Dear RSP,
welcome to our first News-Update in the year 2003.
1.) IDN - Multilingual Domain Names (COM and NET Domains)
During the last couple of months the topic of IDN (internationalized Domain Names) has become
more and more interesting. IDNs are domain names or Web addresses, represented by local
language characters. The local language domain name is followed by .com or .net. IDNs are
available in more than 39 scripts so registrants can register names in more than 350 languages.
From Korean to Greek, Russian to Chinese, domain names are now truly global. VeriSign Global
Registry Services provides the possibility to registrars to register IDNs. Key-Systems GmbH would
like to pass this opportunity on to our Registrar-Service-Providers.
How do IDNs function:
Starting January IDNs will resolve via the new i-NAV plug-in. How do you get the i-NAV plugin? Automatically, as soon as you enter an IDN. This system called the "Web-based navigation
system" will debut January 2003. The i-NAV plug-in can also be found at:

There you will find detailed information as well as a short demo. Nonetheless your customer has the
option of either installing the i-NAV Plug-In or he can view the respective website through the ACE
(ASCII-compatible encoding).
How can Registrar-Service-Providers of Key-Systems register IDNs for their customers:
Registrar Service Providers are required to convert multilingual domain names into a prepared
ASCII-string which can be registerd using the normal methods.
Currently this name preparation is done using the RACE encoding. This will change in the near
future and all registered domain names will be mapped to the new namepreparation (new string). To
host a ML domain name the nameserverentry (as well as virtual host etc.) must look as follows:

Advantage of IDNs:
By registering IDNs you have the possibility of promoting brand and corporate names in your own
language. The user no longer has to surf the internet in the English language, but can also surf it in
his own mother tongue. In Germany, Austria and Switzerland this is could be interesting because of
many symbols such as "ä", "ö" und "ü". A greater potential lies however in the Scandinavian
Markets, France, Spain, Turkey and Asian Markets as the symbols in these alphabets are more
numerous.
2.) .US Nexus Compliance Program
When registering a .US Domains, the registrant must meet the nexus requirements defined under
http://www.rrpproxy.net/forms/uspolicy.en.pdf. At the time of the domain registration each
registrant is required to self-certify that they meet the nexus requirement by indicating the category
under which they qualify. The .US Registry NeuStar is bound by their contract with the Department
of Commerce to conduct periodic random checks of registrants' nexus eligibility. Up until today,
this has been done on an informal basis. Starting January 27th 2003 this will however change.
NeuStar will randomly select approx. 0,5% of all registration during a week and these registrations
will be reviewed for Nexus compliance. The procedure will be that Registrants of these 0,5% will
receive a so-called Nexus Confirmation email, meaning that each registrant will be required to reply
to the email, and in doing so reconfirming their nexus status. Registrants will have 30 days to
respond to the request. If a registrant fails to respond, Neustar will attempt to contact the registrant
again. In the event there is no response to the second request, Neustar will delete the domain in
question without refund.

3.) Lock or Unlock Domains
In the past we have been receiving many inquiries from RSPs, who would like to have their
domains locked or unlocked, which basically allows or blocks a domain-transfer. As an ICANN
registrar we can only put a "LOCK" on various different TLDs and not on all. In order to better
secure the domains of our RSPs please read the following instructions carefully and you can place
so-called "LOCKS" yourself:

When logging onto the RRPproxy at www.RRPproxy.net proceed to "Domain Admin/Modify" and
enter the respective domain you would like to modify (press submit). Scroll to Registrar-Status at
the bottom and enter the following Domain Locks into the field on the right:
COM/NET/ORG Domains: REGISTRAR-LOCK
CC/BZ/NU Domains: REGISTRAR-LOCK
INFO Domains: clientLock
BIZ/US DOmains: clientTransferProhibited
then submit and confirm modification.
If you use the Direct-Socket-Access or mreg Tool, then please enter the following:

4.) .ORG Registry
As you may know the .ORG Registry was handed over to Public Interest Registry by VeriSign-GRS
on January 27th 2003. The handover was done without any difficulties and .ORG Domains can still
be registered with the normal procedure. The new .ORG WHOIS is as follows:

