1. RULES

The regatta will be governed by the rules as defined in the
Racing Rules of Sailing (RRS) and the corresponding
Championship Rules of the various classes.
The national authority prescriptions will apply for national
and International German Championships.

The person in charge shall either have a valid driving
license of the DSV, “Youth sailor license”, “Sport sailor
license” or a valid official license prescribed or recommended for the sailing area. Members of other national
federations shall have an adequate driving license of their
national authority.
Each crew member shall be a member of a club affiliated
to a national authority of the ISAF. Each member of a club
affiliated to the DSV shall be registered at the web-site of
the DSV.

Each boat has a unique sail number.
Offshore Regatta: ORC Special Regulations governing
offshore racing shall apply. The Up&Down races are rated
category 4, Middle Distance races are rated category 3,
Long Distance races are rated category 2. The “Sicherheitsrichtlinien, int. und nat. Richtlinien für Ausrüstung und
Sicherheit Seegehender Segelyachten“, latest version of
German DSV, inclusive „Special Regulations ORC“ will
apply.
World O`pen Cup
An amended Addendum Q approved by ISAF under RRS
86.2 allowing umpiring on the water for all races will apply.
RRS Appendix P, Immediate Penalties for breaking Rule
42, will apply.

Die Veranstaltung wird nach den ISAF-Wettfahrtregeln (WR -Segeln)- und den diversen Meisterschaftsregularien
der einzelnen Klassen gesegelt.
Die Vorschriften des nationalen Verbandes finden Anwendung für nationale und internationale deutsche Meisterschaften.
Der Schiffsführer muss entweder einen gültigen DSV-Führerschein, Jüngstensegelschein, Sportsegelschein oder
einen für das Fahrtgebiet vorgeschriebenen oder empfohlenen amtlichen und gültigen Führerschein besitzen. Bei
Mitgliedern anderer nationaler Verbände gilt ein entsprechender Befähigungsnachweis ihres Landes.
Jedes Mannschaftsmitglied muss Mitglied eines Vereins
seines nationalen Verbandes sein. Jeder, einem deutschen Verein angehörende Teilnehmer, muss sich über die
Internetseite des Deutschen Segler-Verbandes registriert
haben.
Yngling WC: Die Vorschriften des nationalen Verbandes
kommen nicht zur Anwendung.
Jury Hearings können nach dem Arbitration System verhandelt werden.
Bei Sprachkonflikten ist der englische Text maßgebend.
Jedes Boot muss einen gültigen Messbrief haben.
In Ergänzung der WR 78.2 kann der Messbrief während
der Veranstaltung überprüft werden.

Die gemeldete Segelnummer kann bis zum Einchecken
geändert werden. Boote dürfen nur die Segelnummer
ihres Messbriefes benutzen.

Jedes Boot hat eine eindeutige Segelnummer.
Seebahnen: Hinsichtlich der Sicherheit und Ausrüstung
der teilnehmenden Yachten gelten die „Sicherheitsrichtlinien, int. und nat. Richtlinien für Ausrüstung und Sicherheit Seegehender Segelyachten“, neueste Ausgabe des
DSV, einschließlich der „Special Regulations des ORC.
Die Wettfahrten der Travemünder Woche Seebahnen fallen für die Up&Down Wettfahrten in die Kategorie 4, für die
Mittelstreckenwettfahrten in die Kategorie 3 und für die
Langstreckenwettfahrten in Kategorie 2 dieser Richtlinien.

3. ZULASSUNGSKODEX UND MELDUNG
The races of the Travemünder Woche are open to classes:
see Notice of Race No 6. The ISAF Eligibility Code shall
apply.
Yngling WC
The regatta is open to all boats of the Yngling Class with
IYA eligibility as described in Yngling Class Championship
Rule 8.
Sailors participating in the Youth European Championship
shall be born 1 January 1991 or later. Youth developer
Jorgen Ring is exempted from the age rule but cannot be
awarded the “Jorgen Ring Trophy”.
Teams from all nations can enter the Youth European
Championship, there are no limits on number of entries
nor national quotas.
Teams from all nations can enter the Open World Championship. The organizing authority may limit the number of
participants to 70 boats. Yngling Championship Rule 6
will be used to determine nations quotas.
No later than 1 May each National Yngling Association
(NYA) or, in countries without NYA, Member National Authority (MNA) wishing to enter boats for the Open World
Championship shall complete the “Application for Entry”
form and submit fees as instructed on form attached.
No later than 15 May every NYA or MNA applying for
entries will be informed by IYA of their approved quota.
Only entries approved by the boats National Yngling
Association will be accepted.
Former holders of IYA active membership (i.e. former
Olympic Teams) may apply to IYA for a wildcard.
The crew shall consist of three people.
Eligible boats and coaches may enter either:
Paper Mail: A completed and signed official form shall be
send together with the required fee to the organizers.
Internet: Online-entries via Internet will be accepted only
if the official entry form is being used. The form shall be
filled in completely. The organizers shall be authorized to
collect the entry fee electronically.

