Luís Carlos Patraquim 10 V Pr e fa ce iews from the World – Images from the Archive of INAC is a cooperation between the University of Bayreuth, the Universidade Eduardo Mondlane and ICMA. The archive of the Instituto Nacional de Audiovisual e Cinema (INAC) is harbouring film material from the years 1976 to 1992, and thus historical testimonies from the years of independence and the “Guerra de Desestablização” in Mozambique. Particularly the newsreel Kuxa Kanema covered current affairs and thus they represent irreplaceable historical sources for Mozambique’s national history and beyond, as it serves as witness for the epoch of the movements of liberation in the history of Africa and the world. Besides Kuxa Kanema the archive holds numerous documentaries and a small number of feature films. Aer the first digitalized episodes of Kuxa Kanema had been launched at a public presentation at INAC in September 2012, the demand for projections in schools and cultural centres in Mozambique, but also by researchers and cultural institutions all over the world (Canada, Brazil, USA, France, Portugal, Great Britain, South Africa, Senegal, etc) has increased steadily. The great demand encouraged the editors in continuing their work. On this double DVD there are Kuxa Kanema episodes of 20 minutes from the first phase at the end of the 1970s, as well as the sequel to the newsreel’s episodes of the first DVD Views of the World, launched in 2012, with now the Kuxa Kanema episodes 13 to 30. The second DVD that is published together with the above, presents the feature film O Tempo dos Leopardos, result of a Mozambican-Yugoslavian cooperation from 1985, which is the second movie produced by the INC aer Ruy Guerra’s film Mueda – memória e massacre, which had been published in the Views of the World in 2012. Thus these two DVDs continue chronologically the history of the film material. With accompanying texts and subtitles in English and German the material again is being made accessible to the general public. At this point we would like to thank all involved for the good cooperation. Our special thanks go to the programme “Kulturerhalt” (Preserving culture) of the Federal Foreign Office which essentially enabled this work to be realized, and to the German Embassy Maputo for the ongoing support. Bayreuth/Maputo, November 2013 Djalma Lourenço, INAC Ute Fendler, University of Bayreuth Birgit Plank-Mucavele, ICMA 11 K T h e Ne w S e ri e s o f K u xa K a n e m a The Institutionalized Revolutionary Discourse uxa Kanema or “The Birth of Cinema” was a newsreel produced and distributed by the “Instituto Nacional de Cinema” (INC, i.e. National Institute of Cinema) of Mozambique that lasted, with a few intermissions, from 1978 to 1987. On October 19th 1986, president Samora Machel died in an airplane crash in Mbuzini, South Africa. In 1987 there was a fire at the premises of INC, which seriously affected its production conditions. The Experimental Television of Mozambique consolidated its path aer the initial phase in 1979, by gradually absorbing some of the images s of the cinema. The first series of Kuxa Kanema corresponds to the period between 1978 and 1979. The first DVD of the INAC (“Instituto Nacional de Audiovisual e Cinema” of today, i.e. “National Institute of Audiovisual and Cinema”) named Views of the World, included the fiction film Mueda – Remembrance and Massacre (1979) by Ruy Guerra and José Cardoso’s documentary Sing, my brother – and help me to sing (1982), as well as a dozen digitalized episodes of Kuxa Kanema. Both from what is considered the first phase and from the beginning of the “new series” from the year 1981 Aer the “Political and Organizational Offensive” led by President Samora Machel, following the proclamation of independence of Zimbabwe (May 18, 1980), the INC restructured itself in order to meet this upcoming new momentum. The period of “crisis” continued with the departure of director Américo Soares, who was replaced by Samuel Matola, and simultaneously with the leaving of the director, cameraman and editor Fernando Silva, who was responsible for the first series Kuxa Kanema (1978/79). This was followed by an urge to define what was designated as the New Strategy for Images in Mozambique. Its mentor was the new Minister of Information, José Luis Cabaço. Jean-Luc Godard and Ruy Guerra ended their adventure in support of Mozambican cinema. But what was the aforementioned “crisis” and what did the new strategy consist of? And what were the results? The “crisis” referred to the intervention of the Frelimo Party that in a way exceeded the usual control, existing in all bodies of the state apparatus and public companies by grupos dinamizadores, politcal commissioners, and the hegemony of their ideological-political discourse at all levels of society. The INC was governed by the statute of the Administrative Law through the legal concept of autonomous services. This meant that the INC did not depend on state budget. With the distribution and exhibition at a national scale – close to 30 theaters in the country – the revenue of the INC created surpluses and propitiated decision-making 12 power on a financial management level, which made it unique. Through the work of Jorge Rebelo, Minister of Information and Party Secretary for Ideological Work, the year of 1979 witnessed a reinforcement of training and hiring of new staff in the cinema field. With Polly Gaster in the production management and the extension of the directives of the Party, there has been a sort of “remoçambicanização” (remozambicanization). A euphemism that hid the suspicion or conflict between staff members, mostly Mozambicans from an urban environment and imbued with a cineastic tradition that was referred to as the “fantasmátic” horizon. Thus they were suspiciously regarded as “petit bourgeois” and cosmopolitan in transition – in transition between the “old Lourenço Marques” and the Maputo of independence. Kuxa Kanema interrupted its production in 1979. The director and producer Camilo de Sousa joined the INC team and started directing a documentary about the aforementioned Political Organizational Offensive. Ultimately, it is a work in the spirit of Kuxa Kanema, though not bearing its official seal. Forgotten in