5.) Renewals through the RRPproxy
All domains registered on your MREG-Account are autorenewed unless your delete the respective
domains beforehand. The autorenew feature concerns all gTLDs and ccTLDS which we offer

except .WS (WebSite) and .CN Domains. These TLDs have to be renewed by using the Renew
Command.
We are momentarily working on various different reports, where you as a RSP will be able to
review which domains will expire in three, two, and one month, so that you can delete domains,
which you no longer need and have a better control mechanism.
6.) Still to come:
Key-Systems GmbH are momentarily working on various different projects which will be to the
benefit of our RSPs:
a.) Renewal review panel, where each RSP will be able to review Domains which are coming
up for renewal
b.) Financial Reports - Every RSP will be provided with a contral mechanism, where he can
monitor every transaction (Payment receipts, Transfers, Credit for denied transfers, ...etc.)
c.) .NAME (Global Name Registry GNR) has announced a price reduction for .NAME Domain
Registration and the package of .NAME Domains + Email Address for Mid-February 2003.
We will announce our price reduction for all RSPs next week and this price reduction will
become effective on February 18th 2003.

Während der letzten Monate hat das Thema IDN (Internationalized Domain Names) immer mehr an
öffentlichem Interesse gewonnen. IDNs sind Domainnamen bzw. Internet-Adressen, die regionale
Schriftzeichen enthalten. Solche regionalen Domainnamen sind momentan nur unter den Endungen
.com oder .net verfügbar. IDNs unterstützen derzeit mehr als 39 Schriften, so dass Domains in über
350 verschiedenen Sprachen registrierbar sind. Ob Koreanisch, Griechisch, Russisch oder

Chinesisch, Domainnamen können jetzt wirklich international genutzt werden. Die von VeriSign
Global Registry Services gebotene Möglichkeit, IDNs zu registrieren, möchte die Key-Systems
GmbH jetzt auch an seine Registrar-Service-Provider weitergeben.
Wie funktionieren IDNs?
Ab Januar können IDNs über ein neues i-NAV Plug-in aufgelöst werden. Das Plug-in kann
automatisch heruntergeladen werden, sobald Sie einen IDN in Ihren Browser eingeben. Das i-NAV
Plug-in ist unter der folgenden Adresse zu finden:

Dort erhalten Sie nähere Informationen sowie ein kurzes Demo. Auch wenn Ihre Kunden das PlugIn nicht installieren möchten, haben sie trotzdem die Möglichkeit, sich die Seite durch ACE
(ASCII-compatible encoding) anzeigen zu lassen.
Wie können unsere Registrar-Service-Provider IDNs für ihre Kunden registrieren:
Die Registrar Service Providers müssen zunächst die multilingualen Domainnamen in einen ASCIICode umwandeln, der dann wie gewöhnlich registriert werden kann. Derzeit wird die Umwandlung
noch mit Hilfe des RACE Encodings durchgeführt. Das wird sich in naher Zukunft ändern, und alle
registrierte Domainnamen werden dann in einer neuen, noch festzulegenden Form dargestellt. Um
eine multilinguale Domain zu hosten, müssen die Nameservereinträge (sowie der virtuelle Host)
wie folgt aussehen:

Vorteile von IDNs:
Durch die Nutzung von IDNs haben Sie die Möglichkeit, Marken- und Firmennamen in Ihrer
eigenen Sprache zu promoten. Die Kunden sind im Internet nicht länger auf die englische
Schreibweise beschränkt, sondern können jetzt auch in ihrer eigenen Muttersprache surfen. In
Deutschland, Österreich und der Schweiz ist dies vor allem wegen der Umlaute, wie "ä", "ö", "ü"
interessant. Noch größeres Potential ergibt sich aber im Skandinavischen Markt sowie in
Frankreich, Spanien, der Türkei und vor allem im asiatischen Markt, da dort die Sonderzeichen eine
viel größere Rolle spielen.

