Seit mehr als fünfzig Jahren erlebt Kolumbien einen
innenstaatlichen Konflikt. Nach der Violencia, dem Bürgerkrieg
der von 1948 bis 1958 dauerte, baute sich in den 60er Jahren
eine neue Form des Kampfes auf. Der Guerillakrieg begann
und mit ihm ganz neue Kriegsmethoden und Arten von Gewalt:
Attentate, Geiselnahmen, Kindersoldaten, Drogenhandel.
Seit 1983 weitete sich der Konflikt zum Drogenkrieg aus,
zur gleichen Zeit wurden paramilitärischen Einheiten
gegründet, die sich ebenfalls aus Drogengeldern finanzieren
und - trotz offizieller Demobilisierung 2006 - bis heute aktiv
sind, genauso wie die Guerillaverbände Kolumbiens, mit
den Fuerzas Armadas Revolucionarias de Colombia (FARC)
als größtem Guerillaverband. Dieser schmutzige Krieg geht
weiter, trotz der Anstrengungen der aufeinanderfolgenden
Regierungen die Guerillas zu bekämpfen und der Vermittlung
der internationalen Gemeinschaft im Friedensprozess.

In der Debatte über ‚Neue Kriege‘ erfährt die These, dass kriegerische Gewalt
erst durch Staatszerfall erzeugt werde, zunehmend akademischen Zuspruch.
Der Autor widerlegt diese Behauptung am Beispiel der „hybriden Erscheinung“
des kolumbianischen Paramilitarismus: In Kolumbien, so das Fazit, ist es
gerade der Souverän, der den allgemeinen Gewaltzustand bewusst herstellt und

Die kolumbianische Regierung hatte den beinahe gescheiterten Gesprächen
mit den Paramilitärs eine zweite Chance gegeben. In einer kleinen Zone
unter Kontrolle der Paramilitärs soll nun mit deren Chefs weiter verhandelt
werden. Jedoch ohne Carlos Castaño. Der bisherige politische Chef der AUC
ist am 16. April offenbar einem Mordanschlag zum Opfer gefallen. Andere
Quellen sprechen von einer Inszenierung, die dem Para-Kommandanten die

The process that is actually being developed by the government of President
Alvaro Uribe and the AUC (Spanish for United Auto-defense of Colombia) still
rises more questions than answers. This article poses a central question: Are
they trying to overcome paramilitarism as a historical and structural phenomena
or is it only a demobilizing and reinsertion program for the AUC, one of its
specific military expressions? It is with the intention to throw some light on this
thorny subject that the text presents three main themes: in the first one a brief
historical round is made of the state policies in regards with paramilitarism,
just as well as on the treatment that paramilitary groups have been subject to
during the different stages of the peace process; in the second, an analysis of
the policies and approach of this administration regarding paramilitarism is
made and in the third a proposal is submitted for the creation of a historical
enlightening commission about the state’s responsibility in the paramilitary

Colombian guerrilla movements have increasingly been associated with
illicit activity and terror. This paper is divided into two main sections. The
first section traces the roots of the FARC, ELN and EPL guerrilla movements
and describes how traditional Marxist-style guerrilla groups became more
associated with crime and kidnapping than political ideals. The second turns
to the economics literature to explain the observed guerrilla behavior relating
it to traditional guerrilla movements, organized crime and extortion. (Desarro

This article on the war economics of the paramilitary phenomena in Colombia,
establishes a perspective of analysis on the interference of the phenomena in
the economy of the nation as a whole, defining the possible actors and sectors
directly or indirectly articulated to the financial process of the paramilitary
presence in territorial contexts which overflow the counterinsurgency fight and
inscribe themselves in their own dynamic of economical growth and regional
development. The author starts from the explanations that the own paramilitary
project makes of its financial sources to later on revise the information and
argumentationbeing collected on this respect from different reflection and
analysis fronts as a result of research processes carried out by state agencies
and human rights institutions. Particular statements from contributors and
victims of the paramilitary pressure on their economies havebeen taken into

This paper applies clustering analysis to the Colombian armed conflict. Indeed,
when applied to a FARC terrorist act database, this statistical procedure finds
a natural clustering of the different FARC units according to the different
types of terrorist acts they commit and identifies the military hard core of the
FARC. The facts revealed in this paper should be useful not only for future
military strategies, but also to determine a better priorization and geographical

