Vorstellung RES Deutschland / RES Ltd 2. Märkte und Anwendungen 3. Projekte von RES in den USA 4. Lessons Learned 5. Ausblick Durchführer Absender| Die Exportinitiative Erneuerbare Energien | 20.11.2015 | Seite 21 Lessons Learned 1. Unterschiede Deutschland – USA: Marktgröße, Zustand der Netze, Energiepreise niedrig Lastprofile (hohe solare Einstrahlung + Airconditioning) „Duck Curve“ California Entfernungen – dünne Besiedelung, hohe solare Einstrahlung Grid upgrade deferral in USA – kaum in D/EU Self generation and behind the meter storage (auch kulturell) Netze viel schwächer: hohe Demand Charges in US / kaum in EU 2. Heterogener Markt Ausschreibung von Speicherkapazität (California) Ausschreibung von Dienstleistung (PJM) Demand Charges Aber auch regulierter Markt (rate based) Durchführer Absender | Die Exportinitiative Erneuerbare Energien | 20.11.2015 | Seite 22 Lessons Learned 3. Speicher energiewirtschaftlich nicht klar definiert Generation oder Transmission oder Distribution? abhängig von Stakeholder - ähnlich wie in Deutschland 4. Viele Stakeholder: 1. Federal Energy Regulatory Commision (FERC) 2. Distribution System Operator (DSO) 3. Transmission System Operator (TSO) 4. Grid Operator 5. Internal Revenue Service (IRS) – income tax, federal tax, Abschreibung 6. State: income tax, property tax, sales tax 7. County: sales tax Oft Einzelfallentscheidungen – kein Anspruch auf zukünftige Anerkennung als Rechtsgrundlage Durchführer Absender | Die Exportinitiative Erneuerbare Energien | 20.11.2015 | Seite 23 Lessons Learned Example Ohio: PJM Frequency Response 1. FERC: Speicher = Generator or Transmission or Distribution? 1. Generator: assessment percentage 24% für property tax 2. Transm/Distr.: assessment percentage 85% for property tax Difference in project value 200.000 $ per year on 4 MW project State of Ohio: Generator, Transmission or Distribution? FERC not applicable 2. IRS – write off period: Applied for 7 years, IRS first considered 15 years then ended up on 5 years depreciation on the basis that we are a “service provider” = 5 years. 3. County (building permit): = public service exempt from “zoning” 4. Electricity levies: wholesale price or end consumer price? 5. Grid connection fees: within Ohio 200.000 $ - 3.000.000$ screened 10.000 connection points within PJM Durchführer Absender | Die Exportinitiative Erneuerbare Energien | 20.11.2015 | Seite 24 Inhalt 1.
