Marcel Kramer was appointed Chairman of the Executive Board and Chief Executive Officer of Gasunie
on July 2005. On that day, Gasunie became a natural gas transport, infrastructure and services company
and Mr. Kramer joined as Managing Director of the Technology & Assets Division in 2003.
Prior to 2003, Mr. Kramer held various positions with Statoil. He was posted to the Head Office in Norway
(as General Manager, Supply and Shipping Division), to Bangkok (Managing Director, Statoil Thailand),
to Singapore (President, Asia Pacific) and then to Caracas (President, Statoil Venezuela). Throughout his
12-year term with Statoil, he was involved with oil and gas interests in the up-, mid- and downstream
business segments.
From 1988 to 1992, Mr. Kramer was with Petro-Canada (Calgary) as Director, Crude Oil Supply and
Trading. From 1979 to1988, he served in oil and gas-related positions at NATO, Brussels (1979-1982) and
as Head of the Oil Industry Division of the International Energy Agency in Paris (1982-1988). From 1976
to 1979, Mr. Kramer held a Staff position with the Oil and Coal Directorate of the Ministry of Economic
Affairs in the Netherlands.
Mr. Kramer holds a masters degree in Private and Corporate Law. He was appointed Fellow of the
Institute of Petroleum in London in 1987 and is professionally active in various organisations such as
the International Organisation of Energy Economists (IAEE), the Royal Dutch Gas Association (KVGN)
and the Energy Delta Institute (EDI) in the Netherlands (an educational institute supported by Gasunie,
Gazprom and the University of Groningen).
Varujan Vosganian

Mr Varujan Vosganian is Minister of Economy and Finance of Romania. Mr Vosganian is also Governor
for Romania at the EIB (European Investment Bank) .
In 1990, he became president of the Armenians’ Union of Romania and he was twice (1990-1992 and
1992-1996) elected a member of the Chamber of Deputies and twice a Senator (1996-2000 and 20042008), on the lists of the National Liberal Party.
Between 1996 and 2003, he was the leader of the party Uniunea Forţelor de Dreapta, a small right wing
liberal party. As of 2006, he is a member of the National Liberal Party.
Between December 2006 and April 2007 he was named Minister of Economy and Commerce in the
Tăriceanu cabinet.
Mr Vosganian, born in 1958, studied Commerce at the Bucharest Academy of Economic Studies
(graduated 1982) and Mathematics at the University of Bucharest (graduated 1991), gaining a PhD in
economics in 1998.

Romanian National Energy Regulatory Agency (ANRE)

Mr. Gergely Olosz is currently the president of the Romanian Energy Regulatory Authority – ANRE, which
is an independent public authority of national interest, having the mission to create and implement the
appropriate regulatory system for the proper functioning of the electricity and gas markets in terms of
efficiency, competition, transparency and consumer protection.
The present Romanian Energy Regulatory Authority is the result of the merger in May 2007 of the former
National Energy Regulatory Authority and National Natural Gas Regulatory Authority, Mr. Gergely Olosz
being the president of the gas regulator from March to April 2007.
Mr. Olosz is also a member of CEER and ERGEG General Assemblies, member of Energy Community
Regulatory Board (ECRB), member of Romanian National Committee of World Energy Council and
Romanian Association of Oil and Gas Engineers.
Between 2005 and 2007 he was the President of the Uranium National Company, a State company
that administers Romania’s uranium mineral resources, and develops activities of geological research
and exploration of uranium deposits, uranium ore preparation, transportation and trade, as well as
conservation, closing and rehabilitation of the environment affected by former uranium mines.
Mr. Olosz has degrees in Economics, Law and Master on Management of Public Administration.
Ioan Rusu

Mr. Ioan Rusu is currently the director general of the Romanian National Gas Transmission Company,
Transgaz. The company is the sole gas transmission system operator on the Romanian market, being
established in 2000 when the several activities of the former vertically integrated state owned national
gas company were separated.
Mr. Rusu is in the gas transmission business since 1982 when he graduated the University of Brasov,
Faculty of Mechanics, being specialized in electro-techniques. During his carrier he also attended several
training courses thus gaining excellent skills in the development of investments in gas transmission
infrastructure.
His entire professional activity was mainly in developments and investments, Mr. Rusu having a large
experience in this domain and most definitely a large contribution in the main development projects
performed in the Romanian gas transmission system during the last 25 years. Mr. Rusu also had
a significant contribution in the development of Romanian laws and regulation specific for the gas
transmission activity, like the Gas Law (2004), the regulation regarding the third party access to the
gas transmission and distribution systems, as well as technical norms and standards specific to this
industry.
Based on his skills and significant experience, Mr. Rusu’s carrier developed from head of department to
director for development and investments and finally to the position he currently occupies since may
2007.

