Welcome in Torun – Capital of the European Masters Athletics Indoor Championship 2015
Entering Toruń by train or by car, you have to cross the “Vistula”, Poland’s longest
river. Follow the signs to “Hala Widowiskowo – Sportowa w Toruniu” you will be
fascinated by the new indoor arena, which hosts the 10th European Masters Athletics Indoor Championship.
Go directly to the registration desk and continue to the TIC (Technical Information
Center) where 150 friendly young volunteers will assist you.
Don’t miss the contact with the local trade market people and meet friends in one
of the cafés or restaurants located in the indoor arena.
More than 2400 master athletes will participate in 14 age groups to follow 20
competitions. 100 judges and referees work for the competitions to make this
championship an extraordinary event in EMA history.
Torun will welcome competitors from 44 different countries, and the city is proud
to present 24 former Olympic athletes from Poland, who will participate in EMACI 2015.
On behalf of European Masters Athletics Council I like to welcome you all to Torun.
Enjoy the competitive spirit, enjoy the meeting of master athletes, and enjoy the
hospitality of a beautiful city that is proud to serve you best.

presidency of Waclaw Krankowski. And last but not least a big “Thank you!” to all
officials, judges, referees, and volunteers who worked for many months to welcome us all in the home city of Copernicus.

Ladies and Gentlemen, Dear Participants
10th European Masters Athletics Championships Indoor is a festival addressed to
those of you who dedicated their lives to sport. I am very pleased to take the honorary patronage over the jubilee edition, which will be held in Toruń. Our goal is
to promote and popularize physical activity, especially such that can be practiced
for a lifetime. Masters championships prove well that athletics is such an activity.
Athletics is one of the oldest sports known to humanity with its origins in Ancient
Greece. Since then a lot has changed but its foundations, namely fighting our
own weaknesses and overcoming our barriers, has always been the overarching
goal at the heart of all the sportsmen, giving them greatest satisfaction. And this
is what I wish for all the participants of 10th European Masters Athletics Championships Indoor.
The fact that our competitions will take place on a very special raceway is not
without significance for the results. On the same raceway a year ago the world
indoor championships in Sopot were held and on this raceway many life records,
national records, and even a world record was set up. I wish for both organizers
and participants of the Championships to enjoy similar achievements. I hope Stanisław Kowalski, who broke the European record in M100 category and proved it
is never too late for a success, can be your motivation. Your greatest achievements
are certainly still ahead.

Dear friends of athletics!
I would like to invite the participants of 10th European Masters Athletics Championships Indoor, organized in hospitable Toruń and Kujawsko-Pomorskie Region
as well. The new modern sport hall in Toruń is place of Euro Champs not without
a purpose. Our Region is well known for hosting big athletics events as well as Juniors World Champs and Cross Country World Champs in Bydgoszcz. This time in
Torun, almost 2,5 thousands of masters of athletics will compete for medals of European Championships. I wish good luck to all the athletes and have a wonderful
impressions of staying in Kujawsko-Pomorskie Region.

Dear organizers, competitors and spectators of the 10th European Masters
Athletics Championships Indoor!
Welcome to Toruń! The hometown of Nicolaus Copernicus as the host of the
championship competition receives you with great joy and due respect.
I salute the athletes from all over Europe! Thank you very much for coming to
Toruń and for your willingness to present your sporting mastery at our brand new
venue. It is here, on the blue track of the sports and entertainment hall, during
championships and athletic meetings, that impressive new national, European
and world records have been set.
I wish all the contestants successful performance in Toruń and a peak athletic
shape that will allow you to achieve best results. I urge the spectators to create an
excellent atmosphere, in accordance with the best sporting tradition and rules of
fair play. I encourage everybody to combine the sport competition with sightseeing in Toruń and becoming familiar with the unique assets of our pride and joy
– the charming Old Town, which is a UNESCO world heritage site.
Let the 10th European Masters Athletics Championships Indoor – Toruń 2015 be
an unforgettable show which will always be remembered in the history of European athletics for its excellent results and a perfect atmosphere.

