WELCOME BY THE SECRETARY GENERAL
Dear CISM friends,
It is a great pleasure to present this latest edition of the CISM Sports Brochure to you. The
CISM Sports Brochure is the result of a great job done by the CISM General Secretariat staff:
and compiles numerous CISM activities worldwide in the previous year. At the same time, I
would like to remind you that each of you have played an invaluable role so as to make the
visible excellence of the work performed in 2011.
Unlike 2010, we had in our 2011 calendar only two sport events. However, it did not mean
less hard work or less huge achievements. These two memorable events went beyond
everyone’s expectations. The 51st CISM World Military Skiing Championship broke the
record of the number of participating countries, and the 5th CISM World Military Games –
Rio de Janeiro – knew the highest number of achievements in the CISM World Games
history. The following facts are just few examples of the countless outstanding performances
in the Rio CISM Games:
The highest number of participating countries;
The highest number of participating countries per continent;
The highest number of athletes;
The highest number of Sport disciplines ever;
The biggest Travel Plan mobilization of all CISM Games editions, thanks to IOC
and FIFA;
The unquestionable success of the demonstration sport – Beach Volleyball.
It is noticeable that all the CISM Organizing standards were fairly raised in 2011, thanks to
the high quality teamwork of CISM Sports Commission, the Presidents of CISM Sports
Committee as well as CISM World Championship Section of the General secretariat and
above all, a smooth and efficient collaboration all together. That increased collaboration of the
CISM work force can be seen through the results showed in the year 2011.
Proudly, allow me to ask you to accept my sincerest gratitude for all your efforts to promote
CISM ideals and your dedication aiming at the success.

PREFACE BY THE WORLD CHAMPIONSHIPS MANAGER
Dear CISM friends,
First of all, allow me to present this fourth edition of the CISM Sports Brochure to you. There
is no better feeling than the sensation of a mission accomplished. It is with a great pride that I
look back at 2011 and see a lot of important projects realized by the CISM family.
All those who could follow the hard work and progress of the CISM family during the last
year are able to realize how big the victory of CISM in 2011 was. There were many
challenges and uncertainties ahead of us. However, none of them was strong enough to stop
us or to take our focus away from the target. It was a year full of achievements when one of
our biggest dreams – the 5th Military World Games – came true.
The purpose of this brochure is to be a tool for the future endeavors of all PCSC, Delegations
and CISM members and it is also to be used as a disclosure of the CISM performance. I hope
that this publication will give you an insight into the situation as well as help you to easily
reach our common objective in CISM, which is to promote the Military Sports in order to
strength the Friendship Through Sports among the member countries Armed Forces.
I would like to thank the Brazilian Organizing Committee and the Bosnian Organizing
Committee for the Championships that they promoted in 2011, as well as all Delegations that
participated in the realization of the championships or even backed the CISM family. I
sincerely hope that we will keep on collaborating together in a smooth, friendly and
professional manner in the near future, as we have been doing for all those years.
The following years will also be tough, but I believe that together we can succeed again. We
now get to work again, looking forward to achieving our goals.

Conclusions:
Organizing Committee organized first world level skiing
competition after more than 12 years, so It was noticeable their
lack of experience in some areas. Timing and shooting range
equipment used was also not as modern as it is usually used at
the world level events. Nevertheless, organizing committee has
put extremely big efforts, financial resources and enthusiasm in
the organization and finally they worked in a very good level
and in really positive and friendly atmosphere.
Suggestions:
To organize MWC in skiing at the end of the competition season
when all World cups are finished, so the participation of
athletes would be higher than this year.
Conclusions:
Excellent accommodation for both athletes and officials. All
chiefs of mission and team captains were accommodated in four
stars hotel. The athletes were accommodated in rooms with no
more than three beds. The dining facilities at the hotels
provided food that was of a high quality.
The organizers did their best for the progression and the

development of the competition. They showed their
professionalism in all the aspects during this event. I was
impressed by the outstanding relationship between the civilian
and the military authorities in order to fulfill their task.
Suggestions:
They should use the experience gained during this
championship to organize other CISM events.

- The CISM President for the Americas should encourage other
nations to participate in this discipline, as for instance, Chile, Peru
and Venezuela.
- A Regional Championship in South America should be organized
in order to keep MAP being practiced within this continent and
increase the level of the athletes.
Solidarity actions within CISM should also be enlarged to other
continents besides Europe (Romania). Former participants as
Belgium, France, The Netherlands, Russia and Poland should be
encouraged to return their participants in this discipline.
- There were two protests given within correct time, and money
was put for deposit. Both protests were accepted by the technical
jury and the money was refunded.
- At the enlarged PCSC meeting held during the championship the
President CSC encouraged the Nations to try to find possible
candidates for the committee. Three is too few and two more
would be desired.
- Argentina returns to MAP championships after a long period of
absence since 1993. Also Ecuador had his first participation this
year. Both nations were previously approached by Brazil,