Mr. Fabrizio BARBASO has a background education in law. Born in Torino, he started his professional
activities working for a multinational group in Italy. He joined the Commission in 1976, where he
occupied several positions in the services in charge of internal market and industry. He worked for 9
years directly with two Italian Commissioners in various capacities in their cabinet before heading the
unit in charge of textile, clothes, furniture, leather and footwear in the Internal Market Directorate.
On 1 November 1997, he was appointed Director in the External Relations Directorate dealing with the
countries of Southern Europe (including the Balkans), the European Economic Area and Switzerland.
Between October 2000 and August 2003, he was in charge of market policies as Deputy Director General
in the Directorate-General for Agriculture.
From September 2003 until December 2005, he has been acting Director General of DG Enlargement,
at the time when ten countries joined the European Union.
Since 1st January 2006 he is Deputy Director General of DG Transport and Energy in charge of
coordination of the energy policy.

Uncertainty in Europe’s Evolving Gas Supply
/ Demand – the Need for New Infrastructure
Andy Barrett has well-established expertise in the international energy industry. Prior to joining CERA,
Mr. Barrett was a founding Executive Vice President and Board Member of BG International – now BG
Group, where he was responsible for the company’s overall strategy and portfolio together with regional
responsibilities for South America, East Asia, the Middle East and parts of Europe and UK. Before BG he
was with Shell in a variety of business areas including downstream oil, petrochemicals, trading and gas
and was also Managing Director of the Criterion Catalyst Company joint venture servicing the global
oil refining industry.
With CERA, Andy has been active since 2001 with the Global and European Gas, Power and LNG teams
and has led or participated in the development of options for the monetization of North Sea, Russian,
Middle East, North African and Australian gas for various clients. He has also advised several resourceholding governments on policy and institutionalizing energy planning. Andy is recognized as offering
particular expertise in the gas value chain and strategic business models. He is the co-author of various
reports including “The Next Prize – the future of global LNG”, “New Horizons - Scenarios for the European
Gas Industry” and “Securing the Future – making Russian-Europe gas interdependence work”.
Alongside his work with CERA, Andy holds current or recent positions as chairman of companies in the
oil services, gas technology and renewable energy arenas.

Gas and the Sustainability Drive:
what will it do to the fuel mix?
Ian Cronshaw is the head of the International Energy Agency’s Energy Diversification Division, covering
electricity, gas, coal, and energy market reform.
Mr Cronshaw, who is a dual Australian and British national, began his career in the Australia Government
in 1975, holding a number of energy-related positions over the past thirty years. Most recently, Mr
Cronshaw was General Manager in the Australian Government with responsibility for attracting
investment to Australia’s energy and resource based industries.
Prior to that he worked as one of the principal drafters of the Australian Government White Paper,
entitled “Securing Australia’s Energy Future”. This work was finalised in a statement by the Prime Minister
in June 2004. Mr Cronshaw’s international experience includes an earlier period in the IEA, covering
energy policies of the United States, as well as electricity and nuclear matters.

Lessons from developments in the past 10
years in the UK : TSO’s experience
Alison Kay joined NationalGrid in 1996. Alison works with the gas and electricity industries in the UK
and Europe to influence the legal and regulatory regimes in which National Grid operates, to deliver
improved efficiency and reliability, whilst facilitating security of supply for Britain.
Alison is responsible for delivering an equitable and dependable service to National Grid’s Transmission
customers. This involves forecasting the appropriate development of the National Grid gas and
electricity networks, and setting and recovering charges that are transparent and predictable.
She is also Chair of the trustees of the National Grid Electricity Transmission scheme and Chair of
National Grid’s Disability Network – Enabling.
Positions held with National Grid and Externally :
• General Counsel and Company Secretary - National Grid Electricity Transmission plc and National
Grid Gas plc (until February 2008).
• Joint lead for the integration of National Grid Electricity Transmission (formerly NGC) and National
Grid Gas (formerly Transco) in the UK following the merger announcement of Lattice and National

Mr. Juan Pons is currently General Manager of the Strategy and Regulation in Enagás.