Indoor Arena, Józefa Bema 73–89 Street, 87–100 Torun. Athletes and officials will be able
to get their accreditation directly there.

main purpose of the TIC is to serve as a link between each Member Federation, EMA and

2.4.2. WMA Rule 141 §1: An athlete’s age group shall be determined by his date of
birth. Throughout any Championships, an athlete shall compete in the age group for
which he is qualified on the first day of the competition for those Championships and in
no other age group except as allowed by specific team and relay rules.
2.5.
(c) An athlete failed to compete honestly with bona fide effort. The relevant Referee will
decide on this and the corresponding reference must be made in the official results.
Final Confirmation
Final confirmation must be made at the TIC.
2.6.
Final Confirmation, Relays
2.6.1. Each EMA Member Federation can enter one team for each relay event and age
group. Relay teams may be composed of up to six athletes. The two additional athletes
in a relay team may only be taken from the list of athletes entered for the competition,
whether for the relays or for any other event.
2.6.2. The composition of a team and the order of running for a relay shall be officially
declared no later than one hour before the published call time. The declaration must be
done at the TIC.
2.6.3. WMA Rule 170: Relay races 4x200 meters, shall be conducted in five-year age
groups between teams entered by affiliates in writing by Team Managers. Each Affiliate
may enter only one team in each relay. In each relay race, an athlete may compete for
a team in only one age group which may be a lower age group than that of the athlete.
2.7.
Technical Meetings
2.7.1. The EMA Indoor Manager, who is the Technical Delegate, will chair all the technical meetings which will be conducted in English. No more than two representatives
from each participating member federation (plus, if necessary, an interpreter or attaché) may participate in the meeting. The first technical meeting will take place on March
22nd at 16:00 at the Technical Meeting Room in Torun Indoor Arena – 3rd floor (See plan
in the TIC). Daily Meetings will take place at 09:00 at the same place.
2.7.2. Written Questions for the Technical Meetings: All questions and proposals concerning the procedures for the 10th European Veterans Athletics Championships Indoor,
to be discussed during technical meetings, must be made (in English) on the form provided at the TIC. This form must be returned to the TIC by no later than 22nd at 12:00 for
the general meeting, the day before at 18:00 for each daily meeting. A summary of the
submitted questions and answers will be distributed at the technical meeting.
For events that are scheduled prior to 12:00 am, declaration must be completed at TIC by
the TIC close time the previous night.
3. Technical rules
For events that are scheduled from onwards > 11.00 am, declaration must be completed
at TIC 3 hours prior to the scheduled start time of the first heat/round of the event (see
detailed time table). A receipt will be given out.
The championship will be managed taking into account the technical rules of the IAAF,
except from the modifications made by the EMA and / or WMA, and in this Technical Manual.
2.5.1. IAAF rule 142§4: an athlete shall be excluded from participation in all further
events (including other events in which he is simultaneously participating) in the competition, including relays, in cases where:

3.1.1. At short distance running
Exceptionally, for 200m and 400m M70/F65 and more, seeding shall be as follows:.
the two best − lane 1 or lane 2, the next two − lane 3 or lane 4, the two slowest − lane 5 or

If any group goes to a direct final, lane assignments shall be per seed marks.
3.1.2. At middle and long distance runnings (1500 m and 3000 m)
The events will be carried out as a series on time. There will be not provide heats and finals.
The final list for all finishers and occupied places will be based on the competition protocol.
Competitors will be divided by lots.
3.2.
The start
3.2.1. Starting blocks
Master competitors are not required to use starting blocks or a crouch start or have both
hands in contact with the track for the start of any race.
3.2.2. The start procedures
As per IAAF rules, the starter’s commands will be given in English. Up to 400 m the following commands will be used:

Combined Events
3.4.1. In the combined events the starting heights in each of these events shall be the
lowest requested by any participating athlete that is physically possible on the equipment being used. Under no circumstance the starting height will be lower than the capability of the uprights or lower than the landing pads.

Safety Officers
3.6.1. Safety officers will be present during competitions and in some of the following
situations may ask an athlete to withdraw an event or to leave the competition arena.
Two warnings will be given first.

