorrow?“. W‘ would hav‘ lov‘d to com‘ back th‘ n‘xt day since it
was just amazing! Thank you everybody for participating so caring in the Social Activity and
for making the world a better place for those children – even if it was just for one day!

Dutch delegation (Kevin Goos) invites participants to the LEFolution workshop at 8pm the
same day with the goal of collecting ideas for future LEFs and opportunities for improvement.

Marite Promvalds presents LEF 2016 in Estonia including promotion video. LEPF 2016 will
take place from Jan 22-24, LEF 2016 from Aug 13-20. Shuttle buses are provided from Tallinn
(included) and Riga (Latvia, extra charge).
 The PreProgram in Stockholm from Aug 10 – 13 will be organized by the Swedish Leos (Robby
Haegdorens).
 Vince van de Weijer provides first overview on LEF 2017 which will take place from Aug 12-19.
LEPF 2017 is schedulded for Jan 27-29.

Ad hoc meeting called after the events of the previous nights.
 Numerous residents and hotel guests complained about the noise during excessive room
parties the previous nights, in particular due to people and music on the balconies. The police
had to intervene multiple times. Another visit would threaten all future parties, including the
main party at the hotel bar.
 Maria Bachmann and the responsible hotel managers shared basic rules of conduct (e.g.
closing doors, no groups of people on balconies after 10pm)
 Maria Bachmann asked DLs to inform their delegation on appropriate dress code for social
activity on Thursday (no short trousers or naked shoulders) to respect religious views of
children.

Ad hoc meeting
 French delegation (Xavier Maechler) informs attendants that France considers hosting LEF
2018. Planning activities started about six months ago. Final approval by National Convention
in October 2015 is required to go ahead. The team plans to give a detailed presentation and
apply during LEPF 2016 in Estonia.
 Participants are asked to maintain the current DL-Group using WhatsApp in order to simplify
communication.
 Italy, Turkey and Austria state that their countries will not host LEF 2018.
 Italy asks that at future LEFs free water should be provided at events like the gala night,
especially at high temperatures.
 Turkey commented that last minute reallocations of tables should be avoided or
communicated up front. LEF 2015 explained that this measure was required for two tables in
order to form a dance floor – these contraints had not been known before and were only
discovered once the preparation team entered the location.
 Multiple DLs share their very positive feedback on the social activity on Thursday. They
explicitly highlight contact to severely wounded children and their attitude despite their
medical condition.

The groups were asked to put together a program and budget for this 4-day LEF event.

only had a budget of EUR 300,- participant”.
Round 3 (10 minutes). Would anything change in your program if some participants would be
willing to pay EUR 400,- instead of EUR 300,-?
Round 4 (30 minutes). Make a short presentation (including a high level LEF budget) and
present it to the other groups.
Feedback: Participants were enthusiastic about the workshop approach, but found it a bit
difficult to come up with a high level budget.
Main workshop outcomes (in random order):
All groups have decided that specific elements of the program should be in a four days of LEF
event: Opening & Closing Ceremony, Gala, Serious and Fun POC, Social Activity. Most groups
suggested to combine elements of the program to make it fit within the four-day timeframe.
 Combining serious POC, the opening ceremony and a presentation of the host country
 Workshops can also be held between 8 and 10 pm (or another time slot in the evening)
 Newcomer workshop maybe on the second morning instead of first evening
 Combining gala and closing ceremony

Constitution of the Leo Europa Forum

TITLE I – INTRODUCTION
Chapter A - What it is all about
This constitution is the framework for organising and participating in the LEO EUROPA
FORUM.
Chapter B - Document Layout
The section DEFINITIONS contains all special terms and describes their meaning in respect to
the LEO EUROPA FORUM.
The basic ideas of the FORUM are in the section PRINCIPLES. They describe the overall goals
and represent the core of the constitution without dealing with individual matters.
Theoretically the principles should be sufficient to give guidance to the organising committee
on how to plan the meeting and for the participants an idea on what to expect.
Because there are some sensible matters and through the past years a certain level of
expectations have been established the section RULES explicitly regulates things. These are
therefore not subject to individual interpretations of organising and participating countries.
When defining rules it should be kept in mind that every rule reduces the possibilities to
introduce new ideas to the FORUM and makes the whole constitution more complex. Each
rule must relate to one or more of the principles. If there is no apt principle this indicates that
there is the need of specifying the new principle first. Each rule has to be accompanied by a
short explanation to document the background reasons.
The section GUIDELINES is meant to collect all useful advice and experience. The organizing
committee is asked to carefully consider those advice in order to avoid known problems.
There can be an optional reference to a principle and an explanation.
The section EUROPEAN AGREEMENTS does not directly deal with the FORUM constitution. In
the past those articles have been included to the constitution simply because it was the only
place to put it. At present the FORUM is the only meeting where official representatives of

