Engagiert in Europa
– die internationalen Projekte des Ev. Johanneswerks
Bereits seit 1999 engagiert sich das
Ev. Johanneswerk auf internationaler
Ebene für die Belange hilfebedürftiger
Menschen. Als diakonischer Träger
geht das Johanneswerk dorthin, wo
Menschen sind, die Unterstützung und
Hilfe brauchen. Aus diesem Grund betreibt das Johanneswerk Einrichtungen
in mehreren europäischen Ländern
und arbeitet mit anderen europäischen
Organisationen und Verbänden zusammen. Gemeinsam mit weiteren Trägern nimmt das Johanneswerk durch
verschiedene Gremien Einfluss auf die
immer wichtiger werdende Sozialpolitik
in Brüssel. Die Europäische Union soll
eine Wirtschafts- und Sozialgemeinschaft werden – laut Zielvorgabe des
Sondergipfels der Staats- und Regierungschefs in Lissabon 2000.
In vielen europäischen Ländern gibt
es nur vereinzelt Betreuungs- und
Pflegeangebote, Ausbildungen im
pflegerischen Bereich sowie Unterstützungs- und Beratungsangebote. Die
Altenpflege ist meist nicht gesetzlich
geregelt. Um künftig professionelle
Pflege und Betreuung für die Menschen in Europa zu gewährleisten,
setzt sich das Johanneswerk für einen europäischen Pflegestandard ein.
Auch die Ausbildung von Pflegekräften
und der Aufbau von Pflegeschulen besonders im östlichen Europa werden
maßgeblich unterstützt. In europäischen Netzwerken, zum Beispiel dem
‚Europanetzwerk Altenpflegeʼ oder
der ‚EASPDʼ (European Association
of Service Providers for Persons with
Disabilities) engagiert sich das Johanneswerk, um Lobbyarbeit für die Pflege von Bedürftigen zu leisten.
Ziel der diakonischen Arbeit ist und
bleibt, jedem Menschen so zu helfen,
dass er seine ganz individuellen Lebensmöglichkeiten entfalten kann. Ein
Engagement in Europa bedeutet daher
ein Engagement für die Bedürfnisse
der Menschen in Europa.
Die vorliegende Broschüre stellt
die unterschiedlichen Projekte des
Ev. Johanneswerks bezogen auf
einzelne Länder vor. Der fachliche
Schwerpunkt Altenhilfe – eine Kernkompetenz des Johanneswerks – ist
Antwort auf die konkrete Nachfrage im
Ausland.
Das Johanneswerk arbeitet dabei gemeinsam mit anderen europäischen
Trägern in internationalen Kooperationen und es entstehen innovative Projekte für ein zukünftiges Europa.
Actively involved in Europe
– Ev. Johanneswerk international projects
become a cohesive economic and social community – a goal expressed at
the Lisbon European Council 2000.
Since 1999 the Ev. Johanneswerk has
been internationally active as an advocate for people in need. Providing
social welfare services of the Protestant church of Germany, the Ev. Johanneswerk operates facilities in several
European countries as well as forming
cooperative synergies with other European organizations and associations.
Together with other medical, social and
welfare service providers, the Johanneswerk has an influence on the increasingly important social policies made
in Brussels: the European Union is to