Whether a competitor participation will endanger his/her own health or safety and that
of the others.
Whether a competitor participation will delay the progress of an event unduly.
Whether a competitor, in the opinion of the officers, is lacking necessary skill, technique
or fitness to participate safely in the event.
3.6.2. An athlete may receive a maximum of two warnings. The third warning will disqualified the athlete. The warning will be notify by showing a yellow card; the disqualification by showing a red card. Whether an athlete is disqualified he will then have immediately to retire from the event and leave the course, the track or the competition field.
Safety Officers are clearly identified with armbands, fluorescent bibs or special vest.
3.7.
Team Clothing and Equipment
3.7.1. Athletes must wear the official shirt or vest of their delegation which must be
conform to the latest IAAF competition rules and the current IAAF advertising regulations. In a relay race all the athletes of the same team must all wear the same national
shirt or vest. Only the official shirt or vest will be approved for use when competing in the
Championships. The medal ceremonies are considered to be part of the competition.
3.8.
Spikes, Sole and Heel of shoes
3.8.1. Spikes on the athletes’ shoes will be checked in the Call Room, maximum of 11
spikes and indoor size maximum 6 mm (Rule 215) except in the High Jump and Javelin
Throw (outdoor) 12 mm. Whether they do not comply with IAAF Rules 143.3, 143.4 and
143.5, the athlete will not be allowed to bring them in the competition area. He will be
asked to change them.
3.9.
Athletes’ Bibs
3.9.1. During the accreditation procedure, the LOC will distribute a total number of
three bibs with safety pins for each athlete taking part in the competition: two for their
competition vest and one for their bag. These bibs must be worn as issued and may not
be cut, folded or obscured in any way [IAAF Rule 144.8]. The same bib will be used by an
athlete regardless of the number of events in which they participate.
3.9.2. Every athlete must display the bibs on his breast and back, except in the High
Jump and Pole Vault events, where only one bib may be worn on either the breast or the
back. In all throwing events only one bib is required, which shall be worn on the back
[WMA Rule 143.7].
3.9.3. Athletes taking part in the relay events will wear their personal bib on their
back and the country code on their breast. The bib numbers with the country code will
be distributed at the Call Room on the day of the relay event.
3.9.4. All competitors taking part in track events above 200 meters will also be given
adhesive hip numbers in Call Room before entering the track. The hip numbers must be
affixed to both sides of their shorts or legs.
3.9.5. Transponder timing will be available indoor − for 3000 m (running and walking) and outdoor − for cross-country and walking events. For these events, the transponder is not part of the bib but an extra strip around the ankle.

3.10.
Personal Implements
3.10.1. Personal throwing implements will also be allowed, providing that they have
been checked for compliance with IAAF Rules, marked and made available to all athletes
until the end of the final of the event. Checking the personal throwing implements will
be accomplished in the presence of the athlete or a team official. Checking can be carried out from 7:00 the day before the event until 2 hours before the entry in the call
room. A receipt will be given out. After the final of the event, the implements will be
returned in exchange for the receipt at the same location immediately. The LOC is not
responsible for personal implements. It will, however, provide secure rooms for the safekeeping of personal implements.
3.10.2. Vaulting Poles: The LOC Torun is going to provide poles for athletes, if it requested. The cost will be 5€ for each competition. Information will be displayed at the
TIC.
3.10.3.Markers: Athletes are not allowed to use their own markers. For long jump,
triple jump, high jump, pole vault and javelin events, athletes must use the markers provided by the LOC. These will be available at the event site. For relay race, the competition
officials on the track will provide the athletes with adhesive tape. For throws made from
a circle, an athlete may use one marker. This marker may be placed on the ground immediately behind or adjacent to the circle [IAAF Rule 180.3b] and removed after the throw
of each athlete´s own trial.
3.11.
Doping Control
3.11.1. Drug Testing will be the responsibility of the LOC, and will be conducted under
IAAF-WADA Rules. The EMA Delegate and/or LOC Doping Control Delegate will supervise the doping controls set up. Athletes selected for doping controls will be informed
immediately after the end of competition. A chaperone will be appointed to each athlete and will accompany them to the Doping Control Centre. Drinks will be provided for
those athletes desiring them. Athletes should drink only those beverages from sealed
bottles provided by the LOC.
3.11.2. Athletes should be aware that refusal to provide a sample can render them liable to disqualification. Athletes to be tested may invite an attendant to accompany
them. A special pass to accompany the athlete will be provided for the attendant by
the Doping Control staff. The EMA Doping Control Delegate and/or LOC Doping Control
Delegate will personally supervise the doping controls, which will be conducted in accordance with IAAF Rules and Regulations.
4. Competition Procedures
4.1.
4.1.1.
Call Room
The Call Room will be located at