Faxed entries will be accepted only on the official entry
form. The organizers shall be authorized to collect the
entry fee electronically.
Formless entries via Mail or FAX will not be accepted.

Die Regatten der Travemünder Woche sind offen für die
Klassen: siehe Ausschreibung Nr. 6. Es gilt der ISAF
Zulassungskodex.

IDM Dyas Klasse
Für die DYAS Klasse zählt eine Höchstteilnehmerzahl von
60 Booten
Für die DYAS Klasse wird festgelegt, dass die Ziffern 8.1.1
bis 8.1.5 der Meisterschaftsordnung des DSV keine
Anwendung finden und die Ziffern 8.1.6 und 8.1.7 der
Meisterschaftsordnung des DSV gelten.
80% der Teilnehmerplätze bei der IDM der DYAS Klasse
werden an Steuerleute der aktuellen Rangliste vergeben.
20% der Teilnehmerplätze bei der IDM der DYAS
Klasse werden auf Antrag der Steuerleute nach sportlichen Geschichtspunkten durch den Vorstand der DYAS
Klassenvereinigung vergeben.

Zulassungsberechtigte Boote und Trainer können melden:
per Post: Senden des komplett ausgefüllten offiziellen
Meldeformulars mit Unterschrift und der Einzugsermächtigung für das Meldegeld.
per Internet: Die Meldung über das Internet ist nur gültig,
wenn das offizielle Meldeformular benutzt wird. Der Veranstalter muss zum Einziehen des Meldegeldes per
Online-Zahlung ermächtigt werden.

Each boat racing in all three disciplines (Long, Medium
and Up and Down) will get a 20% reduction on the total

more boats and 3 or more per group have entered late
entries are possible. If less than twenty and less than 3
boats per group have entered the long distance race will
be canceled.

Das Meldegeld wird nicht zurück erstattet.

Die Veranstalter behalten sich vor, in begründeten Ausnahmefällen, Meldungen vor Ort anzunehmen. Diese Meldungen werden mit einem 100 % Aufschlag angenommen.
Der Anspruch auf Zahlung des Meldegeldes entfällt nicht
durch Rücknahme der Meldung oder durch Fernbleiben
des Bootes. Das Meldegeld wird nicht zurückerstattet.
Minderjährige Teilnehmer unter 18 Jahre müssen eine
vom Erziehungsberechtigten unterzeichnete Einverständniserklärung vorlegen. Die Vorlage steht auf www.travemuender-woche.de zur Verfügung.
Seebahn (Mittelstrecke, Langstrecke, Up&Down See):
Ein Boot, dass für alle drei Veranstaltungen (Mittelstrecke,
Langstrecke, Up & Down) meldet, bekommt einen Rabatt
von 20% auf das Gesamtmeldegeld gutgeschrieben.
Meldeschluss Langstrecke
Bis zum 24. Juni müssen mindestens 20 Boote (Gesamtanzahl) gemeldet haben (jedoch mindestens 3 Boote pro
Gruppe). Haben bis zum Meldeschluss ausreichend
Boote gemeldet, ist eine Nachmeldung möglich. Bei einer
nicht ausreichenden Anzahl an Meldungen wird die
Regatta abgesagt.