Mr. Pons was appointed deputy director in 1980 of the Spanish Gas Association and General Secretary
in 1986. He has been secretary of the Spanish Gas Standardisation Committee and later on member of
the Executive Committee of the Spanish Standards Institution, President of Marcogaz, the Technical
Association of the European Natural Gas Industry. Member of the Council of the International Gas Union
Council, and of the Spanish Board of the Spanish National Committee of the World Energy Council.
Juan Pons has a degree in industrial engineering of the Polytechnical University of Catalonia, and a
Philosophy Lecturer degree of the University of Barcelona.

Torben Brabo is Vice President of Energinet.dk responsible for all Gas Market activities including

Previously employed with Gastra and DONG Transmission as Chief Coordinator responsible for projects
including the full market liberalisation, capacity model and the gas exchange, and before that employed

After graduating from London University (BA Honours PhD), Margot Loudon worked with British Steel
and then with the Nationalized Industries Chairmen’s Group (NICG) based in London.
In 1984, she began her career with the gas industry in the capacity of Financial Analyst with British
Gas plc. Seconded by British Gas to Brussels in 1986, she worked in the Secretariat of Comité d’Etudes
Economiques Gaz, and was appointed Deputy Secretary General in 1990 of Eurogas, then the
organization representing integrated gas sector interests.
Therefore Ms. Loudon has participated in the debate on the internal gas market since its inception
in late 1980s, working with the gas companies in Europe, in close contact with policy makers of the
Commission and European Parliament. In more recent years, Ms. Loudon’s work has embraced not
just strategic considerations argued by the gas sector (today from the wholesale and retail supply
perspective), but the highly technical regulatory issues discussed, notably by the Madrid Forum, and
in dialogue with CEER and ERGEG, giving her understanding of policy makers’ objectives as well as a
detailed working knowledge of companies’ interests and concerns.

Selling Gas in Europe and getting it there
Jorge Santos Silva was appointed Vice President of European Business Development for Shell Energy
BV in February 2005. This is the business organization within Shell responsible for managing and
developing Shell’s Gas & Power activities in Europe, Russia and Caspian.
He joined Shell in 1980 and during his career held several positions in different countries in Finance,
Commercial, Strategy & Portfolio and HR, including those of Director and later General Manager of
Shell Portugal, General Manager of Shell Ecuador, Strategy & Portfolio Manager for Latin America (Oil
Products) and Retail Director for the South Europe & Turkey. Outside Shell Jorge held the positions
of CEO of Petrogal (Portugal’s former National Oil Company) and Executive Director of Galp Energia
(Portugal’s main Oil & Gas company).
Jorge was born in Portugal and educated in England and Portugal, having graduated in Economics
from the London School of Economics and concluded an MBA at the Universidade Nova de Lisboa.

While finishing her law degree Helga Franse worked as a tax advisor for Ernst & Young in Amsterdam,
the Netherlands. After obtaining her masters degree, she joined the Dutch energy company Nuon
Energy Trade & Wholesale negotiating long and short term gas sourcing contracts with production
companies.
In December 2004 she joined the Dutch energy consultancy firm Entel International, notably working
as a project manager improving the business processes of several Dutch power and gas companies. In
2006 she joined the EU & Regulatory Affairs unit of StatoilHydro’s gas division, focusing on regulatory
and market changes in continental Europe. In this role, she represents the company externally in contact
with national and European (governmental) bodies.

Steinar Solheim present position is Vice President, Head of Energy Sourcing at Yara International.
Steinar started working for Norsk Hydro in 1980. He held different positions in Hydro Agri (which later
became Yara International) and Oil and Energy in Hydro. Steinar has worked with energy issues since
1993. He has established trading and marketing activities for Hydro in Brussels in 1996 and started in
Hydro Agri as responsible for energy sourcing in 2000.
Steinar was educated at the University of Oslo and the Norwegian School of Management. He worked
as researcher at the University of Oslo.

the technical institution of higher education in the field electro-technology. Mr. Musilek started to work
at the natural gas division of OMV in 1976 and was engaged in the development of the natural gas
business in different leading positions. In addition he was project manager of the Working Group of the
West-Austria-gas pipeline from 1976 to 1980.
Since 1997 Mr. Musilek had been the head of natural gas division and from 2001 to 2007 Managing