almost all European LEO countries are taking part. Therefore it makes sense to use that
opportunity and infrastructure to host general European LEO matters.
The section DELETION is to keep the reference to deleted articles.
The section APPENDIX is to store some information which is not directly related to the
FORUM. This is currently the list of LEO countries as defined by the LIONS.
Chapter C - Change History and Policy
This constitution has its roots in some notes of early FORUM final reports which were
extracted and explicitly written down some time in the past. Naturally this document grew
and was improved almost every year. In order to keep the structure clean there already have
been several renumbering and restructuring efforts. It also turned out that it is difficult to
regulate any event which could happen in future.
Triggered by a growing number of change requests the recent restructuring approach was
proposed and accepted at the LEF1998. As described in the document layout section instead
of increasing the number of rules it tries to put the various ideas in categories and describe
the most important goals on a higher level.
So what should be done if there arises a question concerning the FORUM which is not
explicitly covered by a existing rule? Naturally if there is a sufficient majority anything can be
changed. But first the problem should be matched against the principles to derive the right
answer.. New rules should be necessary only if it turns out that it is essential that a certain
matter is treated the same way every time. Consequently any modification of principles
sections should be necessary only if there is a significant shift in policy.
Nevertheless each delegation is encouraged to improve this contents and their explanations
but keeping in mind that a forum is honoured for the quality of its actual results - not for the
quality of its constitution.
TITLE II - DEFINITIONS
Chapter A - Terms
Article 1 - Leo Europa Forum
The conference shall be called LEO EUROPA FORUM, hereafter in this constitution it shall be
referred to as the FORUM .

Article 2 - Country, Delegation, Delegation Leader
In this constitution a country is always interpreted in respect to a LIONS country as listed at
the end of this constitution. All participants coming from the same country build up this
countries delegation. A delegation is officially represented by its delegation leader .

Article 3 - Organising Committee
The official functions of the organising committee are at least president, vice president,
secretary and treasurer. There has to be an official auditor who is not related to the
committee.

Article 4 - White Paper
The FORUM White Paper is an annually updated and lasting document, embodying the
FORUM proceedings.

Article 5 - FORUM Constitution
The FORUM constitution is an agreement of European countries about the arrangement of
the FORUM.

Article 7 - Motion
A motion is a request to change the constitution.

Article 8 - Resolution
A resolution is a time decision on a specified action to be carried out by the next FORUM. A
resolution is not part of the constitution.

Article 9 - Delegation Leader Meeting

The delegation leader meeting is an official meeting of all delegation leaders and committee
officials. It is chaired by the FORUM president.

Article 10 - Formal Reproach
A formal reproach is a formal way to express that the committee did not act according to the
constitution. Any formal reproach will be printed in the final report and thus will appear in the
white paper.

Article 11 - PREFORUM
The PREFORUM is a weekend meeting some time ahead of a FORUM to prepare the FORUM.

Article 12 - ELIC
The ELIC (European Leo Information Centre) Magazine is a brochure edited and sent out by
the committee to invite to and inform about the Forum.

Article 13 - Work Group Sessions
Work group sessions like discussion groups or workshops are official events to deal with
matters supporting the goals of the FORUM.

Chapter B - Miscellaneous
Article 1 - First FORUM
The FORUM of 1976 in Vienna is to be regarded as the first FORUM.

Article 2 - Numbering and Structure of Articles
a. The articles of the constitution are classified into subject titles and chapters. Subject titles
are named Definitions, Principles, Rules, Guidelines and European Agreements. They are
preceded by a capital Roman number. Titles are divided into chapters, preceded by a capital
letter. Titles and capitals will be added to the articles in order to contribute to the clarity of the

Constitution The Article numbers are hierarchically constructed by section number, chapter
number and an increasing article number thereby defining a three step unique number. An
article may be divided in several paragraphs. Paragraphs are numbered by small letters.
b. Article and number will be unambiguously related.
c. New articles inserted get the next free number within the chapter.
d. Deleted articles remain in the chapter, the text is replaced by the modification history.
e. Each article is headed by a keyword indicating the contents of the article.
f. Each article carries a modification history. It starts with its insertion (INS) several
modifications (ALT) and finally its removal (DEL).

TITLE III - PRINCIPLES
Chapter A - Main Tasks
Article 1 - FORUM Goals
The FORUM gives an opportunity to meet LEOs from other countries, to find foreign friends
and to get to know other European countries. It shall be an occasion to exchange experiences
and ideas for the LEO program.

The FORUM makes decisions about the year and venue of the next FORUMS and about the
FORUM constitution.