It will be the last checkpoint. Competition officials will escort the athletes from Call Room
to the infield at every time. Only the athletes participating in the upcoming competitions
are allowed access to the Call Room. These area will not be accessible to team officials.
Refreshments and toilet facilities will be available close to the Call Room.
4.1.2. Competition officials will check the following in accordance with IAAF/WMA
Rules: bib numbers, shoes and spikes, national vest/t-shirt, uniforms bags (identification
on and content of ), any other kind of advertising.
According to rule IAAF 144§3: Possession or use of video, radio, CD, mobile phone or
similar devices are considered as assistance and will not be allowed. Competition officials will confiscate all items not authorized by IAAF/WMA regulations. The athletes will
receive a receipt for any item. Upon presentation of this receipt, the athlete will be able
to collect such item from TIC once their event has finished.
4.1.3. At the designated time, the athlete will be gathered together and officials will
lead them to the competition area. The access will be timed as follows:

4.1.4. Team leaders must inform all their athletes about times at which they must enter in the Call Room and about procedures to be followed in the Call Room. The detailed
time tables for Call Room will be display at the TIC, day by day.
4.1.5. Combined Events: Athletes taking part in combined events must report to Call
Room at the start of each day.
4.2.
Procedure of Entering the Competition Site
4.2.1. After the control has been completed at the Call Room and at the time designated for their entry onto the track, an official will accompany the athletes to their
event’s competition area. During an event, no athlete may leave the competition area
without permission from the chief judge of the event. In such cases, an official must escort the athletes. Water in sealed bottles will be provided to all athletes within the Infield
Area.

4.3.
Procedure of Exit the Competition Site
4.3.1. All athletes have to leave the competition area through the Post-Event Area
where track athletes will collect their personal belongings. In horizontal jumps and
throwing events the athletes leave the competition area (as described above) at the end
of the event together, accompanied by an official. In the high jump and pole vault events,
athletes who have been eliminated may leave the competition area (as described above)
after the completion of a height, on the condition that an official accompanies them.
By exception to this rule, the athletes who are ranked first, second and third will leave
together at the end of the event.
4.4.
Post-Event Area
4.4.1. The Post-Event Area (PEA) is located near by the finish line. For track athletes,
baskets containing their clothing and bags will be delivered to the PEA from the start
area. Baskets will be identified with the athletes’ bib. The doping control chaperone will
complete the official documents with any athlete who is selected to undergo doping
control. The ceremony assistants will escort the medal-winning athletes to the protocol
zone.
4.5.
Announcement of Results
4.5.1. The results of each event will be displayed as early as possible on the scoreboard outside the TIC with the official time of publication. Each EMA Member Federation
taking part in the competition will also have a pigeon box at the TIC, where they can
receive copies of all results and other competition information. Day-by-day results will
not automatically be distributed. Member Federations wishing to automatically receive
a copy of all results in their pigeon boxes must confirm this with the TIC. In these cases,
only one copy of each results sheet will be distributed, regardless of the number of team
members.
4.6.
Protests and Appeals
4.6.1. Protests shall be processed according to IAAF Rule 146. Protests concerning the
result or conduct of an event must be made within 30 minutes of the official announcement of the result of that event. Any protest shall, in the first instance, be made orally
to the referee by the athlete himself or by someone acting on his behalf. An appeal to
the Jury of Appeal must be made in writing within 30 minutes of the official announcement of the decision made by the referee on the official forms signed by the athlete
himself or by a responsible official on behalf of the athlete, and it shall be accompanied
by a deposit of 100 EUR, which will be forfeited if the protest is not upheld. All appeals
must be only submitted to the TIC.
4.7.
4.7.1.
Medal Ceremonies
The Medal Ceremonies Area will be located at 1st floor of Torun Indoor Arena.
4.7.2. The time of each medal ceremony will be displayed at the Medal Ceremonies
Center.
4.7.3. In certain cases, the ceremony will not take place on the day of the finals, but
the following day.