The regatta may consist of a qualifying and a final series.
Classes may race a qualifying and a final series. This will
be posted on the official notice boards before 11:00 on
the first day of scheduled racing. The format will be
published in the Sailing Instructions.
8. SCHEDULE

Registration:
The main regatta office is located at the waterfront of the
Leuchtenfeld opposite to the square-rigger “Passat” and
will be open from Friday, 18 July up to Sunday, 27 July
from 08.00 - 20:00 hrs. On Sunday, 27 July the race office
will close soon after the last price giving.
The regatta office for the World O`pen Cup is located in
the camping area “Grünstrand”, Kaiserallee with the same
opening hours than the main regatta office.
Boats which are not registered at least 1 hour before their
first start may be scored DNS.
9. SKIPPERS MEETINGS
The locations and times for the Skippers’ meetings will be
published in the sailing instruction or on the Official Notice
Board.
Die Regatta kann Ausscheidungs- und Finalwettfahrten
beinhalten. Dies wird vor 11:00 Uhr am ersten Tag der
Regatta ausgehängt. Das Format wird in den Segelanweisungen veröffentlicht.

Das zentrale Regattabüro befindet sich an der Wasserseite des Leuchtenfelds gegenüber der „Passat“ und ist
geöffnet von Freitag, 18. Juli bis Sonntag , 27. Juli von
08.00 bis 20.00 Uhr. Am Sonntag, 27. Juli wird das Regattabüro nach der letzten Siegerehrung geschlossen.
Das Regattabüro für den World O`pen Cup ist am Grünstrand und hat die gleichen Öffnungszeiten wie das zentrale Regattabüro.
Boote die sich nicht bis spätestens eine Stunde vor dem
ersten Start registriert haben können als DNS gewertet
werden.
9. SKIPPERS’ MEETINGS
Die Orte und Zeiten der Skippers’ Meetings werden in
den in den Segelanweisungen oder am Schwarzen Brett
bekannt gegeben.

measurement checks. An appointed committee will check
the observance of the rules and the safety equipment.

Class Tornado: The class rules limitation to use only one
set of sails will not apply. A change of sails is allowed.

and Downs TOT-inshore gewertet.
Bei der Yardstickwertung der Langstrecke wird die Yardsticktabelle des DSV zu Grunde gelegt.
Die Aufteilung in Gruppen erfolgt durch die Wettfahrtleitung.
Soll das Boot in die Wertung „schnellstes Charterschiff”
gehen, ist dies bei der Meldung anzugeben und der Chartervertrag bei der Anmeldung vorzulegen.

Parralel Scoring: Charterboat scoring
Boats entered for ORC will not be scored in Yardstick and
vice versa.
ORC Int-boats and ORC Club-boats will be scored with
their fixed TOT-Offshore (time on time) and for Up and
Down with their TOT- Inshore.
If Yardstick scoring is used the DSV chart is the basis.
The Race Committee is in charge of the grouping.
If a boat is entered for the “Charterboat Scoring”, this has
to be ticked in the entry form together with a copy of the
charter contract.
“Best youth team”: 50% of the crew has to be under 21
years (crew list together with the entry form).
If a minimum of 3 boats have entered there will be a double-hand score for the Long distance race.
Yngling WC
Four (4) races are required to be completed to constitute
a series for the Open World Championship. Three (3)
races are required for the Youth European Championship.
When four (4) or less races have been completed, a boat’s
series score will be the total of her race scores.
When from five (5) to ten (10) races have been completed,
a boat’s series score will be the total of her race scores
excluding her worst score.

TW/YEC and WC are included in the entry fee if boats are
hauled out and in between the events.

Kielboote dürfen während der Veranstaltung nicht aus

Kranbenutzung: Kielboote, die auf dem Landwege anreisen, können von vorhandenen Kränen mit eigenem

A “Super Cup” will be given by Stadtwerke Lübeck to the
overall winner of the Up-and-Down-Races, the Medium

claims or to awards of perpetual trophies or special prizes, a body constituted of the race committee chairman,
the Jury chairman and the officer in charge of prizegiving-ceremonies will decide. Their decision will be final.
All winners of perpetual trophies (except finally won) are
requested to send those trophies back to the organizers
at least 4 weeks prior to the beginning of the next Travemünder Woche.
Prizes not claimed at the Prize Giving Ceremony will
remain with the organizers.

Sonderpreise und Wanderpreise für die einzelnen Klassen

Für die Teilnehmer der Seebahn gibt es den „Supercup
der Stadtwerke Lübeck“ für die Gesamtwertung der „Upand-Down“-Wettfahrten, der Mittelstrecke nach Boltenhagen und der Langstrecke.
Bei Zweifelsfällen der Zuordnung von Anrechten, Wander, Sonder- und Punktpreisen entscheidet ein Gremium aus
Wettfahrtleiter, Jury-Obmann und dem Verantwortlichen
für die Siegerehrungen. Diese Entscheidung ist endgültig.
Jeder Gewinner von Anrechten auf Wanderpreise (außer
den endgültig gewonnenen) hat diese spätestens vier
Wochen vor der nächsten Travemünder Woche an den
Veranstalter zurückzusenden.
Preise, die auf der Siegerehrung nicht abgeholt werden,
gehen an die Veranstalter zurück.