encouraging them to participate.
- Have a flat screen TV of minimum size 40” connected to the
result processing computer to view the results simultaneously with
the processing of the results.
- Review of the regulations:
To be addressed to the PCSC for further studies and analyses:
The silence in Ball Contest should be a recommendation and not
an obligation since it is very difficult to control the audience.
The athlete (as well as the pilot) must be able to remain
concentrated even with noise around him and perform their best
in any presented condition. Also, the silence in sports is a request
that drives off the public, what surely is not good for the discipline
development and CISM.
- Development of the discipline:
To be addressed to the Sports Department, Sports and Solidarity
Commission. Following the Brazilian initiative to persuade two
new nations to take part in this discipline, additional actions like
that should be implemented by CISM in Europe and Asia.
Countries like, France, The Netherlands, Belgium, Poland,
Denmark and Russia which already took part in MAP
Championships in the past, must be sensitized to return. I was told
that some nations withdraw their participation in MAP due to
some difficulties in overall training and, in especial, fencing.
Due to that, the MAP regulations were changed (since 2008) and
from the 6 contest only the 5 best results are being considerate in
the total final score. This change had in mind that some nations
could return their participation in MAP, since they could discard
fencing. However, most probably, none of the mentioned nations
are aware about the MAP regulations changes, so far.
Another suggestion refers to the attempt to sensitize new nations
as South Korea and China which will be more than welcome and
surely will increase the level of participants and performances. To
that, CISM should foster contacts and support the MAP CSC in a
structured plan of advertising and development within all CISM
nations.
Other actions could also be implemented as for instance a South
America MAP Cup. CISM should encourage the RDC America to
develop MAP in that continent, profiting the expertise presented
by Brazil. As mentioned by the PCSC report, other South
American nations should also be encouraged to participate (Peru,
Chile and Venezuela). As in MAP the majority of the all athletes
came from Air Force, this discipline should also be implemented in
Cadets Championships as for instance the South American Cadet
Championship (run by Unión Deportiva Militar Sudamericana UDMSA) and the CISM Cadet Games. Doing so, the future of the
discipline will be assured by new participants.

The training arenas must be very close to the Athletes' Villages;
The synchronization matrix should be as detailed as possible in
order to distribute it to other Areas involved in Championship.
This step greatly facilitated the coordination of actions;
A list of drugs banned by WADA in English must be prepared and
it must be showed to any athlete during your care in health care
stations to athlete make sure that there is any problem with the
medicine used.
The anthems and flags must be confirmed in the Technical
Meeting next to each delegation.
A meeting between the management of competition and the media
is very important in order to standardize procedures and work out
details judged interesting by both parties.
Accreditation should be ready with at least fifteen days prior to
verification and correction of failures up to a week before Games.
Conclusion
Tournament organization was excellent; the game venue was
Olympic standard. Game organization and management were
superb. Special appreciation and recognition must be directed to
Major Renato Serano and Major Eduardo Camilo Martinez both
of the host nation organization committee. Their expertise and
assistance to the CSC was greatly appreciated.
Accommodations for the participants were also first-rate and the
friendly environment helped promote friendship through sport.

Suggestions
As mention above, ensure there is at least one day off during
competition especially with tournaments of 10 or more teams.
Additionally, final placement games should also be played, even if
it is one more additional game to determine the final position. This
will ensure that costs and travel are compensated with additional
game plus teams will not have several days without play.

The increase in entries is very encouraging for CISM Boxing
despite the current state of the world economy.
The one negative point was the poor behavior of the Algerian
coaches. In the preliminary stages the assistant coach was
reprimanded after trying to put pressure on a doctor to stop a
bout. More serious, during a finals match the Algerian head

coach completely ignored his boxer during a full minute break
between rounds. He had become so enraged with the published
score of the match at that point that he spent the valuable minute
verbally abusing the officials rather than looking after his athlete.
This behavior is unacceptable and compromised the performance
of his athlete.
Suggestions
More pressure from every arm of CISM to be put on Nations
who regularly participate with large teams in CISM Boxing but
do not organize a championship.

Conclusion
The BOXING championship has been leaded in the best possible
way, thanks to the efforts of all the people involved. The
professionalism and expertise of James Hunt, which was at his
last competition, have been created the favorable environment to
fulfill of the engagements and commitments. The venue was very
attractive and adequate to host all the people, athletes, officials,
referees etc. All the infrastructures were absolutely
extraordinary for this event. The job of the volunteers was very
professional, with all the people were very available and prompt
to answer to all the inputs. The only inadequate thing was the
attention devolved to the OCR and to his role. Not all the people
(in principle the technical responsible from the Brazilian boxing
confederation...) had the idea of the role and function of the OCR
that sometimes was treated as a trouble.

