his special issue of Political Scenarios presents results and analysis on the 2010
elections. The highlight of the election was the confirmation of the second
round in the presidential race between Rousseff (PT) and Jose Serra (PSDB).The
growth of Marina Silva (PV) in the final stretch of the campaign was a fundamental
factor in the presidential election.
At the state level, 18 governors were elected in the first round. PSDB, the PT and
the PMDB won victories in four states each. However, the toucans (PSDB), won in Sao
Paulo and Minas Gerais, the two largest electoral colleges of the country, and will still
participate in five second rounds. The PMDB reached second round in three states,
while the PT is part of two other disputes.
In Congress, the PT elected the largest number of deputies (88), while the PMDB
(79) came next. This gives greater legitimacy to the PT to request the precidency of the
House. In the Senate, the situation reverses. The PMDB, which elected the most seats
(19), should remain in charge of the Senate. The PT was second in number of senators
(13). The opposition parties (PSDB, DEM and PPS) reduced their benches in both the
House and Senate.

naged to contain the rise of Marina Silva (PV) and steal votes
from Dilma, seizing significant portion of undecided voters.
Before the meteoric rise of Dilma in August - the base scenario was the definition in the second round with favoritism

DILMA’S SUPPORT BASE IN THE
HOUSE OF REPRESENTATIVES
In the House of Representatives, Dilma’s base will
also be very similar to president Lula’s. It would include parties like PTB, that declared support to Serra and
PP that declared support to the governmental candidate. Serra could count on PSDB, DEM, PPS and PV,
and could also drag a good part of the parties that
integrate Dilma’s base with the exception of PT, PDT
PSB, PCdoB and PSOL.
Dilma Rousseff’s base would be formed by 354
congressmen, 111 opposers and 48 independent.
Serra’s base would be more modest with 289 congressmen. The opposition would be composed of 193
congressmen along with 31 independents.

against 37,5 % of Serra (PSDB) and 21,9% of Marina (PV).
The sum of Serra’s and Marina’s votes reached 59,4% or 20,3
points passed the PT candidate.

n 18 states the election for governor was defined in the first round. PMDB,
PSDB and PT elected four governors each. Then there is the PSB (3), DEM (2),
and PMN (1).

can elect the most governors: 9. The PMDB is running in 3 states (Goiás, Paraíba and

OPPOSITION SHRINKS IN THE SENATE
T
he parties that belong to President Lula’s base increased their representation in the Senate. Today they have
51 Senators. In the next legislature they Will be 60. The
opposition shrank from 30 to 21 Senators.
The PMDB Will be the largest party in the Senate. Aside
from the three senators with terms through 2015, it elected 16
more. In all there Will be 19. But it should reach 21. Rosalba
Ciarlini’s substitute is the father of Garibaldi Alves (PMDB).
Raimundo Colombo (DEM) was elected governor of SC and his
substitute is also of the PMDB.
The PT Will have the second largest number of seats, with
13 Senators. Renato Casagrande (PSB) was elected governor
of Espírito Santo and his subsitute is Ana Rita Esgario (PT). In
other words, the party may have 14 Senators.
The PMDB Will be the third largest with 10 senators. The

The state has elected the only PSOL Senator in Brazil:
Randolfe. The second seet, for now, stayed with Gilvam
Borges (PMDB), who ran for reelection. However, the
position can change hands, since the candidacy of John
Capiberibe (PSB) awaits trial by the Electoral Court.
Former Governor Eduardo Braga (PMDB) won the first
round, as polls had predicted. The second seet was completed by representative Vanessa Grazziotin (PCdoB), leaving out one of the leading exponents of the opposition
in the Senate: a leader of the PSDB, Arthur Virgilho.
Governor Jaques Wagner (PT) elected two senators
from his plate. The PT member Jaques Wagner and the
socialist Walter Pinheiro Lidice da Mata left out César
Borges (PR). With the result, Jaques Wagner will have
three senators in the Senate allies.

Flexa Ribeiro (PSDB) won re-election by obtaining
67.73% of the votes. The second place went to Manior
Brito (PSOL) with 27.11%. However, the result can be modified because the votes of Jader Barbalho (PMDB) and
Paulo Rocha (PT) have not been counted beacuase of problems both with the Clean Record Bill.
The PMDB elected two senators: Congressmen Vitalzinho and Wilson Santiago. However, this result is not
definitive, since the candidacy of former governor Cassio
Cunha Lima (PSDB) is still pending judgment by the Electoral Court. Senator Efraim Morais (DEM), which attempted to reelection, was third.
A esposa do ministro Paulo Bernardo, Glesi Hoffman
(PT), e o ex-governador Roberto Requião (PMDB) foram
os dois senadores Electeds. O líder da Minora na Câmara,
Gustavo Fruet (PSDB), veio logo atrás seguido pelo também deputado federal Ricardo Barros (PP). A novidade
foi o fato de Glesi ter ficado à frente de Requião, que por
pouco não foi ultrapassado por Fruet.
Armando Monteiro Neto (PTB) and Humberto Costa
(PT), both allies of the Planalto Palace, were elected, respectively, with 39.8% and 38.7% of the votes. The result
was a significant defeat for Senator and former vice president, Marco Maciel (DEM), which was 11.9%.
The two senators elected were the former governor
Wellington Dias (PT) and Congressman Ciro Nogueira (PP).
The supreise was the defeat of the popular senator Mão
Santa (PSC), which attempted to reelection. Besides him,
Heráclito Fortes (DEM), also failed to reelection, taking
fourth place.
The two seets went to Lindberg Faria (PT), former
mayor of Nova Iguaçu, and Marcelo Crivella (PRB), who
won reelection. Both have left behind the Legislative Assembly President Jorge Picciani and former mayor of Rio
de Janeiro Cesar Maia (DEM).
Garibaldi Alves Filho (PMDB) and Jose Agripino Maia
(DEM) won reelection. Both are part of the coligation of
the governor elected, Rosalba Ciarlini (DEM), who also
holds the Senate seat. Noteworthy is the fact that the
former governor Vilma Faria (PSB) have been defeated.