Recent developments
in the Energy Community
Alfred Schuch is the Head of Hydrocarbon Unit at the Energy Community Secretariat. He is responsible
for the proper implementation by the Contracting Parties of the Energy Directives
And gives guidance and assistance to the Contracting Parties for the adoption of security of supply
statements.
Mr Schuch is mechanical engineer and holds a Masters degree in Business Administration. He started
his professional career working as a project manager for the development of the supply and disposal
of operational supplements for industries and later as a project manager for planning and economic
assessment of gas infrastructure. In 2002 – 2005 he was appointed the head of the “Cross Border
Transport” task force by ERGEG. He also participated in the development of the “Guidelines for Good
Practice for Transmission- and Storage System Operators”.
He has been the Head of Hydrocarbon Unit at the Energy Community Secretariat since 2006.

How the implementation of the network

Mr. Vasile Florea is currently working with SNTGN TRANSGAZ SA, Medias, as Director for Commercial
Balancing.
Mr. Florea has been working within the gas sector since 1979, after having graduated the Polytechnic
Institute of Bucharest - Faculty of Machine Construction Technology.
His former professional activity involved research-design in the field of combustion processes,
automation and regulating equipment related to the gas industry.
Mr. Florea dedicated a significant part of his activity to the metering of gas flow rates starting from
import and transit stations up to the household consumers.
For a 6 years period, starting with 2000, Mr. Florea ensured the co-ordination of the process associated
to the preparation of technical regulations within the National Gas Regulatory Authority.
He has been representing the company in various professional and standardizing associations.

Recent regulatory developments
in the gas market of the Energy Community
Michael Thomadakis is the Vice Chairman of the Greek Regulatory Authority for Energy (RAE), since
November 2005. Before that, he was the Head of the Energy Planning & International Affairs Department
of (RAE), since 2002. He is also invited lecturer on natural gas technologies in the Post-Graduate
Program of the National Technical University of Athens, since 1997. Before joining RAE, Dr. Thomadakis
was Deputy Head of Department in the Public Gas Corporation of Greece (DEPA SA), responsible for
gas transportation contracts and gas transportation planning. After joining DEPA, in 1995, he has
been working as the administrator of the Gas Procurement contracts, both pipeline and LNG, on LNG
transportation contracts, on the development of underground gas storage and on the derivation of
transportation tariffs.
He has a Mechanical Engineering degree from National Technical University of Athens (1986) and a PhD
from the same University on Computational Aerodynamics (1992), while he has an MBA degree from
the Greek Society of Business Administration (2001). He has worked as senior research engineer, on
Computational Fluid Dynamics, in the Mechanical Engineering Department of University of Manchester
Institute of Science and Technology from 1993 to 1995. He has published more than 20 papers in
scientific journals and scientific conferences.

Richard Nielsen Hall has over thirty years experience in the oil and gas industry, most of this time
employed in European operations working for BP, British Gas and Shell. He is an engineer with experience
gained in a number of operational, engineering and commercial roles.
Richard has worked offshore as an Offshore Installation Manager and onshore in project and asset
management. In recent years he has applied his engineering and operations experience to commercial
activities, negotiating and implementing joint ventures within the industry and with national
governments.
In OGP Europe, Richard works with the European Institutions on behalf of the oil and gas producing
industry and is based in Brussels.

Silvia Adriana Ţicău became a Member of the European Parliament on 1 January 2007 with the
accession of Romania to the European Union.
She holds a Masters Degree in Business Administration (Open University Business School, UK, 19962001) and a Postgraduate Degree in Security of E-Government Systems (Military Technical Academy,
Bucharest, from 2002), as well as a Postgraduate Degree in Economic Benefits of Online Public Services
(Paris Dauphine University, from 2004).
In 2001, she was Director-General for Information Technology and Information Society Development
Strategy at the Ministry for Communications and Information Technology and, from 2009 to 2001,
Director of Operations, SC Tc. Inf. SA.
From 2001 to 2004, she was State Secretary for Information Technology and then Minister of
Communications and Information Technology in 2004, after which she became a Member of the
Romanian Senate and, in 2006, an Observer in the European Parliament.
Ms. Ţicău is Vice-President of the Social Democratic Party (Galaţi county branch, from 2005), a Member
of the Social Democratic Party National Executive (from 2004) and of the Social Democratic County
Executive (Galaţi, from 2001).
She is Secretary of the Committee on Equal Opportunities, Romanian Senate (from 2004), and a Member
of the Committee on Economic Affairs, Industry and Services, Romanian Senate (from 2004). She is also
Member of the National Order of ‘Serviciul Credincios’ (‘Faithful Service’) - Cavaler, 2002.