Remarks:
UNIFORMS. The specific regulation for the equestrian
competition need to be modified and clarified. The CISM
OCR
regulations require that athletes wear uniforms for opening and
closing ceremonies. Traditionally the CISM Equestrian events
require riders to wear a uniform with jacket and tie. The

problem arises from the fact that in many countries, military
members that are not rank or officers or sergeants DO NOT
HAVE a jacket uniform, only a short sleeve shirt uniform.
According to the FEI regulations: “1.7 – Members of armed
services, police and gendarmerie, members and employees of
military establishments and if national studs may wear civil or
service dress.”
RECOMMENDATION: Those CISM Equestrian regulations be
modified and include the following: “CISM equestrian athletes
are REQUIRED to wear MILITARY uniform jacket and tie. For
countries that DO NOT have a uniform and jacket as part of
their military uniform wardrobe (occasionally sergeant and
bellow), black civilian dress riding jacket (whit tie) will be worn.
Chiefs of delegation will certify that, specific to their country,
there is no appropriated military jacket available for their
athletes. ACCORDNGLY, the CoD will request (one month in
advance) to the PCSC and OCR for final approval to permit the
wearing of an appropriate civilian dress jacket”.
Conclusion:
Olympic! The equestrian event was executed with absolute
perfection from the beginning to end. Every detail for the course,
crowd control, media, athletes, delegates and the many high level
military and civilian representatives was attended to, flawlessly.
The number of volunteers was at least 200 and they ensure that
no detail was overlooked. The organizers committee led by Col
Mosquero from Brazil and he was superb diplomat for CISM’s
motto FRIENDSHIP THROUGH SPORT. My recommendation
to CISM is that he be formally recognized with an appropriate
medal. The technical mastermind of the event was the PCSC,
LtCol Serafini, Italy. His expertise is SECOND TO NONE. This
superior officer ensure that ever technical detail of the event was
Olympic standard and in strict compliance with the International
Equestrian Federation (FEI) regulation. It is a tremendous loss to
CISM that after 18 years with CISM, and the coordination of 13
Equestrian World Championship that LtCol Serafini will retire.
He is a true professional, ambassador of peace, and great friend
to all of us in CISM. Farewell my Friend, FAREWELL. It is my
strongest recommendation to LtCol Serafini by awarded the
highest appropriate CISM Medal.

Conclusion
The competition had a high technical level of organization and
competition. Some countries were unable to attend due to
coincidence with the timing of the European Fencing
Championship. The format adopted in the competition was
Organizing different from the normal development of the CISM but was

competition and an individual separately.
Suggestion
To adopt for the Military World Games competition the same
format that was used in Rio 2011. If you check with the FIE for
no coincidence of dates of competition.

Brazil’s organizing team assembled a first class world
championship competition that should be one of the standards
for all military fencing competitions worldwide.
The competition has used the FIE format in developing of the
event due to the higher number of participants (instead of unique
pool used in the last championship hosted in 2010 in Venezuela)
The new format adds great excitement to the competition as well
as additional military relevance to fencing, a sport already

steeped in rich military tradition.
Using modern technical equipments and video recording and
video refereeing (Kabcom) was a great achievement for avoiding
complains and misunderstandings. Brazilian delegation has to be
congratulated for this chosen and noticed by a letter on behalf of
CISM Headquarter.
Suggestions
The Brazilian organizing committee set a new standard for CISM
Military World Championship competitions. The bar has been set
high for future organizers, and in constrained budgetary times, it
may be difficult to achieve such high level organization.
Nevertheless, it is important for organizers to strive for worldclass level championships.
One way to do this is to closely partner with civilian federations.
We have to set the dates of our competitions in a closer
relationship with FIE and continental confederations in order to
avoid events overlapping.
One of the aim is to set our World military championship in the
FIE international calendar.
2012 edition should be fixed after the Olympic Games, edition
LONDON 2012 (not earlier than 1st September)
Finally, we plan to work more closely with the international
federation, FIE, to increase national representation in the
championships, with special focus on African nations.

Conclusion
This was an excellent championships in accordance with FIE and
CISM regulations. The Brazilian organizers worked very hard to
accommodate every situation and quickly solved all arising issues
before they became problems.

Conclusions:
The women's football competition had no problem and the highlight
was the high performance of athletes and fair play. The men's
football championship was also excellent level with particular
emphasis on the highest level of the games. However, the fair play
was spotted by the attitude of the team of Algeria that athletes
invaded the Honor Gallery at the stadium of Club de Regatas Vasco
da Gama (stepping in a child who was sitting in chairs); and in the
final game sparked a fight violently with the team of Egypt, which
was seen by hundreds of countries worldwide.
Suggestions:
It is important the CISM create a multidisciplinary working group,
with the presence of all countries (a symposium) to discuss the

regulation of football competitions, its update and strategies to
develop fair play. The women's football competition must have
differentiated requirements regarding technical support.
Whereas the football is longer competition, the calculation of the
number of days of military world games should be made by the time
needed to compete with minimum 48 h interval.
Two weeks of competition would be ideal considering the high cost
and the long travel of the countries.
The representatives of the CISM competition should arrive on
location with greater advance to prepare actions that optimize the
time during the competition.

The objectives for the 58th WMC Military Pentathlon were
fully accomplished. All technical, administrative and social
activities were done correctly.
Suggestions
Brazil highly invested on the infra structure for the
competition of the Military Pentathlon in the 5th MWG.