2.) .US Nexus Compliance Program
Wie Sie bereits wissen, muss der Registrant einer .US Domains die Nexus Bestimmungen,
zusammengestellt unter http://www.rrpproxy.net/forms/uspolicy.en.pdf, erfüllen. Daher ist jeder
Registrant bei der Domainregistrierung verpflichtet, eine Nexus Kategorie zu bestimmen, für die er
qualifiziert ist. Das .US Zentralregister NeuStar ist durch seinen Vertrag mit dem Department of
Commerce verpflichtet, regelmäßige Stichproben zur Überprüfung der Richtigkeit der gewählten
Nexus Bestimmungen durchzuführen. Bisher fand dies auf einer eher informellen Basis statt. Seit
dem 27. Januar 2003 ist dies jedoch geändert worden. NeuStar wird ab sofort ca. 0,5% aller
Neuregistrierungen pro Woche nach dem Zufallsprinzip auswählen und auf ihre Nexus
Übereinstimmung überprüfen. Die Registranten dieser 0,5% werden ein sogenanntes Nexus
Confirmation Email erhalten, das jeder Registrant beantworten und somit seinen Nexus Status
nochmals bestätigen muss. Die Registranten haben 30 Tage Zeit, die Anfrage zu beantworten.
Unterlässt der Registrant die Beantwortung, so wird Neustar noch ein weiteres Mal versuchen, den
Besitzer der Domain zu kontaktieren. Wird auch die zweite Email nicht beantwortet, dann kann
NeuStar die entsprechende Domain ohne Kostenrückerstattung löschen.
Die entsprechende Email kann im http://registrar.rrpproxy.net Zugang unter
- tlds/US/Tech/nexus letter.pdf. gefunden werden. Eine solche Nachricht wird per Email an die
Registranten von .US Domains gesendet.
3.) Lock oder Unlock Domains
In der Vergangenheit wurden wir mehrfach von unseren RSPs gebeten, Domains zu sperren (lock)
bzw. freizugeben (unlock), wodurch grundsätzlich ein Domain-Transfer verhindert bzw. ermöglicht
werden kann. Als ICANN Registrar dürfen wir einige TLDs mit dem LOCK-Status versehen,
allerdings nicht alle. Um die Domains unserer RSPs besser zu sichern, möchten wir Sie bitten, die
folgende Anleitung sorgfältig zu lesen, so dass Sie zukünftig selbst LOCKS erstellen können:
Sobald Sie sich im RRPproxy unter www.RRPproxy.net angemeldet haben, wählen Sie bitte die
Kategorie "Domain Admin/Modify" und geben Sie den entsprechenden Domainnamen ein, dessen
Status Sie ändern möchten ('submit' klicken). Scrollen Sie dann zum Registrar-Status am Ende der
Seite und tragen Sie die folgenden Domain Locks in das Feld rechts daneben ein:

4.) .ORG Registry
Wie Sie vielleicht wissen, wurde die .ORG Registry von VeriSign-GRS am 27. Januar 2003 an die
Public Interest Registry übertragen. Die Übergabe wurde fand ohne Zwischenfälle statt, und .ORG
Domains können wie gewohnt registriert werden. Die neue .ORG Whois-Datenbank befindet sich
jetzt unter:

5.) Verlängerungen durch den RRPproxy
Alle Domains, die auf Ihrem MREG-Account registriert sind, werden automatisch verlängert, es sei
denn Sie löschen die entsprechenden Domains vor dem Ablauf. Das Autorenew-Feature betrifft alle
gTLDs und ccTLDS, die wir anbieten, mit Ausnahme von .WS (WebSite) und .CN Domains. Diese
TLDs müssen durch den Renew Befehl verlängert werden.
Wir arbeiten derzeit an verschiedenen Reports, durch die Sie als RSP abrufen können, welche
Domains in drei, zwei bzw. einem Monat ablaufen, so dass Sie eine bessere Kontrolle haben und
die Domains löschen können, die Sie nicht länger benötigen.

6.) Das ist in nächster Zeit zu erwarten:
Key-Systems GmbH arbeitet derzeit an zahlreichen Projekten, die für unsere RSPs nützlich sein
werden:
a.) Renewal Review Panel, durch den jeder RSP abrufen kann, welche Domains demnächst zur
Verlängerung anstehen.
b.) Financial Reports - Alle RSPs erhalten ein Kontroll-Feature, mit dem jede Transaktion
überprüft werden kann (Zahlungsbelege, Transfers, Gutschriften für abgelehnte Transfers,...
etc.)
c.) .NAME (Global Name Registry GNR) hat eine Preissenkung für .NAME Domain
Registrierungen sowie die Pakete bestehend aus .NAME Domains + Email Adressen ab
Mitte Februar angekündigt. Nächste Woche werden wir Ihnen die endgültige Preissenkung
für alle RSPs mitteilen, die dann ab dem 18. Februar 2003 in Kraft tritt.