Commission’s view
on the latest developments
Mark van Stiphout’s work as Policy Officer at the European Commission, DG Transport & Energy,
Electricity and Gas Unit began in March 2006. He is responsible for the liberalisation of the internal
market for natural gas, which includes the legislative proposals that are currently being negotiated, the
rules on access to infrastructure, interoperability of gas networks, gas quality and the organisation of
the Madrid Forum.
Previous roles include consultancy on renewable energy projects, at Ecofys, with a focus on generating
energy from biomass, Market Analyst at Cogas Energie and an internship at Gaz de France, researching
gas storage in the EU.
His academic career contains post graduate studies in Economics of the Environment and Natural
Resources in Paris, an MSc in Technology and Society and two years in Chemical Engineering (both at
Eindhoven University of Technology).

Overview of GTE+ main achievements in
2008 and way forward
Jacques Laurelut is the Managing Director of GRTgaz since January 1st 2005. He has been in charge of
the Gaz de France gas transport activities since 2004.
He has been advisor to the CEOs of EDF and Gaz de France for IT and telecommunications from 1996 to
2000. From 2000 till 2004, he was in charge of the Gaz de France Gas Supply Contracts and the Trading
activities (through Gaselys - joint branch with Société Générale).
Jacques Laurelut started his career in Gaz de France in 1972 holding different positions in the
Transmission Division and being responsible in various areas including gas imports from Russia to
France and management of operating and maintenance Business Units. In 1988 he became Project
Manager of the new information system of the Division and participated in the engineering of the
Corporate Management of the Transmission Division. In 1994 he moved to Electricité de France and
covered the position of Chief Information Officer. From 1999 to 2003 he was Manager for Gas Trading
and Shipping in Gaz de France.
Jacques Laurelut is a civil engineer (mining) from Saint-Étienne.

Making the third package work in practice
Dr Walter Boltz graduated from high school in both the USA and Austria and holds a Degree in technical
physics from the Vienna University of Technology.
Walter Boltz held various positions for the EDP department of an Austrian banking group, he was for
ten years head of the Austrian branch of an international consulting group, and then a consultant for
a major Austrian commercial bank in Central and Eastern Europe. From 1996 to 1999, he was member
of the executive board of a major German consultancy company, and from 1999 to 2001, member of
the executive board of PricewaterhouseCoopers Management Consulting in charge of the “Energy and
Utilities” section. In this position he concentrated on the liberalisation of the energy markets in Austria
and Western Europe.
Since March 2001, Walter Boltz is the Chairman of E-Control Ltd. He holds different functions in

Recent regulatory developments
Dr. Stephan Ressl has a degree in mechanical engineering from TU-Vienna and a subsequent PhD
focusing on economics and industrial policy.
He joined Econgas as Head of Business Development in June 2006 and is responsible for new markets,
strategy and regulatory affairs. He serves also as Vice Chairman of EFET Gas and in the Easee-Gas Board
of Directors.
Before he worked in the European Commission DG TREN C-2 for more than two years, dealing mainly
with gas market liberalisation items and the creation of the energy community. He worked for GTE
as Vice-Executive Secretary from 2002 to 2004 after having joined OMV late 2001. He was previously
project manager to set up the Austrian Energy Exchange EXAA and the Austrian balancing energy
agency AGCS.

Since 2005, Jean-Marc Leroy has been in charge of storage infrastructures and LNG terminals of GDF
SUEZ.
From 1997 to 2004, he has been active at Gaz de France head office in several key positions : Manager
of the President’s Office, secretary of the Board, Deputy Vice president of the Strategy Division, Vice
President in charge of Exterior Relations and Internal Communication. Jean-Marc Leroy started his
career in Electricite de France (EDF). In 1994, he moved to Gaz de France as Deputy Vice President of
Gaz de France Transmission Division.
Jean-Marc Leroy is also President of GSE – Gas storage Europe, representing gas storage operators in
Europe.