The outstanding level of the sport facilities, the punctual
conduct of the competition, the nice atmosphere and the
promotion action taken by the OCR-PCSC-OC toward the
CoDs of not practicing Countries (who were fascinated by
the most attractive disciplines) will further enlarge the
CISM military pentathlon community.
The 5th MWG boosted as ever before the CISM ideals such
as integration, sportsmanship and solidarity.
Suggestions
The military pentathlon sport “complex” could be used
more often as a location for international competitions
or/and training camps.
CISM HQ should support the relationship between the CSC
and the organizing committee of the 6th MWG (not yet

practicing country).

Remarks:
- All remarks below shall in no way cast a shadow on the
World Games and the WCh MilPent. They should be read as
a sober reflection and serve as lessons learned input for future
events on that level.
- In general terms the BRA organizer has invested enormous
financial and personnel capacities in the Games, which also
could be felt by MilPent.
- Some of the efforts did not bring the results expected by the
organizer, most likely because of the sheer magnitude of
challenges. One could get the impression that too many
officials were involved thus complicating the co-ordination
and the info flow. Also it seems that the preparation of the
Villages was finished just prior to the World Games, which
caused problems at the start of the World Games regarding
allocation of accommodation in particular.
- Excellent Anti Doping procedures, handled by the same team
that was already responsible for the CISM World
Championship Shooting, Dec 2010.
- A lot of PR was organized, the results and effects of it are not
known by the OCR up to now. According to the organizer
much recording and broadcasting was done covering the
MilPent competitions, which should be used for promoting
MilPent by CISM.
- Regrettably no Press Conference for MilPent was organized.
- Major problems also for MilPent competitors and officials
regarding in-processing (accreditation-the office was
understaffed; allocation of accommodation- delays,
contradicting information).
- The CISM Club in the Blue Village did not fully meet the
spirit and intentions regarding a meeting and socializing
place; (no drinks, no coffee, the shop in the club was much too
expensive for ordinary competitors).
- At several days an entertainment program in the Blue
Village was organized on high quality level thereby providing
some entertainment for competitors, which generally were
confined to the village.
- In the Blue Village care was taken regarding a lot of service
support for officials and competitors (exchange office, post
office, laundry, telephones, WLAN). No security problems.
- Info flow could have been better; when Liaison Officers are
used, they need language knowledge and up to date info- was
not ensured in the case of MilPent.
- The sports events were of highest standard, other issues that
make a Championship for the competitors an event were
neglected to some extent. MilPent again showed high level
sports performance and compared to other sports exemplary
discipline.
- The transport of rifles by Airlines again was a problem.

Actions should be taken as recommended in the context of the
CISM WCh Shooting already last year.
- The number of participating countries in MilPent remains
high; however, the number of competitors starting was lower
than at previous world events, most likely caused by financial
restraints because of the effects of budget cuts.
- MilPent closing ceremony was improvised and not well
prepared, the OCR had to intervene to have it implemented
according well established CISM and MilPent procedures.
- Great initiative by the MilPent organizer to bring to the
Championship Brazilian MilPent oldies-thereby evoking a lot
of emotions and showing the present competitors the roots of
MilPent.
- A team from Saudi Arabia which evidently did not follow the
CISM procedures was forbidden to start by the Saudi Chief of
Mission (the team was not entered into the official Saudi
mission). The team was permitted to be present as observers.
- Provision of local mobile phones for officials was very
helpful. Generous accommodation for OCR.
- Generous leisure assistance- e.g. shuttle to Rio Centre.
Catering was excellent. Utmost friendly approach of all
personnel involved in the organization.
Conclusion:
- Another step forward for CISM regarding the World
Games, the challenges for organizers are huge. Lessons
learned should be drawn by the next organizer.
- CISM World Games are flagship projects which must be
continued, giving CISM and the individual sports world wide
visibility.
Suggestions:
- Like in Hyderabad the biggest challenge seemed to be the inprocessing with accreditation, allocation of accommodation,
transport and info flow to missions and team leaders.
- It is recommended to test the organization by organizing
competitions in such sports in which the organizer does not
have recent experience in due time prior to the WG.
- Much effort will have to be invested to support Korea
regarding the organization of the MilPent competitions during
the WG and taking strategically advantage of the then existing
infrastructure for MilPent in the Far East.
- Immediately following an evaluation of and reflection on the
WG in RIO Lessons Learned and Best Practices should be
conveyed to Korea in a coordinated way (regarding e.g.
organization, administration, PR, and for each sport to be
organized in Korea separately).
- It is hoped that this time the knowledge accumulated in the
organization and the superb infrastructure will be used by
Brazil for future activities in the sense of a CISM development
center.

- The Modern Pentathlon competitions took place at Col Eric
Tinoco Marques Modern Pentathlon National Center.

