Ladies and Gentlemen,
In the coming years, Rio de Janeiro will become the world capital of sport by hosting the Rio 2016
Olympic Games. The Brazilian government, private initiative and Society are working very hard to make
Rio 2016 an unforgettable event in the history of the sport.
Brazil has in recent years become an important venue for major events of the canoeing world, and
hosted the Slalom World Championships, held in Foz do Iguaçu, and of course, the Pan American
Games in Rio de Janeiro, both performed successfully in 2007.
The Rio 2016 Summer Paraolympic Games will be the stage of the first para-canoeing event in
Paralympic history and Va´a will make its debut as a Paraolimpic discipline.
Since its introduction in Brazil in 2000, va´a has grown strong and became in 2008 one of the official
modalities supported by the Brazilian Canoe Confederation. Brazil has hosted 3 South American Va´a
Championships and in 2011 we´ll celebrate the 10th anniversary of the annual Rio Va´a international
race.
In this scenario, the Brazilian Canoe Confederation confirms its application to host the 16th IVF-Va’a
World Sprints Championships.
The proposed venue for this event will beautiful Lagoa Rodrigo de Freitas located in the southern
part of Rio de Janeiro, close to Ipanema beach.
Nicolas Bourlon, Supervisor of the Va´a Committee of the Brazilian Canoe Confederation who has
been directly involved with in the development of Va´a in Brazil since 2001 is representing Brazil in
the IVF Annual General Assembly and will be happy to answer to all questions from the IVF Board
concerning this bid.
For South America and South American Canoe Federation, this event will permit to further develop
Va´a in the sub-continent, and new countries are expected to joint Argentina, Brazil, Chile and Peru
in the Va´a family.
For Brazil and for the Brazilian Canoe Confederation, the 16th IVF-Va’a World Sprint Championships
will provide the opportunity to show the world the qualities and skills the country has for the
organization of events of this magnitude, contribute to the worldwide development of Va’a as well
as the preparation of the Rio 2016 Olympic and Paraolympic Games

1.1 Provisional Dates
Bearing in mind the skeleton of the
annual IVF and ICF calendars, we would propose
to hold the Championships from Tuesday August
14th through Saturday August 18th 2014 . The
venue would be made available, at a minimum,
for the full week (Aug. 11th-18h).
With practices and training scheduled
in the days leading up to the Opening Ceremonies
which will take place on Tuesday with Awards
Ceremonies on Saturday night.

1.3 Information about the candidate city
Rio de Janeiro is the most visited city in the southern hemisphere and is known
for its natural settings, carnival celebrations, samba, Bossa Nova, balneário beaches such as
Barra da Tijuca, Copacabana, Ipanema, and Leblon. Some of the most famous landmarks in
addition to the beaches include the giant statue of Christ the Redeemer (“Cristo Redentor”)
atop Corcovado mountain, named one of the New Seven Wonders of the World; Sugarloaf
mountain (Pão de Açúcar) with its cable car; the Sámbodromo, a permanent grandstandlined parade avenue which is used during Carnival; and Maracanã Stadium, one of the
world’s largest soccer stadiums. Rio de Janeiro will host the 2016 Summer Olympics, which
will mark the first time a South American city hosts the event. Rio’s Maracanã Stadium will
also host the final match for 2014 FIFA World Cup.
Rio de Janeiro is Brazil´s primary tourist attraction and resort. It receives the most
visitors per year of any city in South America with 2.82 million international tourists a year.

Rio de Janeiro Weather:
The average annual minimum temperature is 20 °C (68
°F), the average annual maximum temperature is 28 °C (82 °F),
and the average annual temperature is 23 °C (73 °F). The
average yearly precipitation is 109 cm. According to INMET, the
minimum temperature recorded was 8 °C (46 °F) in July; and the
absolute maximum was 44 °C (111 °F) in February. Temperatures
below 10 °C (50 °F) are very rare in the city. The temperature
varies according to elevation, distance from the coast, and type
of vegetation. Winter brings mild temperatures and less rain
than in the summer.

2.2 Name key personnel with backgroung information, roles and

The persons named in the organizational structure of the event were given according to
their skills, each will be responsible for your area and have a team of assistants, all
working actively in organizing major events, national and international, such as 1997
Canoe Slalom World Championships, 2003 Canoe Sprint World Cup, 2007 Pan American
Games, 2007 Canoe Slalom World Championship events and several South American
and Pan American Championships as well as 9 editions of the annual Rio Va´a
international race promoted by Rio Va´a Club.
2.3 Laws and custom
There are no laws, customs or rules in our country that could limit or restrict the
organisation of the IVF Event. Municipally all by-laws and regulations are in place to
host events of this magnitude.
2.4 Relationship and Support from Local, Regional, and National
governments
CBCa is supported by the City of Rio de Janeiro, the Government of the State of Rio de
Janeiro, the Ministry of Sports, and the Brazilian Olympic Committee.
3.0 Immigration and Custom Procedure
3.1 Visa requirements
We can assure the ICVF that there will be a helpful, smooth,
and seamless entry to our country. We will work closely with
the IVF through the ‘Paddle Away’ program and the IVF
Federations to get all requests in early so that Visas can be
approved in a timely manner.
3.2 Customs regulations
Again, every effort will be made to ease the flow of all
equipment. We will work closely with all crews, coaches,
athletes and Federations to ensure a seamless process .
4.0 Financing
4.1 Financing
Initial discussions have taken place with Brazil’s Ministry of Sports. The 2014 IVF Va´a
World Sprint Championships fits within their funding parameters and a business case
review is underway with a positive response expected from them. The CBCa will also
pursue financing from other sources like our NOC.
4.2 General and Operational Budgets
The budget for 2014 event will has be defined with the help and expertise of
members of the Bid Committee. With the Ministry of Sports, Brazilian Olympic
Committee , Government of the State of Rio de Janeiro and County of Rio de Janeiro

The cost of all infrastructure upgrades and event equipment upgrades to Olympic standards
will be arranged with the Rio 2016 Organizing Committee and State Government.