Nur wenn in Bürgerkriegen die Konfliktparteien ihre ursprünglich vertretene
„beste Lösung“ zugunsten einer „zweitbesten Lösung“ aufgeben, kann es zu
erfolgreichen Friedensverhandlungen auf der Grundlage eines Kompromisses
kommen. Dafür ist bei den konfligierenden Akteuren double-loop-learning
erforderlich. Die im MIttelpunkt dieses Artikels stehende Frage, ob auch die
heute noch aktiven kolumbianischen Guerillas FARC und ELN zu einem
solchen double-loop-learning fähig sind, wird mit Hilfe eines kombinierten
theoretischen Modells beantwortet, das organisationales und kybernetisches
Lernen zusammenführt. Auf dieser theoretischen Grundlage und mit Hilfe
von Text- und Diskursanalyse kann plausibilisiert werden, dass es sich bei
beiden Guerillas um politische Akteure handelt, die durchaus zu politischem
Lernen fähig sind, allerdings nur auf der Ebende von single-loop-learning.
Dieser Lernmodus reicht jedoch nicht aus, um zweitbeste Lösungen für
Friedensverhandlungen zu formulieren - ein entscheidender Grund, warum der
bisherige Friedensprozess in Kolumbien gescheitert ist. (Lat.am Anal/GIGA)

La muerte de Raúl Reyes y la liberación de Ingrid Betancourt son muestras del
estado actual del conflicto armado en Colombia. Tras dos décadas de expansión
territorial orientada a ganar presencia en zonas estratégicas, las organizaciones
guerrilleras se han visto obligadas a retroceder para asegurar su retaguardia y
cambiar sus tácticas de combate: de una guerra que buscaba avanzar sobre el
territorio a una verdadera guerra de guerrillas, con golpes sorpresivos, acciones
inesperadas y poca confrontación directa. Esta tendencia, que se inició durante
el gobierno de Andrés Pastrana y se profundizó significativamente desde la
llegada al poder de Álvaro Uribe, no parece que vaya a cambiar en el futuro

Este documento explora el impacto que ha tenido la negociación de las
autodefensas en la dinámica de seguridad de Bogotá. Si bien por su tamaño
y complejidad social, los grupos paramilitares están lejos de mantener un
verdadero control territorial en la capital,han logrado desarrollar toda una
serie de estructuras mafiosas capaces de infiltrar diferentes negocios y barrios
marginales. ¿Cuál ha sido entonces el impacto de lo sucedido con las grandes
estructuras regionales de autodefensa? Para responder la pregunta anterior
se desarrollan tres análisis. Uno relacionado con cómo ha sido el verdadero
proceso de desmonte de las estructuras de control privado del as sociedades
y los Estados regionales, así como las expectativas que se tienen sobre la
evolución de estos grupos. El siguiente es sobre el potencial impacto que
tendrá el debilitamiento y la desorganización de las autodefensas en las redes
mafiosas existentes en Bogotá. Y finalmente se analizan cuáles deberían ser las
recomendaciones de acuerdo a la serie de riesgos identificados. (FES/GIGA)

A key component of peace process and post-conflict reconstruction is the
disarmament, demobilization and reintegration (DDR) of ex-combatants. I
argue that DDR programs imply multiple transitions: from the combatants
who lay down their weapons, to the governments that seek and end to armed
conflict, to the communities that receive - or reject - these demobilized fighters.
At each level, these transitions imply a complex equation between the demands
of peace and the clamor for justice. However, traditional approaches to DDR
have focused on military and security objectives, which have resulted in these
programs being developed in relative isolation from the field of transitional
justice and its concerns with historical clarification, justice, reparations,
and reconciliation. Drawing upon my research with former combatants in
Columbia, I argue that successful reintegration not only requires fusing the
processes and goals of DDR programs with transitional justice measures,
but that both DDR and transitional justice require a gendered analysis that
includes an examination of the salient links between weapons, masculinities,
and violence. Constructing certain forms of masculinity is not incidental to

militarism: rather, it is essential to maintenance. What might it mean to ‚add
gender‘ to DDR and transitional justice processes if one defined gender to
include men and masculinities, thus making these forms of identity visible and
a focus of research and intervention? I explore how one might ‚add gender‘
to the DDR program in Columbia as one step toward successful reintegration,
peace-building and sustainable social change. (Human Rights Quarterly)

Las relaciones UE-Colombia han estado marcadas en los últimos meses por
la gestión diplomática del gobierno colombiano para la consecución de apoyo
a la política de seguridad y, en particular, al proceso de desmovilización
paramilitar y a la Ley de Justicia y Paz. En este sentido, la UE ha reafirmado
su posición tradicional de apoyo al gobierno de Colombia, cooperación
para el fortalecimiento iinstitucional y ayuda humanitaria, basados en el
pilar fundamental de una búsqueda negociada del conflicto armado y el
cumplimiento de las recomendaciones internacionales en materia de derechos
humanos. En este contexto, la UE, haciendo gala de su pragmatismo en política
exterior, ha decido apoyar la Ley de Justicia y Paz desde el punto de vista
político. Pero de la evaluación de sus progresos dependerá que su participación,
en el mediano plazo, sea más directa en el proceso de desmovilización y
reinserción de las AUC. (FESCOL/GIGA)
