Juni 135, 10623 Berlin, H 91 Prof. Dr. Christian Wey Email: [email protected] Seminar zu ausgewählten Themen der Netzwerke und IuK-Ökonomie WS 2005/06 „Verbraucherpolitik: Informationsökonomische Grundlagen und neue Herausforderungen auf IuK-Märkten“ (1) ÜBERBLICK Funktionierende Märkte setzen sowohl effektiven Wettbewerb auf der Angebotsseite als auch gut informierte Verbraucher voraus. Während die herkömmliche Wettbewerbspolitik der Wettbewerbsbehörden (wie des Bundeskartellamts) auf den Schutz des Wettbewerbs gegen Monopolisierungen auf der Unternehmensseite abzielt, soll Verbraucherpolitik (aus ökonomischer Sicht) zur Überwindung verbraucherseitigen Marktversagens beitragen, das durch mangelhaft informierte Verbraucher und verschiedene Formen von „Wechselkosten“ hervorgerufen wird. Mangelnde Information über die Produktqualität und Vertrauensverluste hinsichtlich der „Ehrlichkeit“ der Anbieter können zu einem kompletten Marktversagen führen und die Abwesenheit von Wechsel- bzw. Suchbereitschaft der Nachfrager eröffnet Monopolisierungsmöglichkeiten, die die Effizienz von Märkten verringern. Auf den neuen elektronischen Märkten sind Informationsasymmetrien und Vertrauensdefizite besonders ausgeprägt, so dass nachfrageinduziertes Marktversagen potentiell ein großes Hindernis für die Entwicklung dieser Märkte darstellt. Das Seminar vertieft die Stoffe aus den Vorlesungen „Wettbewerbspolitik“ und „Netzwerke und Informationsgüterökonomik“. Es fokussiert in diesem Semester auf die informationsökonomischen Theorien verbraucherseitigen Marktversagens, die sich seit der nobelpreisgekrönten Arbeit von George Akerlof über das so genannte lemons-Problem aus dem Jahr 1970 rasant weiterentwickelt haben, und problematisiert anhand ausgewählter Fallstudien die neuen Herausforderungen der Verbraucherpolitik auf Informations- und Telekommunikationsmärkten. Zentral ist hierbei die Frage, ob staatliche Verbraucherpolitik wünschenswert ist und wie sie gegebenenfalls aus ökonomischer Sicht ausgestaltet sein sollte. Themenvergabe ist in der ersten Vorlesungswoche am Freitag, den 21. Oktober 2005, 14-16 Uhr, im Raum HL 1 (Geb. Heizung und Lüftung). Abgabe der Arbeiten muss bis zum 16. Dezember 2005 um 12 Uhr am Lehrstuhl erfolgt sein (oder elektronisch als pdf-Datei an [email protected]). Das Seminar wird in einem Block am DIW Berlin (Königin-Luise-Str. 5, 14195 Berlin) durchgeführt (1. Block am 20./21. Januar 2006 und ggf. 2. Block am 27./28. Januar 2006 – halten Sie sich diese Termine unbedingt frei!). Jeden Freitag von 14-16 Uhr besteht während der Vorlesungszeit die Möglichkeit, die Seminararbeit zu besprechen (bei Prof. Dr. Wey, Raum H 5116). Das Seminar ist Teil des Moduls M090 „Netzwerke und Wettbewerb“ im Studiengang Wi-Ing.