There are plenty of options of hotels to choose from in Rio de Janeiro,

5.2 Number of experienced officials and judges
The City has sufficient officials, judges and referees with national
recognition. There are 7 judges with ICF recognition. Some of
our officials, judges and referees have experience with World
Cups, World Championships, Continental events and Olympic
Games.
5.3 Test Event
The Brazilian 2012 Va´a Sprint Championships race is planned
for April 2012 to select paddlers for the 2012 IVF
Championships in Calgary, Canada.
6.0 Sport/Competition Information
6.1 Description of competition venue and sport infrastructure
The competition venue is known for the Pan-American Games RIO 2007. It is a Lagoon
with a perimeter of 7,8 km and a superficial area of 2,2km². The course is of 2,000
meters long and 300 meters wide.
For the event the venue will be equipped with temporary tents for results, athletes’
village, TVs, first aid services, media, results and timing, sports info and catering. Most
of the toilets are also temporary. These installations will meet all IVF demands for the
level of competition.

6.2 Technical Aspects of the Course
Necessary technical aspects will be installed to meet at minimum IVF standards,
but in many cases will surpass these standards. Results, timing and graphics by
Polaritás, giant screen, scoreboard, Wifi internet, live TV coverage are aspects to be
implemented.
6.3 Training Facilities
The venue itself has training places in addition to the competition. There are flat
water areas for paddling and the venue provides large area for training and warmup for the athletes, which will be defined as best as possible allowing the athlete to
have enough advantage of these areas.

Two venues can be made available if needed: Curitiba or São Paulo due to the fact that
we had events done in these places before.

Actual full schedule of events for the Championships is to be created and
approved by IVF.

Marathon race can be organized on Sunday August 26th or the weekend after the
Sprints – Proposal to be discussed with IVF.

7.1 Spectator Experience Plan
The spectator experience is an important component of our hosting plan. An important
objective of our canoe exposure plan is to reach as many in the Rio de Janeiro Region as
possible by providing an exciting fan friendly experience by starting the divulgation
through schools and communities that live close by the Lagoa Rodrigo de Freitas. We
will also divulgate through the media.
7.2 Spectator Services
The event will have bleachers in the last 200 meters of the course, the area also has
space for VIP officials and representatives of IVF, ICF and other national federations.
The competition area is located in a well-frequented spot by the residents of Rio de
Janeiro, which will give much visibility to the event.
This event will be an opportunity to test our structure for the Rio 2016 Olympic Games.

The athletes’ area is 300 meters long by 50 meters wide, with excellent structure for the
comfort of athletes.
8.2 Services for Athletes
An athletes’ village will be installed by the SouthWest of the Lagoa Rodrigo de Freitas. In
this village there will be tents for teams, water supply, boat repair, TVs (if required by and
in cooperation with ICF), boat storage, shopping center, gym, and restaurants.

The Hotel Rio Othon will serve as the primary accommodation for officials, judges,
dignitaries and delegates. It is within 9 minutes travel time from the venue and is a 5
Star hotel with AC; Telephone with 02 lines; Cable TV; Digital safes; Minibar; Magnetic
Keys; DSL Internet and/or Wi-Fi; Sprinklers; smoke detectors; and many amenities
befitting officials, judges and delegates. Consideration for VIPs and dignitaries will be
made here as well or at nearby four and five star locations within a 20 minute car ride
to the venue.

10.1 Transfer Arrangements
The Organizing Committee will provide all the transportation at the arrival and
departures of the teams. This will be included in the participation fee.
10.2 Transport of Athletes and Officials During Competition
There will be buses available for the transportation of athletes and officials during
the competition to hotels, restaurants and to the venue.
10.3 Access to Transportation for Leisure
The City of Rio de Janeiro boasts an extensive public transportation system with
pickup and drop off at or adjacent to every hotel property and the venue.
10.4 Car Service for VIPs and Dignitaries
We will provide a variety of professional and luxury transportation services for
the VIPs and Dignitaries.
11.0 Ceremonies
11.1 Opening Ceremony Location and Capacity
The Opening Ceremony will take place in the Lagoa Rodrigo de Freitas; with a
capacity for 2,500 persons.
11.2 Closing Ceremony Location and Capacity
The Closing Ceremony will also take place at the Lagoa Rodrigo de Freitas.
11.3 Victory Ceremony Concept
The medal ceremonies, keeping in line with the IVF Protocol Guide, may be
hosted on the waterside directly in-front of the VIP and athlete spectator seating
with full viewing on the LED televisions. Medals will be presented by appropriate
dignitaries, and officials.
14.0 Medical provision
14.1 Anti-Doping Control
We can say that we are able to guarantee high-tech analysis by the best medical
centers and specialized in anti-doping in the country and having all items required by
the IVF, thus providing a guarantee that all athletes will be competing on equal
terms only separated by their natural physical abilities.
14.2 Collaboration
The CBCa has done other events of similar magnitude in partnership with ICF, and
we can guarantee the quality of tests to be performed by the medical team of antidoping. Also ensuring the integrity and accuracy of information supplied by them.
14.3 Medical and Physiotherapy Support at the Competition Venue
First aid center with necessary personnel, equipment and medication, two
ambulances will be stationed on standby for emergency transportation.

17.1 IVF Official Working Languages
Materials and announcements will be made available in English, Portuguese and
French. The City of Rio de Janeiro has a diverse cultural base and is officially one of only
three bilingual cities in Brazil.
