Dear Mayor Daley,
We are writing to you to express our concern in connection with allegations that Alexander Ruppert, a
gay man, was ill-treated by CPD officers while in custody in 2007 and 2006. Allegedly, ill-treatment
included physical and verbal abuse. We are aware that the incidents are under investigation, but we
are particularly concerned because the allegations fit the patterns of abuse documented in Amnesty
International's 2006 report, Stonewalled – still demanding respect: Police abuse and misconduct
against lesbian, gay, bisexual and transgender people in the USA. If substantiated, such conduct fails
to comply with international human rights standards prohibiting torture or cruel, inhuman or degrading
treatment or punishment and discrimination, including on grounds of sex, sexual orientation or gender
identity. The discriminatory use of force by law enforcement officials contradicts these standards as
well.
As the highest elected official in the city of Chicago, we urge you to do all within your power to ensure
that this case is thoroughly and impartially investigated, that the results are made public at the earliest
opportunity and that any officer found responsible for misconduct is held accountable.
The city of Chicago has in recent years taken steps to improve relations between police and the local
LGBT community and to address the issue of police brutality in general, but recent incidents of police
brutality indicate that the problem remains serious. The city needs to do much more, especially on
ending impunity and improving police accountability.
As the mayor of Chicago, an international city known for its progressive stance on LGBT rights, and a
finalist for the 2016 Olympics, it is important that you send a strong message to the people of Chicago
and the international community that police abuse, including homophobic abuse, will not be tolerated
and that you publicly state your personal commitment to do everything in your power to root out the
problem.

Wir schreiben Ihnen, um unsere Besorgnis auszudrücken im Zusammenhang mit der angeblichen
Misshandlung durch Polizeibeamte von Alexander Ruppert, einem schwulen Mann, während seiner
Haft in den Jahren 2007 und 2006. Die angeblichen Misshandlungen schlossen physische und
verbale Gewalt ein. Wir sind uns bewusst, dass die Zwischenfälle gegenwärtig untersucht werden,
aber wir sind besonders beunruhigt, weil sie ins Muster passen, das im Bericht von Amnesty
International Stonewalled – still demanding respect: Police abuse and misconduct against lesbian, gay,
bisexual and transgender people in the USA dokumentiert wurde. Wenn sich die Anschuldigungen als
richtig erweisen, stehen die entsprechenden Taten im Widerspruch zu internationalen
Menschenrechts-Standards, die Folter und bruteales, unmenschliche und herabsetzende Behandlung
sowie Diskriminierung (z.B. auf Grund von Geschlecht, sexueller Orientierung oder
Geschlechtsidentität untersagen. Diskriminierender Einsatz von Gewalt durch die Polizei widerspricht
den Standards ebenso.
Als höchster gewählter Repräsentant der Stadt Chicago bitten wir Sie, alles in Ihrer Macht stehende
zu tun, um diesen Fall gründlich und unabhängig zu untersuchen, die Resultate so bald als möglich zu
veröffentlichen und eventuelle Verantwortliche für Misshandlungen zur Rechenschaft zu ziehen.
Die Stadt Chicago hat in den letzten Jahren Anstrengungen unternommen, um die Beziehungen
zwischen Polizei und der lokalen LGBT Gemeinschaft zu verbessern, und hat generell den Einsatz
von Polizeigewalt thematisiert. Die kürzlichen Zwischenfälle deuten allerdings darauf hin, dass das
Problem trotzdem weiterbesteht. Die Stadt sollte mehr unternehmen, um die Straflosigkeit zu beenden
und die Verantwortlichkeit der Polizei zu verbessern.
Als Stadtpräsident der Stadt Chicago, international bekannt für ihre progressive Haltung gegenüber
den Rechten von sexuellen Minderheiten und Kandidatin für die olympischen Spiele von 2016, haben
Sie die wichtige Aufgabe, gegenüber den Bewohnerinnen und Bewohnern von Chicago und der
internationalen Gemeinschaft klar zu machen, dass homophobe und andere Misshandlungen durch
die Polizei nicht toleriert werden. Es ist wichtig, dass Sie sich persönlich dazu verpflichten, das
Problem ein für alle Mal zu beseitigen.