Chapter B - Participation
Article 1 - Invited Participants
All European LEO Clubs, Districts and Multiple Districts shall be invited to participate in the
FORUM. Members of non-European clubs and guests may participate in the FORUM, but have
no voting right.

Article 2 - Participant Number Policy

If there is a limit in the number of participants this has to be clearly stated when applying to
host the FORUM.

The FORUM expenses shall be affordable to a majority of interested LEOs.

Chapter C - Organisation
Article 1 - Monetary Policy
The FORUM shall be an activity of the respective host country. The purpose shall not be to
produce monetary gain.

Article 2 - Ideological Policy
All documents, publications and speeches on the FORUM must be free of any political,
religious and ideological statements.

Chapter D - Miscellaneous
Article 1 - Subsidiarity
For all topics, which are not covered by or explained in this Constitution, the LIONS Europa
FORUM Constitution shall prevail.

Article 2 - Documentation
The FORUM shall document and archive its proceedings.

Article 3 - Function Substitutes
If a person assigned to a special function in respect to this constitution is not able to do the
job for any reason it is up to the affected party (i.e. delegation, committee) to choose a
substitute. The committee has to be informed.

Article 4 - Constitution
Modification Requirements
a. As precondition motions for the Definitions, Principles and Rules have to be supported by at
least 2 other countries to be put forward.
b. The Definitions and Principles need a 2/3 majority for being adopted in the final meeting.
c. The Rules need a simple majority for being adopted in the final meeting.
d. The Guidelines and the Appendix need a simple majority in a delegation leader meeting for
being adopted.
e. The European Agreements need a simple majority in an ILO meeting for being adopted.

TITLE IV - RULES
Chapter A - Venue
Article 1 - Host Selection
a. The FORUM shall be organised every year.
b. The venue and the time of the FORUM shall be confirmed at the FORUM held three (3)
years before.
c. In the event there is no venue confirmed the voting will be carried forward to the next
Forum.

Explanation: Normally a 2 year period is enough for planning a FORUM. An additional year
contributes to a fair competition, supports the existence of a candidate in the two year
forecast and makes it easier for the candidate country who receives the option to evaluate
the feasibility.
Article 2 - Duration
a. The FORUM shall be held between the 10th of July and the 20th of September of every year.
b. The duration of the FORUM shall be always at least seven nights.

Explanation: The venue should be in the summer holiday season. The duration has to
regulated because of the price limit.
Article 3 - Venue Presentations
a. Venue presentations shall be carried out at least twenty four (24) hours before the
beginning of the final meeting. The organising committee has to offer sufficient time for all
presentations.
b. Venue presentations should be part of the official program and open to all Forum
delegates.

Explanation: Every forum participant has to have the possibility to see the venue
presentations to contribute to the delegation´s decision for the Final Meeting.
Chapter B - Program
Article 1 - FORUM Contents
The minimum contents of the FORUM shall be:
1. The opening ceremony
2. The Final Meeting (including the closing ceremony)
3. Closing Ceremony
4. The presentation of the countries
5. Delegation leader meetings
6. Two ILO meetings
7. Two work group sessions
8. The Gala Evening
9. Social Activity
10. Events which are described in other articles

Explanation: The minimum program is a proven framework for the FORUM week. It also
serves the cost criteria.
Chapter C - The Organising Committee

Chapter D - Language
Article 1 - Language
The only official language of the FORUM shall be English.

Explanation: English is the language which is understood by almost all European LEOs.
Having more than one official language would be impractical.
Chapter E - The Constitution
Article 1 - Maintenance
The committee is responsible to update the constitution at the end of their FORUM. They are
required to publish it as part of the final report.

Explanation: This has to be done before the committee is out of business.
Article 2 - Fulfilment
By the end of the FORUM a delegation leader meeting will evaluate the fulfilment of the
constitution for serious violations. On request of a simple majority of delegation a
representative of them will express a formal reproach on behalf of the FORUM attendants at
the final meeting and explain their decision.

Explanation: This is the only way to enforce the fulfilment of the constitution.
Chapter F - Presentation of the Countries
Article 1 - Requirements
1. Each delegation shall be prepared to contribute for an event called the Presentation of the
Countries.
2. The committee shall ensure that facilities are available, if possible, for this presentation as
long as the committee is given due notice of such request before the opening of the FORUM.
The committee shall respond to the delegations to confirm the availability of the request.

Explanation: The presentation of the countries is a way of cultural exchange.
Chapter G - Work Group Sessions
Article 1 - Work Group Session
1. During the FORUM there shall be at least two (2) work group sessions dealing with at least
two (2) subjects presented by the committee. These topics will be defined not later than the
PREFORUM.
2. The committee arranges appropriate location, group size and facilities in order to achieve a
successful result.