Limitation of liability - cognovits clause.
The responsibility for the decision of a helmsman to participate in a race or to continue with it is solely with him; to
that extent he also takes the responsibility for his crew.
The coxswain is responsible for the qualification and the
correct nautical conduct of his crew as well as for the suitability and the transport-safe condition of the registered
boat. In cases of Force Majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the realization of the event or to
cancel the event. In these cases there does not exist any
liability for compensation of the organizer to the participant. In case of a violation of obligations that do not constitute primary respectively material contractual duties
(cardinal obligations), the liability of the organizer, no matter because of which cause in law, for material and property damages of all kinds and their consequences that
arise to the participant during or in connection with the
participation in the event resulting from a conduct of the
organizer, his representatives, servants or agents, is
restricted to damages that were caused wilfully or grossly
negligent. When a violation of cardinal obligations occurs,
in cases of simple negligence the liability of the organizer
is limited to foreseeable, typically occurring damages. To
the extent that the liability for damages of the organizer is
excluded or restricted, the participant also relieves the
staff - employees and representatives, agents, servants,
sponsors and individuals who provide or drive salvage,
safety or rescue vessels or assist with their use - from the
individual liability for damages, as well as also all other
individuals who were instructed to act in connection with

für die Eignung und das richtige seemännische Verhalten
seiner Crew sowie für die Eignung und den verkehrssicheren Zustand des gemeldeten Bootes verantwortlich. Der
Veranstalter ist berechtigt, in Fällen höherer Gewalt oder
aufgrund behördlicher Anordnungen oder aus Sicherheitsgründen, Änderungen in der Durchführung der Veranstaltung vorzunehmen oder die Veranstaltung abzusagen.
In diesen Fällen besteht keine Schadenersatzverpflichtung des Veranstalters gegenüber dem Teilnehmer. Eine
Haftung des Veranstalters, gleich aus welchem Rechtsgrund, für Sach- und Vermögensschäden jeder Art und
deren Folgen, die dem Teilnehmer während oder im
Zusammenhang mit der Teilnahme an der Veranstaltung
durch ein Verhalten des Veranstalters, seiner Vertreter,
Erfüllungsgehilfen oder Beauftragten entstehen, ist bei der
Verletzung von Pflichten, die nicht Haupt-/bzw. vertragswesentliche Pflichten (Kardinalpflichten) sind, beschränkt
auf Schäden, die vorsätzlich oder grob fahrlässig verursacht wurden. Bei der Verletzung von Kardinalpflichten ist
die Haftung des Veranstalters in Fällen einfacher Fahrlässigkeit beschränkt auf vorhersehbare, typischerweise eintretende Schäden. Soweit die Schadenersatzhaftung des
Veranstalters ausgeschlossen oder eingeschränkt ist,
befreit der Teilnehmer von der persönlichen Schadenersatzhaftung auch die Angestellten - Arbeitnehmer und
Mitarbeiter - Vertreter, Erfüllungsgehilfen, Sponsoren und

grants the organizing authority and the sponsors of this
regatta, the right in perpetuity, to make, use and show,
from time to time and at their discretion, any motion pictures, still motion pictures and live, taped or filmed television and other reproductions of him/her during the period

competitor participates and in all material related to the

The national authority prescriptions will apply for national
and International German Championships.
The person in charge shall either have a valid driving
license of the DSV, “Youth sailor license”, “Sport sailor
license” or a valid official license prescribed or recommended for the sailing area. Members of other national
federations shall have an adequate driving license of their
national authority.
Each crew member shall be a member of a club affiliated
to a national authority of the ISAF. Each member of a club
affiliated to the DSV shall be registered at the web-site of
the DSV.

RACING FORMAT
The number of races for all the Divisions will be at the discretion of the Race Committee.
Three valid races are required to constitute the championship.
There will be separate rankings for each age group division.
Participants might be divided into fleets and/or division. The composition of the fleets will be made as described
in the Sailing Instructions.
COURSES
A number of race courses will be used. These will be presented to all sailors and
coaches during the various prerace briefings held throughout the event.

