Art. 8: jede Aktivität aus Annex I erfordert eine integrierte
Genehmigung
•
Jede Genehmigung kann nur auf der Basis eines Antrages des
Anlagenbetreiber erteilt werden (Art. 6)
•
Der Antrag muss alle Angaben enthalten, die für die Beurteilung
der Umweltauswirkungen durch die zuständige Behörde
erforderlich sind
•
Art. 6 der IPPC – Richtlinie beschreibt stichpunktartig die
Angaben für einen Genehmigungsantrag
•
die konkrete Umsetzung dieser Anforderung erfolgt jeweils durch
die Mitgliedstaaten

Umsetzung in Deutschland

9. Verordnung zur Durchführung des Bundes-Immissionsschutzgesetzes
beschreibt für alle 16 Bundesländer einheitlich die Anforderungen an
den Genehmigungsantrag und legt die Grundregeln für die Durchführung
des anschließenden Genehmigungsverfahrens fest
•
Für das Ausarbeitung der Antragsunterlagen gibt es in Deutschland 2
unterschiedliche Systeme
•
Verwendung von Antragsformularen
(z.B. Niedersachsen und Nordrhein-Westfalen‘)
•
Verwenden einer Checkliste
(z.B. Bayern)
Umsetzung in Belgien/Flandern
•
Keine Antragsformulare; Verfahren entspricht in etwa dem Bayerns

Antragsverfahren im Twinning Projekt
•
Für ACRONI und TES werden die Antragsformulare von Niedersachsen
verwendet
•
Für SALONIT ANHOVO wird die bayerische Checkliste verwendet
•
Für LIVAR wird das belgische/flämische Verfahren verwendet
•
Sämtliche Unterlagen wurden zur Vorbereitung auf den Workshop mit
E-Mail vom 26. Januar Ihnen zur Verfügung gestellt
•
Am 15.02. werden die STE die Grundzüge des jeweiligen Verfahrens mit
Bezug auf die Anlagen der 4 Pilotbetriebe erläutern
•
Am 16.02. werden vor Ort weitere Details diskutiert und offene Fragen
geklärt werden