Technical Delegate, the Modern Pentathlon Competition
Director, the Refereeing Manager, Chiefs of Mission, Team
Captains, Coaches and Physicians were present in the
preliminary meeting.
- Suggestion:
The PSCS and CSC members should perform a technical visit at
least 30 days prior to competition to check the venue structure,
the flow of athletes as well as provide specific directions related
to the competition in order to avoid unforeseen events.
- Conclusions:
Brazil’s organizing team assembled a first class world
championship competition that should be the standard for all
modern pentathlon competitions worldwide. In fact, the
international federation plans to use the organization of the
logistically challenging combined event as a standard for
upcoming UIPM championships.
Fifteen nations participated in the World Military
Championships, but especially encouraging was that ten of those
nations brought women to compete. This is an important
advance over last year’s championships in which only seven

nations sent women to compete. Additionally, the relay format
featuring mixed-gender teams (one man and one woman) added
incentive for nations to include women on their delegation
rosters.
Modern pentathlon has undergone great advances over the past
two years, with introduction of the combined event in last year’s
CISM World Military Championships hosted by the Czech
Republic and incorporation of the laser pistol into this year’s
championship. The new format adds great excitement to the
competition as well as additional military relevance to modern
pentathlon, a sport already steeped in rich military tradition.
Suggestion for the future:
The Brazilian organizing committee set a new standard for
CISM Military World Championship competitions. The bar has
been set high for future organizers, and in constrained
budgetary times, it may be difficult to achieve such high level
organization. Nevertheless, it is important for organizers to
strive for world-class level championships.
One way to do this is to closely partner with civilian federations.
To assist, the sports committee has decided to allow civilian
participation in the World Military Championships, and we will
submit a rule update to the sports department for approval in
the coming weeks. This will also ensure that our competitions
earn Pentathlon World Ranking points for our competitors.
We also want to continue to increase female participation in the
championships. This can be assisted by continued inclusion of
the mixed relay format, which proved to be exciting in Rio for
both competitors and spectators. Finally, we plan to work more
closely with the international federation, UIPM, to increase
national representation in the championships, with special focus
on African nations.
- Conclusions:
This was an excellent championship in accordance with UIPM
and CISM regulations.
- Suggestions for the future:
It is important for the organizer to check all equipment at least
two hours before the competition. Although the competition was
nearly flawless, the swimming scoreboard did not function
during the women’s finals until after the event.

The competition was a great success. The organizer was well
prepared, flexible, adaptive and supportive. They were very cooperate and quick to respond to President Technical Jury and
PCSCs requests. The competitions were conducted in
accordance with CISM regulations and in a fair manner,
resulting in top performances from the athletes.
The media coverage was most ever seen in a Naval Pentathlon
competition and contributed to promote CISM and Naval
Pentathlon as a sport in excellent way.
The principle of allow spectators and visitors get in to the
competition was most appreciated and should be kept.
This year there were less participating nations and individual
competitors than previous years. CSC will analyze the reason
for this and contact the nations in order to find out the actions
could be done to increase the participation in the future.

Suggestions:
Military uniforms should be used at official ceremonies and
meeting in accordance with CISM regulations in order to show
that Military Sport.
Information Management should be developed. There must be a
complete information package with program, logistic
information, transport schedules etc issued to all arriving
nations from the first day in order for all participants to plan
and for a smooth conduct to the championship.
Since Military World Games is a very big and complex activity
it is recommended to better coordinate the logistic functions (e.g.
transport and messing) between each sports organizing
committee and the responsible logistic function in the Military
World Games.
If possible, the accommodation should be at the same location as
the competition site. Since Naval Pentathlon Championship are
conducted in three training days and four competition days, it is
very demanding to organize transports, messing, meetings, coordination with the organizer and information management if
there are different location for competition and lodging.
Some minor and detailed recommendation:
1) Reduce number officials from the organizer at the
competition site in order to see and give focus to the athletes
performance;
2) Music as background between the races is appreciated but it
must not be too loud at it should not to take away focus from the
athletes during their races;
3) Try to use of clearly visible (electronic) scoreboards at as
many positions as possible and let the speaker announce the
results regularly.
Continue strategic discussion for development of the Naval
Pentathlon as sport. This meeting should be inserted in the
standard program for Naval Pentathlon Championship and may
also include discussions, not only for Chief of Mission, Team
Capitan and coaches, but also amongst the athletes.
Promotion of Naval Pentathlon as a true military sport and
CISM support for this should be increased.
Remarks:
One formal protest were made during the Seamanship Race due
to one detail was not correctly prepared in one of the tracks for
one of the competitors. The problem was solved with the new
opportunity to the athletes.
Conclusions:
The competition was very well. There were problems in a
logistic area (meal, lodge and transportation).
- Suggestions for the future:
The lodge must be close of the sport facilities.

Conclusion:
The Orienteering competition took place in a city Paty de Alferes.
In this location we organized Model Event, Middle e Long
Distance courses. The Relay happened in another place close to the
Rio de Janeiro. Such place is a National environment reserved
area.
All logistical support was provided by the Organizing Committee
of the Games. Unlike other sports, the teams were housed in an
exclusive hotel in the city of Paty de Alferes (RJ). Lunch, dinner
and entertainment were included in this package. The competition
Organizin consisted of an event model, the middle distance, long distance and

a relay. The competition was supervised by a CISM Adviser.
Committee The preliminary meeting was held at Military Village in Deodoro,
RJ, and other technical meetings were held at the hotel in the
competition area. Head of Delegation, Team leaders, coaches,
referees, in addition to the CISM Official Representative and
CISM Adviser were present in the meeting.
The Competitions were held perfectly and It was considered by
managers, coaches and athletes of the highest level.
Suggestions:
Middle Course: we suggest that the nomenclature of the course
was changed to Short Distance, as the athlete completes the race in
20 minutes, according to the update rules of CISM.