4.7.4. Athletes must attend the medal ceremonies in their official competition uniforms. Athletes are required to wear their bib number. For relay events, only the four
athletes who participated in the final may attend the medal ceremony. Diplomas for athletes or teams ranked 1st to 3rd will be handed out during the medal ceremony, those
for athletes ranked 4th to 8th − in the medal ceremony area. Athletes ranked after the
8th place may buy a diploma at the TIC
4.8.
Use of Transponders
4.8.1. Transponders will be used in long distances race as lap counter. Athletes taking
part in the long distance events (3000 m, cross-country and walking events) must wear
a transponders. In the Call Room, each athlete will be given a transponder strip. The strip
must be securely attached around the ankle to ensure accurate timekeeping.
4.9.
Cross-Country
4.9.1. Warm-Up area: For the 5 km Cross and 5 km Walk Road event will be located
near the starting area, near the Stadium / Arena.
4.9.2. Use of Transponders: Transponder timing will be the official timing and athletes
taking part in the non-stadia events must wear a transponder. In the Call Room, each
athlete will be given a transponder strip. The strip must be securely attached around the
ankle to ensure accurate timekeeping.
4.9.3. Call Room: The Call Room is adjacent to the warm-up area. Athletes shall enter
into the Call Room 30 minutes before the regular starting time. Any participant failing to
appear in due time will be disqualified from the competition. After the Call Room check,
the athletes will be guided to the starting line, where they will arrive 10 minutes before
the start. Beverages and toilet facilities will be available.
4.9.4. Refreshment Stations: Water at the start and finish of the race.
4.9.5. Assistance: During the competition, athletes are not allowed to receive any
kind of assistance in any manner from other persons.
4.9.6. Lap Scoring: Lap counter are installed besides the course. They will show to the
athletes the number of laps remaining.
4.9.7. Time limits: Will be decided by the technical delegate and the safety officers.
The athletes who cannot reach the half of the distance within the half of the time will
be stopped. The retired athlete must leave the course immediately, remove his bib and
transponder and return to the Post-Event Area.
4.9.8. 5km cross-country: rules of registration national teams.
Deadline 26.03.2015 (Thursday), 18.00. Technical Information Center (TIC)
4.9.8.1. If there are 3 or more athletes in the same age group, the registration team
is not required.
4.9.8.2. If registered team consisting of 3 athletes from different age categories,
all must compete in the same series. Team will be classified in the category of the
youngest athletes.
4.9.8.3. If an athlete from an older age category will be registered to the runners
taking off at a different time, he will not be individually classified in the appropriate
age category for themselves.

4.10.
Road Race Walking
4.10.1.Location: Main Stadium, Józefa Bema 23/29 Street, 87–100 Torun
4.10.2. Start and finish for the Road Race Walking will be at Stadium (near the Arena).
The course is closed for pedestrians and traffic and marked with cones and special road
marking. Every kilometer will be marked along the route. A detailed plan of the race
walking course will be also available at TIC.
4.10.3.Transportation: no needed
4.10.4.Warm-Up area: For the road race walking will be located near the starting
area.
4.10.5.Use of Transponders: Transponder timing will be the official timing and athletes
taking part in the non-stadia events must wear a transponder. In the Call Room, each

There will be Refreshment Stations along the road race walking course every lap, if weather
conditions warrant such provision. Signs indicating an upcoming Refreshment Station will
be displayed 100 meters before each station. The beginning and end of the Refreshment
Station area are clearly marked with signs. Toilets generally will be available at the end of
the Refreshment Stations and the Drinking/Sponging Stations.
4.10.8. Assistance: During the competition, athletes are not allowed to receive any
kind of assistance in any manner from other persons.
4.10.9.Lap Scoring: Lap counter are installed besides the course. They will show to the
athletes the number of laps remaining.

5. Medical Services
At all competition venues (stadium and road races) medical services will be provided, allowing athletes access to medical treatment before, during (when the IAAF Rules allow),
and after their competition. Medical issues that cannot be handled locally will be addressed
at designated medical center and hospitals in the vicinity.