shelves, censored ipso facto, José Baptista’s short film Madrugada Suburbana (Suburbian Dawn), is perhaps one of the unique and authentic documentaries that INC produced between 1977 and 1978. The New Series KK The series Kuxa Kanema, on this DVD with the episodes 13 to 30, is considered the institutionalized revolutionary discourse. The designated new strategy contained an ideological agenda that reflected the party’s and the state’s need for information and propaganda. In parallel, this strategy addressed financial and management issues. Nevertheless, the ideological component was the most important one. Mozambique saw the intensification of the “War of Destabilization” led by “armed bandits”, later known as RENAMO (Mozambican National Resistance), who had communal villages as one of their main targets. The infamous “reeducation camps” began to be a source of manpower supply for the enemy. Large and collectivized agricultural enterprises were the touchstone of the political regime, coupled with the interface of railways, ports, national and regional highways, all under pressure and attack of the rebels. The supply crisis started spreading in cities. Everything got rationalized. With the siege of apartheid and its purpose of constituting a “constellation” of economically and financially submitted states, Mozambique and Samora Machel made successful efforts that led to the political constitution of the Frontline States (FLS), 13 forerunner of the South African Development Coordination Conference (SADCC), currently known as the Southern African Development Community (SADC). The government was then obstinately socialist, and made the connection to the Eastern Bloc under the hegemony of the former USSR to one of its cornerposts. They were the “Natural Allies” in a diplomatic framework which the regime knew how to control with great flexibility. It also included the U.S., Western Europe and China. This Kuxa Kanema series reflect this context. The structure resembles the format of television news, although without the broad range of possibilities that the latter provides in terms of efficient communication. In many of these episodes the tension of the unsaid is present. The impulse of a one-way state intervention and the words of a revolutionary discourse conflicted with the “evidence” of an only suggested reality, or unveiled and immediately submerged in the rhetoric of that time. In the meantime, the company Kanemo tried other ways. The spectrum of television was looming aer the first experimental programme in 1979. The latent desire to produce fiction was realizable only later: The Time of Leopards (1985), a Mozambican-Yugoslavian co-production, and The Wind Blows from the North (1987) by José Cardoso, black and white and produced entirely with Mozambican means. Mueda – Remembrance and Massacre (1979) by Ruy Guerra, with the participation of Camilo de Sousa, José Cabral and Fernando Silva among others, was seen as a singular experience, previous to the above mentioned titles. The director Sol de Carvalho, invited to restructure Kuxa Kanema in its new phase, withdrew from the project. Although being in the same cultural urban and cosmopolitan melting pot, marked by this cinephilia that plays an important role in the Mozambican film history, the here presented Kuxa Kanema episodes bear the signature of acclaimed director and producer Camilo de Sousa, and camera operator, director of photography and famous photographer John Costa. The author of these lines was reintegrated to the INC by invitation of Camilo de Sousa, as writer and narrator of Kuxa Kanema. This regular production, from which some episodes are presented here, lasted until the fire at the premises of INC in 1987. Joaquim Chissano, founding member of FRELIMO, succeeded Samora Machel, who tragically died in the accident in Mbuzini on October 19th 1986. The country’s armed conflict was to last until the General Peace Accords, signed in Rome between the delegations of FRELIMO and RENAMO, on 4th October 1992. Everything changed, and continues to change till today. Thorolf Lipp/Martina Kleinert, Arcadia Filmproduktion 16 Views of the World from the Archive of the INAC – A C o m m e n t o n Di gi ta l i z a ti o n a n d Fi l m r e s to ra ti o n T he 35 mm and 16 mm film reels from the archive of the INAC are in a poor state. Both the storage in unfavorable climatic conditions as well as chemical residue from the printing processes generate the so called “vinegar-effect”. Acetic acid, resulting from chemical reactions, slowly disintegrates the film material. It becomes frail and shrinks by up to 10%. Moreover, the emulsion starts to dissolve, and in a foreseeable future the film can thus not be played any longer. Regarding the substantial and film historical valuable archive of the INAC it is imperative to act quickly, by the means of re-printing, digitalization and restoration, to work against irrevocable loss. The digitalization revealed heavy mechanical damages of the films’ running treads, which can hardly be corrected with reasonable efforts. Therefore our digital restoration had to aim for the best compromise of effort & costs and results. This included the manual adjustment of partially extremly differing contrasts, a genereal colour correction (for O Tempo dos Leopardos), partly flicker and steadiness correction, as well as the removal of dust and scratches (with DIAMANT). With O Tempo dos Leopardos the last step was a timeconsuming manual retouching of particularly damaged sequences. Regarding the sound the challenge was to provide for a good understandability, without distorting the character of the original sound with exaggerated corrections. Here we de-noised and de-hummed, analog noise and digital click-sounds were manually removed. Within the given framework a perfect restoration, up to the last detail, couldn’t be realized. However the “Before-Aer” demonstrates quite clearly what can be achieved by digital filmrestoration. The series Views of the World, started in 2012 and continued with these DVDs, does not only make it possible to save historic film material from the archive of the INAC. These editions, also because of the careful bilingual subtitling, make these films once again accessible for the general public.
