O meu nome é Rui Carvalho e sou o Presidente da Associação Nacional
de Clubes de Patinagem de Portugal.
My name is Rui Carvalho and I am the President of the National Association of Roller
Hockey Clubs of Portugal.
Em Portugal, existem as Associações de Patinagem Regionais e as
Associações de Classe, Árbitros, Atletas, Treinadores e de Clubes.
In Portugal, there are regional Roller hockey associations and associations of
referees, athletes, coaches and sport clubs.
A Associação de Clubes é a entidade que representa os clubes nas
Assembleias da Federação de Patinagem de Portugal.
Fundada em 2009, em tido um papel ativo na promoção da
Modalidade em Portugal, com a criação de várias iniciativas, como o
“Dia do Guarda-Redes”, Formações para Treinadores, criação de
grupos de trabalhos para revisão dos quadros competitivos e a mais
recente a promoção e desenvolvimento do Mini Hóquei em parceria

com a Federação de Patinagem, através da disponibilização de Kits
aos clubes e associações.
The Portuguese National Association of Sport Clubs is the entity that represents the
sport clubs in the Assembly of Roller Hockey Federation of Portugal. Founded in 2009,
it has been having an active role in promoting the sport in Portugal, making several
initiatives, such as the "day of goalkeepers", forming trainers, creating work groups for
revising competitive frameworks and the latest promotion and development of Mini
Hockey, in partnership with the Roller Hockey Federation, by providing Kits to sport
clubs and associations.
Após esta breve apresentação, e após ouvir algumas intervenções, a
Associação, depois de ouvir os seus clubes associados elencou algumas
questões e sugestões para a melhoria do Hóquei em patins.
After this brief presentation, and after hearing some of you, the Association, in
accordance with their associated sport clubs pointed out some questions and
suggestions for the improvement of roller hockey.
Hoje, o Hóquei em patins passa por um período que merece da parte
de todos os intervenientes uma maior mediatização, divulgação e
promoção.
Para que possamos caminhar todos em conjunto para um novo rumo,
uma nova dinâmica em prol do hóquei em patins, trago aqui várias
questões dividas em 4 áreas: Formação, Competições de Seleções,
Competições Internacionais e Melhoria da Comunicação.
Today, the roller hockey is going through a period that deserves a greater media
coverage and disclosure.
In order for us all to reach a new level, a new dynamic for roller hockey, I got4 areas
to discuss: training, competitions, International Competitions and Mediatisation and
improvement of the communication.
1. Escalões de Formação
1.1. Escalões Etários: É urgente que a FIRS defina e crie homogeneidade
nos escalões etários, tal como acontece em outras modalidades, a

criação de uma grelha única dos escalões de formação é fundamental
para o desenvolvimento da modalidade.
Por exemplo: Um atleta de 15 anos deve pertencer ao mesmo escalão
seja em Portugal, Espanha, Angola, Argentina.
1.2. Tempo de jogo: Entendemos que o aumento do tempo de jogo é
vital para o combate ao abandono precoce de atletas na
modalidade. O tempo de jogo dos escalões mais novos é curto até
mesmo para uma gestão dos próprios treinadores. Seria também
importante que a FIRS estipulasse os tempos de jogos, para que não
existisse diferenças nos Países. A nossa sugestão passa pelo aumento do
tempo de jogo nos respetivos escalões, a saber:
a. Pré-competição: 4x8min: 32min
b. Sub13 e Sub15: 2x20min: 40 min
c. Sub17: 2x22min: 44min
d. Sub 20 e Sénior: 2x25min
1. Formation Steps
1.1. Age levels: it is urgent that FIRS set and create homogeneity in age groups, as is
in other sport modalities; the creation of a single grid of youth is an urgent need for
the development of the sport.
For example: A 15-year athlete must belong to the same step in Portugal, Spain,
Angola, Argentina.
1.2. Playing time: we believe that the extension of the playing time is vital to
combating early exit of athletes in sport. The matches of the younger ones is short,
even for the management of its own coaches. It would also be important that FIRS
stipulating the duration of the games, so that there were no differences between
countries. One of the suggestions would be the extension of the playing time,
namely:
a. Pre-Competitions: 4x8min: 32 min

2 . Competições Internacionais de Seleções: A questão que coloco a
este painel é talvez das mais controversas, no entanto, não deixo de a
colocar para vossa reflexão e aplicação num futuro próximo.
Em primeiro lugar, dar os parabéns pela criação dos Roller Games, um
grande evento dedicado às disciplinas de Patinagem que estará ao
nível dos Jogos Olímpicos de Inverno.
A sugestão da Associação é perceber a periodicidade de 2 anos e não
o ciclo olímpico. Um evento desta natureza acarreta custos quer para
quem organiza, quer para as Federações. O modelo atual de 2 em 2
anos, Mundial e Europeu cria dificuldades económicas a algumas
federações que, pura e simplesmente, abdicam de participar nas
Competições internacionais de seleção, dou o caso do Europeu de
2012 em Paredes com apenas 7 seleções. É preferível, acompanhar o
ciclo olímpico, e realizar competições de 2 em 2 anos, ou seja, em 2017
Roller Games, em 2019 Campeonato Europeu e organizar também o
equivalente à Copa Latino e Taça Africana.
2. International Competitions: the question I put to this Panel is perhaps one of the
most controversial, however, I put it to your consideration and application in the
near future.
First of all, I congratulate you on the creation of Roller Games, a great event
dedicated to the skating disciplines that will be at the level of the Olympic Winter
Games.
The suggestion of the Association is to promote events like the Olympic Games.
An event of this proportion costs both for who organizes as for the federations.
The current periodicity of 2 years, Worldwide and European, causes economic
difficulties to some European federations, that simply do not participate in