Senior Financial Analyst
Views from the banking sector
Thierry Bros joined Société Générale in 2007, as Senior Financial Analyst, to provide clients with
recommendations on listed gas stocks and in-depth research on gas issues. Thierry was, from 2002 to
2007, the Senior Oil & Gas expert at the French Department of Trade and Industry, where he represented
France on oil markets and emergency questions at the International Energy Agency (Paris), the European
Commission and the Energy Charter (Brussels).
His responsibilities included providing global reviews for top French officials covering oil and gas issues
and negotiating European directives. As a gas specialist, Thierry reviewed the regulations governing
the opening up and liberalisation of the French gas market and supervised the Contingency Gas Plan.
Prior to that, Thierry was, for five years, Head of Internal Communication at the Institut Français du
Pétrole. Dr. Bros is also a lecturer at several universities and a speaker at international conferences on
gas-related subjects.

How to attract funds
for storage investments
Andrea Stegher, GSE vice president and chairman of Investment and SOS WG and member of the
GIE board, is head of planning and business development in Stogit, the legally unbundled Eni storage
company. He has a wide experience in storage activites with more than 10 years in the business.
Previously he had other assignments in the planning department of the E&P division of Eni.

Experience with storage investment:
the Bergermeer Gas Storage Project
Bas Froon is responsible for regulatory affairs of TAQA Energy and all commercial aspects of the
Alkmaar Peak Gas Installation operated by TAQA Energy. This includes the marketing of third party
storage services.
Based on this experience, he is also responsible for regulatory affairs within one of the biggest new gas
storage projects in North-West Europe, the Bergermeer Gas Storage. In this capacity he is the primary
liaison with the Dutch Ministry of Economic Affairs, Regulatory bodies and the European Commission.
Bas is also closely involved with the commercial development of Bergermeer Gas Storage.
Until 2006, Bas worked for the Dutch Energy Regulator DTe, where he was responsible for gas network
regulation and the development of the Dutch Gas Wholesale market. He also worked for CEER and
ERGEG in Brussels as National Expert Gas.
Bas has a Master of Arts degree in Public Administration and Public Policy from the Technical University
Twente.

Francisco de la Flor has been working in the natural gas business since mid eighties. He has worked
in several companies holding various positions and having responsibilities for commercial, technical,
procurement, international and planning issues. He is currently Director of Regulation in Enagas since
2002.
At the same time, he is a Professor for University postgraduates at the Global Development Learning
Network, belonging to the World Bank, and lecturer in many other training courses and fora.
He holds university degrees in Chemical Engineering and in Economics Sciences and Business Management.
He has completed a Business Administration Executive Program at the IESE Business School and
followed doctorate studies in Economics.

European Commission study on LNG:
Summary of Conclusions
Pedro Moraleda is an independent consultant specialized in LNG and international gas markets and
energy regulatory issues. On behalf of the Spanish Gas Association, he is currently the Chairman of the
International Gas Union’s Committee on Strategy, Economics and Regulation.
He got over 20 years experience in the oil and gas industry as Director of International Relations at Gas
Natural sdg, the Spanish company he worked for until October 2007, and at Repsol where he occupied
different high level positions in the commercial and marketing areas.
Frequent speaker at international conferences he has actively participated in gas and energy associations
and cooperated with energy authorities and regulators.
Born in Madrid in 1949, Mr. Moraleda has a degree in Law by the University of Deusto (Bilbao) and a
Master in Business Administration by ICADE (Madrid). Other than Spanish he speaks fluent English and
French.

Investing in LNG Infrastructure:
New entry capacity to the EU gas market
Patrick Wailliez is Gas Adviser to the CEO of GDF Suez since 1st of July 2004 and was previously COO
of Fluxys, the belgian TSO. He is Chairman of the Board of Suez LNG Trading S.A. and Suez LNG Finance
S.A.
His career within the gas sector started in 1976 when he joined Distrigaz where he had various positions
in technical, commercial and economical areas of the company. In 1993 he was apppointed Director of
Technical area, Gas Supply & Sales for Litoral Gas in Argentina in the framework of the liberalization of
the Argentine gas market. After this specific assignment he rejoined Distrigas in 1995 and endorsed
responsibilities in the technical and commercial areas and in the framework of the introduction of the
TPA activities within the company. He has been closely involved in the liberalization process of Distrigas
and moved in 2001 to Fluxys, the belgian gas transportation company, after the unbundling of Distrigas.
He was also Managing Director of Huberator and CEO of Fluxys LNG.
He has been Vice-Chairman of GTE where he was actively working towards an increased interoperability
at European level through the “GTE Interoperability Working Group”, EASEE-gas and the Madrid Forum.