there are only a few providers for assisted living or nursing care services,
training for nurses and other care-givers, or offers of support and counselling. In many European countries
no laws have yet been established
for geriatric care. To assure a future
which includes professional nursing
care and assistance as required for
people in Europe, the Johanneswerk
advocates setting up European care
standards. Nurse training and the
erection of new nursing schools, particularly in Eastern Europe, are also
goals that are substantially promoted.
The Johanneswerk works together
with European networks, such as the
ʻEuropean Network Care for the Elderlyʼ or ʻEASPDʼ (European Association
of Service Providers for Persons with
Disabilities), to lobby for the care of
people with special needs.
The main objective of the work done
through the Diakonie (welfare organization of the Protestant church in
Germany) has been and will be to help
people to develop their individual potential in life. Being involved in Europe
means, therefore, involvement in and
commitment to the needs of people in
Europe.
This brochure introduces the diverse
projects carried out by the Johanneswerk in the various countries it is active in. The main focus on geriatric care
– one of the core competencies of the
Johanneswerk – meets the explicit call
for such care outside Germany.
To this end the Johanneswerk works
together with other European welfare
organizations in international cooperation and the result is the formation of
innovative projects for a Europe ready
for the future.
Die Alteneinrichtungen des
Ev. Johanneswerks im europäischen Ausland
Spanien
Eine der deutschsprachigen evangelischen Gemeinden in Spanien trat 1997
an das Ev. Johanneswerk heran und
bat um Unterstützung bei der Pflege
älterer Deutscher im Ausland, für die
es bisher – genauso auch wie für die
Spanier – kaum Angebote im Versorgungsfall gab. So begann der Bau der
ersten Einrichtung des Johanneswerks
in Spanien im Jahr 2000. Die Häuser
stehen allen Nationalitäten offen.
Inzwischen betreibt das Johanneswerk
drei Seniorenresidenzen in Spanien,
in denen bis zu acht Nationen unter
einem Dach leben. In Zukunft wird
sich diese Multikulturalität noch verstärken, denn aufgrund von Arbeits-,
Gesundheits- oder Wohlstandsmigration werden Menschen immer häufiger
in einem anderen kulturellen Umfeld
von Angehörigen anderer Kulturen
gepflegt. Auch die Mitarbeiterschaft
gehört verschiedensten Nationen an.
Das Johanneswerk sieht darin eine
große Chance, von den Gegebenhei-
ten in den Einrichtungen im Ausland
und in der multikulturellen Pflege zu
lernen.
Das Angebot der Seniorenresidenzen
in Spanien richtet sich an Deutsche
und Menschen anderer Nationalitäten,
die dort bereits leben. Auch Senioren,
die ihren Lebensabend aufgrund des
milden Klimas im Süden verbringen
wollen, sind an den spanischen Standorten gut versorgt.
In die an der Costa del Sol (Almuñécar) gelegene Residencia Costa Tropical zogen 2002 die ersten Bewohner
ein. An der Costa Blanca befinden sich
zwei weitere Einrichtungen, die Residencia Montebello in La Nucía und die
Villa Augusto in Guardamar del Segura. Der Costa Blanca wurde von der
Weltgesundheitsorganisation ein besonderes Heilklima attestiert: Sogar im
Winter herrschen dort selten weniger
als 15 Grad, ideal für Rheuma-Patienten und Asthmatiker.

Die insgesamt 180 Appartements der
Residenzen verfügen über Balkon oder
Terrasse mit Meerblick oder Blick auf
den Garten und die Berge Spaniens.
Ein ambulanter Pflegedienst und der
in zwei Häusern vorhandene Pflegebereich sorgen für ein sicheres, betreutes Wohnen.
Alle Einrichtungen verfügen über ein
Schwimmbad, einen Raum für Feste
und andere Aktivitäten, einen mediterranen Garten und eine Bibliothek.
Gottesdienste bieten die deutschen
Kirchengemeinden in Spanien an. Ein
hauseigener Busservice ermöglicht
zum Beispiel Besuche in umliegende
Ortschaften.
Mittlerweile hat das Johanneswerk in
Spanien auch zwölf Altenpflegehelferinnen und -helfer ausgebildet. Sie
übernehmen die Pflege vor Ort – so
ist die Beibehaltung der hohen Qualitätsstandards des Ev. Johanneswerks
gewährleistet.
Ev. Johanneswerk senior residences and
facilities in European countries outside of Germany
Spain
One of the German Protestant parishes in Spain approached the Ev.
Johanneswerk in 1997 and asked for
support in the care of elderly Germans
living outside of Germany for whom
– as for the Spanish elderly – there
were hardly any facilities to fulfil their
special requirements up to then. This
led to the construction of the first Johanneswerk residence complex in
Spain in 2000 which opened its doors
to people of all nations.

