CITY HALL SETS UP A SPECIAL TRAFFIC AND OPERATIONAL SCHEME FOR THE PARALYMPIC TORCH RELAY, AND FOR THE RIO 2016 PARALYMPIC GAMES OPENING CEREMONY During September 7 to 8, the Paralympic Torch will be carried and shown all over the municipality of Rio de Janeiro. To make the torch’s passage safe for drivers, comply with security requirements, and to minimize the impacts on mobility, the CET-Rio will block roads 1 hour before the arrival of the relay convoy. The special operations will result in interdiction points, alternate routes, and operational logistics, among others. The Rio Operations Center will monitor the entire area, allowing CET-RIO technicians to make adjustments to traffic lights signal programming, aiming to ensure good traffic flow in the surroundings of the locations where the relay convoy will pass. TORCH RELAY ROUTE DAY-TO-DAY On September 6 (Tuesday) The Paralympic Torch will follow from the Museum of Tomorrow to Lapa, and then will go to Vila Isabel, Grajaú, Bangu, Campo Grande, Realengo, Magalhães Bastos, Deodoro, and Madureira. Lucio Costa -Av. Do Pepê From 12:40 pm to 02:00 pm Leblon / Ipanema / Copacabana -Av. Delfim Moreira -Av. Vieira Souto -Rua Francisco Otaviano -Av. Atlântica PARKING PROHIBITION: To preserve normal flow for service vehicles, and provide security for pedestrians’ flow, in addition to the locations where there is already legislation banning parking, other prohibitions will be in effect as follows: Starting at 05:00 pm on September 5: - Rua Nossa Senhora de Lourdes; - Rua Grajaú; - Rua Pereira Leitão - Rua Manuel Marquês IMPORTANT RECOMMENDATIONS: The use of public transportation is recommended for getting around in the city; Respect circulation restrictions for specific locations, keeping in mind restriction dates and hours; Drivers must, whenever possible, avoid circulating through the areas where the torch will be passing, taking alternative routes during the interdiction schedule; OPENING CEREMONY: On September 7, Wednesday, a major operation will in effect in the surroundings of Maracanã Stadium for the Paralympic Games opening ceremony. The special operations will contemplate interdiction points, parking prohibitions, alternate routes, pedestrians’ access routes, and operational logistics. The full operation will involve 520 CET-RIO controllers and Municipal Guard agents. Also, the scheme will employ 40 operational vehicles and 65 motorcycles for across the region, and for fast mobility in case of any need. Variable message boards will be used, including fixed and mobile units, which will inform the traffic changes, alternate routes, and on traffic conditions. Additionally, CET-Rio towing trucks will be positioned on the surrounding areas for clearing routes, in the event of an accident or breaking down of any vehicle. The Rio Operations Center will monitor the entire event area, allowing technicians from CET-Rio to deploy settings in the programming of the traffic lights, to ensure the flow of traffic and adapt it to the new conditions after the deployment of traffic interdictions around Maracanã. The ceremony will take place September 7 (Wednesday). In addition to the traffics interdictions around the Stadium, the surroundings of Quinta da Boa Vista will also be blocked. MAIN INTERDICTIONS: Vehicle traffic will be prohibited along the following routes: September 7 (Wednesday), from 01:00 pm to midnight: - Radial Oeste, towards Downtown, starting at São Francisco Xavier; - Radial Oeste, towards Meier, between Rua Ceará and Rua São Francisco Xavier; -Avenida Maracanã, in both directions, between Viaduto Oduvaldo Cozzi and Rua São Francisco Xavier; - Rua Prof. Eurico Rabelo; - Rua Visconde de Itamarati, between São Francisco Xavier and Eurico Rabelo; - Rua Isidro de Figueiredo, between São Francisco Xavier and Eurico Rabelo; -Rua Artur Menezes, between São Francisco Xavier and Eurico Rabelo; -Rua Conselheiro Olegário, between São Francisco Xavier and Eurico Rabelo; - Rua Paula Souza, between Viaduto Oduvaldo Cozzi and Rua São Francisco Xavier; - Viaduto Oduvaldo Cozzi; - Av. The City Department of Public Order (SEOP) will operate with towing trucks, stationed at strategic spots, and its agents will circulate in event areas, to enforce irregular parking, and assure normal traffic flow. Irregularly parked vehicles will be towed to municipal deposits. ACCESS BY RESIDENTS: The City Hall recommends everyone to avoid circulating by car in the region during the event. In the specific case of residents who own parking spaces, if it is indispensable to gain access to the interdicted area, they may do so exclusively by access through Rua Luiz Gama, and with credential presentation and/or proof of residence. PALÁCIO ITAMARATY: On the day of the Opening Ceremony, after the end of the operation for the September 7th Military Parade, there will be a special operation around the Palácio do Itamaraty in downtown Rio. The traffic operation will involve 60 controllers from CET-RIO, Porto Novo controllers, and Municipal Guard agents. CET-RIO and SEOP tow trucks will be used in the surrounding areas to free lanes in the event of an accident, a vehicle breakdown or irregular parking.The Rio Operations Center will monitor the entire area, allowing CETRIO technicians to make adjustments to traffic signal programming, aiming to ensure good traffic flow in the surroundings. Rio Branco; ROAD INFRASTRUCTURE CHANGE: After the end of the Military Parade, a reversible lane will be provided in the center lane of Avenida Presidente Vargas, towards Candelaria between Candelaria and Rua de Santana. IMPORTANT RECOMMENDATIONS: The use of public transportation is recommended for getting around in the city; Respect circulation restrictions for specific locations, keeping in mind restriction dates and hours; Plan in advance to arrive in the city, and getting to the events; Use public transport (metro and train) to get to Maracanã; Respect places where parking is prohibited and pay attention to the restriction times; For their security, pedestrians must only cross at places where there are traffic lights and/or those indicated by the specific signaling.