ELEGIBILITY
DATE, VENUE AND ORGANISING AUTHORITY
The World O’pen Cup 2014 will be held at Travemünde
from the 18th to the 27th of July 2014. The Organising
Authority for the regatta is the Lübecker Yacht Club in
association with the International Sailing Federation
(ISAF), the German Sailing Federation, the International
O’pen BIC Class Association and the German O’pen BIC
Class Association.
RULES
The regatta will be governed as defined in ISAF Racing
Rules of Sailing 2013-2016, the 2014 and OBCA’s Class
Rules where applicable.
An amended Addendum Q approved by ISAF under RRS
86.2 allowing umpiring on the water for races will
apply(see attached)
RRS Appendix P, Immediate Penalties for breaking Rule
42, will apply according with limitations provide by Class
Rules 2014.
Boats may be required to display advertising chosen and
supplied by the Organizing Authority.
The ISAF Eligibility Code will apply.
All sailors must be a member of their O’pen BIC National Class Association and National Sailing Federation
(as relevant in the country), valid for the year.

SCHEDULE
The number of races each day will be determined by the
Race Committee.
Any changes to the start time will be posted on the clubhouse notice board by 08.00 pm of the preceding day.
No warning signal will be given after 2.00 pm on the last
day of the regatta.
Social Event Programme will be available at on-site registration.
ENTRY FEES
Entry fee is fixed in € 120,00 (one hundred and twenty
euro) per boat and includes crane facilities, club facilities
and “pasta” after races. Entry deadline on 31 May 2014,
after the entry fees will be € 150,00 (one hundred and
fifty euro).
The above mentioned fee must be paid in cash or with
credit card at on-site registration at the race office of
Lübecker Yacht Club prior competing in the Regatta. Only
Euro currency is acceptable.
CHARTER SERVICE
BIC Sport will provide and manage a charter service for
participants :Complete Boat (either with 4.5), Fee: 150,00 €.
Charter boats and sails will be allocated by the International O’pen BIC Class Association, and limited to International competitors only - particularly those travelling from
outside Europe.

Charter boats must be paid in full, and confirmation received from the O’pen BIC Class Association prior to entering into the event with FVR. Payment will be accepted by
bank transfer only, direct to the International O’pen BIC
Class Association.
A deposit of 100 € must be paid to cover any damage to
the equipment. This deposit will be returned to the competitor upon the return of the charter equipment in good
condition at the end of the event.
Charter boats will be available from 19 th July 2014.
MEASUREMENTS AND CHECKS
No Measurement Certificate will be requested.
Boats and sails must be in conformity with the Class
Rules.
The Race Committee may check yachts and crews
before, during and after the races.
All Sailors start with the 4.5 m² Standard Sail
RACING FORMAT
The number of races for all the Divisions will be at the
discretion of the Race Committee.
Three valid races are required to constitute the championship.
There will be separate rankings for each age group division.
Participants might be divided into fleets and/or division.
The composition of the fleets will be made as described
in the Sailing Instructions.
SAILING INSTRUCTIONS
The Sailing Instructions will be available at the regatta
office at registration.
ADVERTISING
Advertising is permitted as from Class Rules.
PRIZES
Prizes will be awarded to the first 5 boats per division, and
the first 3 boats U13, U16 and U19 girls.
SCORING SYSTEM
The Low Point scoring system of RRS Appendix A will
apply.
If 4 races will be completed boats may discard their worst
score, if 9 races will be completed boats may discard their
two worst scores.
INTERNATIONAL JURY
An international jury will be appointed in accordance with
RRS Appendix N. Their decisions will be final as provided
in RRS 70.5
LIABILITIES
It is the competitor’s decision to enter the regatta or to
start and continue in any race.
Competitors shall accept that their participation in the
regatta is at their exclusive risk in every respect.
See RRS Rule 4, Decision to Race. The Organising Authority and the respective Host Sailing
Club, their officers, members, servants and agents accept
no responsibility in respect of loss of life,
personal injury or loss or damage to property which may
be sustained by reason of their participation or intended
participation in the regatta or howsoever arising in connection with the regatta.
INSURANCE
All boats competing in the regatta shall have third party
insurance cover of not less than € 1.000.000,00 or equivalent thereof in any other currency for any accident.
All owners/competitors who sign the Entry Form are deemed to have made a declaration that they hold such cover.