Now the Johanneswerk operates three
senior residences in Spain in which
eight nationalities live under one roof.
In the future the multi-cultural aspect
will become even more prevalent because, as a result of migration to other
countries due to work, health or affluence, people will increasingly be given care in these foreign cultural fields
by members of various other cultural
groups. The employees of these senior residences also come from many
different countries.
The Johanneswerk sees a golden opportunity to learn from their experience
in multicultural care and from the situation in the foreign residences.
The senior residences in Spain are
open to Germans and people from
other countries that have been living in
Spain for quite some time. But senior
citizens who would like to retire to the
South due to the moderate climate are
also well taken care of at the Spanish
locations.
In 2002 the first residents moved into
the Residencia Costa Tropical on the
Costa del Sol (Almuñécar). On the
Costa Blanca there are two more residence complexes, the Residencia
Montebello in La Nucía and the Villa
Augusto in Guardamar del Segura.
The WHO has attested to a special
therapeutic climate on the Costa Blanca: even in winter the temperatures
seldom drop below 15° C, making the
climate ideal for patients with rheumatism or asthma.
There are a total of 180 apartments
in the residence complexes and they
each have a balcony or terrace with a
view of the ocean or the garden and
the mountains of Spain. Not only is
ambulant care available, but in two of
the buildings there is a special patient
treatment centre to assure sound assisted living.
All of the complexes have a swimming
pool, a room for receptions, parties or
other activities, a Mediterranean garden and a library. Church services are
offered by the German congregation
in Spain. A residence-owned shuttle
service makes it possible to take trips,
e.g. to surrounding cities and towns.
The Johanneswerk in Spain has meanwhile also trained 12 geriatric care
nursing assistants. They have taken
over the responsibility for the care at
the Spanish locations, thus assuring
that the high quality standards of the
Ev. Johanneswerk are maintained.
Griechenland
In Athen im Stadtteil Ampelokipi befindet sich das Haus Koroneos, ein Altenheim des Ev. Johanneswerks.
Besitzer ist die Evangelische Kirche
Deutscher Sprache in Griechenland,
Gemeinde Athen. Mehr als 30 Jahre
lang war die Gemeinde bemüht, ein
deutschsprachiges, binationales, ökumenisches Altenheim in Athen aufzubauen. Dank einer Immobilienspende
der griechischen Brüder Koroneos an
die Gemeinde konnte der Umbau eines ehemaligen Mietshauses in ein
modernes Altenheim 2007 verwirklicht
werden. Gestaltung und Betrieb des
Hauses übernahm das Johanneswerk,
um eine qualifizierte Sozial- und Gesundheitsversorgung zu gewährleisten.
Ursprung der Initiative ist der aus
der Zusammenarbeit mit der Evangelischen Kirche Deutscher Sprache
ermittelte Bedarf der Fürsorge und
gesundheitlichen Versorgung älterer
deutschsprachiger Bürger in Griechenland – insbesondere alleinlebender Frauen. Auch wenn sie nach vielen
Jahren ins griechische Alltagsleben integriert sind, genießen insbesondere
Witwen im hohen Alter häufig keinen
familiären Schutz mehr, weil keine
Verwandten in der näheren Umgebung
leben oder sie keine Unterstützung erhalten.
Zwar stehen eine Reihe von Diensten
zur Verfügung, doch fördern und berücksichtigen diese nicht ausreichend
die kulturellen Besonderheiten, eine
koordinierte und kontinuierliche Versorgung sowie eine familienähnliche
Wohnsituation insbesondere für die
noch selbstständigen alten Menschen.
Wie in anderen südeuropäischen Ländern fehlt es auch in Griechenland insgesamt an Betreuungsmöglichkeiten.
Das Haus Koroneos steht, so wie alle
anderen Häuser des Johanneswerks,
allen Nationalitäten offen. Es bietet

gemeinsame Essen
insgesamt 45 Plätze, die sich in die
Bereiche Pflege und Betreutes Wohnen gliedern: Das Haus verfügt über
fünf modern umgestaltete Etagen mit
unterschiedlichen Betreuungsangeboten. Die oberen beiden Etagen sind für
Selbstversorger (Betreutes Wohnen
und Gesundheitsversorgung) konzipiert. Die anderen drei Stockwerke
bieten 33 Plätze für ältere Menschen
mit Pflegebedarf (Pflegeversorgung).
Darüber hinaus ist vorgesehen, auch
denjenigen Menschen Betreuungsund Hilfsdienste anzubieten, die zu
Hause leben möchten.
Das Projekt ist gemeinnützig und nicht
gewinnorientiert. Zentrale Dienste sind
das betreute Wohnen und das Gemeinschaftswohnen sowie Lang- und
Kurzzeitpflege.

