DE ACOLHIMENTO E INTEGRAÇÃO
Portugal, depois de uma longa história de país
de origem de emigrantes (que ainda o continua
a ser) tornou-se, no final do século XX, também
um país de acolhimento. Hoje, diferentes comunidades, onde se destacam os imigrantes brasileiros, ucranianos, romenos e cabo-verdianos,
constituem cerca de 4,5% da população residente em Portugal (445.262 imigrantes legais)
e cerca de 8% dos trabalhadores activos. O
crescimento destas comunidades verificou-se
essencialmente a partir do início dos anos 90,
quando só existiam cerca de 100.000 imigrantes, o que reflecte um aumento de 400% em
vinte anos que, na conjuntura actual, tende a
estabilizar.
Portugal beneficiou nas últimas décadas desta
presença de imigrantes que contribuiu significativamente para o processo de desenvolvimento

Princípios
WELCOMING AND INTEGRATION
Portugal, after a long history as a country
of origin of emigrants (which it continues
to be), became also, at the end of the
twentieth century, a receiving country. Today
different communities, particularly Brazilian,
Cape Verdean, Ukrainian and Romanian
immigrants, already constitute about 4.5% of
the resident population in Portugal (445,262
legal immigrants) and about 8% of the working
population.
The growth of these communities was
witnessed essentially from the beginning of the
1990s, when there were only around 100,000
immigrants, reflecting an increase of 400% in
twenty years, which currently tends to stabilise.
Portugal has benefited in recent decades from
the presence of immigrants who significantly
contribute to the accelerated process of
development that our country has experienced.

coordinated since 1996 by the High Commission
for Immigration and Ethnic Minorities (ACIME),
today the High Commission for Immigration and
Intercultural Dialogue (ACIDI), set out in DecreeLaw no. 167/2007 of 3 May.
Following competence of the Presidency of
the Council of Ministers, dependent on the
Prime Minister or any other member of the
Government integrated in the Presidency of the
Council of Ministers, the mission of ACIDI shall
be to collaborate in the creation, implementation
and evaluation of sector, crosscutting and
public policies concerned with the integration
of immigrants and the ethnic minorities, as well
as to promote the dialogue between the various
cultures, ethnic groups and religions.
Thus, and having in mind the slogan More

fundamental role in the promotion and
development of the diversity as an enrichment
factor to reach a fair, more united and more

SOS IMIGRANTE
A linha SOS Imigrante é um serviço telefónico de
atendimento, criado com o objectivo de disponibilizar a imigrantes e respectivas associações,
bem como a empresas e órgãos da administração pública, um serviço de informação geral
sobre a temática da imigração. Esta linha disponibiliza atendimentos em oito línguas, sendo
assegurada por mediadores socioculturais.

Desde 2004, em Lisboa e Porto, e com a abertura de uma extensão do CNAI em Faro, em
2009, os CNAI congregam e fazem cooperar,
dentro de um mesmo espaço e com idêntica
filosofia de funcionamento, vários Serviços na
área da Imigração (Serviço de Estrangeiros e
Fronteiras, Segurança Social, Autoridade para
as Condições de Trabalho, Conservatória dos
Registos Centrais, Ministério da Educação e da
Saúde), paralelamente à existência de outros
serviços inovadores que correspondem a necessidades concretas dos imigrantes, não respondidas, na integra, pelos serviços existentes
(Gabinetes de Apoio ao Reagrupamento Familiar,
de Apoio Jurídico, de Apoio Social, de Apoio ao
Emprego, Apoio ao Consumidor...).
Trata-se de um projecto inovador, com expressões concretas na concepção e gestão do espaço, cujo atendimento é promovido por mediadores socioculturais privilegiando uma ponte
cultural, linguística e afectiva com os clientes.
Estes Centros dispõem ainda de uma gestão
informática comum e partilhada do atendimento,
viabilizando a introdução de dados e a digitalização de documentos, necessários à comunicação
entre serviços e à resposta integrada ao cliente

O Gabinete de Apoio ao Emprego pretende contribuir para a diminuição de barreiras e facilitar
a igualdade de oportunidades, no acesso ao
mercado de trabalho através de duas vertentes:
uma direccionada para a inserção profissional e
outra de apoio ao empreendedorismo (através do
Núcleo de Apoio ao Empreendedorismo).
Deste modo, visando a inserção profissional, o
gabinete apoia na procura de emprego, desenvolvendo actividades como: encaminhamento
para ofertas de emprego adequadas às capacidades profissionais e/ou habilitações de cada
imigrante, apoio na elaboração do Curriculum
Vitae e outros documentos que possam ser solicitados no processo de procura de emprego e
aconselhamento acerca de técnicas adequadas
à procura de emprego.
Paralelamente são efectuados contactos com
diferentes empresas e entidades patronais,
para obtenção de informações sobre ofertas de
emprego, marcação de entrevistas e encaminhamento dos cidadãos inscritos no GAE.

This office identifies problems and looks for
solutions to give answers to immigrant citizens
who, for different reasons, are in more vulnerable socioeconomic situations.
The GRES includes two areas of activity that are
complementary:

– aims to support foreign citizens (and their
companions) who need treatment in Portugal,

Professional Training Centres of the Employment
and Vocational Training Institute (IEFP) and are
provided free of charge to participants.
Portuguese For All is managed by ACIDI, IP. as
an Intermediary Organisation for the Operational
Programme for Human Potential (POPH) of the
National Strategic Framework of Reference

Este projecto tem como objectivo a promoção da