international competitions, for example the European case of 2012 in Paredes with
only 7 teams.
It is preferable to accompany the Olympic cycle, and have competitions in every
two years, in 2017 to have Roller Games and in 2019 to have European, Latin and
African.
3. Competições Internacionais, Liga Europeia e Taça Cers:
3 . 1 . Eurosport como parceiro: Já existiu alguma abordagem para
englobar a Patinagem nas grelhas da Eurosport. Se nunca foi feito a
abordagem, este é momento para o fazer.
3.2. Apostas On-line: A modalidade só tem a ganhar ao figurar nas
casas de apostas.
3. International competitions, European League and Cers Cup:
3.1. Eurosport as partner: has ever been Eurosport approached to include Roller
Hockey in their television programming? If it's never been done, it is the right time to
do so.
3.2. Online betting: the system only has to win to appear on online bookmakers.
4. Mediatização e melhoria da comunicação
Vivemos na era do atual, do imediato, na era das redes sociais e na
partilha de fotos e de todo o tipo de informação.
Precisamos de acompanhar esta tendência com meios mais atrativos
para o público. Neste sentido, algumas sugestões:
4 . 1 . Reformulação da Página Internet da FIRS: é necessário que a
página da FIRS seja atrativa, um pouco à imagem dos sites da FIFA e
UEFA, com informações detalhadas sobre as equipas e jogadores,
informações sobre provas, pontos de contacto locais e documentários
sobre patinagem (reportagens sobre equipas, eventos, etc.).

4.2. Gala Anual da FIRS: é necessário criar empatia e promover ao mais
alto nível os melhores jogadores. A criação de galardões para
reconhecimento dos melhores a nível internacional é algo que
devemos criar.
4 . 3 . Intercâmbio de estrelas: Por exemplo: Organizar com os
galardoados na gala da FIRS uma semana num país diferente do seu
país de origem a trabalhar com as crianças (jogador, treinador, etc)
para promover e cativar mais praticantes para a modalidade.
4 . 4 . Diagnóstico Global à Patinagem: É necessário replicar o que
estamos aqui a fazer hoje, é necessário que as pessoas que gostam e
falam de hóquei em patins saibam que este Congresso existiu. Acredito
que poderiam estar aqui muitos mais dirigentes e pessoas aficionadas e
ávidas de dar o seu contributo se este Congresso tivesse sido mais
divulgado.
Por exemplo, a criação de um diagnóstico global dá a oportunidade
para que todos possam contribuir para um documento único do Hóquei
em Patins. O que está bem, o que está mal, o que deve ser melhorado,
o que deve ser eliminado.
A criação e lançamento de um inquérito on-line, mundial, para aferir as
diferentes dificuldades/facilidades/soluções de diferentes Federações e
Clubes, com um único objetivo: Partilha de melhores práticas a nível
mundial é real aferição de dificuldades comuns.
4 . 5 . Bola de Jogo: Continuo a achar que o hóquei é a única
modalidade em que a bola é "monótona" e horrorosa para transmissões
televisivas. Somos a única modalidade em que a bola não sofre
upgrades. Não existe trabalho nesta área. Tal como outras
modalidades, deveríamos ter uma bola oficial para as Competições
Internacionais e nacionais e ser renovada ao fim de 4 épocas,
acompanhando a lógica do ciclo olímpico. Podem sempre colocar a

questão que uma bola de cor amarela ou vermelha não é igual a bola
preta.
A Associação já fez o teste: colocou vários jogadores com os olhos
tapados e a grande parte opta pela bola colorida. Podemos lançar um
concurso internacional para a criação da bola oficial para os Roller
Games.
4. Media coverage and improvement of the communication
We live in a modern era, of social networking, image sharing and all kinds of
information.
We need to follow this trend with attractive media for the public. Regarding this,
here are some suggestions:
4.1. the Website FIRS: the FIRS page is attractive, a little image of the sites of FIFA and
UEFA, with detailed information about teams and players, information on evidence,
local contact points and documentaries about skating (reports on teams, events,
etc.).
4.2. Annual Gala of FIRS: creation of awards for recognition of the best at
international level.
4.3. Exchange of Winners: For example: organize for prize winners at the gala of the
FIRS a week in a country different from their home country, to work with children
(player, coach, etc.) to promote and attract more players to the sport.
4.4. Global Diagnostics to skating: it is necessary to replicate what we're doing here
today, for example, to give the opportunity for all to contribute to a global diagnosis,
to know what they think it is right or wrong, what should be improved, what should
be eliminated.
The creation and launch of a worldwide on-line survey to assess the different
difficulties/facilities/solutions of different federations and sport Clubs. Objectives:
sharing of the best practices worldwide and the understanding of the real common
difficulties.
4.5. Game´s ball: I still think Roller Hockey is the only sport in which the ball is "dull"
and ugly for television broadcasts. We are the only sport in which the ball does not
suffer any upgrades. There is no work in this area. As in other modalities, we should

have an official match ball for the national and International Competitions and be
renewed after 4 seasons, following the logic of the Olympic cycle. One can always
question that a yellow or red ball is not the same as the black ball. The Association
already took the test: has put several players blindfolded and most of them choose
the coloured ball, what means that the players play with what you give them. We
can launch an international Design competition for the Roller ball Games.
Ainda vamos a tempo de corrigir alguns erros do passado e catapultar
o Hóquei em Patins para o seu devido lugar. Este é momento e o local
certo para promover o Hóquei em patins.
Esta é a nossa forma de estar na Patinagem.

There is still time to correct some past mistakes and catapult Roller Hockey for your
place. This is time and the right place to promote Roller Hockey.