Thanks to an estate donation from the
Koroneos brothers to the parish, renovation of a former apartment building
transformed it into a modern home for
the elderly in 2007. The organisation
and operation of the home was taken
over by the Johanneswerk to assure
qualified social and medical care.
The project originated when, in cooperation with the Evangelische Kirche
Deutscher Sprache, the need for care
and medical attention for elderly Germans in Greece – particularly among
women living alone was ascertained.
Although these people may become
well integrated into Greek life, they often have no family network to fall back
on when they grow old, especially after
they become widowed, because they
have no relatives who live nearby or
they receive no support.

In the district of Ampelokipi in Athens

parish). This parish has been trying to
set up a German language based, binational ecumenical home for the el-

The Koroneos House is, like all other
homes run by the Johanneswerk,
open to people of all nations. It can
accommodate 45 elderly people and
is divided into assisted living quarters
and extensive care units: the home
has five modern floors that have been
remodelled to offer different types of
services. The two top floors are designed for independent living (assisted
living and medical services). The other
three floors offer 33 rooms for elderly people who require nursing care.
Additionally, plans are being made to
provide ambulatory care and services
to those people who would like to live
in their own homes.
The project serves the public and is
not-for-profit. The core services are
assisted living and community living
as well as long and short term care.
Rumänien
In Rumänien unterstützt das Ev. Johanneswerk drei Ausbildungs- bzw. Studiengänge: die Heilerziehungs- und die
Altenpflege an der Fachschule Friedrich-Müller in Sibiu (Hermannstadt) /
Siebenbürgen sowie den Studiengang
Soziales Management an der deutschrumänischen Universität von Sibiu. An
der Schule befindet sich ein Internat
mit 30 Plätzen, in dem Schüler während der Blockkurse wohnen können.
Zudem bietet das Johanneswerk den
Schülerinnen und Schülern sowie den
Studierenden seit 2005 die Chance,
Praktika in seinen über 70 Einrichtungen in Deutschland zu absolvieren, die
von sechs Wochen bis zu drei Monaten dauern können.
Die Projekte in Rumänien werden in
Zusammenarbeit mit einem diakonischen Kooperationspartner realisiert.

Romania
In Romania the Ev. Johanneswerk
supports three educational training
programmes: curative education and
geriatric care at the vocational college
Friedrich-Müller in Sibiu in Transylvania as well as the social management
course of studies at the German-Romanian University of Sibiu. A boarding
school is linked to the college where
30 students can live while taking courses.
In addition, since 2005 the Johanneswerk has been able to offer the students the opportunity to complete an
internship over a period of six weeks
to three months in one of over 70 locations in Germany.
The projects in Romania are carried
out in cooperation with a Diakonie
partner.

Niederlande
Grenzen überschreiten: das Europaproject Dinxperlo-Suderwick an der
deutsch-niederländischen Grenze.
Das niederländische Dinxperlo und
das deutsche Suderwick sind zwei Ortschaften direkt an der Grenze, getrennt
nur durch eine schmale Straße, die die
Staatsgrenze zwischen Deutschland
und den Niederlanden bildet. Diese
außergewöhnliche Lage führte zur
Idee eines gemeinsamen grenzüberschreitenden Projektes für Wohnen im
Alter, das durch die Euregio finanziell
gefördert wird.
Das Gesamtprojekt sieht Wohnen und
Pflege in Gemeinschaft, Wohnen mit
Versorgungssicherheit, Freiwilligenarbeit, ambulante Versorgung durch eine
Sozialstation und ein Europacafé vor.
Die einzelnen Projektbausteine auf
niederländischer und deutscher Seite
werden über die Grenze hinweg durch
eine Brücke miteinander verbunden,
die gleichsam symbolische Bedeutung
hat. Das Projekt insgesamt ist eingebettet in eine sogenannte Wohnsorgezone, die ein Einzugsgebiet mit etwa
15.000 Menschen umfasst. Hier leben
überdurchschnittlich viele Menschen
der Altersgruppe über 55 Jahre.
Bewohner der Wohnsorgezone können so lange wie möglich in den eigenen vier Wänden leben, selbst wenn
sie Hilfe im Alltag benötigen. Häusliche
Betreuung und Pflege sowie die Unterstützung durch Freiwillige wird rund
um die Uhr angeboten. Ist das Leben
zu Hause irgendwann nicht mehr möglich, kann je nach individuellem Bedarf
eines der oben genannten Angebote in
Anspruch genommen werden.
Das Projekt soll Mitte 2008 vollständig
etabliert sein.