Overall an outstanding Championship. Terrain maps and courses
where very demanding both physically and technically. This is
exactly how it should be. The logistical part was also at the same
level as the competitions. Brazilian friendship and hospitality is
something we will never forget. Thank you Brazil for supporting
orienteering.
Conclusion:
According to the PCSC, the course and organization of the events
during all the days deserve the highest ranking. The chosen paths
for the orienteering were an excellent challenge for the
competitors. Shelter and training facilities were well being taken
care of. Every evening after the games there was an evaluation
meeting with all officials. No complaints about the provided charts
and equipment were reported.
The conditions of the accommodation for athletes and officials
were very satisfactory. The only remarks were that the distance
between the Villages; white, green and blue, was of great distance
so athletes could not sufficiently stay in contact with their
colleagues who were practicing other kinds of sports. Also the
telephone communication between the villages could be better.
The condition of the sports venues, including the used
materials/training facilities, layout of the facilities are of high
standards. Many athletes were impressed by the investment in
equipment and accommodation.

Conclusion:
The participants of the 36th WMPC will not forget that the
parachutists, soldiers and volunteers of the organizing committee
have made their best to offer, with warmest hospitality, the conditions
to run a very good championship.
Suggestions:
It’s very often difficult to organize parachuting events on the same
place than other disciplines of the games. It would be interesting for
the public and the visibility of parachuting that organizers try
nevertheless to present parachuting jumps during a couple of hours
or half a day at once of the main sport venue, such as demonstration
jumps or final round at the athletic stadium, or during others
competitions.
Conclusion:
The Organizing Committee must be congratulated by the excellent
organization, perfect venue and dedication and commitment of all
personnel during the Championship. The CSC and in particular, the
PCSC also largely contributed towards the success of the event.
Suggestion:
As the venue for Parachuting is most of the time far away from the
main venue of the Games, the athletes and officials are excluded from

the interesting and important events. If it is possible, it should be
considered to select a venue closer in order for the parachuting teams
to be more part of the Games, as well as give spectators chance to
visit. Alternatively, to have an additional day for competition.

Conclusion:
Excellent event, good winds, well prepared boats, 26 countries
representing all the continents and 30 boats on the water made it
one of the best sailing events yet.
The support from the Brazilian organizers and the CISM
Authorities was excellent.
A number of the countries that entered for the match racing
event clearly had no idea what match racing was about. They
didn’t know the rules and didn’t have a chance of getting a
CSC
respectable result. This event was well organized.
Suggestions
In future only one type of racing should be offered. The
scheduling of fleet races and matches races was well managed by
the Brazilian organizers, but the predominant interest was in the
fleet racing. Fleet Racing is a form of sailing that all countries are
familiar and match racing isn’t. Though countries will have the
option of hosting match racing events, the CSC will strongly
advise them to host only fleet races.

Incidents (protest and others):
- The touch pads in the main-pool were anointed with paraffin
wax during the morning warm-up session on July 20th, probably
for adherence purposes for backstroke trials. The refereeing team
failed to clean these pads due to the characteristics of the
substance contained in the paraffin wax.
Conclusion:
- The Organizing Committee put together an outstanding
championship. Maria Lenk Aquatic Park is really a world class
arena to host championships in swimming. OC especially
succeeded in framing the championships i.e. scoreboards with
video presentations and follow-ups, immediately published results
on internet-sites, professional announcers, great audiovisual
systems, professional performance of the people at calling area,
award ceremony, judges. The OC really managed to make this

championship to be a GREAT show and the place to be during
the 5th MWG.
Suggestions:
- Take part in Regional Development Centre meetings swimming
and lifesaving;
- Promote and support cooperation with National, Continental
and International Federations; and
- Deconflict calendar with other major civilian Swimming and
Lifesaving Events. Some of the known key dates are:

In accordance with CISM Regulations, and Article 6.3, Volume 1
of the Handbook issued by the Organizing Committee, athletes
may wear national track suits for medal presentations; however,
whenever possible, military uniforms should be worn. While the
athletes all conformed to these regulations, it was very
challenging to enforce the wearing of uniforms by medal
presenters. The most egregious example was the Chief of
Delegation of Greece, who was not even on the list of presenters;
however, when one of his athletes won a medal, he showed up to
present the bouquet dressed in civilian clothes, no jacket or tie.
The Organizers tried to ensure Brazilian General Officers wore
their uniforms; however, given rank and position differences, this
was also difficult to enforce.
As explained, the issue of uniforms for presentations arose during
the first day of competition. During the day, I asked for a list of
medal presenters; however, nothing was provided until about an
hour before the finals began. At that time, the OC official
responsible for protocol began looking for presenters. The first
individual selected was not in uniform (blue jeans and a golf
shirt), so I vetoed that selection. Of the nine presentations during
the evening, three were not done in uniform; however, two were
conducted in national track suits, even though the presenters
weren’t athletes. To their credit, all athletes were properly
dressed to accept their medals.
As noted in Article 1.4.1 of Part 1 of this Joint Report,
written by the Organizing Committee, the Korean and
Azerbaijan missions to the Swimming Championships were
absent without notification. While four countries, including
Korea and Azerbaijan, were not at the Preliminary Meeting,
notification was given by the other two, and their athletes did
compete in accordance with the final entry lists submitted to the
organizers. All Korean and Azerbaijan swimmers were DNS.
According to Article 7.26 of the CISM Regulations – Withdrawal
From Participation – because the host nation was not informed at
least one (1) month prior to the opening of the competitions,
Korea and Azerbaijan could be subject to disciplinary action in