Explanation: Discussion groups or any kind of working together is a good opportunity to
deepen Leonism.
Chapter H - Final Meeting

Chapter I - The Voting System
Article 1 - Voting
Voting according to this constitution will take place at the Final Meeting. There will be no
discussion during the voting.

Explanation: The final meeting has only a limited time frame. All the discussions should have
been done in the previous delegation leader meetings. Note that the contents of two titles of
this constitution, the Guidelines and the European Agreements, are decided in dedicated

Article 2 - Voting Procedure
All the motions have to be read before voting. Voting will be cast by one delegation at a time.

Article 3 - Voting Explanation
Each delegation leader or a person designated by the delegation leader is allowed to explain
after the voting their reason for their decision. This may be asked to be done immediately
after this voting. The explanation may be given for two (2) minutes.

Explanation: Sometimes it makes sense to explain the audience why a motion or resolution
was not supported or adopted.
Article 4 - Voting Right
Each delegation present at the final meeting has the right to vote, as long as there has been a
representative from his / her country attending all the delegation leader meetings. In this
case the delegation leader meeting may decide to reinstall the voting right with simple
majority in the last meeting before the final meeting. Each delegation with the right to vote
will only have one (1) vote. Only the delegation leader will have the right to vote.

Explanation: Each country who likes to vote should have the opportunity to listen to all parties
opinions and know the facts.
Chapter J - Motions and Resolutions
Article 1 - Motion Preparation
Proposals to the FORUM shall be submitted to the FORUM president not later than the date
of the PREFORUM. Proposals sent to the FORUM president later than this date can not be
voted on at the FORUM.
A motion that has been brought in at the PREFORUM can be changed by the delegation
leaders at the FORUM with a 4/5 majority vote. The country, that brought in this motion at

The committees of all future FORUMS have to calculate the price, taking into account the
following price limit:
EURO 650 (index 2013 = 100). Every following year the inflation of the European Community
(new members included) calculated by Eurostat in Brussels will be added to the price limit.
(The inflation rate is published in the economic report of the EC.)
The price has to be announced at the PREFORUM at the latest. It has to include all points
from chapter L Finance Article 1 and no extra costs can be added after registration has
opened.

Chapter M – PreForum
Article 1 - PREFORUM Organisation
a. There shall be a Pre FORUM not later than six (6) months before the FORUM, organised by
the country hosting the next FORUM.
b. At least two (2) representatives of every European country shall have the possibility to join
this meeting. One representative is the Delegation Leader, the second shall be ILO.
c. The purpose of the Pre FORUM shall be on the one hand to inform the representatives
about the coming FORUM, its program and the venue, where the FORUM is going to take
place and on the other hand, to discuss about the next FORUM (in 1½ year) to give the
committee some ideas and explain some wishes.

Article 1 - Third Party Activities

committee has the right to accept or reject the selling. For everything which is not presented
in advance at the FORUM the delegation leader will be responsible.

non-alcoholic beverage) independent from her countries presentation.

- General information about LEO EUROPA FORUM and other international LEO Events (e.g.
LEOMED, CEEW, NSR, etc.)
- LEO EUROPA FORUM documentation (e.g. final reports, white book, LEO member database

- Information on LEO EUROPA FORUM of the current year and next two years when requested
by LEF Organization

Article 2 Funding of European LEO Website
The LEO EUROPA FORUM is paying for the running cost of the European LEO website for the
year in which the FORUM is to be organized. This cost includes:

• Trans’‘r o’ own‘rship domain nam‘.
• Critical chang‘s (‘.g. r‘s‘tting o’ s‘rv‘r in cas‘ o’ virus)
Based on a specified invoice the ILO Council can declare the cost associated for running cost
taking into account the following price limit Euro 150 (index 2011 is 100). – according to the
LEF participation fee (see Chapter L Finance, Article 2 Price Limit )
Cost related to all non-critical changes of the website can only be approved by a majority of
Delegation Leaders at LEO EUROPA FORUM. The DL of the country organizing the LEO
EUROPA FORUM that will have to pay the cost of changing the website has a veto right for
this approval.

Article 3 Maintenance of European LEO Website
The ILO Council will assign one or more persons within the council to take care of the total
content and web services (web.com). This committee is held responsible for keeping the
website up to date for the content in: 'article 1' with exception of the information on the LEO
EUROPA FORUM of the current year.
Each FORUM organization is responsible for delivering information to the ILO Council for the
FORUM content of the European LEO Website. Furthermore, each LEO EUROPA FORUM
organization is responsible for delivering the formal FORUM documentation of LEF and PLEF.
The ILO Council is responsible for facilitating the posting and updating of FORUM information.