Nachbarschaft
The Netherlands
Crossing frontiers: the European project Dinxperlo-Suderwick on the German-Dutch border.
Dinxperlo in the Netherlands and Suderwick in Germany are two towns located directly on the border, separated
only by a small road that marks the national boundary between Germany and
the Netherlands. This extraordinary
location led to the idea of a joint transnational project for senior living that is
financially sponsored by Euregio.
The concept of the whole project is to
have living and care-giving in a community setting with the assurance of
more extensive care where needed. It
includes volunteer work, ambulatory
care through a social service centre
and a Europacafé. The single project elements of the Dutch and German counterparts will also be joined
symbolically over the border by building a bridge. The whole project is
nested within a type of service zone
that covers an area with approximately 15,000 inhabitants. A higher than
average number of people aged 55 or
older live in this region.
Residents within this service zone can
live in their own four walls as long as
possible even if they need help doing
daily tasks. Household assistance and
nursing care as well as volunteer help
is offered around the clock. When it
is no longer possible to live at home,
then other services as mentioned
above can be taken advantage of as
needed.
This project is intended to be completely set up by the middle of 2008.

Tschechien
Im schlesischen Teschen an der polnischen Grenze wird das erste Projekt
der SoCaSE (Social Care Services
Europe) verwirklicht, eine vom Ev.
Johanneswerk und einem weiteren
diakonischen Träger gegründete gemeinnützige GmbH. Die Gesellschaft
steht seit ihrer Gründung 2003 für die
Verwirklichung zeitgemäßer Formen
evangelischer Diakonie.
Gemeinsam mit der Schlesischen Diakonie baut SoCaSE eine Fortbildungsstätte für sozialpflegerische Berufe in
Teschen auf. Hier sollen die Kenntnisse bereits Berufstätiger in kurzen
Seminareinheiten erweitert werden.
Vorgesehen ist, Mitarbeitende aus
Tschechien in Deutschland so fortzubilden, dass diese ihre Kenntnisse in
Tschechien weitergeben können. Beide Träger planen das Engagement
auszubauen und auch weitergehende
Ausbildungsabschlüsse anzubieten,
wenn sich entsprechendes Interesse
bei den Zielgruppen aus Tschechien
und den umliegenden östlichen Ländern abzeichnet. Die Schlesische Diakonie und die SoCaSE wollen dabei
der „Erklärung von Bologna“ Rechnung
tragen: Diese sieht die Reformierung
des Hochschulsystems in ganz Europa
vor. Bis zum Jahr 2010 sollen damit die
Studienabschlüsse (Bachelor/Master)
europaweit vergleichbar sein. Europa-
Czech Republic
In the Salisian town of Cieszyn on the
Polish border, the first project of SoCaSE (Social Care Services Europe) is
being carried out. SoCaSE was founded as a not-for-profit company with limited liability by the Ev. Johanneswerk
and a second welfare organisation of
the Diakonie. Since its foundation in
2003 SoCaSE has been representative of the way contemporary forms of
Protestant welfare and social work can
be carried out.
Together with the Salisian Diakonie,
SoCaSE is building up a further education centre for social work professionals in Cieszyn. Social workers can
receive further education in short seminars at the centre. The seminars are
designed to teach Czech employees in
Germany what they will then be able to
share with others in the Czech Republic. The two organisations plan to expand this arrangement and also offer
higher vocational qualifications if there is enough interest from the Czech
target groups or from neighbouring