accordance with Article 1.12 of the CISM Regulations
Conclusion
Accommodations for the Sports Commission members and
athletes were at Blue Village. There were a few early issues with
the accommodations; however, the Organizing Committee
reacted promptly to areas of concern and by the second day, all
was in order. Food was plentiful and varied, and the Dining Hall
was able to handle a large number of diners quickly and
efficiently.
The competition was conducted at the Maria Lenk
Aquatic Park, which was an outstanding venue for athletes,
referees, officials and spectators alike. The 300 volunteers at the
venue were highly motivated and eager to please. Once again, all
requirements were met, and any areas of concern were dealt with
immediately. The competition itself went off without problems:
the referees did an outstanding job; the rest of the swimming
competition management team turned the paperwork around
very quickly; the announcers were excellent; and the
entertainment for the spectators between events added to the
enthusiastic atmosphere at the venue.
Suggestion
- After I had explained the situation of the uniform to the CISM
President, he suggested that for future MWG, the organizers
could choose their local selections for medal presenters early, and
send the list to CISM HQ. The President or Secretary General
could then send letters to those individuals, inviting them to be
medal presenters, and explaining the requirement to wear
uniforms or jacket and tie, if civilian.

Conclusion:
The competition was a great success.
A general lack of communication at the White Village led to
many issues. On numerous occasions, several delegations did
not show up to required meeting, athletes to required place and
time for weigh-ins, and other appointments missed due to not
being informed. This led to the drawing of the lots to be
conducted twice, and some athletes were disqualified for not
showing up to required place and time.
Lack of acknowledgement and compliance of CISM and CISM
Sport Regulation – Taekwondo caused many difficulties. For an
example:
a) OC invited seven referees without approval of the CSC.
b) Number of medals to be awarded was decided by the OC
without conferring with the CSC.
c) OC decided to not include team award (i.e. – Best team, Best
player, Best Coach, Best Referee, Encouragement and FairPlay) as part of their program. Being that this was the largest
Taekwondo championship in the history of CISM, it was

embarrassing to not have these awards prepared.
d) CSC members and referees were housed with athletes.
e) CSC was not provided with a vehicle.
f) No table for the CSC to supervise the managing of the
matches.
g) Scales were not available for the athletes to monitor their
weights.
The CSC submitted official requests to the OC to have all of
these issues resolved. Some of the issues were resolved only after
the OCR intervened. Still, many of those issues that were
resolved were only partially resolved.
These was a general lack of communication between the CSC
and the OC. Lt Col Lim, PCSC for Taekwondo, communicated
to the Brazil OC to correspond with CW3 Kim for all issues
dealing with Taekwondo as CW3 Kim appointed as the
secretary General, and with SGM (Rte) Bruce Harris for all
matters dealing with the referees.
Suggestions:
OC must comply with CISM Regulation, CISM Sport
Regulation – Taekwondo and any other regulation that apply to
Taekwondo if they wish to host a Taekwondo event.
- Progress of preparation should always be communicated to the
CSC.
Remarks:
Competition was good. There should have been more
cooperation between OC and PCSC of Taekwondo.
- If PCSC cannot attend, PCSC must inform the OC and CISM
of his inability to attend at least a month or more before.
Suggestions:
Taekwondo and other combat sports requiring weigh-ins should
be on the first days of the Military World Games. Taekwondo
athletes could not go anywhere to observe any other sports due
to dieting for the entire duration of the games.
The current PCSC is scheduled to retire in 2012. Therefore, an
election should be held, among the current members of the CSC
for Taekwondo to replace the current PCSC.
a) The current members of the CSC for Taekwondo agreed
that Lt Col Lim should finish his term as scheduled as the
PCSC for Taekwondo.
b) Recommend the following names, in order, to succeed Lt
Col Lim as the PCSC for Taekwondo:
(1) SGM (Ret) Bruce Harris (USA)
(2) CW3 Bongseok Kim (USA)
(3) Mr. Abubakr Kordi (KSA)
CSC Taekwondo should attempt to work closer with the World
Taekwondo Federation.

The assistance of CSC members with their effective and suitable

suggestions was crucial for the successful outcome of the

Once again delegations were late on submitting their entries in the
Track and Field World Military Championships. This creates
many problems with the organization of the competitions. It is not
possible that up to twenty days before the event some countries
have not reported their entries in detail and accurately allowing
the organizing committee to have a complete picture of the
participants in each race. The delegations must become aware that
CSC
the seriousness of an organization necessarily requires respect for
the rules and deadlines.
Beside the excellent organization of the Games, it must be
admitted to the Organizing Committee, it has demonstrated the
utmost care and engagement in every aspect showing an excellent
ability to handle an event of this size and complexity, I am sorry,
that I had to stress the absolute lack of attention towards the
members of the CISM Track and Field Committee, in particular
General Fair-play

on their transportation needs. At the beginning of the event we
were told that to reach the competition field of the Track and
Field we would have to use the means available for the athletes.
Only after numerous and repeated requests, and after the explicit
menace that we would not attended the event because unable to do
so, a van was made available to the members of the Committee to
ensure only the transport from the village to the field and vice
versa. Of course, the President of CISM Track and Field
Committee is not provided with any car, but anyhow, this was in
line with the attention given by the Organizing Committee to all
Presidents of CISM Sport Committees (apart from the invitation
to the opening ceremony, I have not received any other invitation
including the dinner of "Gift Changing" to which I was “told” I
was invited only 30 minutes before the event).
Many CISM records fixed and some results in particular prove
the high technical level of the event. Organization was held in
excellent way. All the participants were competed and behave in a
fair-play movement. During the medal ceremony was not easy to
find a person who dressed uniform for giving medal to the
athletes. Generally, organizing and technical committee were
manage to organize championship as the Olympic Games.
The Track and Field Championship is complex and difficult event
to organize. Thanks to the big efforts of the Organizing
Committee, the Technical Delegate and all members of CISM
Track and Field Committee, the event took place in a professional
way.
At the beginning of the organization, there was a problem with
communication and transportation (chief of mission,
pres.tech.com and members) but not more than two days
Organizing Committee solved the problem.
Generally, everything was perfect and all the members who were
working for the Military World Games in Rio (assistance,
interpreters, drivers etc.) tried to perform best and professionally.
Short and sweet: it was an excellent organization. Thanks to the
Brazilian Armed Forces and Brazilians

Conclusions:
Excellent organization. Site Copacabana nothing short of amazing,
perfect for the show, allowing visibility of many spectators’ three
tests. 2 laps of 750m were made in nation in water at 22º with an
output to the Australian on the beach between the two loops. 8 laps of
5km cycling loops and 4 laps in the 2500m run. Enormous logistical
set up for this competition (changing rooms, showers, big screen,
inflatable arches, VIP areas, public spaces, hospital campaign),
maximum security during the event, but few details have been made
by the commission technique prior to departure including the start
do the swim. The only problem was for the championship at the end
of the latter route by bus to the closing ceremony. Athletes waited one
hour prior to arrival and departure of buses.
Suggestion:
It would seem important to each PCSC WMC or WMG, benefit from
2 or 3 gift exchange CISM to hand them over to organizers of our
respective disciplines.
Conclusion:
The event under the technical and logical aspect was organized
excellently. It was a great moment of visibility for a sport military
event organized within a civilian sport competition.

The championship achieved its proposed goals. Achieving a healthy
atmosphere of friendship and loyal dispute.

For a competition with twelve teams, it becomes necessary a
minimum of eight days, so that the competition doesn’t get so
exhaustive.
Conclusions:
The sports venues were inspected by the CISM Volleyball Committee
on July 14-15th 2011. The Maracanãzinho venue was determined
excellent. The smaller CMRJ facility provided a friendly
environment for matches with a lower number of spectators
following. No complaints were received from any of the participants.
The quality of referees was in general very good with all FIVB
certified. The fair play award was presented to the Republic of
Korea. The host nation provided additional awards.
CSC
The Volleyball Challenge Cup was presented for the first time in
2009 World Military Volleyball Championships to the championship
team. The Volleyball Challenge Cup award is presented to the winner
of all CISM Championship tournaments with the Championship
country name and year inscription to provide history for the
Challenge Cup.
Beach volleyball awards were provided for the 1st, 2nd, and 3rd
place team for both men and women. Awards for the exhibition were
the same as the individual medals provided to athletes of the indoor
coverage

teams with equivalent finish. There were no incident(s) reported.
Beach volleyball as a demonstration sport was of varied competitive
caliber for both the men’s and women’s in the spirit of “friendship
through sports”. The venue was of high quality with support for the
event deserving of adding to future CISM events. There were 10
countries from 4 continents participating.
Suggestion:
From the success of the exhibition of beach volleyball, the event
should be considered for adding permanently as a CISM World level
sport.
Conclusion:
The Championships were conducted in accordance with CISM
regulations. The seeding of teams and draws were made during the
66th CISM General Assembly – SEOUL (ROK) to conform with the
Volleyball Regulations. Meetings with the Jury of Appeal, Technical
Jury, Anti-doping Commission and Technical Committee, were also
held.
For the 5th World Military Volleyball Championships, only the
indoor volleyball matches were supported by the CISM Volleyball
Committee although beach volleyball was under the oversight of the
CSC President, Col Jorge Ribeiro. Beach volleyball as a
demonstration sport was of varied competitive caliber for both the
men’s and women’s in the spirit of “friendship through sports”.
Based on participation for the exhibition event, CISM should
consider adding beach volleyball to the CISM calendar as a regular
world level event. There were 10 countries from 4 continents
participating.