Polen
Im Jahr 2001 unterzeichneten die
Stadt Recklinghausen und die Stadt
Bytom/Beuthen (Oberschlesien/Polen)
eine Partnerschaftserklärung – Basis
für eine Vielzahl von neuen Kontakten
und Ideen.
Eine Reise der Vertreter sozialer Einrichtungen aus Recklinghausen nach
Beuthen im August 2001 war Auftakt
für eine deutsch-polnische Freundschaft der besonderen Art: Es etablierten sich ein reger Mitarbeiteraustausch
sowie gemeinsame Freizeiten der Therapiestätte für Kinder und Jugendliche
im polnischen Beuthen/Bytom (Oberschlesien, nahe Kattowitz) und dem
Haus Regenbogen des Johanneswerks in Recklinghausen. Die bis heute fast jährlich durchgeführten gemein-

Poland
In 2001 Recklinghausen and Bytom
in Upper Silesia of Poland signed a
declaration to promote partnership
between the two cities – forming the
basis for numerous new contacts and
ideas.
When representatives of Recklinghausen social facilities travelled to Bytom
in August 2001, it was the beginning
of a German-Polish friendship of a
special kind: An active exchange programme between employees was set
up. Additionally, joint holiday activities
for children and adolescents from therapy facilities in Polish Bytom (Upper
Silesia near Katowice) and the Haus
Regenbogen (Rainbow House) of the
Johanneswerk in Recklinghausen were
initiated. The holiday camps have been

Fachliche Beratung durch das Ev. Johanneswerk hat zur Eröffnung des ersten Altenpflegeheims mit vollstationärer

Menschen in Szederkeny (nahe Fünfkirchen im Süden Ungarns) beigetragen. Jetzt stehen dort 100 Plätze für
die Versorgung älterer Menschen zur
Verfügung, davon 50 speziell für demenzkranke Menschen.
Außerdem berät das Johanneswerk die
Komitatsregierung in Baranya bei der
Entwicklung einer neuen Ausbildung
zum „Betreuer zur Gerontologie“ und

Professional advice from the Ev. Johanneswerk helped lead to the opening of the first nursing home for the
elderly to provide complete care for
people with dementia in Szederkeny
(near Pécs in Southern Hungary). Now
there are 100 places in the home to
cater for elderly people, of which 50
beds are reserved especially for people affected by dementia.
Furthermore, the Johanneswerk
counsels the regional government
in Baranya in their development of
a new vocational training course
of studies leading to a qualification
as a care-giver in gerontology. The
Johanneswerkʼs involvement helps to
assure that the course of studies is at
a high standard. The Johanneswerk
performs further advisory functions at
conferences for quality improvement
in the management of facilities for the
elderly and of social institutions.
Frequent exchange between employees at the Johanneswerk and the nursing homes in Hungary leads to opportunities for both sides to gain valuable
new experience for working life.

Johanneswerk allgemein
Das Evangelische Johanneswerk e.V. ist einer der großen
diakonischen Träger Europas mit Sitz in Bielefeld. Rund
6.000 Mitarbeiterinnen und Mitarbeiter sind in mehr als 70
Einrichtungen tätig. Die diakonischen Angebote richten sich
an alte, kranke und behinderte Menschen, Kinder und Jugendliche und schließen die offene diakonische Arbeit im
Kirchenkreis Bielefeld ein. Gegründet wurde das Werk 1951.
Der Vorsitzende des Vorstands ist Pastor Prof. Dr. Udo Krolzik, sein Stellvertreter Karsten Gebhardt.
Johanneswerk in general
The Evangelische Johanneswerk e.V., one of the large providers of Protestant welfare services (Diakonie) in Europe, has
its headquarters in Bielefeld, Germany. It employs approximately 6,000 people in over 70 facilities and institutions. The
services are oriented toward the elderly, the ailing, people
with disabilities, children and adolescents and include community social work carried out in the parishes of Bielefeld.
The Johanneswerk was founded in 1951. The chairman of
the board of directors is Prof. Dr. Udo Krolzik. His deputy is
Karsten Gebhardt.
